The SCISYS Cloud Application Development Service can be used to procure application development and testing services to support the development and implementation of cloud-based solutions.

The activities available with this service relate to existing or potential projects that include, but are not restricted to:

LOB applications

Departmental Applications

Data Services, Collaboration, Mobile and Simple Applications

This service is offered under Lot 4 (Specialist Cloud Services) for inclusion in the government CloudStore.

Service Overview (Functional and Non-Functional)

Service Summary

SCISYS Application Development teams have a broad range of skills, competencies and experience that bring significant added value across the entire application lifecycle. This includes the early conceptual realisation stages through project definition, design, development, implementation, enhancement, support and replacement.

This service provides a facility to commission SCISYS to undertake a range of application development activities for government that relate to the development of cloud-based solutions. It can be adapted to provide the resources, processes, tools and techniques necessary to implement all required application development work using a range of competent, trained, skilled and experienced personnel.

The approach adopted for this service depends on customer requirements as applicable to the specific call-off contract and includes elements or all of the following:

Service Approach

The SCISYS Application Development Service can be applied across a range of programmes and projects to any stage of the development lifecycle. The specific tools and methodologies are selected based on requirements and in the call-off contract.

Example

By way of example, consider a potential project where a government body requires an intuitive, easy-to-use solution to meet current, specific requirements, with the flexibility to expand over time to include further functionality. In this case we adopt an agile approach for the project, to ensure key users and stakeholders of the solution can provide contextual background and information in order to refine current requirements, along with on-going involvement during an iterative development process.

This approach requires a continuous integration and test process that ensures that each iteration produces useable software. We have used this approach effectively in a number of other Government customer projects, such as the Environment Agency, Better Regulation Delivery Office (formerly Local Better Regulation Office), the Met Office and the MOD. While the approach is predominantly agile, each phase or module follows the same delivery lifecycle, comprising the following key stages:

SCISYS is also able to offer a cloud specification, procurement and hosting maintenance capability. Working closely with the stakeholders to understand the usage profiles for the system including peak daily load, peaks through the year, off peak availability, maximum parallel usage,

SCISYS will translate these parameters into a cloud capacity plan. This will reflect an elastic approach to provision of computing resource and will include SCISYS knowledge of the cloud components that are best aligned to support the requirements of each part of the system so that as the usage flexes then so does the system in an efficient manner. SCISYS is happy to procure the cloud infrastructure on behalf of the customer as part of the service from one of our existing industry partnerships. Furthermore, SCISYS is able to provide on-going maintenance and tuning of the cloud infrastructure to ensure that the deployed capacity can scale up (and down) in an efficient and controlled manner to meet the requirements of a changing user base. The motivation for a cloud based solution could include:

Technical Requirements

Technical requirements for this service will be determined in close consultation with the consumer and any other relevant parties.

1.5

Service Attributes

This service is typically provided by one or more SCISYS Consultants using any necessary tools, software, hardware and customer furnished resources to provide the required deliverables in the required timescale. The SCISYS Consultants would work in close collaboration with all other relevant service providers involved in the project or potential project.

Performance, resilience, capacity and other related requirements can be fully elicited, analysed, evaluated and specified depending on the scope of the particular consultancy call off contract.

Information Assurance

This service can be used to design, develop, enhance and implement government cloud-based solutions to address a range of IA requirements in environments from IL0 to IL3. Such solutions could be hosted on the Internet or other public, private or hybrid cloud environments.

Service Tariff and Pricing

Cloud Application Development Services are provided in accordance with standard commercial models such as fixed price or time and materials contracts.

Rates for the professional services employed are contained in the priced SFIA Table supplied (see Section 2 below) with this Service Definition. However, these may be varied depending on the size, nature and complexity of the specific contract. These will be individually priced on application.

SCISYS work in partnership with cloud hosting providers and is able to offer a flexible and scalable cloud platform to meet customer requirements.

Contractual Terms and Conditions

The SCISYS Ts & Cs are contained in the following document: TERMS OF BUSINESS - Lot 4 - Application Development Service.

This document is supplied by SCISYS in support of this Service Definition.

The duration of the service is contract specific and will typically range from a few weeks to a number of years.

1.11

Ordering and Invoicing Process

The ordering and invoicing process for this service will align with GPS requirements and will be subject to the specific call off contract.

The form of order used will be in accordance with the schedule to the G-Cloud Framework Agreement.

On-boarding and Off-boarding

Not strictly applicable to this service; however, ordering, invoicing, project termination and completion will be covered by Ts & Cs and the call off contract.

1.18

Data Restoration and Service Migration

As developments using this service are unlikely to be software multi-tenanted then the data in the system will only be relevant to the customer and to their end customers. As appropriate to the system, the customer’s data may be backed up and restored as necessary without knock on effect to other users of the service. Should the customer wish to completely terminate the service but retain the data then further agreement on retrieval of the data from the cloud infrastructure will be necessary.

Developments carried out using ‘The SCISYS Cloud Application Development Service’ can be migrated to an alternative platform or provider. This would involve handing over the administrative account access to the customer. At this point the customer would become responsible for the operational and long term maintenance of the system and its data.

Backup, restore and data recovery

This Service will identify/provide backup, restore and data recovery facilities as required by the contract and in accordance with ISO/IEC 27001 and the SCISYS ISO 9001 Quality Management System.

1.20

Consumer Responsibilities

Consumer dependencies and responsibilities will be contract specific. They will be defined and agreed at the earliest possible stage of the Cloud Application Development Project.

1.21

Training

Provision of training will be contract specific and in accordance with consumer requirements. For example, User training and familiarisation for the developed and deployed solution can be provided.
