I. INSTRUCTIONS FOR FILLING PRICE BID

1. The Bids with correction and overwriting, if not authenticated, will be liable for rejection. 2. Bidder(s) shall complete the Price Bid form and shall initial each page of the document. 3. The tender amount is to be inserted in words as well as in figure in the space provided, in

case of any discrepancies in the prices written in words and figures, the prices written in the words shall be considered to be correct.

4. For the purpose of this Sweeping, Cleaning and other activities which are incidental to sweeping & cleaning contract, the Bidder(s) shall deploy sufficient personnel for all types of services mentioned in scope of work for carrying out the works strictly as per stipulated frequency/time. The area will not be subject to change and shall remain firm for the purpose of billing. Bidder(s) has to visit the site and assess manpower, material, equipment, machinery, etc. strictly as per requirement of site irrespective of the area indicated or any variation thereof. Any dispute in the area/s stated will not be entertained.

5. Rates quoted in the tender shall be inclusive of minimum wage payable to the labour as per Central Labour Minimum Wage Act, Uniform for the labour, tools and tackles, Chemicals and materials required for cleaning / equipments, transportation, loading / unloading of materials all applicable statutory payments viz. PF, ESI, Gratuity, Bonus, insurance for carrying out any work and necessary risk policy for covering the comprehensive risk of all employees. GST as applicable would be paid over and above the rate quoted.

6. The quoted rates should be in line with the latest Revised Minimum wages published by GOI Ministry of Labour & Employment, vide Gazette Notification S.O.No.188 (E) circulated vide office order dated 17th March 2017 for the classification of skill set of manpower engaged. Any change of minimum wages as per notification of GOI need to be submitted by contractor for considering revision of rates for Items A–1, B-1 & C-1 of BOQ.

7. The payment to the workers engaged by the Successful Bidder(s) should be in conformity with the provisions of the Minimum Wages Act as per norms laid down by Central Labour Commissioner (Ministry Of Labour, Government of India) and paid at the frequency laid under the law. The payments should be effected on monthly basis.

8. The rate quoted shall be valid for 3 years as indicated in the Performa. There shall be no escalation in the quoted rate except on account of any escalation arising out of statutory requirement during the contract period of 3 years. During the contract period, the contractor’s overhead and profit shall not be subjected to any variation in price.

9. The rate quoted per square feet per month is inclusive of all the types of services and their frequencies (i.e. irrespective of types of services and their frequencies which may be Daily/Monthly/Quarterly/etc.). No separate payment will be made for any type of the services and frequencies indicated in scope of work i.e. Carpet Cleaning, Window glass cleaning, cleaning of driveway and parking outside the premises, etc. Bidder(s) has taken into account of all these services while quoting his rate per sq.ft./per month.

10.The Bidder(s) shall submit their offers strictly in accordance with the terms & conditions of the Bid document. Any Bidder(s) that stipulates conditions contrary to the conditions given in the Bid document should have submitted the conditions in a separate letter along with Technical Bid. No conditions to be submitted along with Commercial Bid. Any conditions insisted in commercial bid will lead to rejection.

11.Time is the essence of the contract and the works must be started within 15 days from the date of issue of work order. Any Bidder(s) who disagrees with the time schedule and stipulates a longer period is liable to be rejected.

12.Before quoting the rate, Bidder(s)s are requested to visit and examine the site carefully where the Sweeping, Cleaning and other activities incidental to sweeping & cleaning has to be carried out. They should also carefully examine the Bid Documents, Conditions of Contract and Specification in regard to scope of work, schedules and the frequency of work, chemical /material to be used. In case there should be or appear to be any ambiguity in or discrepancy between any of the document, they should immediately refer the matter to the Bank for clarification.

13.Access to inspect the site will be given with prior appointment up to one day prior to the last date of submission of the tender.

14.The Price/Commercial Bid is not transferable.

15.The Bank reserves the right to empanel more than one vendor and the allocation can be made in the ratio of 50:30:20 or 60:40 or any other combination of ratio depending upon the requirement. The Bank also reserves the right to reject any or all the applications without assigning any reasons and to restrict the list to any number deemed suitable by it if too many applications are received satisfying the basic eligibility criteria.

16.The Bank reserves the right to adjust arithmetical or other errors in any Bid in the way that it considers suitable. Any adjustments so made by the Bank shall be stated to the Bidder(s). 17.The Bank does not bind itself to accept the lowest or any Bid and has the right to accept or

reject any Bid without assigning any reason. The Bank's decision in this regard will be final, conclusive and binding on the Bidder(s).

 The Amount of Contractor’s Over heads, profits, Admin Charges Transportation etc. to be calculated as percentage of Labour charges mentioned at Sr.1 (Up to 2 decimals only).  Bidders are being intimated to take note of below mentioned details while submitting the

quotes.

o As per Ministry of Finance, Department of Expenditure, P.P. Division’s Office Memorandum No.29(1)/2014-PPD dated 28.01.2014 “If a firm quotes NIL charges / consideration over and above the minimum wages, the bid shall be

treated as unresponsive and will not be considered”. Hence in order to eliminate frivolous bids and disguised charges / deduction from salary of personal, service providers bidding at zero percent service charges shall be disqualified.

 In the case of a tie between two or more bidders based on total amount, the annual turnover of the bidders would be evaluated/ considered for identifying/ ranking of the bidders.

 Bank intends to select/shortlist a minimum of three Bidders/ Service Provider for all establishments in the state of Himachal Pradesh, UTs of J & K and Ladakh in Chandigarh Zone. Short listing will be done based on technical and financial evaluation of the offers. The lowest bidders (L1) will be awarded 50%(approx) of the contract in term of contract value in which the Bidder/Service Providers had quoted the lowest rate and the two next ranked bidders i.e. L2 and L3 bidders will be awarded approximately 30% and 20% of the contract respectively provided they agree to match/accept L1 rates. In case at least 3 Bidder/service providers are not found qualified for all establishments in the state of Himachal Pradesh , UTs of J & K and Ladakh in Chandigarh Zone, then the work may be distributed at the discretion of the Bank, amongst 2 qualified bidders also in the ratio/ percentage of 60% & 40% in case of 2 qualified bids are received. The Bank may take its own decision in the larger interest without assigning any reason whatsoever and it shall be binding on the Bidders/ Service Providers. In case they do not agree the offer will be extended to other bidders in the order/ranking of their quoted/bidding rates. In case of only 1 vendor, Bank will go for fresh RFP process to avoid reliance on only one vendor in line with Bank’s business continuity plan. The above distribution of scope of work shall however be tentative and may vary depending upon operational logistics. Bank’s decision in this regards shall be final and binding.

 Financial Bid submitted by the Bidders/ Service Providers will be for all IDBI Bank establishments under state of Himachal Pradesh , UTs of J & K and Ladakh in Chandigarh Zone and the Bidders will have to mention the same outside of the Sealed Cover Envelope of Financial Bid.

 Upon successful selection of Bidder(s) , the establishments under state of Himachal Pradesh , UTs of J & K and Ladakh in Chandigarh Zone shall be handed over to the Bidder/Service Provider in a phased manner as per discretion of the Bank.

DECLARATION

I/We have carefully studied tender document and places required to be served. We have also understood the scope of work, services to be provided, materials, chemicals, equipments to be used etc as indicated in the tender. The rate quoted is all inclusive of minimum wage payable to the labour as per Central Labour Minimum Wage Act, Uniform for the labour at Sr. No – 1, Tools and tackles, cost of Chemicals/Cleaning materials and Equipments required for cleaning, cost of Transportation and Loading/Unloading of materials at Sr. No – 2 and Vendors service charges including, Education Cess, any other applicable tax as per statute (present and future), Insurance premium covering any risk to labour and all types of services and their frequencies as indicated in scope of work of technical bid, etc at Sr. No – 3 excluding GST or any other such tax falling in similar bracket / category.

The above rate is quoted after factoring in all the aforesaid parameters and likely increase in the same and there shall be no escalation in the quoted rate except on account of any escalation arising out of statutory requirement (At Sr. No. – 1) during the contract period of 3 years.
