Fact Sheet for Subscription Agents

JSTOR Current Scholarship Program

Purpose

To enable subscription agents to place timely and accurate orders and payments for titles in the JSTOR Current Scholarship Program (CSP) on behalf of their customers.

Background

Beginning January 1, 2011, JSTOR launched the Current Scholarship Program (CSP). There are two parts to this Program:

 JSTOR acts as the online hosting and online delivery service on behalf of its publishers. In 2015, CSP will include 301 journal titleson behalf of 52 publishers.

 JSTOR also acts as the subscription processing service for these titles. Subscription agents wishing to order these titles where there is an electronic component to the subscription, on behalf of their customers must, with exceptions noted below, order through JSTOR.

CSP Product Description

The Program offers several subscription products. These are:

Single Title Current Subscriptions. Libraries can choose to order CSP titles on an individual basis. These subscriptions begin at the title’s Digital Availability Date (DAD) and run through the current issue. The DAD is defined as either: (a) the first online volume published that was also available for purchase by libraries from the publisher (not from an aggregator), or (b) for titles not yet online, the year ahead of the moving wall (most recent content date in the JSTOR archive collection). Access will remain fixed back to this date with each additional subscription year. Digital Availability Dates can be found at http://about.jstor.org/content-on-jstor-current-journals

in the file called 2015 CSP Title List on the right side.

Single Title “Full Run” Subscriptions, which include the back volumes of the title, beginning with the first issue published and through the current issue.

Discipline Collections, which are cross-publisher packages available for current content access or Full-Run.

 The Complete Current Scholarship Package, which includes either Single Title Current Subscriptions, or Full Run Current Subscriptions, to all the titles in the Program.

Publisher Packages from some publishers in the Program, which consist of all of the publisher’s participating titles at a bundled, discounted rate.

Pricing for CSP titles is set by JSTOR’s publisher partners. Send any correspondence having to do with pricing, the product offering, or terms and conditions to mailto:[email protected]. Send

JSTOR does not accept orders for Archive Collections from subscription agents. If the agent’s customer wants JSTOR to send the invoice to the agent, the agent’s customer must write to [email protected]

asking for this. JSTOR will decide on a case-by-case basis whether to allow this or not.

Tiered pricing

Some publishers in the Current Scholarship Program base their pricing on tiers within a given

community. The tier into which a library fits is determined by its JSTOR classification. For the purposes of CSP, JSTOR classifications are:

Agents that need to know the JSTOR classification of an institution should write to

Individual Publisher Policies and Updates

 New publishers to CSP for 2015 are:

o Journals that are leaving CSP for 2015

International Journal of Feminist Approaches to Bioethics will no longer be

published by Indiana University Press. The new publisher of the journal is not part of CSP (University of Toronto Press) but is keeping IJFAB in CSP where it will be available as a single-title, as a part of the Complete CSP Package and the Feminist & Women’s Studies discipline package. The only effect on subscribers will be that the journal will no longer be a part of the Indiana University Press package.

 University of California Press will transition its current journals to a new platform in mid-2015.

o JSTOR will continue to provide access to UC Press journals through the end of 2015, concurrent with the new platform

o 2015 single-title renewals to UC Press titles should come to JSTOR

o 2015 renewals of the University of California Press package should come to JSTOR

o New orders for CSP packages will not include UC Press titles in 2015

o New orders for UC Press titles for 2015 should be directed to:

o Subscription agent questions concerning the transition of UC Press from the Current Scholarship Program can be directed to Nicole Maull

 Historical Society of Pennsylvania’s Pennsylvania Legacies will transition to an e-only journal in 2015, with print no longer produced.

 Australian Society for the Study of Labour History, Inc.’s Labour History, which was previously unavailable in E-Only format will offer an Electronic Only option for 2015.

 Michigan State University Press’ Journal of West African History was originally announced as part of 2014 CSP, however the journal did not launch for 2014 and was removed from titles lists. JWAH will publish in 2015 so it has been reinstated into pricing and title lists.

Complete Current Scholarship Collection

Pricing for this collection is inclusive of discounts on publisher packages (see below).

Publisher Packages

Some of the publishers in CSP are offering savings for libraries who order packages of the publisher’s titles.

Please note: In order to enjoy these savings, libraries and agents must specify on the order to JSTOR that the library wishes to purchase the “Publisher Package.” Simply ordering all the publisher’s titles one at a time will not result in savings. Agents should therefore create individual records in their title files for these packages.

All Packages in CSP must be ordered via a single source (i.e. all titles in the Complete Chicago Package must be ordered through one agent or directly through JSTOR). Packages that come in as single title orders at different times from different agents, etc. will not be processed as a package and discounts may not be honored as a result.

*Use the package rates from the CSP price list; do not attempt to calculate total costs based on discount percentages.

Complete Chicago (The University of Chicago Press)

The Complete Chicago Package (CCP) is offered at an average discount of 37% dependent upon classifications.

Complete Chicago is available only in online-only format. However, CCP subscribers can also purchase Deeply Discounted print subscriptions to any Chicago title.

Agents must place all orders for Complete Chicago titles with JSTOR, whether or not the order includes print subscriptions. Deeply discounted print subscriptions are only valid in conjunction with an order of the Complete Chicago Package.

Multi-site pricing

For orders from institutions that have multiple sites, agents must write to [email protected]. JSTOR will provide custom pricing for such accounts. JSTOR will send invoices to the agent for such orders. Payment with order is not required here.

Trial Orders and Samples

JSTOR will accept online-only trial orders from Institutions only and will allow the potential subscriber access to the Publication(s) for a 30-day period, renewable for another 30 days. If the potential subscriber does not place an order by the end of the 60-day period, JSTOR will terminate access. To convert the trial to a subscription order, the library must, through the agent or directly, pay for a full 12-month subscription, including the issues already served.

For print + online subscriptions, JSTOR will forward all account information necessary for fulfilling the print subscription, as well as, if publisher provides sample issues, requests for sample copies of the print version.

Agent Commissions

JSTOR grants 3% agent commission on all orders received via Online Data Interchange in ICEDIS format. For information on ICEDIS, go to www.icedis.org. JSTOR does not offer agent commission for orders received in any other format.

Tax

Agents are responsible for collecting and remitting VAT and other taxes according to the regulations in countries where CSP subscriptions are being purchased.

Order Entry

JSTOR accepts orders only for institutional subscriptions where there is an online component (Electronic or Print + Electronic formats). Orders for individuals or for Print-Only must go directly to the publisher.

All CSP subscriptions are one-year only and non-cancellable.

Freight Forwarding

Agents who operate freight forwarding services should price the title based on the country in which the forwarding operation is located.

Payment

JSTOR requires payment in US Dollars with order for all orders. Agents for whom this is difficult should write to [email protected]. JSTOR will not fulfill any order until payment has been received, or the participating institution has signed the JSTOR license and license rider. Agents that are EDI-capable should write to [email protected] to coordinate EDI orders and payments.

Licensing

All JSTOR institutional participants need to sign a license in order to participate in the Program. If the library currently participates in a JSTOR Archive Collection, the library only needs to sign a rider to its existing license.

If the subscriber does not currently participate in a JSTOR Archive collection, the participant will have to sign both the license and the rider. There are different versions of the JSTOR license, depending on the library’s community. For example, the license for a corporation is slightly different than that for a university. License documents can be obtained by writing to [email protected].

It may be the case that the subscribing library wishes only to subscribe to the current issues of a title, and is not interested in subscribing to any of the JSTOR Archive Collections. In this case,

the subscriber still needs to sign the JSTOR license and rider, but should ignore Schedule A, which is where the Archive Collections are listed.

In the license, participants agree to comply with JSTOR’s terms and conditions, which are incorporated by reference into the license. The terms and conditions can be found at www.jstor.org, via the link at the bottom of the page.

Claims and Adjustments Claims

All claims, adjustments, credits, and correspondence for these subscriptions should come to JSTOR at

[email protected]. Claims for print only subscriptions should be sent to the publisher.

Cancellations and Refunds

CSP titles are all non-cancellable, once the subscription term starts. JSTOR does not refund or credit subscription payments after the term of the subscription has begun.

Upgrades/Downgrades

JSTOR allows libraries to upgrade their subscriptions from print-only or online-only to print + online during the term of the subscription. JSTOR does not allow downgrades from print + online to print-only or online-only until the end of the subscription term.

Subscription agents are responsible for sending JSTOR the information needed to set up and maintain access for the library’s users. This includes but may not be limited to IP addresses.

Post-Cancellation Access

CSP publishers have granted limited Post-Cancellation Access (PCA) rights to JSTOR. Libraries inquiring about or claiming PCA for a CSP title should write to [email protected]. JSTOR will respond to agent questions regarding PCA, but libraries must claim PCA directly.
