1- Sector Lead: Responsible for the co- development of sector(s) e-transformation strategy and action plan, and considered as the government’s subject matter expert and thought leader in the area of demand driven service delivery and customer centricity in the framework of enterprise architecture.
Job duties:
Packages, promotes and follows up on delivering high-quality e-government program consultation services and helps in the identification of government sectors automation’s needs and setting priorities. Assists in updating e-government strategy and roadmap.
Initiates and relationships with internal and external stakeholders.
In charge of aligning e-Government strategy with service delivery to targeted government entities, and single point of contact for any new service request for targeted sectors.
Works with business analysts and other e-government program streams to follow up on service delivery. Documents and distributes government-wide best practices in collaboration with other government
entities.
Qualifications: Bachelor’s degree in management information systems or other related fields. Project management certification is considered an advantage. Minimum (3) years of experience in management, preferably in an ICT and e-Government environment. Public and private sector experience is desired. Experience in business process engineering, program planning, change management and strategic planning. 2- Business Analyst: Responsible for gathering and analyzing business requirements for different types of
services and systems. Job duties:
Assists program manager and management team in identifying and managing client requirements, goals and expectations.
Analyzes business requirements and provides various detailed business requirements documentation. Prepares and maintains formal business requirements documentation.
Works with different stakeholders to communicate requirements accurately and effectively. Participates in developing system test plans and acceptance testing criteria.
Qualifications: First Degree in an appropriate discipline, such as IT or business or other related fields. Project Management Certification is a plus. (5) Years of experience in a relevant field, preferably in an ICT environment or industrial engineering. Excellent business analytical skills. Ability to identify and implement appropriate solutions to performance challenges based upon tracking and tendering information. Ability to work effectively without supervision, plan own work schedule and be proactive.
Exposure to statistical or financial analysis is a plus. Experience in developing business cases and business models. Strong envisioning skills and ability to understand As-Is situations, identifying gaps and service delivery improvements’ suggestions, and coming up with To-Be models demonstrating the transformation of an organization through the application of IT solutions. Job duties:
Develop, modify and maintain MoICT applications. Assist in applications and servers Administration.
Provide solutions for bugs that may arise in the content of MoICT Applications. Maintain, troubleshoot and resolve problems with applications, and database systems.

4- Senior Systems Architect: Job Duties
Responsible for reviewing the Government projects’ architectures and designs for compliance with Government Architectural standards and policies. Provides support for establishing the baseline of the e-Government architecture. Applies advanced principles, theories and concepts, as well as expertise in work related to architecture and design. Develops/improves strategic processes and directions. Anticipates and resolves issues and advocates change. Provides expertise in strategic emerging technologies.
Qualifications:
Bachelor degree in Information Technology or other related fields. Minimum of (6) years’ experience in IT architecture, 3 of which in systems architecture and design. Experience in analyzing business functions, experience in business process and role design, requirements analysis, application design, and systems integration. Experience in architecture principles design, building blocks design, solutions modeling. Solid knowledge in the area of application development methodologies, software engineering principles, and web based services. Preferred Certificate: TOGAF
5- Information Security Officer Job Duties
Produce and operate the e-Government IT Security Policy for the Government of Jordan. Ensure security policy and standards are in existence for all e-Government systems both operational and under development. Liaise with the e-Government Project Managers and administrators of the Government’s IT systems to ensure that security issues are given due weight in the overall system architecture and management. Minimize the impact of security measures on the operational efficiency of the systems and staff. Review the system designs during project development for compliance with security policies and standards. Coordinate with the Head of Change Management to provide content and delivery training on security methodologies to e-Government Project Managers. Develop and maintain process for updating security documents and sharing with vendor community (on e-Government initiatives). Manage all projects related to security.
Qualifications:
First degree in an appropriate discipline, such as Information Technology or equivalent qualification. A recognized qualification in information security. A minimum of 5 years’ experience in IT systems 3 of which in the area of IT security. Good understanding of and experience in, IT security in the Government sector and commercial sector.
6- Systems Engineer: Job duties:
Participate in the design and development of e-government architecture and infrastructure systems. Analyze and summarize reports that are generated by monitoring tools.
Provide performance and capacity planning for UNIX and Windows-based servers.
Provide specific detailed information for hardware and software selection, implementation techniques and tools, for the most efficient solutions that meet business needs.
Perform technical planning, verification, cost/risk, and supportability and effectiveness analysis for total project requirements.
Develop policies to implement backup and recovery strategies.
(Windows, Unix, Linux) using engineering and scientific principles. Must be proficient in UNIX Based OS and/or Windows Servers and Active Directory with thorough understanding of DHCP, WINS, Group Policy, DNS, TCP/IP, and routing concepts. Working knowledge in Microsoft exchange and system center products is a must. Ability to apply technology to improve existing systems and architecture.
Preferred Certificates: MCSE 2012,MCITP Enterprise Administrator, CCNA.
7- BI & DB Specialist: Responsible for providing operational and development BI and DB for legacy systems & for DWH/Big Data projects
Job duties:
Own, track and resolve database related incidents and requests.
Maintain Microsoft SQL Server databases and required subsystems including; installing new database applications, upgrading RDBMS software, ongoing systems technical support, and ensuring the integrity of the environment.
Data Modeling

8- Technical Contact Center Specialist Job duties
Duties and Responsibilities
- Defines and specifies the implementation of standards, methods, and procedures for developing, testing and evaluating service offerings.
- Analyzes activities, costs, operations and forecast data to determine progress toward stated goals and objectives.
- Competent to work at the highest technical level with all phases of the Contact Centre activities (related to infrastructure and systems)
- Interacts with network services, software systems engineering and/or applications development to restore service and/or identify and correct core problem.
- Analyzes and recommends systems modifications to reduce user problems.
- Defines the support relationship between the Contact Centre and all other e-Government projects and services and provide the needed support
- Develops, implements and maintains technical quality assurance systems and audits activities - Supervises and monitors the Contact Centre knowledge base in size and sophistication - Backup the functions and duties of the Contact Centre Manager.
- Resolve escalated problems/issues.
- Simulates or recreates user problems to resolve operating difficulties. - Review all RCA’s.
- Assists in the development of policies and procedures in conjunction with the contact Centre Manager.
- Writes RFP’s for the ongoing contact center activities
- Defines and approves the surveys conducted for customer satisfaction

Qualifications:

9- Network Engineer Job Duties:
participate in the design and development of e-Government networking projects’ activities.
Provides network engineering support including requirements definition and analysis. Analyzes and determines budget requirements and current network systems technology. Creates and maintain technical documentation.
Assists with or takes a leadership role in network engineering projects.
Designs and recommends network management systems, software and network communications systems.
Provides specifications and detailed schematics for network architecture and specific detailed information for hardware and software selection, implementation techniques and tools for the most efficient business solution
Qualifications:
First degree in an appropriate discipline, such as Information Technology or equivalent qualification. Minimum of 5 years’ experience in the design and support of networks and communication industry.
Advanced knowledge and understanding of a range of networking software and hardware systems and related technologies. Ability to analyze and assess network architecture requirements and determine optimum solutions. Extensive knowledge of LAN, WAN, and data communication operations, analysis, design, access methods and architectures. Preferred certificates: CCNP, CCSP, CCDP, CCI
10- Technical Support Specialist Engineer:
Responsible for all technical support work for all network clients and in coordination with official technical support.
Job Duties:
Perform necessary tests and procedures to identify network problems, if any, and work to isolate and solve them.
Inform monitoring engineers in case an incident happened that will affect customers connected to the network .
Make necessary changes on the network in coordination with change control engineers. Coordinate and follow-up technical support work with the implementing companies . Train network monitoring engineers.
Follow-up and document and system events.
Control and supervise the entrance to the network aggregate points. Qualifications:
11- Operation Center Coordinator
Overall responsibilities for following up on the day to day operations performance of eGovernment at NITC Duties
Liaises with Operations Centre, Government clients to monitor and support the level of service offered Follow up and Manage the issuance of all operational invoices
Work with various sections at the eGovernment Operations Center to ensure proper
Analyzes and recommends systems modifications to reduce user problems and future systems complications
Managing multiple stakeholders, technology vendors relationship, including setting, implementing and monitoring Service Level Agreements (SLAs)
Support relationship between the Operations and the e-Government Data Center team on projects and services and provide the needed support
Develops, implements and maintains technical quality assurance systems and audits activities Contribute in defining the needs of future system enhancements or replacements
Qualifications:
Bachelor's degree in computer science, software Engineering or other related fields.
Minimum (5) years experience in an enterprise class data center with complex heterogeneous systems and infrastructure technologies

Working knowledge of SQL, MOM, and SAN, Preferred certificates: MCITP Enterprise Administrator 12- Technical Writer
Job Duties

Act as a liaison between the Ministry and the Vendors, to cover the several duties as: Job Duties:
Follow up on all vendors’ support contracts and manage the release of their scheduled due payments. Make sure that all SLAs with vendors are followed by gathering the necessary reports from the Data
center/operations.
Responsible to foresee and alarm ahead of time any out-of support products (HW or Software) , used in the operation centers.
Qualifications:
Bachelor degree in Business Administration or Computer Science with (4) years of experience. Proven track in dealing with vendors and coordinating their payments release.
Policies and Strategies Directorate as following : 1- Head of Economic Section:
Job duties:
Provide quantitative analysis on issues related to ICT and Postal sectors such as, but not limited to the availability and usage of ICT related activities in Jordan, contribution of the ICT and Postal sectors to GDP and other economic measures of growth and estimate the impact of changes in policies affecting the ICT and Postal sectors by building and maintaining supporting models, provide materials to support the ministry's communication and promotion of the ICT and Postal sectors, provide input and insight to the Policies and Strategy department to improve the viability of proposed policies and strategies, put together an economic analysis methodology for the ICT and postal sectors in Jordan, pursue international ICT and postal research to update the economic department database and ensure prompt provisioning of relevant economic indicators when required interact with other economic departments at other entities and agencies and the private sector. Prepare the annual work plan and budget of the Department in coordination with the department director.
Qualifications:Bachelor Degree in Economics or any other related field, preferable economic analysis, advanced economics degree is preferable, an additional management qualification is a plus. A total of 8-10 years’ experience in economic research and analysis and in applying economic models, 3-4 of which at a managerial level experience in the ICT sector is preferable. Knowledge of macro-economics and applied economic theory, broad knowledge of the composition and structure of economy in Jordan, strong statistics background including familiarity with statistical packages’ analysis such as SPSS and other analysis tools. Familiarity with economic data sources and economic forecasting, regional economics research capability, ability to manage several complex projects simultaneously, background in the design and direction of major research studies, ability to work in a high-performance team environment inside the Ministry and cooperate and coordinate with major stakeholders outside the Ministry.
2- Head of Strategy and e-Services section : Job duties:
Develop National strategies that are aligned with the Government Policy for the ICT and Postal Sectors and the National Agenda in cooperation with major stakeholders and maintaining sub-strategies and plans . Sets, measures and monitors KPIs for strategy execution on the national level in collaboration with internal and external key persons and entities. Ensures alignment of MOICT strategies with other national strategies. Participate in Developing and executeing procedures and systems to measure and monitor e-Transformation in the public sector. Monitor, and communicate strategic plans in cooperation with major stakeholders in respective sectors. Provide effective, dynamic and creative / innovative leadership to all areas within the Strategic Planning section. Build effective relationships with external stakeholders. Monitor developments and analyze new industry trends to ensure the conformity of relevant national strategic plans. Work closely with the Performance Monitoring and Evaluation Directorate on reviewing and monitoring the Ministry's strategic activities to ensure that all strategies are consistent, appropriate and relevant to the National ICT and Postal Strategies and make recommendations on alternative courses of action when required. Work closely with the E-initiatives Directorate to monitor and report on external ICT and Postal initiatives to determine their potential impact on national strategies. Work closely with the economic section on assessing and forecasting developments in the ICT and Postal sectors, assessing relevant sectors’ competitiveness, as well as monitoring and evaluating the implementation of national ICT and Postal strategies and action plans. Job duties:
Providing advice on public issues relating to Information Technology and Telecommunication Policy. Work on the preparation and review of government national policy for the Information Technology and telecommunications sector in the Kingdom and contribute to the development of relevant plans and programs necessary to achieve the policy objectives and ensure the promotion of investment in targeted sectors. Reviews the legal environment for the IT and Telecommunications sectors and contribute to the preparation of the relevant legislation. Follow up on the latest developments in IT and Telecommunications sectors at the global and regional levels and ensure the harmonization of the government policy, strategies and initiatives with such developments. Follow-up and monitor developments in the IT and Telecommunications sectors in Jordan, including the overall performance of the sectors. Monitor the competition environment and the development of the IT and Telecom infrastructures. Prepare IT and Telecommunications sectors studies and reports. Interact with relevant sector partners and stakeholders to ensure the application of relevant policies in the IT and Telecom sectors. Prepare the annual work plan and budget of the Department in coordination with the department director.
Qualifications: Bachelor Degree in Telecommunication Engineering, IT or any other relevant filed, Master’s degree in Business Administration or Communication Engineering considered a plus. 8-10 years’ experience in the IT or Telecommunications sectors, (2) years at a senior position. Experience in formulation and execution of relevant sector policies and strategies. Excellent knowledge in the IT and Telecom services in Jordan and the required infrastructure for the provision of such services. Updated with the developments in targeted sectors. Experience in competition, regulation and legislations related to the IT and Telecom sectors is highly desirable. High ability to work in a high-performance team environment inside the Ministry and cooperate and coordinate with major stakeholders outside the Ministry.
4- Economic Researcher: Job duties:
Responsible for assessing the economic impact of MoICT's policy initiatives in the national economy which have measurable impacts on competitiveness of the telecommunications, IT and Postal sectors, responsible to put together an economic analysis methodology for the ICT and postal sectors in Jordan by building on best developed models Understand MoICT policies, sector strategies and initiatives from economic point of view. Develop set of indicators to measure impact of ICTs in national economy. Work with local and foreign suppliers to secure access to data, collect ICT and postal indicators and work in a cooperation with the team to update the ICT data base with the required indicators. Develop modeling routines to measure economic impact data elements. Advise on impact of fiscal/ monetary /customs policies of Government on development of ICT sector. Monitor developments in ICT sector in Jordan from an economic point of view .Deliver periodic updates on economic issues in ICT sector , and work jointly with the strategy and e-services section to perform any required tasks .
Qualifications: Bachelor Degree in Economics or any other related field. Minimum five (5) years of experience in a relevant field. Economic analysis and data collection methods skills, knowledge of ICT trends, services, features and benefits, and general knowledge of technology hardware. Public sector experience is a plus with exposure to international and national agencies.
5- Telecommunications and Information Technology Policy Researcher: Job duties:
Assist in assessing the IT and Telecom impact of the MoICT’s policy, related strategies and initiatives on the national economy, responsible to put together an analysis methodology for the IT and Telecom sectors in Jordan by building on best developed models in cooperation with the Economic section. .Monitor and prepare periodic reports on the developments in the IT and Telecom markets, industry and trends both on the national and international levels. He/She is expected to understand MoICT policies/strategies/ initiatives from an IT and Telecom point of view. Assist in the development of a set of indicators to measure impact of IT and Telecom on national economy.., and assist in developing new legislations where required. He or she will be expected to brief senior members of the MoICT on IT and Telecom matters.
Qualifications:Bachelor Degree in Communications Engineering or Computer Engineering, IT or any other related field. Minimum five years’ experience in similar field. Skills in data collection methods and research, knowledge of ICT trends, services, features and benefits and general knowledge of technology hardware. Experience in collecting data related to IT from various sources (eg Internet, international reports, periodicals competent). Knowledge of the public sector and links with the private sector is preferred Preferably good knowledge in the information technology sector.
6- Postal Policy Researcher Job duties:
Participates in preparing, monitoring and reviewing policies and strategies related to the postal sector in Jordan in addition to providing needed information for updating and adjusting plans and targets as per market/ industry requirements. Participates in reviewing the legislative environment in the postal sector and suggests revisions and amendments as needed. Follow up on the developments in the postal sector at the national and regional levels. Participates and coordinates the collection of relevant sector KPIs with main stakeholders. Produce periodic reports on issues of importance to the development of the postal sector in Jordan. Participates in the works aiming to the development of the postal sector and Jordan Post Company. Participates in the preparation of the annual stamps plan. Manage and follow up on needed activities to ensure the issuance of annual stamps. Research international trends and developments in the issuance of postal stamps.
Qualifications:Bachelor Degree in Business, Marketing or any other relevant filed. (5) years’ experience in areas of studies and research. Knowledge of the postal industry and its developments locally and internationally. Experience in strategic planning, data collection and the legislative environment in the postal market is desirable.
Administrative Directorate as following: 1- Information Technology Section Head: Job duties:
Propose an execution plan to implement IT department’s tasks and set work priorities in line with management directions.
Develop clear action plans to excute IT procedures, coordinate such plans with other concerned departments and submit them to direct supervisor.
Supervise the setting of foundations, standards, policies and procedures of design, specifications, installation, operation and support of external and internal networks.
Supervise the installation and maintenance of instruments, equipment and all software related to information networks according to specifications and requirments.
Manage and supervise the repair of technical malfunctions on ministry’s network systems. Ensure the effectiveness and confidentiality of all internet services, network softwares and digital communication systems.
Adopt all necessary measures to ensure maximum operational effectiveness of information networks. Prevent all network security preaches of all types, forms and sources, and prepare necessary reports to direct supervisor.
Participate in the development and application of all necessary measures to ensure the confidentiality of information on systems and networks.
Supervise the process of archiving all of ministry’s information. Develop IT section’s annual budget plan.
Supervise human and technical resources of the IT department in order to achieve highest level of performance and technical service to the ministry.
Follow up on hardware manintenance contracts and ministry’s hardware and software, and contact with companies and stakeholders to implement these services.
