Introduction

The University of Winnipeg offers early-childhood studies in Stream C of the Developmental Studies Program—the only university in Manitoba with a degree-granting program in early childcare and development. These CCEPAC*-approved studies are geared to preparing students for careers in the childcare field, either as a practitioner or an administrator, and to advance the quality and status of early childcare and education locally and provincially. This is achieved with the expertise of the University’s interdisciplinary faculty and the collaboration and support of the wider childcare community. As such, the University is at the forefront in building childcare management and leadership capacity.

The University has a unique articulation agreement with Red River College, providing students the occasion to study in a joint program and earn both an ECE II Diploma and an undergraduate degree. Students have two options: entering with an ECE II Diploma and completing their Bachelor of Arts in Developmental Studies in two years at the UW or entering the UW as an undergraduate student and completing a BA in four years of which the third year is spent, full time, at RRC to obtain the Diploma. Students coming into the program from Université de Saint-Boniface with their ECE II Diploma are given the same consideration as the RRC students.

Career Opportunities

The design of this childcare program provides the foundation for preparing students for a variety of career opportunities as early-childhood and education professionals, from certified daycare workers to daycare-centre directors, from educators to child advocates and policy analysts, from trainers to supervisors. Collectively, they play a crucial role in improving early-childhood care programs, in influencing family stability and education, and, thereby, also promoting community wellbeing.

All staff members working in childcare centres and nursery schools are classified in one of three levels: as child care assistants, ECE II, or ECE III. Staffing is regulated by the Manitoba Government. For full-time centres with children up to age six, two-thirds of the personnel have to hold an ECE II or ECE III certification; for school-age centres or nursery schools, one-half have to be certified. With their credentials and eligibility to apply for ECE III certification, graduates of the UW program are well positioned.

The demand for skilled childcare professionals is a constant in the field, with daycare centres experiencing continuing shortages in qualified personnel. With an increased emphasis on childcare in the province, the available jobs in the field are prone to increase further. In April of 2011, the Manitoba Government

Program Structure and Options

The Child Development and Childcare Program

A 4-year BA program with a Major in DS and an ECE II Diploma

from Red River College (RRC) or Université de Saint-Boniface (USB)

Students have two options: entering with an ECE II Diploma and completing their Bachelor of Arts in Developmental Studies in two years at the UW or entering the UW as an undergraduate student and completing a BA in four years of which the third year is spent at RRC, full time, to obtain the ECE II Diploma. Students coming into the program from Université de Saint-Boniface with their ECE II Diploma are given the same consideration as the RRC students.

Two Options

1. Direct Entry—apply to UW and to the DS Program

Years 1 & 2 at UW: General Arts and Science and Core year and practicum at RRC in the spring of Year 2 (2 hrs/wk; 20 full days)

Year 3 at RRC, full time: 2nd year of ECE II Diploma program Year 4 at UW: Specialization year (Practice or Administration)

2. Diploma Entry—with an ECE II Diploma from RRC or USB

Year 1 & 2 at RRC or USB: ECE II Diploma Program (30 credit hours)

Years 3 & 4 at UW: Core year and Specialization year (Practice or Administration)

• Graduates of the Program may also apply to the Manitoba Child Care Program for Early Childhood Education III classification.

Advanced Diploma in Leadership in Early Childhood Care and Education Program through the

UW Professional, Applied and Continuing Education (PACE)

For the ADLECCE, students must apply through Professional, Applied and Continuing Education and, at the same time, to UW for admission to the Faculty of Arts and Science. Students must

complete the PACE courses before registering for the three Arts and Science degree credit courses and obtain permission from academic advisor, Barbara Read ([email protected]). The ADLECCE studies consist of a combination of courses from the PACE Professional Studies Program Area and Developmental Studies, Stream C, in particular, DEV-3100/3 The Child, Family, and Social Policy; DEV-3610/3 Topics in Leadership ECCE; and DEV-3630/3 Advanced Internship. Students receive waivers for the respective prerequisite courses. (See UW PACE Calendar, visit

UW Degree Requirements

Graduation requirements for Bachelor of Arts programs at the University of Winnipeg are as follows: Minimum: 90 credit hours

Humanities: 12 credit hours Science: 6 credit hours

Writing Requirement: 0 – 6, depending on Gr. 12 English marks or other entrance credits Compulsory Program Courses: 39 or 42, depending on program option selected

Electives: remainder to constitute 90 credit hours Maximum 1000-level credit hours: 42 credit hours

Students may take a maximum course load of 30 credit hours in the Fall/Winter session.

Requirements for a BA in Developmental Studies Stream C

Students who are seeking a major in Developmental Studies Stream C must fulfill the usual BA requirements.

Students entering the program with an ECE II Diploma receive 30 credit hours (1 year) of transfer credit, and if eligible for at least 24 credit hours of transfer credit, they are also exempt from the Academic Writing requirement.

As indicated above, students must complete the course work of the program: a minimum of 39 or 42 credit hours, of which 24 or 27 credit hours are Core courses and 15 credit hours are Specialization courses.

Prior Learning Assessment and Recognition (PLAR)

PLAR is an educational provision that allows individuals with extensive experience in the childcare field to obtain credit for equivalent university-level knowledge and skills gained outside the classroom. PLAR uses valid, rigorous assessment methods to ensure that learning worthy of credit has taken place. Criminal Record Check

All employees of childcare centres are required, by law, to complete a criminal record check to help ensure the safety of children, and many hosting centres also require their practicum students to get a CRC. It is

Timetabling and Course Selection

The Developmental Studies courses (designated DEV) are, generally, taught in the evening to

accommodate students who are working in the childcare field. While the course scheduling may change, for a variety of reasons, normally the DEV courses, which are all half courses, are taught only once each year:

One important consideration in selecting courses to fulfill the Humanities and Science requirements, as well as any electives, is the 42 credit-hour limit at the 1000-level. Students with an ECE II Diploma entering the Administrative track, especially, must pay close attention to this regulation, as they will have exhausted the 1000-level limit by virtue of the 30 credit-hour transfer, the compulsory CRS-1200, and the compulsory two 1000-level BUS courses.

To deal with this issue, it is recommended that students select courses in History, Religious Studies, Philosophy, or Theatre and Film that do not have 1000-level prerequisites or in an additional language if they have the credentials to register in a 2000-level course. By selecting appropriate courses in

Kinesiology, the science requirement can also be fulfilled with 2000-level courses. Courses which are suitable for the program include KIN-2501(3) Nutrition for Health and Wellness (Le3), KIN-2204(3) Introduction to Human Physiology (Le3, La2), and KIN-2301(3) Human Anatomy (Le3, La2).

B.Ed. with a Developmental Studies Minor

Education students in the Early Years, Middle Years, and Early-Middle Years streams may select Developmental Studies as a teachable minor. The required courses are PSYC-2200(3) Developmental Psychology I: Fundamentals, DEV-2004(3) Observation and Evaluation Techniques, DEV-3100(3) Child, Family, and Social Policy, and DEV-3300(3) Speech and Language Disorders. The prerequisite PSYC-1000(6) Introductory Psychology is waived for students who select this option. These students do not apply for admission into the Developmental Studies Program.

The RRC Component for Direct-Entry Students

A. The Spring Practicum

All direct-entry students must complete a spring practicum at Red River College after completing the Core year in the Developmental Studies Program. The practicum runs from the end of April or early May to around mid-June. Four weeks of this block are spent at the work site, and the remaining time is spent in preparation at the beginning, curriculum activities, meetings, and debriefing. Students must apply to RRC as a regular student in order to be eligible to apply for the practicum. They must also contact the Practicum Coordinator at RRC, Dale Stadnyk (632-2279).

B. ECE II Diploma Year

Year 3 is spent at RRC, full time, and upon completion of the program, successful students will have earned their ECE II Diploma.

The RRC Workplace Program

An alternative to the regular Year 3 program is the Workplace Program, which is offered through the Department of Continuing Education at RRC. Students who are admitted into this program are exempt from the Spring Practicum in Year 2. Their courses typically run from after the long weekend in September to the following June. The weeks are split into three days at the workplace, full time, and two days of coursework, which is also delivered through Distance Education. Students may be eligible for an employment replacement grant. The contact person for the Workplace Program is Kim Hannah (632-3070).

Note: Students with extensive experience may be eligible for recognition of prior learning (RPL). The contact person at RRC is Mavis Lewis-Webber (632-2353).

Application Procedures

A. Direct Entry

1. Apply for admission to the U of W

• Students who have been previously enrolled at UW and are returning after more than a one-year absence must complete a Continuance form.

2. Apply for admission into Stream C of the Developmental Studies Program

• Pick up an application package from the Developmental Studies office or visit

http://developmentalstudies.uwinnipeg.ca/ and the download relevant documents. • Complete the attached application form for admission into Developmental Studies (see

details on page 9) and submit it to the Developmental Studies office. • Upon acceptance, the Registrar and the student will be notified.

• Please, note that the selection of candidates will be competitively based on academic and professional qualifications, experience, and areas of interest or specialization.

3. Apply for Spring Practicum at Red River College in Year 2

• In order to apply for the spring practicum, which takes place in the spring of Year 2, students first have to apply for general admission to Red River College for their full-time Year 3 program (visit http://www.rrc.mb.ca/index.php?pid=272). Admission to RRC indicates that the student is eligible for the spring practicum. Registration is ongoing and students may register at any time (online, mail, or in-person). The registration fee is $70 fee. An official transcript must be supplied.

• Students should apply by the end of January, as placements are done in February. • Students must indicate Stream C.

• After the application has been submitted, students receive an information package from RRC. • As part of the admission process and before their acceptance into the practicum, applicants

write a test on fundamental and course-related skills in April.

• Students must contact the Practicum Coordinator at RRC: Dale Stadnyk at 632-2279.

4. Apply for Year 3 (Full time) at Red River College

• Students will have applied to Red River College by virtue of having completed the spring practicum at the end of Year 2.

• Students are not considered registered until they show up in class in September. • At the conclusion of this year, students will have earned an ECE II Diploma by having

completed the second year of the two-year ECE program. The Diploma must be submitted to the UW Admissions and a copy to the Developmental Studies office for verification of the completion of their RRC program and transfer credits towards their BA degree.

Applying to the Developmental Studies Program

Upon completing and submitting the UW Application Form, students planning to enrol in the child development and child care stream of the Developmental Studies Program—Stream C—must also apply to be admitted into the Program. This application consists of the following components:

1. a completed Developmental Studies Program application form (see attachment);

2. two letters of reference, of which one must be from an employer, a supervisor, or colleague in an employment or a volunteer position;

3. an autobiography, no longer than 4 standard pages, with 1.5 line spacing, which addresses the applicant’s • personal background and motivation for entering the childcare field;

• academic profile, including strengths and weaknesses;

• work experience, outlining jobs held and involvement in any organizations and associations; • special abilities or interests in the arts, languages, athletics, etc.; and

• academic and professional goals, indicating whether studies will be pursued on a full-time or part-time basis; and

4. the original ECE II Diploma (and ECE III), if applicable and available.

1. An ECE II Diploma from Red River College or Université de Saint-Boniface constitutes 30 1000-level credit hours of advanced standing.

2. Credits from institutions other than RRC or USB will be assessed on an individual basis.

3. With 30 hours of transfer credits, a 3-year BA with a DEV major, Stream C, requires 60 additional credit hours, for a total of 90, as outlined in this document. Any deficit in transfer credits must be made up in additional course work.

4. PSYC-1000/6 Introduction to Psychology and PSYC-2200/3 Developmental Psychology I: Fundamentals are waived for students holding an

ECE II Diploma from RRC or USB. SOC-1101/6 Introduction to Sociology is also waived as a prerequisite for SOC-2115/6 and SOC-2103/6.
