It is my pleasure to welcome you to Norrbotten for
the Arctic Light e-Health Conference, ALEC 2012.
After our last ALEC conference in 2010 it was clear
that the question was no longer whether e-health
was the path to pursue, but how to best use the
e-health applications that were already available.
The question now remains to see whether we have
reached our deployment objectives and, if not, what
else needs to be done.
What is the situation now? Our populations are
certainly not getting younger. This demographic
change, along with the increasing burden of chronic
diseases, will have serious consequences on our
societies, particularly our healthcare systems, if
we are not prepared. The European Year 2012
dedi cated to active ageing is the ideal moment to
pursue our objective to deliver affordable, accessible
and quality services to all. The European Union has
also identified the importance of e-health, with
innovation in health as a priority.
In ALEC 2010, it was our ambition to ensure
e-health was an integral part in health policies
and systems. Two years later it is vital to see where
things stand. Are there some obstacles we did not
see? What is the potential of integrated care
mod-els? Do we have enough information at our disposal
to make the right decisions regarding future care?
I encourage you to take the opportunity of this
conference to meet and discuss with partners from
different European regions, representatives from the
healthcare sector, business and universities, as well
as e-health experts from the European Commission
and various European organisations. Sharing
exper-tise and experience is the first step to successful
cooperation and to setting ourselves new goals for
the years to come.

14.30 eHealth Innovation Centre – Introduction
EIC is part of the Department of Health Sciences at Luleå University of Technology. EIC develop smart new eHealth solutions, together with the County Council of Norrbotten and the municipalities of Luleå, Piteå and Boden. Our mission is to find regional partners for our innovative solutions and to nurture these solutions.
The EIC creates innovative products, services and processes that are firmly rooted in a unique research environment that combines the health sciences, computer science and electrical engineering. It has a strong track record in international research projects, and focuses on industrial growth and products.
The EIC is recognized internationally as a center of excellence in the areas of health and wellbeing, where information and communication technology (ICT) is used to bring the best possible care to people at home or wherever they need to be.
To support innovative ideas, we allocate resources and, to some extent, funding in collaboration with our existing partners. Ideas may come from researchers, creative innovators, and nursing and healthcare staff. We also support regional businesses working within eHealth.

14.40 Life Style Health Coaching
Life Style Health Coaching is an eHealth project using telecare to motivate and inspire overweight people with risk factors to improve their lifestyle and increase their well-being. About 230 people are in the project and they have all received individual programs. With the help of a personal health diary their progress can be fol-lowed and discussed with their health coach who contacts them regularly. Tips and reminders are sent by email and sms. The project will continue for one year and includes measurements of the effects and experiences. 14.55 Renewing Health – Personalized eHealth solutions to empower patients with Chronicle Diagnoses
Renewing Health is a European Union Type A project. Through randomized control group field trials in 9 countries with 7.900 patients, the value of personalized eHealth solutions are evaluated. The Swedish field trial includes 700 patients at four healthcare centres in Norrbotten. Patients with Type 2 Diabetes and Cardio Vascular diagnoses utilize new eHealth products and services. The new applications are provided through a national Patient Portal available for all Swedish citizens.

15.25 Daily Life solutions for Patients with Dementia and their relatives
There is an increasing development of technical solutions with the aim to support persons with dementia living in their own homes. In the COKGNOW project a technical device with the aim to support daily activities and independence was developed and evaluated among 42 persons with mild dementia and their carers in three European countries 2006-2009. A digital photo diary to support reminiscence and the talk about daily events between persons with dementia and their next of kins was tested and evaluated among 10 couples in the MemoryLane project 2010-2011. In both projects a user-driven process was applied with the participants actively involved in the development was applied.

14.30-14.50 IT Norrbotten – A catalyst in the north
IT Norrbotten is a regional driver of broadband build-out and the use of the countywide fibre-based network. We have linked 5 hospitals, 33 health centres, 34 public dental clinics and all the munici-pal care units in 14 municimunici-palities in a joint IP network. We have a joint video conferencing plat-form whose high-quality link-ups for video meetings are part of day-to-day work for 1,500 users in municipalities and the County Council. IT has opened up new possibilities for coordination and cooperation in the region.

The “peephole” – secure access to information from the County Council’s EHR for municipal health- and medical care
The “peephole”, similar to a regional “EpSOS” is the basis for good and secure care for the municipal care services. The county’s 14 municipalities with 500 nurses, occupational therapists, and physiotherapists all have access to the County Council’s EHR VAS:

For patients that leave institutional care (in-patients) from the hospital, Coordinated Discharge Planning (case management) is performed. Usually this is performed between three organisations; the care provider and district nurse from the municipality, the nurse and specialist (doctor) from the hospital and the nurse and district nurse from the primary health centre. This process is supported by a web-based IT platform called Meddix Integrated Discharge Planning (Meddix SVP). With Meddix SVP, all involved personnel from the different organisations can share the information that is needed to establish the final care plan for the patient leaving hospital.

County Council of Norrbotten is the only County Council in Sweden which has since the middle of the ‘90s an own developed and own EHR system, VAS. The system is used by all categories of personnel and all care units in the county. VAS is also used by two other counties in Sweden. A fantastic and fast experience in a boat that can travel at more than 60 knots (70 mph). We take you round Likskär and Altappen, and then return to Klubbviken. The trip lasts for a breathtaking 15 minutes. Piloted by a trained, certified and skilful driver.

WALter Atzori
Walter Atzori is a Senior Pro-gramme Officer at the European Patients’ Forum (EPF). Having been involved for several years in various e-Health projects as patient representative he has gathered extensive experience in areas which are critical to the successful deployment of eHealth services such as user acceptance, patient empower-ment, and identification and in-tegration of user requirements. At EPF he is currently involved in various EU projects and initia-tives in the area of eHealth and health research and is respon-sible for EPF involvement in the RENEWING HeALTH telemedi-cine project and SUSTAINS, a project aimed at deploying a wide range of administrative and clinical services based on patient’s access to Electronic Health Records. He is also highly involved in the EPF-led Chain of TRUST project looking at pa-tient and health professionals’ perspective on telehealth, the eHealth Governance Initiative and eHealth Stakeholder Group.

Barrie Dowdeswell has a degree in Economics from Bristol University. For 20 years he was a Chief Officer in the UK National Health Service. He has been a member of a Ministerial advisory group and a Senior Research Fellow at the University of New South Wales, Sydney. He is Director of Re-search for the European Centre for Health Assets and Archi-tecture. Barrie has directed a substantial portfolio of research studies. He directed the work programme on case studies as part of a Euregio III EU Com-mission project on structural funds and healthcare. Barrie supported the Hungarian EU Presidency health programme and is currently providing support to the EU High Level Reflection Process with regard to future structural funds.

Dr. Toni Dedeu is the Interna-tional Officer of the Ministry of Health of Catalonia (Spain), and responsible for the international affairs for the regional Ministry of Health of Catalonia. He has more than 15 years’ experi-ence in management in the health sector. He has worked with primary care and health technology in Catalonia, the former Soviet Union and Cen-tral Asia. He is a member of the executive board of EUREGHA and chairs the eHealth group. He is a member of EQuiP. Dr. Dedeu is a visiting lecturer in many universities in Europe and participates in various European Commission research projects.

Joan Cornet and Prat, is a Technical Engineer in Metal-lurgy, and graduate in Clinical Psychology. In 1988 he became top official in the European Commission in Brussels and in 1994 in the European Parlia-ment. In 2004 he was appoint-ed General Secretary of the Department of Health of the Government of the Generalitat de Catalunya. In 2005 the Gov-ernment entrusted him to start up the “Bioregió of Catalonia” (Biotechnology) and since 2007 he has been the CEO of the Ticsalut Foundation. He is also a Professor of the UOC (Cat-alunya Open University) and IL3 (International Long-Learning -University of Barcelona).

Daniel Forslund is responsible for overall policies and strategies on how to stimulate innovation, quality improvement and reform programs in the health and so-cial sector. As Chief Strategy Of-ficer, he also plays a key role in the Agency’s efforts to develop strategic plans and concrete initiatives to facilitate the broad implementation and use of innovative ideas, processes and technologies. Mr. Forslund holds a Master’s Degree in Political Science, and previously worked as Deputy Director at the Health Care Division of the Swedish Ministry of Health and Social Affairs from 2002 to 2011. At the Ministry, he was leading the Swedish Government’s initiatives on eHealth Policy. This included the process of negotiating and establishing Sweden’s first National Strategy for eHealth, as well as other related reform programs, change management and innovation processes in the healthcare domain. He also has extensive experience in Europe-an Europe-and International cooperation on healthcare, for example from negotiations in European Coun-cil Working Group meetings, as Chairman of the Project Steering Board in the epSOS Large Scale Pilot and representing Sweden as General Assembly Member in IHTSDO, a global organization for health terminologies.

Ourania Georgoutsakou is the Senior Policy Coordinator for Public Health in the Assembly of European Regions (AER), the largest network of regions in Europe with over 250 mem-bers from 35 countries and 16 interregional organisations. She manages the AER Social Policy and Public Health Committee and works with regional politi-cians and officers on sharing experience and developing poli-cies in fields such as structur-ing and financstructur-ing healthcare, demographic change, e-health, disabilities and social inclusion. Claus Duedal Pedersen is the Head of the Department for Clinical Innovation at OUH Odense University Hospital. He is in charge of development, testing and implementation of telemedicine and eHealth solutions on a wide range of areas within the hospital. He has been working in MedCom – the national Danish organi-zation for implementation of electronic communication in the health and social care sector. From 2000 – 2003. Pedersen was in charge of establishing the national Danish IP-based healthcare network. From 2003 – 2008 he was the head of MedCom’s international depart-ment and project manager of a number of EU projects.

Marina Lupari registered as a RGN in 1992 and has worked in acute medicine, commu-nity nursing and Health visiting positions. Marina successfully achieved an HSc R&D fellowship in 2007 which has allowed her to investigate the effectiveness and cost effectiveness of a case management approach for older people with chronic con-ditions. This piece of research is of significance importance to both nursing and the health-care system and Marina has presented at a national and international level. Marina’s current role is Assistant Director for nursing -research & devel-opment where she continues with the advancement of older people with multiple chronic conditions.

She has wide clinical experience in primary health care and elderly health care in rural areas.

Edwin Mermans is a senior policy officer at the Department of Social and Cultural Develop-ment from the Province Noord-Brabant in the Netherlands. He is among others involved in the Smart Care programme that aims to promote E-health, Telecare and Ambient Assisted Living in Noord-Brabant with the focus on social innovation. Edwin Mermans is among oth-ers responsible for the interna-tional exchange of knowledge and experiences within the De-partment of Social and Cultural Development. He is co iniator of the Community of Regions for Assisted Living, which is an Eu-ropean network about regional policy for Active and Healthy Ageing. Apart from that Ed-win Mermans is the regional coordinator of the Interreg IVC project CASA in which thirteen European regions exchange knowledge about the use of innovative tools and services for independent living. He is also chairman of the National Reference Group of the AAL Forum 2012 in the Netherlands and member of the European Programme Committee for this annual event about Ambient Assisted Living.

John Matheson has been Direc-tor of Finance and Information within the Scottish Government Health & Social Care Directo-rates (SGHD) since July 2008. SGHD has an £12bn budget and John’s responsibilities cover eHealth and Pharmacy as well as Finance. Prior to that he was Director of Finance for NHS Lothian since 2000. He was awarded the prestigious title of Finance Director of the Year – Public Sector in 2004 and is particularly committed to Continuous Professional Development for Finance Teams with a specific focus on Or-ganisational Development and matrix working. He took his first degree at Heriot Watt University in Edinburgh and then obtained his MBA from Edinburgh University. He has been Chair of the Scottish Branch of the Chartered Institute of Public Fi-nance and Accountancy (CIPFA) and is currently a member of CIPFA’s UK Council and chairs the International Strategy Board He was also a Non Executive at Edinburgh’s Telford College during the 1990’s. He has also presented at various national conferences on a wide range of topical public sector issues. Outside work John is married with 2 children and his interests include golf and hill walking and photography.

Anders Olauson is the founder and president of the Agrenska Centre. He is responsible for establishing The Agrenska Virtual International Academy, a research centre for rare dis-orders. Anders is also president of the European Patients’ Forum (EPF). Anders is particu-larly concerned with the impact of rare conditions on children and their families. Agrenska is a member of ECOSOC within the United Nations. Since 2006 Anders is a member of the advisory group for Health Research within DG Research in the European Commission. Petra Polaskova joined Informa-tion Point East in March 2011. As a Communication Adviser, Petra is responsible for the promotion of the programme and dissemi-nation of information in the East area. She also cooperates with the Communication Officer from the JTS and supports the organi-sation of EU scale events. Petra has been working as a freelance translator and ESL (English as a Second Language) lecturer in Pre-rov, the Czech Republic, for the last 4.5 years. Between 2002 and 2006, she held the position of Teaching Assistant at the North-eastern University in Boston, U.S., teaching undergraduate courses in International Affairs, Interna-tional Conflict and Negotiation as well as U.S. Foreign Policy. She also has professional experience in Public Relations gained at the Institute of International Rela-tions in Prague, where she was responsible for organising semi-nars and international confer-ences, promotion of events and communication with participants and service suppliers. Petra’s edu-cational background ranges from International trade, International politics and diplomacy to Public and international affairs, in which she was awarded PhD title. Under his leadership the centre had 7 spin-off companies. He has been member of numerous committees of inquires within the EU and WHO. Janne Rasmussen holds a Mas-ters Degree in Languages (Eng-lish and German) & Internation-al Relations. Previously JR has worked in export sales as well as in public relations in USA. JR joined OUH Odense University Hospital in March 2010 after 4 years as a project manager with MedCom, where she managed several EU-funded projects within the field of telemedicine. At OUH she is project manager and innovation consultant, and her work focuses primarily on the local management of the EU part-funded LSP CIP A project ‘RENEWING HEALTH’ on telemedicine services for COPD, CVD and diabetes, as well as the further development and validation of the MAST assess-ment model for telemedicine.

Peeter Ross is an e-health expert at Estonian eHealth Foundation and he also holds a radiologist position at East Tallinn Central Hospital (ETCH), Estonia. Dr. Ross has previously worked as a Director of R&D in ETCH. He has been a member of the supervisory board of the Estonian eHealth Foundation and Estonian Health Insurance Fund. He studied medicine in Tartu University, Estonia, and in Helsinki University, Finland, radiology in Oulu University, Finland, and in Armed Forces Institute of Pathology, USA, as well as health care manage-ment in INSEAD, France. His doctoral studies investigat-ing data sharinvestigat-ing and shared workflow in medical imaging in Tallinn University of Technol-ogy was completed in 2011. Peeter Ross had a main role in designing and implementing an Estonian nation-wide Electronic Health Record system. He also has been active in several EU funded eHealth projects. Peeter Ross is a former president of Estonian Society of Radiology (2005-2011).

Anne joined SCTT in 2007, she was appointed Cardiac and Stroke Clinical Lead in 2011 and is now working closely with the Scottish Government as part of both the Heart Disease and Stroke National Advisory Com-mittees to ensure Telehealth and Telecare solutions are con-sidered and developed where appropriate. Anne led the Scot-tish Telestroke Programme and developed the Telestroke TIA project, which won the Scottish Health Award for Improvement and Innovation in November 2008. Anne’s clinical back-ground is primarily as a CVD nurse practitioner and tutor. She has a healthcare leader-ship degree and has had varied experience in operational health management, clinical service re-design, capital planning, project and programme management.

Dr Stephan Schug acts as Chief Medical Officer of EHTEL and has a long track record in Euro-pean eHealth and telemedicine with a focus on interoperabil-ity and clinical services. Since 1999, he supports the strategic development of EHTEL as a multi-stakeholder platform, e.g. through working group support and event manage-ment. As Editor-in-Chief he is responsible for newsletters, briefing papers and the associa-tion’s website. He is or has been involved into European projects with a strategic dimension for eHealth interoperability and telemedicine like CALLIOPE, eHGI, RENEWING HeALTH and the MOMENTUM telemedicine network. With IQmed in Frank-furt/Main, Dr Schug provides policy and project support to eHealth actors in Germany, e.g. for the eHealth platform of North-Rhine Westfalia managed by the ZTG GmbH (Centre for Health Telematics). As Manag-ing Director of DGG - Forum for eHealth and Ambient Assisted Living - he provides eHealth networks in Germany with a cross-border and EU dimension.

Southern Denmark Health In-novation focus on developing and implementing innovative solutions in close cooperation with users, education-, science- and business sectors, and Wan-scher’s contribution will be to ensure an international dimen-sion to projects and activities. Recently, she headed a team securing the application for the Reference Site application for the European Innovation Part-nership on Active and Healthy Ageing (EIP-AHA). Wanscher holds a masters degree (MA) from the University of Southern Denmark in English and Cultural Studies, specifically focussing on linguistic issues. She has been involved in many publications and abstracts.

Eveline Wouters is a lecturer and researcher at Fontys Uni-versity of Applied Sciences. She studied medicine at Utrecht University and epidemiology at Maastricht University. She ob-tained her doctorate at Tilburg University. Eveline is a part-time lecturer at the master physician-assistant clinical midwifery at Rotterdam University of applied sciences. Since 1989 Eveline is a lecturer at Fontys University. She coordinates the research center ‘Bridging Innovations to Sustainable Care’. This expert centre participates in projects researching sustainable (e.g., technical) solutions for chronic health problems, aiming at home care. Swedish citizens can interact with healthcare providers through a national Patient Portal. The eHealth Innovation Centre has to-gether with the County Council of Norrbotten developed applica-tions to empower the patients. Patients can make own diagnose measurements. Reference and alarm levels provided by healthcare professio nals make it easy for patients to interpret how lifestyle changes, new treatment ie. affect their health through intuitive diagrams. Patients can also view video instructions and get video consultancy services. The new services are evaluated through the Renewing Health project. A randomized control trial with 800 patients at four healthcare centres in Norrbotten, Sweden.
