This publication is for Skill Levels {SLs) 2, 3, and 4 soldiers holding MOS 15E and their trainer/first-line supervisor. It contains standardized training objectives, in the fonn of task summaries, which can be used to train and evaluate soldiers on critical tasks that support unit missions during wartime. Soldiers holding the MOS/SL 15E2/3/4 should have access to this publication. It should be made available in the soldier's work area, in the unit learning center, and in unit libraries. Trainers and first-line supervisors should actively plan for soldiers to have access to this publication. However, it is not intended that an individual copy be available for each soldier holding the MOS/SL. Reserve Components {Army National Guard and Army Reserve). This soldier's manual does not apply to the Reserve Components.

Users of this publication are encouraged to recommend changes and submit comments for its improvement. Comments should be keyed to the specific page, paragraph, and line of the text in which the change is recommended. Reasons will be provided for each comment to ensure understanding and complete evaluation. COMMANDA .T'S MESSAGE

This soldier's manual has been l~esigned for use by both you and your trainer. It is available to all soldiers, MOS 15E, Skill Level 2/3/4, and to the officers and NCOs in yout chain of command.

Your soldier's manual identifies the MOS and shared tasks in which you must be proficient to be MOS qualified. The soldier's manuals of common tasks (SMCT), STP 21-1-SMCT {Skill Level 1) and STP 21-24-SMCT {Skill Levels 2, 3, and 4), contain conunon tasks that all soldiers should be able to perfonn. If you master the tasks in this manual and those in the SMCT, you should progress readily to positions of higher responsibility. Most important, the knowledge you gain from these manuals will help you gain the skills necessary to fight successfully and to survive on the modern battlefield.

The format of this manual has been modified to help you and your trainer plan, conduct, and evaluate individual training. In addition to the conditions and standards for each task at your skill level, this manual contains an MOS training plan for all skill levels. This eliminates the need for a separate trainer's guide. The evaluation guides in this and the Skill Level 1 manual give all trainers a way to ensure that

evaluation is always an integral part of training. The application of ~

this valuable diagnostic tool is limited only by imagination and initiative. I encourage each of you to make full use of these manuals to enhance the benefits of your individual training program and to increase the combat effectiveness of your unit.

CHAPTER 1 GENERAL 1-1. INTRODUCTION

a. This manual identifies the individual MOS training requirement

for soldiers in MOS 15E. It is designed to be used by conunanders,

trainers, and soldiers to plan, conduct, and evaluate individual training

in units. This manual is the primary reference to support that portion of

the individual training evaluation program {ITEP) which requires

commanders to routinely evaluate a soldier's ability to perform

MOS-specific tasks critical to the unit mission. AR 350-37 describes the

individual training evaluation program in detail.

b. The information necessary for planning training requirements

for this MOS is in the MOS training plan {MTP) in Chapter 2. The

MTP--{l) Identifies subject areas in which soldiers must be

trained.

(2) Identifies the critical tasks for each subject area.

{3) Specifies where soldiers are initially trained on each task.

{4) Specifies the references needed to train the tasks.

(5) Recommends how of ten each task should be trained to

sustain proficiency.

{6) Reconunends a strategy for cross-training soldiers.

(7) Recommends a strategy for training soldiers to perfonn

higher level tasks.

c. The task summaries contain information necessary to conduct

training and to evaluate soldier proficiency on tasks critical to the

MOS. A separate task summary is provided for each critical task. These

task summaries are standardized training objectives which ensure that soldiers do not have to relearn a task on reassignment to a new unit.

Note. Critical tasks for soldiers in Skill Levels 2 through 4 are in

Chapters 3 and 4 of this manual. Critical tasks for Skill Level 1 are

in a separate soldier training publication.

d. This manual should be used with the soldier's manuals of common tasks (STP 21-1-SMCT and STP 21-24-SMCT), Anny training and evaluation programs (ARTEPs), and the Army training doctrine manuals (FM 25-1 through FM 25-5) to establish effective training plans and programs which integrate individual and collective tasks.

1-2. COMMANDER'S RESPONSIBILITIES

Each commander must ensure that the unit training plan prepares the unit for war by enabling soldiers to develop and sustain proficiency in the tasks for their MOS and skill level. The commander should design the unit training plan to provide individual training for all soldiers assigned to the unit and to routinely evaluate soldier proficiency as part of the ITEP. The unit training plan also should integrate individual training with crew drills and other collective training. The MTP in Chapter 2 provides infonnation on which to base integration, cross-train, train-up, and sustainment training programs. It should be used by commanders in developing unit training plans. For the proper development of an effective unit training plan, the following six-step cycle is recommended:

a. Set objectives.

b. Plan resources such as personnel, time, funds, facilities,~­ devices, and training aids.

c. Train the trainer. d. Provide resources. e. Conduct training.

f. Evaluate soldier perfonnance. 1-3. TRAINER'S RESPONSIBILITIES

a. Training is the business of all unit leaders. The first-line leaders {normally the Skill Levels 2 and 3 NCOs) are the principal trainers in the unit, because they directly supervise the soldiers and lead the crews, squads, sections, or teams.

b. The MTP can be used to identify the critical tasks for which all soldiers are responsible. Soldiers should be told which tasks they must be able to perform. The trainer should evaluate task performance to find out which tasks the soldiers can or cannot perfonn to standards. Soldiers who cannot perform a task to standard need further training. This manual helps the trainer do what trainers get paid to do--train. To train effectively, the trainer

(1) Plan the training. Training for specific tasks usually can be integrated into or conducted concurrently with other training or during slack periods. The unit ARTEP can help identify individual tasks which can be trained and evaluated concurrently with collective task training and evaluation.

(2) Gather the training references and materials. These items are listed in the reference column of the MTP (Chapter 2) for each task to be trained.

(3) Train each soldier. Show the soldier how the task is done to standard, and explain how the task is done step by step. Give each soldier at least one chance to do the task step by step.

(4) Check each soldier. Evaluate how well each soldier perfonns the tasks in this manual. This may be done during individual training sessions or during evaluation of individual proficiency in the conduct of unit collective tasks. An evaluation guide has been provided for each task in this manual to enhance the trainer's ability to conduct year-round, hands-on evaluations of tasks critical to the unit mission. The MTP contains infonnation that can be used as a guide to detennine how often soldiers should be checked out on each task to ensure that they sustain proficiency.

(5) Record the results. Record the GO/NO-GO results in the soldier's individual job book or on DA Form 5165-R (Field-Expedient Squad Book) (Appendix D). On permanent change of station (PCS), ensure that this information is current and is recorded in the soldier's individual job book for forwarding to the gaining unit. A copy of DA Form 5164-R

(Hands-On Evaluation) is provided in Appendix C in case the trainer wants to keep a record of the performance steps the soldier passes or fails. This fonn can be an important tool for recording results from the commander's evaluation part of the ITEP.

(6) Retrain and reevaluate. Work with each soldier until the task can be performed to specific SM standards.

1-4. SOLDIER'S RESPONSIBILITIES

a. All soldiers must be able to perform all tasks required by their jobs. They share the responsibility with the trainer to maintain their skills. The MTP indicates which tasks soldiers in different jobs and skill levels are required to perform. Soldiers must be able to perform all common tasks, at their current skill level and below, listed in STP 21-1-SMCT and STP 21-24-SMCT. To help the soldiers maintain task proficiency, each task is written so that it

(1) Where and when the task should be perfonned and what equipment is needed (conditions statement).

(2) How wel 1 the task must be perfonned (standards statement). (3) Which references describe step by step how the task should be performed (reference section).

b. Each task contains an evaluation guide (training/evaluation section) which is used to detennine if a soldier can perfonn the task. Periodically, soldiers should ask their supervisors or another soldier to check them out to ensure that they can perfonn the task. It is the soldier's responsibility to ask the first-line supervisor for clarification if they are uncertain about how to do a task or about which tasks in this manual they must be able to perform. The

first-1 ine supervisor knows how to perfonn each task or can direct the soldiers to the appropriate training materials. These include field manuals, technical manuals, and training extension courses (TEC). It is the soldiers' responsibility to use these materials to maintain proficiency. c. a. Prepare yourself.

(1) Get training guidance from your chain of command on when training must take place, on what tasks the soldiers should be trained, and on the availability of resources and a training site.

(2) Get the training objective (that is, task, conditions, and standards) from the task summary in this manual.

(3) Make sure you can do the task. Re.view the task summary and references listed in the reference section. Practice doing the task, or, if necessary, have someone train you on the task.

(4) Choose a training method. Some tasks provide recommended training methods in the feedback section of the task summary.

(5) Prepare a training outline consisting of infonnal notes on what you want to cover during your training session.

(6) Practice your training presentation. b. Prepare the resources.

(1) Get required resources as identified in the conditions statement for each task.

(2) Gather equipment and ensure that it is operational.

(3) Coordinate for use of training aids and devices.

(4) Prepare the training site according to the conditions statement and the evaluation preparation section of the task summary.

c. Prepare the soldiers to be trained.

( 1) Tell the sol die rs what tasks they must do and how well they must do them. Get this infonnation from the standards statement and evaluation preparation section for each task.

(2) Caution the soldiers on safety and security.

(3) Provide any necessary training on basic skills that soldiers must have before they can be trained on the task.

(4) Pretest all soldiers to detennine the areas of the task in which they need training by having them perform the task. Use the evaluation guide in each task summary and DA Form 5164-R to make this determination.

d. Train the soldiers who failed the pretest.

(1) Demonstrate how to do the task or the specific perfonnance steps failed to those soldiers who could not perform to SM standards. Have the soldiers study the appropriate training materials.

(2) Have the soldiers practice the task until they can do it to SM standards.

e. Record the results in the soldier's individual job book or in the field-expedient squad book (Appendix D).

Note. Refer to Task 874-896-2010, Prepare to Conduct Training, and Task

874-896-2020, Conduct Training, for more detailed information. These

tasks are located in STP 21-24-SMCT, Soldier's Manual of Common Tasks, Skill Levels 2, 3, and 4.

1-6. EVALUATION GUIDE

a. Evaluation guides for task summaries have been included in this

manual. The trainer may use these evaluation guides year-round to

determine if soldiers can perform the critical tasks to SM standards. Each evaluation guide contains one or more perfonnance steps that identify what the trainer must observe to score a soldier's performance.

Each step is clearly identified by a P (for pass) and an F (for fail)

under the Results column on each evaluation guide. For some tasks, the

trainer must watch as the soldier performs the task (evaluating process). For other tasks, the trainer can focus on the product that results from the perfonnance of the task.

Note. These evaluation guides are provided to help the trainers evaluate soldier proficiency throughout the year in support of the individual training evaluation program. Written entries should not be made on these

evaluation guides to record soldier performance. If trainers want to

keep a record of the performance steps a soldier passes or fails, they ~

should use DA Form 5164-R in Appendix C of this manual. This fonn

applies to all tasks in this manual and may be reproduced locally. At

the time local reproduction is requested, trainers may have DA Fonn

5164-R overprinted with information unique to their local training

requirements. Instructions for using this fonn also are in Appendix C.

b. The following are some general instructions on using the

evaluation guide to evaluate soldiers:

(1) Review the guide to become familiar with the tasks on

which the soldier will be scored.

(2) Detennine if the soldiers must be watched while they are

performing the task (process) or if the trainer can focus on the product that results from the performance of the task.

Note. If the soldiers must be watched while they are performing the

task, only one soldier should be evaluated at a time. However, if only

the results of the task performance is scored (for example, determination of grid coordinates and identification of terrain features), a group of soldiers can be evaluated at the same time.

(3) Prepare the test site according to the conditions section of the task summary. Some tasks contain special evaluation preparation instructions. These instructions tell the trainers what modifications must be made to the job conditions to enable them to evaluate the task. Note. After each soldier has been tested, restore the test site to the OrTQinal setup requirements to ensure that all soldiers are tested under

the same conditons.

(4) If the evaluation preparation section has special instructions to the soldier, give these instructions to each soldier before testing.

(5) Score each soldier only according to the performance steps and standard in each evaluation guide.

(6) Record the date in the DATE block and check the appropri-ate GO or NO GO block in the individual soldier's job book and on the field-expedient squad book (DA Form 5165-R) if it is used.

1-7. TRAINING SUPPORT

Reference materials have been identified for each task to help plan and conduct training. A list of all training references required to train the tasks is at the end of this manual. These references are listed by type, identification number, and title.

1-8. FIELD-EXPEDIENT SQUAD BOOK

A trainer can monitor the progress of each soldier by using DA Form 5165-R (Appendix D). This form has been designed specifically to be used by the trainer to informally record training results gathered in the field during slack time. Information recorded on DA Form 5165-R should be transferred to the soldier's individual job book when the trainer returns from the field. DA Form 5165-R may be locally reproduced. See Appendix D for instructions on how to use this form.

1-9. ENLISTED PERSONNEL MANAGEMENT SYSTEM

The enlisted personnel management system (EPMS) is a combination of policies pertaining to training, evaluation, classification, and pro-motion. It is designed to increase the professional ism of the enlisted force. It also provides the means for the soldiers to look to the future and see a clear and realistic career progression path from private to sergeant major. By understanding the programs that make up EPMS and by planning for professional development, soldiers can progress through a challenging and rewarding Anny career. Their progress, however, will depend on the extent to which they use the system and how well they perform.

1-10. PROMOTION

The Army is anxious to promote soldiers who perform well at their skill

levels. That is why you are tested at your present skill level. Other

promotion requirements are established by AR 600-200. Follow the steps

to promotion listed below.

STEP 1: LEARN THE TASKS IN THIS MANUAL FOR YOUR SKILL LEVEL AND

THE TASKS IN THE SOLDIER'S MANUALS OF COMMON TASKS

(STP 21-1-SMCT, SKILL LEVEL 1, AND STP 21-24-SMCT, SKILL LEVELS 2/3/4).

STEP 2: TAKE AND PASS THE MOS SQT. If you make a passing score,

you will have verified your skill level.

STEP 3: ATTEND SCHOOL. The chart on page 1-9 of this manual

shows the career development schools available for a

soldier in MOS 15E.

STEP 4: RECEIVE AN ENLISTED EVALUATION REPORT (EER). In the EER,

your supervisor will rate you on how well you do your job in the unit.

STEP 5: FOR SKILL LEVEL 2, BE RECOMMENDED FOR PROMOTION. The

recommendation starts with your immediate supervisor. He will evaluate your work and recommend you to the commander

when he feels you are ready. Your commander will ensure

that you meet the time-in-service and time-in-grade re-quirements established by AR 600-200 before recommending

you to a promotion board. The promotion board will

compare you with other soldiers at your skill level and will recommend those who are best qualified.

STEP 6: FOR SKILL LEVELS 3 AND 4, BE SELECTED FOR PROMOTION BY

THE DEPARTMENT OF THE ARMY PROMOTION BOARD. 1-11. SKILL QUALIFICATION TEST

a. The MOS SQT is a written test designed to help detennine i f

you are qualified in your present skill level. The written test consists of a series of task tests packaged together into a test booklet with a

minimum of three questions per task. As a skill level 2, 3, or 4

soldier, you wil 1 take the appropriate SQT for your skill level. In

addition to the SQT, you will take a common task test (CTT). The CTT

contains hands-on task tests and backup written tests for tasks selected from the soldier's manual of common tasks.

b. Before administration of the SQT, you will receive an SQT notice. The notice is a 1 ist of tasks identified by title and number. You will be tested on approximately two-thirds of the tasks listed in the SQT notice. After you have taken the SQT, you will receive a report showing your score. It will tell you which test questions you missed.

c. The MOS tasks for SQT 2, 3, and 4 are in this manual. You must take the SQT every year.

1-12. PREPARATION FOR THE SQT

You must prepare for the SQT by reading and training. Studying this manual is not enough. The study references are at the end of each evaluation guide. Consult them to find out exactly how to perfonn the tasks. If you have problems, see your supervisor. He will help you find TEC programs, TV tapes, training circulars, and various other aids.

1-13. USING THE SOLDIER'S MANUAL

By now, you should realize that to enhance your promotion potential, you should pass the SQT. To do so, you must use the soldier's manual. The MOS tasks are in Chapter 3. Tasks for selected duty positions and additional duties (shared tasks) are in Chapter 4.

1-14. STUDY REFERENCES

The study references at the end of each evaluation guide direct you to the publications or TEC lessons that will teach you the subject in detail. Keep in mind that this soldier's manual will not teach you everything you need to know about a task. You must study other references.

1-15. COMMENTS

CHAPTER 2 MOS TRAINING PLAN 2-1. INTRODUCTION

The MOS training plan identifies the essential components of a unit training plan for individual training. Units have different training needs and requirements based on differences in environment, location, equipment, dispersion, and other similar factors. Therefore, the MTP should be used as a guide for conducting unit training and not as a rigid standard. The MTP has two parts to assist the commander in preparing a unit training plan which satisfies integration, cross-training, train-up, and sustainment training requirements for soldiers in their MOS.

2-2. PART I

Part I of the MTP shows the relationship between duty position and critical tasks for an MOS skill level. These critical tasks are grouped, by task commonality, into subject areas. Section 1 lists subject area numbers and titles used throughout the MTP. These subject areas are used to define the training requirements for each duty position within an MOS. Section 2 identifies the total training requirement for each duty posi-tion within an MOS and provides a recommendaposi-tion for cross-training and train-up/merger training.

a. DUTY POSITIONS column. This column lists the duty positions of the MOS, by skill level, which have different training requirements. b. SUBJECT AREAS column. This column lists, by numerical key (see Section 1), the subject areas in which a soldier must be proficient to perfonn in that duty position.

c. CROSS-TRAIN column. This column 1 is ts the reconunended duty position for which soldiers should be cross-trained.

d. TRAIN-UP/MERGER column. This column ·lists the corresponding duty position for the next higher skill level or military occupational specialty code (MOSC) the soldier will merge into on promotion.

2-3. PART II

Part II lists, by general subject areas, the critical tasks to be trained in an MOS, the recommended products to use, the type of training required (resident, integration, or sustainment), and a crosswalk to an ARTEP task.

a. SUBJECT AREA column. This column lists the subject area number and title in the same order as in Part I, Section 1, of the MTP.

b. TASK NUMBER column. This column lists the task numbers for all tasks included in the subject area.

c. TITLE column. This column lists the task title for each task in the subject area.

d. REFERENCES column. This column lists the references necessary to perfonn and train the task. References are listed in alphabetical and numeric a 1 order.

e. TNG LOCATION column. This column identifies the training location at which the task is first trained to soldier training publications standards. If the task is first trained to standard in the unit, the word 11UNIT11 will be in this column. If the task is first

trained to standard in the training base, it will identify, by brevity code (for example, BT, AIT, ATC), the resident course in which the task was taught. Figure 2-1 is a list of training locations and their corresponding brevity codes.
