Job Description

Position / Designation Program Manager

Requirements

Educational Qualifications

BE/B.Tech/ME/MTech preferably in Information Technology/Computer Science/Electrical Engineering/Electronics and Communication Engineering or related discipline; OR

Any Masters Degree with PMP, Prince 2 or equivalent Project Management certification. Experience Minimum 11 years of total IT experience of which, at least 5 years must be Project Management experience in executing large software and IT system project is mandatory;

Must have experience in at least three large-scale software development, customisation and implementation projects with multiple phases, multiple locations and multiple versions of application;

Experience in full life cycle implementation (SDLC) projects with experience in successful implementation of at least one IT services project for a government department or a PSU is highly desirable; Candidate should be adept in dealing with both business and technology requirements and should have experience in cultural and change management;

Expertise in Business Requirements Analysis, Process Re-engineering, IT Operations Management, SLA Monitoring, Vendor Management, Issue Resolution, Change Management and Field Operations Management is a must;

Information Systems (HIS) is desirable.

Other The candidate must have strong technical

and project management skills;

Candidate must have strong written and oral communications skills.

Roles & Responsibilities

 Take ownership of the prestigious HIS project and drive it to successful completion;  Will be responsible for leading end-to-end initiatives in a vendor driven environment

involving the implementation of HIS solution on a cloud computing infrastructure;  Validate and evolve project scope, strategy and set priorities to meet project

objectives on time;

 Carry out various Project Management tasks such as project planning, team building, task allocation, monitoring and reporting, project risk management, etc.;

 Manage all key stakeholder interactions, manage their expectations, present available options, recommend selection from the available options and provide timely updates;  Ensure project compliance and/or alignment with relevant standards, guidelines and

recommended practices;

 Actively participate and follow up in project-related tasks so that project goals and schedules are effectively met;

 Manage procurement, authorize payments and address techno-commercial issues as may be necessary;

 Support development of capacities and people management; Provide guidance and clarifications to the selected IA;

 Address matters related to performance/service levels, acceptance, etc.;

 Provide support to the Hospitals and its field units in their discussions with the selected IA;

 Provide support to HSHRC and the selected IA in the change management initiatives and training programs ;

Educational Qualifications

BE/BTech/ME/MTech in Information Technology / Computer Science /

Computer Science Engineering or related discipline; OR

Any Bachelors/Masters Degree with suitable Systems/Network experience

Experience Minimum 7 years of total system

administration/network administration of which about 4 years must be in a formal Production Operations environment of a large IT project;

Should have substantive involvement in handling at least two mid-sized IT Infrastructure projects OR one project that has similarities in the size and complexity of the HIS environment; Managing and monitoring performance and service levels driven enterprise class IT infrastructure is essential; Knowledge/experience of virtualization and cloud computing is highly desirable and would be given preference. To assist the Department on all technological issues related to establishment, management, performance, security and oversight of the core infrastructure, including the data center, Wide and Local Area Networks, field offices and hand-held equipment;

The IT Infrastructure involves the deployment on a cloud computing platform.

Roles & Responsibilities

 Take responsibility for all IT infrastructure and assets under the HIS Project and other department project which may be integrated with HIS;

 Provide the necessary oversight to ensure sustainable enterprise class services for the IT infrastructure and operations management – including security administration;  Support Install / configure / administer / tune / manage Application Servers, Data Base

Servers and other packaged / application software components either on physical servers or create corresponding VM images as may be necessary;

 Review operational environment support (including anti-virus) on end-point systems;  Control and support the development / integration environment for vendor

development teams with clear demarcation of development, staging and production environments, to the best extent feasible ;

 Manage the source code repositories;

 Monitor the systems and take necessary steps to ensure both peak availability and performance. Oversee help desk and support requirements for various classes of stakeholders;

 Carry out Capacity Planning and monitoring of shared services, IT infrastructure, and ensure its timely availability and effective utilization.

 Assign work and manage team;

 Coordination with various entities/agencies including vendors and project partners;  Issue Resolution;

 Support procurement, authorize payments and address techno-commercial issues;  Inspection of the entire infrastructure (UPS, switches, Server, other facility

requirements etc.) provided by the IA and provide reports for corrective actions wherever gaps are observed;

Educational Qualifications

Bachelors/Masters degree in Information Technology/Computer Science/Computer Science Engineering/Computer Applications or related discipline; OR

Any Bachelors/Masters Degree/PG Diploma with relevant industry certifications.

Experience Minimum 7 years of total IT experience of which, at least 4 years should as a database designer/database analyst working on production databases;

Must have the ability to automate database management, data management, and administration activities through shell scripts /SQL scripts/other programs or tools;

Experience in database clustering, replication technologies, performance tuning, backup and recovery tools etc., is highly desirable.

Other The candidate must be results-oriented,

energetic and be willing to learn new technologies and tools; as well as take on responsibilities in a dynamic and service-oriented environment. Must be able to work as an individual contributor.

 Take ownership of production databases, database administration and data management;

 Take charge of all data import/export/migration requirements related to production data/database operations including data transformations required when importing data from legacy databases;

 Monitor and drive as needed, development of data import/export/migration and database monitoring/operations automation tools;

 Undertake timely database / query performance analysis and tuning; as well as suggest improvements for query performance and monitor their implementation with help of vendor teams;

 Ensure adequate database security measures are taken for protection of PII, PHI and sensitive data; Ensure compliance with data standards for heath care and inter-operability;

 Periodic inspection of back-ups, storage, DMS, and other systems.

 Oversee operation of data center production systems and equipment, production scheduling and control, reports distribution, service level support, backup, recovery, capacity and disaster recovery planning functions.

 Oversee operation of local data centers at each of the facilities (district hospitals and medical college hospitals) for service level support, backup and recovery.

 Provide insights into key aspects of strategic systems and technology development.  Instruct day-to-day IT operations: business impacts, priorities and dependencies.  Supervise daily activities for production control and computer personnel to ensure

timely and effective reporting, tracking, follow-up and communication of problems with the user community.

 Oversee and coordinate technical support for end-user training, production testing and equipment modifications.

 Coordinate escalation and resolution of major service issues

 Monitor Service Level Agreements (uptime, downtime, etc) on a regular basis.  Assist in data migration and validation.

MBBS/BDS/AYUSH/BPT with Masters in Hospital Management/ Hospital Administration

or

any other master degree or MBA or B.Tech with atleast 3 years experience in implementing a healthcare solution Experience Minimum 4 years of total experience of

which, at least 3 years must be in implementation of Hospital Information System (HIS) in Hospitals or Healthcare Organization.

Experience in full life cycle implementation (SDLC) of at least three HIS implementation projects in multispecialty Hospitals.

Project Management experience in implementing HIS projects is mandatory Expertise in gathering software Requirements, Gap-study analysis, Work flow studies, Project Documentation, End to end functional testing of the application, HIS application training to end users (Hospital staff), Data gathering and application configuration is mandatory.

Must have experience in providing application support to users in parallel-

Other The candidate must have knowledge of

HL7, ICD-10 and other EHR standards, strong technical and project management skills;

 Ensuring documentation of the existing hospital work-flows & application work-flows by the vendor

 Gap study analysis for software requirements.

 Interacting with the vendor for finalization of software requirements as per the department work-flows.

 Validation of the Scope & Software requirement specification of the hospital information systems solutions prepared by the vendor.

 Actively participate in providing functional inputs for software development.

 Functional testing of the software to ensure all business needs are met by the application

 Monitor the application user training provided by vendor resources to doctors, technicians, nurses and front-office staff on software modules.

 Data gathering, configuration as per user requirements.

 Validation of the documentation of user manuals, quick reference guide and other training material.

 Providing support on application to users in parallel run, go-live and support phase of implementation.

 Ensure prompt delivery of application training to end users by vendor resources and necessary follow up;

 Support development of capacities and people management; Provide guidance and clarifications to the selected IA;

 Provide support to the Hospitals and its field units in their discussions with the selected IA;
