Petition Request and Summary of Facts: The petitioner respectfully requests DRB approval of development of a new aircraft storage hangar (19,591 GSF) including a lean-to office space (951 GSF) at the Naples Airport, in accordance with the Leasehold Agreement dated June 1, 2020

between the Naples Airport Authority and Marco Hangars, LLC. Aircraft hangars are a permitted use within the C4 Zoning District, and are consistent with the existing adjacent buildings (Naples Jet Center, the Gulf Coast Hangar, etc.)

Standards and Criteria

Section 50-241 of the Land Development Code provides that the following standards and criteria shall be considered by the Design Review Board and by Administrative Staff when reviewing petitions for Design Review pursuant to Chapter 2, Article V, Division 4 of this Code. Please explain how the project will meet the guidelines, standards and criteria by addressing the following:

1. The overall plan for the project, including the site plan, design, landscaping, lighting and signage, contributes to the image of the City as a visually attractive community.

The overall design has been created to be functional for its intended purpose for the storage of aircraft up to a G-V luxury jet, and smaller, while also creating a distinctive style for the lean-to office space consistent with City of Naples Standards. The project does have certain constraints within the airport environment. These include, but are not limited to, minimal landside landscaping to discourage wildlife attractants that may be hazardous to aviation operations, lighting that is inconsistent with airfield lighting, or that directs light onto the air operations area which can confuse pilots or the ATCT, mandatory airfield security fencing, etc.

2. The proposed building or structure is of a quality and appearance that:

a. Is consistent and compatible with the surrounding neighborhood structures; and

b. Does not cause the local neighborhood or environment to depreciate materially in appearance or value.

The landside architecture is consistent with adjacent buildings, while also having the appearance of a southwest Florida coastal structure.

3. The project’s scale, and the size, color and proportion of building elements, components, and materials are appropriate and harmonious with surrounding neighborhood structures.

Scale, size, color and proportion of the proposed hangar and lean-to office are of the same materials of construction, and are in sync with the other buildings of this area of the Naples Airport.

4. Appropriate building materials are being used. The use or employ of any of the following is generally considered inappropriate and will not be permitted unless appropriately integrated into a project meeting all other criteria, including aesthetic criteria, of this article:

a. Corrugated metal siding;

b. Fiberglass shingle roofing;

c. Prefabricated metal buildings or their components;

d. Primary colors or black;

e. False windows or doors;

f. Unmodified formula and trademark buildings and structures; and

g. Buildings and structures that are visually intrusive and inconsistent with the character of the neighborhood or of the community.

The proposed structure will be constructed as a pre-engineered metal building (PEMB), which is the conventional material and method of construction for large aircraft hangars with

large aircraft door openings. The airport’s preference for hangar development in this area calls for white, or light colored metal siding, as is proposed. The proposed hangar is

consistent with the existing development in this area of Naples Airport. Other materials and methods of construction would be cost prohibitive.

5. The scale of ground floor elements of the project are consistent with pedestrian scale, where appropriate, depending on its location.

The scale of the lean-to office space is consistent with pedestrian scale, however this area of the airport is not intended for casual pedestrians. Any pedestrians in this area would have to have a specific need or purpose related to accessing the aircraft storage hangar, or other airport activities.

6. The project’s location and design adequately protects or enhances unique site characteristics such as those related to scenic views, natural vistas, waterways or similar features.

The project location was determined by the lease agreement. Views from this location are to the adjacent hangars, and into the air operations area (AOA) of the airfield.

7. The project appropriately integrates landscape elements into the site plan and building design.

Plantings shall be of a size to give the appearance that the project is settled into a mature landscape. Pedestrian areas on or at the edges of the project site shall be sheltered by shade trees.

Refer to the previous comment about landscape constraints intended to discourage wildlife attractants which can be dangerous to airport activities. Limited landscaping is proposed on the landside of the project (medium size shrubs), while other areas will be a ground cover of sod.

8. The design of the building is appropriate to its function.

Yes.

9. The project is climatically responsive.

Yes, within the necessities of the intended purpose for storage of aircraft, and staging of aircraft in front of the hangar prior to and after flights.

10. Primary entrances to all buildings provide direct and convenient access from main streets and on-site parking areas.

As noted above, this area of the airport is not intended for casual pedestrian access.

However, tenants and users with need to access the hangar/office will find it to be direct and convenient from the proposed parking spaces and sidewalks.

11. Signage and other building appurtenances are integral components of the building, appropriately scaled, and consistent in character with the building’s overall design.

No building signage is proposed other than street address and hangar number, as required.

This hangar/office will only be used by tenants and their guests.

12. The project incorporates defensible space concepts of Crime Prevention Through Environmental Design (CPTED).

Not applicable.

13. The proposed development is in conformity with the effective guidelines and standards adopted pursuant to this article and all other applicable ordinances.
