FRIDAY,

1010.

The Statehood Proposition.

President Taft signed the state hood

bill last Tuesday.

A Washington dispatch which

dis-cusses the statehood matter H.iys in

part:

"The friends&f statehood in the

capi-tal, while jubilant over thfc

jiasac

of the bill and high in their prai.s'S of the

part played in oiiai ting the legislature by Taft, are nevertheless realizing that the measure is pretty thoroughly

hed-ged about with restrictions.

Under the chronology of the bill ns finally passed it will take 250 tlayu

be-fore the constitution can be referred to

congress, if the formative work is all

done on close schedule. As there are

2.")0 days before March 4, next year, itis

certain

that

the following congrens will

not act onthe constitution. This

con-gress may delay until March 4, Wl'.i,

thus preventi ng the new state from

voting in a presidential election until

1916.

Among the changes made in the 'bill

as finally passed provides that relating to the indebtedness and the water

tow-ersite clause.

The Beveridge bill originally provid-ed that the debt of the territory be

by the new state. The bill as

finally passed provides

that

"the debts and liabilities of the said territory of

New Mexico and the debts of the

coun-ties thereof which shall be valid and

subsisting at the time of the passage of this act shall be assumed and paid by ijaid propose1

state."

'

This means that the debts of all the

counties ua we11 as the territory must

lie paid by the new state.

Another important change

rndo

by

lleveridgc ut the solicitation of the New

Mexico Republicans is that which

pro-vides

that

the present tenitoral offices

shall hold over until the electiod 6f the

state officers has taken place. Section

C of the original bill provided that "the

county and territorial officers ofsaid

territory, including thedelegate in

con-gress thereof elected at the general election in 1910 shall continue todin-

-charge the duties of their respective officers." The amended section

chan-ges the elate, reading: "and until the

state is so admitted into the union and

and said officers are fleeted and quali-fied under the provisions of the

con-stitution the county and territorial

off-icers of said territory, including

Un-delegate in congress thereof elected at the general election in 1908, shall

con-tinue to discharge the duties of their respective offices in and for said ter-ritory. Provided that nosession of the

territorial legislative assembly shall be held in 1911." In the event that the constitution is hold over and not acted on promptly by congress this last )

re-vision may leave the new state without a legislative body in1912 also.

Delegate Andrews succeeded in

hav-ing re taineel the provision which will make the apportionment of delegates

,on the basis of the 190S population.

There wai some opposition to this on

the grounel that the new counties are

now much morepopulous, " he provis-ion reads: "The governor, chief justice

and secretary of said territory Hindi

antmrtion the deleirates to be thus ise-

-letted, as nearly as may be, equitably

among the several counties thereof i:ij j

accordance with the voting population j

as shown by the vote cast at the elect-

-ion for delegate to eomrress in Paul

rritory in Vlii." Ano.her provision

At a point just above. the last station

It

is raid that rattlesnakes are more numerousin the vicinityof thiscity this

spring than in a number of years, and it

i,i probably due to the warm, dry spring. Mr. Martin, who has the farm of Mrs. Kremis, down the river a couple ofmiles,

saya he has seen quite a number ofthe

poisonous reptiles so farthis spring, and

they areof the savage, vicious species, ready to fight at every opportunity. Watch outfor themwhen going through

your fields, andespecially of a morning

when the dew is heavy and you cannot

so easily he;:r their warning. Springer Stockman.

When the newa arrived here that

Congress hadat l&ii, passed along look-ed for statehood bill there was no

un-due excitement in Hillsboro. Several towns in the terri ory held high carni-val and wildly celebrated the occasion,

but,

the

first flush ofvictory setrned to soon

fa

!e to th? mce sober, serious

thought as the restrictions of the bill

dawned upon the minds

f

the people.

It is evident that should New Mexico

become a state

it

will

rot

be until

after the next presidential election, thus preventing thevotei-- ofNew Mex-ico from voting foe a president a

privilege they have coveted for fifty

years.

Bi'ly Martin of Socorro, and who vas upto recently clerk of the court in this

district, sentthe following to the Tri-bune .Citizen: "The passing of the statehood bill in its present terms

cre-ates no enthusiasm here nor does it $rmbxt) b3:A:iAio'. bMpihSgcK.' ''Fhvgs failed to wave from ihe t rritorial chairman's house or the county

chair-man's house. Allthe interest censed

when

it

was found out

that

a general

election will be held in '910 and that

the present incumbents would again have toface the people for an approval of their respective stewardships. The

old-tim-e

taxpayers here will

oppo:--statehooe on the ground

that

Congress-man Hamilton proposed taxation

with-out representation. The people down

here do not want to pay taxesforSanta andGrant county railway bondti."

Latereturns from Washington

indi-cate

that

there will be no geneial elec-tion held this fall and that the brave

boys liow at the pie counter will not be

disturbed. As to taxation without

re-presentation Mr. Martinprobobly

under-stands why the peopleof Sierra county

object to handing over

that

$25,000 to

the Socorro county bunch.

Hillsboro

Mining.

The last issue of the Southwestern

Mines contained the followiug Hills-boro mining items:

Work iss'eadily progressing on the Wicks Gulch mine which isoper ted

un-der lease bythe Sigma Construction Co. A station hasbeen cutout at the

375-fo-ot level andsinking is again going

nn with t'nu ohipot ofV"urYirir a

dr-nt-of 500 feet. Progress downward is somewhat retarded by the nature of the rock whichisvery hard. This hardness

on the other hand has the advantage

that no timbering is required. The ore

body in the vein on which the shaft is

being sunk is continuously improving. Until recently the ore shoots were

nt

continuous, but had atendency topinch.

For

the

last fifty feet the successive

ore shoots or lenses of the high grade

shipping ore have been connected by

bodiesofloworgradeore running aoout $15 to the ton. The width of the ore body ranges from two feet to six feet.
