The Advanced Manufacturing Supply Chain Initiative (AMSCI) is a fund designed to improve the global competitiveness of our advanced manufacturing supply chains. To date, £245 million has been made available through four rounds of the initiative. A further £100m competition is being run during 2014/15.
The AMSCI Team is based in the AMS Directorate overseeing policy and strategy for the fund. We manage all aspects of outsourced delivery, strategy for stimulating and assessing bids and policy and funding discussions within government.
This role provides the higher level expertise and leadership required to support the head of the team in managing a complex fund with active investments in over 180 organisations. Promoting AMSCI within Whitehall to ministers and colleagues and beyond with potential bidders, partners and investors will be a vital part of the job. The post holder will also support the Head of the Management Support Office on a range of tasks related to corporate effectiveness within the Advanced Manufacturing Services directorate, working closely with senior staff, and provide support to the G6 in providing leadership on cross cutting themes on behalf of AMS within BIS and across Whitehall.
Main Activities/Responsibilities:
The job holder will be required to undertake a wide range of following duties and responsibilities:
• AMSCI is a high profile scheme with high government, business and public interest. The post holder will lead an effective communications strategy with a wide range of audiences including: Ministers, HMT, other civil service
colleagues, potential and successful bidders, delivery partners and investors. • The fund is constantly evolving to meet political and business priorities. The
post holder will need to provide creative input into scheme policy. For example helping to design improvements to the scheme after each round,
ensuring that we comply with regulatory requirements, business needs and political goals.
• Evidence of scheme delivery is vital to maintaining interest and investment in AMSCI. The post holder will design and manage information flows on scheme performance, delivery and finance from delivery partners through to corporate centre and beyond to HMT. This requires clear-headed judgment of the right pieces of information to provide and the confidence to engage with
departmental systems and processes from the BIS Board downwards. • AMSCI’s account management is delivered by an external body, as are parts
of the assessment process. The post holder will work with the head of the scheme to gain full value from these contracts. The post holder will also manage relations day to day with these bodies, and will need to develop effective working relationships to expedite the many ad-hoc information requests and other tasks that arise on a daily basis.
• The post holder will also work within the Management Support Office to ensure that the corporate requirements for AMS are met effectively and in a timely manner. This will enable the postholder to develop at least a basic understanding of corporate issues such as HR and Finance. Balancing this role with the requirements of AMSCI will require effective prioritisation and an ability to work effectively at pace.
• The postholder will lead on the engagement of AMS peers within other sector teams to understand how all Manufacturing sectors are aligned within, and across, their sector. They will lead on commissioning, collating and authoring AMS [and IEEA] views, issues, and opportunities in relation to the cross-cutting theme relating to innovation and technologies. Location:
London – this is a London post as the post-holder needs to be in London at least 3 days a week to brief Ministers.
Job Description:
The post holder will join the EU team in the Better Regulation Executive
(Directorate). The team works to prevent EU regulation imposing unnecessary costs on UK businesses, a central element of the Government’s European growth agenda. This involves influencing in a complex EU environment, engaging directly with EU institutions, business organisations, and EU governments, after developing positions through cross-Whitehall liaison. The team also work in a Whitehall-facing mode to challenge and assist UK officials to argue for improvements to EU regulations under development, and ensure officials don’t “gold-plate” by going beyond minimum EU requirements.
Main Activities/Responsibilities:
The post holder is expected to start with the below responsibilities, but they should be prepared to work on other tasks as the team’s focus may change;
• develop and implement our strategy for achieving one or more key better regulation commitments from the EU institutions (e.g. European Parliament, Commission or Council). This is likely to involve promoting the COMPETE principles proposed by the Prime Minister’s Business Taskforce in 2013. The role requires strong influencing, stakeholder management and project
management skills.
• conduct policy analysis and liaison to help the UK influence the European Commission and other EU Member States, making a significant contribution to products ranging from UK responses to EU public consultations to informal lobbying “non-papers”.
• Contribute to (or possibly manage, depending on team skill mix) the team’s extensive briefing work, so Ministers and senior officials champion the UK's EU better regulation priorities at key meetings

The team is based in London, so the post-holder should be prepared to visit regularly to fulfill tasks relating to briefing Ministers and arranging events. They should be prepared to undertake some overseas EU trips.
Experience & Skills:
Some EU-relevant experience is essential, e.g. working on a policy issue with an EU dimension, or in an EU institution, or having studied a relevant subject. There are likely to be opportunities for some EU travel, notably to Brussels.

The energy team in the Government Office for Science supports the Government’s Chief Scientific Adviser at the leading edge of the interface between science and policy. The overarching aim of the team is to work across Government to ensure that energy policy in the UK is developed with optimal scientific evidence and
implemented with the very best science and engineering expertise. It does this by: - adding to the evidence base available to policy makers or (more frequently) by facilitating improved access to the existing evidence base;
- encouraging the consideration of a wide range of evidence, including the social sciences;
- challenging the policy approach being taken if that approach is sub-optimal as a result of flawed scientific consideration;
- providing a platform for cross-Government activity, discussion or decision-taking on issues of cross-cutting importance; and

They will be expected to own entire objectives and quickly develop an outward-facing role in the delivery of those objectives. Urenco is a UK/Dutch/German collaborative venture for the production of enriched uranium for use in nuclear power plants. Ownership is divided in equal shares
between HMG, the Dutch government and RWE/E.On of Germany. The Shareholder Executive is leading work across government to prepare for a sale of HMG’s stake in the company. The support of the Dutch and German governments and German shareholders is also required for a sale to be executed.
Work on the options for a possible sale has been underway for some years, with DECC, FCO, MoD, HMT, CO and the Home Office. On 22 April 2013 it was announced to Parliament that the Government had decided to work with the Dutch and German governments and shareholders to move forward preparations for the sale of all or part of our one-third shareholding. The Dutch made a similar
announcement with respect to their shareholding in May 2013.
Any sale of our Urenco shareholding remains contingent upon full protection of our security and non-proliferation interests, and upon achieving value for money for the UK taxpayer. We may also need further engagement with the European
Commission to secure assurances that our proposals are fully consistent with EU rules on free movement.
The post holder will provide support in the development of policy surrounding the Urenco transaction and assist in all communication and briefings, providing a rare opportunity to work on a major asset sale transaction with significant exposure across Whitehall as well as to international Governments.

Reshoring is a high profile issue attracting significant attention from Ministers, business and the media. It is the return of economic activities from low-cost economies in the Far East, particularly manufacturing but also outsourced service such as call centres. It is attracting significant attention in Europe and the US as an opportunity to boost jobs, rebuild lost industrial capabilities and strengthen supply chains.
In January 2014, the Prime Minister set up Reshore UK to spearhead a campaign to bring back jobs and create a new generation of goods and services made in Britain. This is being achieved by better aligning policy and joining-up the range of support available in ways that maximises the benefits of this emerging trend to the UK economy.
The Reshoring and Business Investment team leads on reshoring policy across government and works with delivery partners UK Trade and Investment (UKTI) and the Manufacturing Advisory Service (MAS) to provide expert advice on reshoring and practical support to help firms source more products locally.
Working in a small team, the post holder will take ownership of a number of workstreams covering policy, communication and operational delivery and quickly develop strong relationship with our delivery partners, sector teams in AMS and wider stakeholders.
Main Activities/Responsibilities:
The main activities and key responsibilities will include:
• Developing the evidence base for reshoring to better inform policy making. Engaging with business, trade bodies and academics as well as specifying and managing research contracts to better understand reshoring trends and drivers, opportunities being created for the UK and the policies being deployed in other countries.
• Developing and implementing policy interventions to support reshoring and create opportunities for UK suppliers.
Working across BIS and other Government Departments to influence policies, particularly work as part of Industrial Strategy to strengthening UK Supply Chains. • Provide strategic direction and ensure the effective delivery of Reshore UK. Liaison with UKTI and MAS on operational aspects of Reshore UK delivery, including maintaining a pipeline of Ministerial reshoring announcements and preparing policy papers and reports for the BIS/UKTI Reshore UK Tasking Board.
• Lead an effective communications strategy and work with our delivery partners to promote it to business and wider stakeholders.
Developing marketing assets and tools to make the reshoring “business case” for key sectors and promoting reshoring in social media and the Government’s Business is Great campaign.
• In addition, the post holder will provide financial management support to the MSE director including forecasting and monitoring of the team’s budget.
Experience & Skills:
1. Knowledge of manufacturing and internationally mobile investment decisions would be an advantage but not essential.
2. Good analytical skills and experience of developing options and challenging others’ analysis in a policy environment.
3. Excellent drafting skills and experience of supporting Ministers and special advisers.
