park site detailed in the attached schedule. The information and documents for this

project will not be considered.

Borough
Council for use by those organisations (“Applicants”) who are interested in
entering into a contract with Brentwood Borough Council, their professional advisers
and other parties essential to preparing responses to the PQQ and for no other
purpose.
The information contained in this PQQ and all subsequent information and
documents sent to you by Brentwood Borough Council pursuant to this procurement
must be treated as confidential and must not be disclosed to any third party. If you
are unable to comply with this requirement you must destroy this PQQ and all
associated documents immediately and not retain any electronic or paper copies.
No warranties or opinions as to the accuracy or completeness of any information
provided in, or which accompanies, this PQQ or otherwise as to the powers and/or

Project Requirements
2.1
The Project Brief
Brentwood Borough Council wish to review the potential development of the existing
council owned car park site in William Hunter Way.
The Town Centre Renaissance Strategy (May 2010) contains the following
statements:
…..to conserve the qualities of Brentwood Town Centre while enhancing and
improving the negative aspects of the function and appearance of the town.
To create a vibrant town centre which balances the requirements of retail,
residential, office and leisure uses around an efficient network of public
transport and a high quality High Street
Following on from the success of the High Street improvement scheme a
vision for the future development of William Hunter Way should be
produced……
The above are a clear indication of the stated need to develop the William Hunter
Way site. This is also supported by the priorities listed under “A Prosperous Borough”
in the Brentwood Borough Council Corporate Plan 2013-2016.
Accordingly the Council has created the William Hunter Way project to address the
above needs.
To that end the following have been agreed in relation to the development of William
Hunter Way.
An options paper with recommendations was agreed at the Extraordinary
Council Meeting 7

£1.2 Million has been earmarked for the costs of the project in the MTFP,
however it is hoped that some costs will be met by any potential developer.
Nine letters have been issued to parties expressing interest in the WHW site.
The final options paper is included at Appendix 1.
2.2
Project Management Services
Brentwood Council requires professional support to realise a project of this scale and
complexity. For this reason they have decided to appoint an Independent Project
Management Team, who can provide supporting expert advice and project manager
services, to provide the necessary expertise to ensure the delivery of a successful
project in terms of quality, cost, programme, risk and good governance. The Project
Management Team will have a direct relationship with Philip Ruck, Brentwood
Borough Council’s designated point of contact for the project. However, the Project
Manager will also have regular liaison with the project working group and relevant
committee who represent Brentwood Borough Council.
Brentwood Borough Council place a significant value on the quality of the appointed
Project Management Team with particular emphasis on their commitment and
passion shown to the project, ability to engender good working relationships between
teams and stakeholders and have significant experience in developing and managing
effective communication and project protocols. Key will be a strong record of delivery
in this type of project.
The following is a high level overview of the requirement, a more detailed
specification will be provided at tender stage;

Completing and Submitting PQQs
4.1
General Requirements
You must, in English or a full English language translation provided at no cost to the
Council, complete and submit one copy of the PQQ document and by doing so will
be deemed to have submitted the PQQ for evaluation in accordance with the terms
of the Declaration in Section 8.
Completed PQQs must be returned online via the Delta E-Tendering system.
Hard copies will not be accepted.
PQQs should be returned by 12.00 noon Tuesday 10
thMarch 2015.
Failure to comply with the deadline, fully complete the documents, provide all the
information required or meet any of the PQQ requirements may result in your PQQ
failing and not being further considered by Brentwood Borough Council. It is
strongly advised that you make sure everything is attached and complete
before submitting.
If there are any questions which do not apply, please mark them “N/A” with an
explanation where appropriate.
Brentwood Borough Council may require clarification of the PQQs during the
assessment process and will contact Applicants as necessary for any clarification
required.

short-listing process as follows:
Step 1:
Any Applicant whose PQQ response does not satisfy any
pass/fail criteria in any Section may be treated as ineligible for
this contract opportunity and their PQQ response will not be
assessed further.
Step 2:
The remaining sections of the PQQ response will be assessed
and scored out of the maximum available marks for those
Sections as stated in the Scoring Table.
Step 3:
The Applicants’ scores will be ranked applying the weightings
set out in the Scoring Table above, the five highest scoring
Applicants will be short listed and invited to tender.
