Successful
The
Conservation Foundation is a nonprofit organizationwhichwas founded
in 1948. It isdedicated toimproving the qualityof the environment through wise use
of the earth's resources. Its long standing interest
and
involvement in land conservationand
development issuesemphasize a comprehensive approach.
Through
public advocacy, characterizedby
reasonand
balance, cooperativeproblem
solving,and
thedevelopment
ofnew
ideas,itseekseffective solutions to current
and emerging
environmental problems.The
Foundation has developed alongrecord ofimportant research into the issues facing all levels of
government
as they struggle to ensure a cleanand
safeenvironment.
The
SuccessfulCommunities
Program
is anattempt by the Foundation to address the issue ofgrowth
management
at the localgovernment
level. Uncontrolled growth isespeciallythreatening sincemany
smalltownsrelyon
volunteergovernments
which
lack the timeand
resources to adequately confront the problem.
As
development engulfs an area,
many
of the primeresourceswhich lend a
community
its uniqueness are lost under ablanket ofasphalt.
Successful
Communities
is designed to assist localgovernments in
managing development
to protect theirunique resources. Several small towns
were
selected towork
with SuccessfulCommunities
indeveloping a planforgrowth
management.
Fort Millwas
the first of thesecommunities.
In addition to technical assistance.
The
SuccessfulCommunities
Land
Trustwas
established to assistconcerned citizens in acquiring important property threatened by development.

underway
tobuildanetwork
ofindividualswho
areconcerned with growth
management
and want
to share successfultechniquesforaddressingitsrelatedproblems.The
Town
of
Fort
Mill
At
first glance. Fort Mill, South Carolina would appear tobe
an ideal community. Located just 15 milessouth of Charlotte,
North
Carolina it possesses traditionalsmall-town charm, yet the opportunities of a largecity are nearby.
The
area's educationaland
recreational systems are superlative.The booming
Charlotteeconomy
keepsunemployment
low.The
rural countryside provides anattractive
atmosphere
forthe town.Open
fields and heavyforestsborderthehighwaysto
and
from
FortMill.In spite of the advantages they enjoy, the citizens
of Fort Mill are worried.
Rapid
growthand
developmentfrom
Charlotte threatentodestroytheir highqualityoflife.Suburban
housing developmentsarebeingbuilt in theareaat an astoundingrate.
Each
yearhundreds ofnew
students flood the school system.The
parents of these childrencommute
to Charlotte forwork
each morning, clogging a traffic systemmore
suited to occasional farm trucks thancommuters.
The
scenic countryside is rapidly changingfrom
productive farmlandand
historic homesteads, to anendlessstringofsuburban developments.
The
Town
Takes
Action
Citizen concern has
prompted
thegovernment
ofFort Mill tobe
among
thefirstinSouth Carolinatoaddress theissueofgrowthmanagement.
In April of 1988, the Fort MillTown
Council voted toform
a partnership with SuccessfulCommunities.Over
thenext twoyears,FortMilland
SuccessfulCommunities
willwork
togethertostudytheproblems that threaten the area's high quality of life and
the
problem
ofrapiddevelopment
now, thetown hopes
to retainitsspecial qualitiesasitcontinuestogrow.Successful
Communities
set out to build a wide base of support for its involvement in Fort Mill before committing any resources to the project. Official invitationsfrom
both goveriunentand
business leaderswere
prerequisites for proceeding with the program.Representatives
from
SuccessfulCommunities
visited Fort Mill to address the concerns of local citizens about thechanges occurring in their town.
The
Chamber
ofCommerce,
after meetingwith Foundationstaff, decidedto officiallyinviteSuccessfulCommunities
towork
inthetown.A
promisingmeetingwas
alsoheld with themanagement
of Spring's Industries, the multinational textile firmheadquartered inFort Mill. It
was
clearfrom
theseinitialcontacts that the Fort Mill business community, as well as
its citizens,
was
concerned about the growth-relatedproblemsfacingthetown.
The
town government was
enthusiastic about theprogram.
During
themost
recent municipal elections,planning for growth - especially its associated traffic
problems-
had
become
ahot politicaltopic.The
FortMillTown
Council recognized itwas
facedwith aproblem
thatwas
crucialto the future ofthe town. Solving theproblem
would
requiremore
planning expertise than the council had.The
relationship with SuccessfulCommunities
givesthe
town
thisplanningcapability.Deciding
What
IsImportant
Successful
Communities
established a four-stageworkplantoaddress the
growth
problem
inFort Mill.The
first stage involved conducting a comprehensive inventory of the importantenvironmental resourcesin thearea. Fort Mill
Township
containsmany
environmentally sensitiveareas which should
be
preserved.These
areas areimportant totheheritage ofboththe
community and
SouthCarolina.
Assistance
from
the South CarolinaLand
ResourcesCommission
was
invaluable in compiling amapping
system which contains all sensitive resources.These
resourceswere
digitized onto a series ofcomputer
maps. Placing this data in a computerized format allows theplanningsystemtobe
flexibleand
updatedeasily.Each
map
was
overlaid to create a composite of the study area.Such
a geographic informationsystem (GIS) can be used asfollows: if the
town
wants to restrictnew
construction to areas within a specifiednumber
of feetfrom
waterand
sewer lines,which
reston
soil suitable to building,and
whichdo
not infringeupon
an environmentally sensitive area, thecomputer
can create a land use plan thatmeets
these criteria.
While
this capabihty isbecoming
commonplace
in largecities, itsuse inruralSouth Carolinais new. It puts Fort Mill at the forefront in
computer
planningcapability inthe Southeast.Historyisimportantto thepeopleofFortMill
and
is perhaps the town's greatest asset. Unfortunately, rapid
growth tends to
mar
the historic appearance of acommunity
asnew
construction either buries importantstructures under asphalt or destroys the character of
what
was
once a close-knit neighborhood. Prior efforts by thelocal
chamber
ofcommerce
had
generated an inventoryoflandmarks important to the town's development.
Successful
Communities
hasbegun
a complete historicalsurvey utilizing the services of a professional consultant.
This survey will
produce
a comprehensive record of the town's architectureand
development.Adding
the survey data to theGIS
system will produce an additional layer ofinformation demonstrating
what
historic areasneed
to be consideredforprotection.The
inventory includes resources which are noteasily labeled. Intangible aspects of a
community
areimportantas they
add
to itsqualityofUfe.The
smalltown
atmosphere
and
variedpopulationmix
ofFortMillmake
itattractive.
These
resources willbe
stressed in the inventory; a focal point of theprogram
willbe
to ensurethatthey
remain
a part of hfeinFortMill.Each
Community
Needs
a Vision of
ItsFuture
Successful
Communities
hasattempted toinvolve awide spectrum ofFort Mill society in the debate overthe direction of the
community.
The
second stage of the project entails a series ofcommunity
meetingsaimed
atcreating a vision of the future for the town.
The
result of thesemeetings willbe
a vision statement, spellingoutwhat
makes
Fort Millspecial toitscitizensand what
needs tobe
done
to protect the unique quaUties of the town. Thisvision statement willserve as a road
map
to the Fort Mill of thefuture.The
preparationofthisvisionstatement hasbeen
a cooperativeeffortbetween
thebusinesscommunity and
thegovernment.
The
Chamber
ofCommerce's
Conservationand
RevitalizationCommittee
is working with SuccessfulCommunities
to ensurethateconomic
growthiscompatiblewith Fort Mill'ssmall-town nature.
Using
a questionnairepublished in the local newspaper, the
committee
hasidentified the revitalization of
downtown
as its primaryobjective. Like
many
downtowns
across the country, thecentral business district has
been
losing the battle withregional shopping malls.
The
failure to maintain thisdowntown
would
notonlyhave severeeconomic
effects forFort Mill, but also
undermine
the cultural cohesiveness ofthe
community.
The
town
council is participating in the vision-setting stage through the establishment of a SuccessfulCommunities Task
Force. This broad-based group haspinpointed several potential
problems
thetown
needs toaddress.
While
the tangible resources of the area areconsidered important, the task force has identified the
maintenance of a small-town
atmosphere
as the most importantobjectiveof theprogram.With
theinfluxofnew
citizens intohousing developments
on
the outskirts ofthetown, the goal is to maintain Fort Mill's identity as a
distinct
community,
instead of allowing it tobecome
justanother
bedroom
of nearby Charlotte. Instilling into thenew
citizens a sense of identity with the rich tradition ofFortMill will
be
a cornerstone ofthe plan tomaintainthe town's uniqueness.The
cooperationofboth businessand
governmentis essential to a successfulgrowth
management
program
inFort Mill. Similar efforts have failed
when
citizens and developersbecame
hostileover attemptstoplan for qualitydevelopment. Developers often see citizen attempts to
control growth as a threat to the profitability of their projects.
The
"not-in-my-backyard"syndrome
often causescitizens to cut offnegotiations with developers instead of seeking mutually beneficial solutions to their concerns. Efforts at keeping
communication
in Fort Millopen
havebeen
successful as the area'stwo
largest developers sit onthe
Chamber
ofCommerce's
committee
workingon
theproject. This involvement will help ensure that mutually
beneficial solutions to the area's growth problems are
reached.
Protecting Special
Resources
The
inventory of important resourcesand
citizen vision-setting will support the thirdsegment
of SuccessfulCommunities' involvement in Fort Mill: compiling a
workable plan to protect the
town
from
uncontrolledgrowth.
While
the comprehensive plan is scheduled to be completed inMarch
of 1989,many
of the plan'scomponents
are already being put in place. It is essential thatmechanisms
to carry outgrowth
management
techniquesbe
established in order to allowsmooth
implementationof amasterplan. Fort Mill lackedmany
ofthese mechanisms. It has relied
on
a small administrativestaff to supplement a volunteer government. Putting
planning
mechanisms
inplacewillallow thetown
toswiftlycarryoutthosepoliciesitdecidestopursue.
When
the comprehensive growthmanagement
planiscompletedin
March
1989, itwill tie these projectsinTheOliverHouse,builtinthe 1890's,isanexample oftheuniquecharmthat thepeople ofFort Millwantto preserve.
Mill. Primary eimong the issues requiring action is the protection of sensitive environmental areas which are threatenedby the rapiddevelopment.
A
land useplan willbe developed to guide
development
away from
sensitiveareas
and
towards those placeswhere
the naturalenvironmentiscapableofadequately absorbing growth.
The
FortMillTown
Council voted unanimouslytoestabUsh a Historic
Landmarks Commission
toaddress the protection of historic architecture.The
commission was
granted the authority of architectural reviewon
new
constructionand
external alterations within historic districts. It has onlynow
begun
to considerwhat
areasshould be included within historic districts.
The
commission's
recommendations
willbe
included in thecomprehensive report to
town
council for enactment.When
the council approves a historic protection plan, anadministrative
body
willbe
in place to administer theaccompanying
regulations.Aesthetic controlswill be a
major
concernto FortMill. Often
new
construction appearsbland as developersrush to
make
a profitfrom
rapidly increasingdemand.
Ifleft unchecked, this "sameness" will destroy the architectural character which lends a
town
its uniqueness.Besidesthehistoricdistrictsalready discussed, the
town
willconsider design guidelines for
new
construction within itszoning authority. Implementation of design guidelines allows a
community
to control the appearance ofnew
buildingsand
preserveitsarchitectural character.A
comprehensive county billboard-controlordmance
has alsobeen
prepared.While
Fort Mill has regulated billboards foryears, it has felt the effect of thefailure of
York
County
to effectively address the problem.Many
of the highways leading to thetown
lie outside itszoningjurisdiction
and
havebecome
overrun with massivebillboards. It will take a decision by the county council to
solvethe
problem
and
passage of theordinanceisa lengthy process.Pubhc
concern overthe billboardproblem
makes
thepassage ofstrictercontrols probable.
Fort Mill's traffic
problem
required immediateattention as
downtown
Fort Millhad
become
a primaryroute for
commuters
traveling to Charlotte each day.Transportation
moved
the construction ofa bypassaround
Fort Mill to the top of the State's highway priority list.
Successful
Communities
hasbegun
negotiations with theNational Park Service to involve
NPS
in the design of thehighwayto ensurethatit enhancesthe scenicbeautyof the route while solving the town's traffic problems. Designating the bypass a scenic corridor
where
development is controlled will protect the view along theroute.
Planning
and
regulations cannot take the place of civic-minded citizens. Fort Mill hasbeen
blessed by the decision of the area's largest landowners toremove from
development a large section of their property, creating a greenbeltaround
FortMill. Thisgreenbeltwillprotectthetown
from
overdevelopingand
provide excellentrecreational opportunities.
The
greenbelt contains primeagricultural lands, historic sites,
and
scenic vistas.Successful Communities, realizing that this project is of
significantimportanceto the future UvabiUty of the town,is
currentlyattemptingtohaveotherlandownerscontributeto
the plan
and
complete the greenbelt to the south ofFortMill.
Implementation:
The
Crucial Stage
Implementation is the crucial stage in any growth
management
program.Many
of the steps necessary to effectively preserve a community's character will impactupon
the rights oflandowners.The
implementation stageis
what
makes
SuccessfulCommunities
differentfrom
privateconsultants. Successful
Communities
isdesigned towork
with Fort Mill to put into practice the steps spelled out in the comprehensive plan.Implemented
land usepolicies,nottheplanitself,willhelp
manage
growthinFortMill.
Implementation will once again require the cooperative efforts of developers
and
goverimient.The
involvement of varied interests in the plaiming stage will
helpprovide for a
smooth
implementation.The
Fort Milland
York
County governments
willhave toimplement
land use regulations which willbe
unfamiliar to this area ofSouthCarolina. Developerswillfind that they
must
factor in different restraintswhen
calculating the profitability oftheir projects.
Growth management
canbe
compatiblewith all interests. Quality
development
provides a high returnfor the developerand
protects thespecial character of a community.Demonstrating
this compatibihty is thecrucialstepforgrowth
management
advocatesinFortMill.Fort Mill
and
SuccessfulCommunities
haveno
illusions about the difficulty of implementing an effective
growth
management
program. Negotiationand
compromise
willbe
necessaryascompeting
interests reactto different proposals.
The
need
forgrowthmanagement
never ends. Policies
which
were
effective in the past atcontroUing
development
requirecontinuous reexamination.New
problemsneed
tobe
studiedand
original solutionsdeveloped for the area's changing needs.
The
partiesinvolved should frequently ask themselves, "Are
we
achievingwhat
we
intendedwhen
we
started?"Conclusion
FortMillhas takenthefirststeptoward protecting
its small
town
characterby
realizing that aproblem
loomson
the horizon. It has respondedtothisthreat bydecidingto take control of its destiny
by
employing appropriatetechniques to mitigate the
problems
accompanying
rapid growth. Logical solutions, basedon
well-thought-out planning, can guideand
control growth in away
thatpreserves the things citizensconsider dear.
These
solutions willrequiredebateand
harddecisions.Some
decisionswillbe difficult to
make
asthey requiregovernment
toregulate the use of land innew
ways.These
new
solutions can benefitallthecitizensofFortMill.The
town's partnership with SuccessfulCommunities
isastatementby FortMillthatitscitizensareconcerned about
what
is happening to theirtown
and thattheycan shape
what
theircommunity
becomes. Thislong-range outlook can only help preserve for future Fort Mill
citizens the benefits that current residents have refused to
take for granted.
Growth
and
change canbe
good
for acommunity. But
when
growththreatenstodestroy the very things which attracted people to an area, it needs to becontrolled. Quality
development
iswhat
Fort Mill desires.Fort Mill istaking stepswhich willensure that thechanges
occurring daily

not destroy the rich character of this specialcommunity.
