Mission Statement
Halifax County Schools’ mission is committed to providing appropriate educational programs that will allow all students to achieve at a high level of success. We hold the expectation that every student is a unique individual who can and will learn when provided with adequate time, effective teaching, and a positive learning environment.

Terms of Loan
Issuing of Laptops
All students at Southeast Halifax High and Enfield Middle School will be issued a laptop as part of the registration process after student and parent training on d igital citizenship, teacher and staff professional development, and parent and student
signatures are provided. The laptop will be assigned to each student using the software Destiny. The serial number of the laptop along with the student’s name will be digitally recorded. Once the laptop is issued to a student, it will stay with the student for the remainder of the school year, or until the student withdraws from school. Students will be reassigned their original laptop each year while enrolled at Southeast Halifax High and Enfield Middle School. Students are responsible for bringing the laptops to school, taking them home each day, and charging them for use. Students are also responsible for a flash drive for storing their assignments and other information. Each student will be provided an assigned locker. The laptops are not to be left unsupervised at school or at home in unsecured locations.
Conditions of Loan
Halifax County Schools will loan a laptop to all Southeast and Enfield students upon compliance with the following:
a) Parent and Student Training session
b) A signed Student Acceptable Use Policy
c) A Laptop Agreement signed by the student and parent d) Parent/Student Handbook provided to each student e) Annual Locker Fee
Southeast Halifax and Enfield Middle will hold the legal title to the laptop and all accessories. Right of possession and use is limited to and conditioned upon full and complete compliance with all Board Policies including Acceptable Use Policy,
Copyright Compliance Policy, Hardware Policy, Software Policy, and other guidelines outlined in this Laptop Handbook.
Southeast Halifax and Enfield Middle do not guarantee that its technology resources will be uninterrupted or error-free. Access to the network is provided on an “as is” basis without warranties of any kind. In the rare case that the network is down, neither Southeast Halifax and Enfield Middle, nor any of its agents or employees will be responsible for lost or missing data.
Terms of Agreement
The right to use and possess the laptop and all peripherals terminates no later than the last day of the school year unless earlier terminated by the district or upon
withdrawal from the school through dropping-out, suspension, expulsion, or transfer. The student must leave the laptop at the school where it was originally assigned. If the student enrolls in another school within the district, they will turn in their laptop to the principal. The school principal or his or her designee will be in charge of
4 seeing this equipment is returned in a timely manner. Failure to return the laptop on or before this date to the school principal or his designee will result in criminal charges being sought against the student, parent, and/or the person who has the laptop. The laptop remains the property of Southeast Halifax and Enfield Middle and cannot be loaned, sold, bartered, traded, leased, rented or given to any other person(s).
If the student does not fully comply with Southeast Halifax and Enfield Middle’s Acceptable Use Policy, Board policies, and all terms of this Laptop Handbook
including the timely return of the property, the district will be entitled to declare you in default. Failure to return the laptop and peripherals (charger, laptop bag, and any other material provided by school) for annual repair and maintenance will result in a certified letter sent to the parent or adult student* indicating items not returned. The parent or legally emancipated student will have five (5) days to return the items or pay replacement costs or this will be turned over to local law enforcement. The parent or legally emancipated student can be charged with theft.
Southeast Halifax and Enfield Middle reserve the right at any time to demand return of the laptop. Students may be subject to loss of privilege, disciplinary action and/or legal action in the event of damage or violation of Board policies and guidelines as outlined in the Laptop Handbook.
Students are expected to take care of the laptop. If a laptop is found unattended by any staff or faculty, students will be reprimanded. If any student finds an unattended laptop, they should immediately notify a teacher. If a laptop is damaged by a student, the following consequences will be followed:
(a) 1st Offense – depending on level of damage, no charge (b)2nd Offense - $10 - $25 depending on level of damage (c) 3rd Offense - $50 or loss of laptop depending on damage *Fees may vary depending on damage
District Liability
Although the laptop is provided for use within the district, Southeast Halifax and Enfield Middle assumes no liability for any material accessed on the device.
Modification to Program
Southeast Halifax and Enfield Middle reserve the right to revoke or modify the Laptop Handbook, policies, or procedures at any time.

Members of the Technology Department may install other software applications. The software installed by Southeast Halifax and Enfield Middle must remain on the laptop in usable condition.
Care of the Laptop
General Care
1. When using the laptop, keep it on a flat, solid surface so that air can
circulate. Using a laptop directly on a bed or carpet can cause damage due to overheating.
2. Do not set books or stack items on top of the laptop.
3. Do not write, draw, paint, or place stickers or labels on the laptop or carrying case.
4. Do not place food or drink near the laptop. Liquids, food and other debris can damage the laptop. Avoid eating or drinking while using the laptop.
5. Do not keep food or food wrappers in the laptop carrying case.
6. Keep the laptop away from magnetic fields, which can erase or corrupt the data. This includes large speakers, amplifiers, transformers, and old style television sets, etc.
7. Do not leave the laptop exposed to direct sunlight, ultraviolet light, extreme temperatures, or moisture sources for extended periods of time. Extreme heat or cold may cause damage to the laptop.
8. Never attempt to repair or reconfigure the laptop. Do not attempt t o open or tamper with the internal components of the laptop; nor should you remove any screws, doing so will render the warranty void.
9. Carefully insert cords, cables and other removable storage devices to avoid damage to the laptop ports. Be sure the cords do not cause a tripping hazard. 10.Do not bump the laptop against lockers, walls, car doors, floors, etc. It will
eventually break the laptop.
11.Immediately report any damage, loss, or problems with the laptop to your dean of student, technology facilitator, or assistant principal.

Cleaning the Laptop
1. Wipe surfaces with a clean, dry, soft cloth. 2. Never use liquids to clean the laptop
3. Be sure your hands are clean when using the laptop to avoid buildup on the touch pad and keyboard. Grease and dirt buildup can cause problems with the laptop.
4. Do not use the laptop in dusty, dirty, or sandy environments.
Screen Care
1. Take extreme caution with the screen. It is glass and will break if dropped.
2. Do not pick up the laptop by the screen.
3. Avoid touching the screen with fingers, pens, pencils, or any sharp instrument.
4. Do not lean on the top of the laptop, nor place excessive pressure or weight on the laptop screen.
5. Do not place anything in the laptop case that will press against the laptop. 6. Be careful not to leave pencils, pens or papers on the keyboard when closing
the screen.
7. Never clean the screen with glass cleaner; clean the screen with a soft, dry cloth or antistatic cloth.
Carrying the Laptop
1. All laptop components are to be carried in approved laptop cases a t all times.
2. Laptops should always be shut down or placed in standby mode before being placed in the carrying case.
3. Always close the lid before moving or carrying the laptop. 4. Do not leave the laptop in visible sight in a vehicle.
5. Unplug all cords, accessories, and peripherals before moving the laptop or placing it into the case.
6. Textbooks, notebooks, binders, pens, pencils, etc. are not to be placed in the laptop carrying case.

Security
Do not leave laptops in unsupervised areas. Unsupervised areas include the lunchroom, buses, locker rooms, media center, unlocked classrooms, gyms, dressing rooms, restrooms, hallways, etc. Never leave the laptop unsupervised. If a laptop if found unattended by any staff or faculty, students may be asked to pay a retrieval fee. If any student finds an unattended laptop, they should immediately notify a teacher Avoid using the laptop in areas where damage or theft is likely. Do not use the laptop during sporting activities or events.
When students are not using the laptops, they should be stored in their secured lockers. Nothing should be placed on top of the laptop in the locker. Students are encouraged to take their laptops home every day after school, regardless of whether or not they are needed. Laptops should not be stored in a vehicle at school or at home.
During after-school activities, you are expected to maintain the security of the laptop. Students participating in sports events and other after school activities will secure the laptops by locking them inside their student assigned lockers. Staff will confiscate unsupervised laptops; you will be able to retrieve after paying a fine of $5.00. Each laptop has identifying labels including the serial number and assigned student name. Students will not modify or destroy these labels. Dead batteries or failure to bring the laptop to class will not be an acceptable excuse for late or incomplete work
Loaning Equipment to Others
Students may not loan laptops or power cord to others for any reason. You are responsible for any loss or damages incurred.
Power management
It is the student’s responsibility to recharge the laptop battery so it is fully charged at the beginning of each school day.
Bring power cord to school; however, power outlets may not be accessible in classrooms for recharging.
Dimming the brightness of the screen and turning airport off will extend the life of the battery.
Be careful not to cause a tripping hazard when plugging in the laptop.
For prolonged periods of inactivity, shut down the laptop to conserve the battery.

Software and Files
General Information
Laptops come with a standardized pre-loaded image. This image may not be altered or changed in any way.
All software must be approved and installed by Halifax County Technology Department.
Software may not be copied, altered, or removed from the laptop.
Students are financially responsible for damages caused by any attempt to add, change, or delete software. See fines information for re-imaging charges.
Back up your data; the school does not accept responsibility for the loss of any data deleted due to re-imaging laptops.
Illegal File Sharing
File sharing programs to illegally download music, videos, games, etc. will not be allowed or used on the laptop. This is a violation of Southeast Halifax and Enfield Middle’ Acceptable Use Policy and may be a violation of federal copyright laws.
Deleting Files
Do not delete any applications that you did not create or that you do not recognize. Deletion of files could interfere with the functionality of the laptop. Re-imaging fines will apply.
Passwords
Students will login only under their assigned username and password. Students will not share their passwords with other students.
Student Responsibilities
Students are responsible at all times for the laptops, whether at home or school. The student assigned the laptop is responsible for all use of the laptop. Unsupervised laptops will be confiscated by staff and taken to the principal’s office; the student may be charged a confiscated/found laptop fine when the laptop is claimed. (See the Laptop Fines section.) Disciplinary action may be taken for repeat offenders. Students are required to bring the laptop to school each day with a fully charged battery. Students must bring the laptop to all classes, unless specifically instructed not to do so by their teacher. Students leaving laptops at home will be required to complete assignments using alternate means, determined by the teacher. Students will not be given the use of a loaner laptop if he or she leaves the laptop at home. Disciplinary action may be taken for students who repeatedly leave a laptop at home. Users are responsible for their actions and activities involving school owned
computers. The laptop is school property and laptop contents and activities are not private.
11 The right to use a laptop at home is a privilege. If students do not adhere to Southeast Halifax and Enfield Middle’ Acceptable Use Policy, all Board policies, and the guidelines in the Laptop Handbook, the privilege to use the laptop at home may be restricted or eliminated. The same rules and expectations for student conduct also apply to student use of computers. Intentional misuse or neglect can result in loss of laptop use, disciplinary action, and/or fines for any needed repairs or maintenance. The school principal will have final authority to decide appropriate disciplinary action if students are found to be responsible for any unacceptable activity
Email and Internet Use
Students are provided a filtered/monitored email account by the school. When emails are sent, the name and user identification are included in the email message. Students are responsible for all email originating from their user account. By utilizing an email account, the user authorizes designated system administrators access to the email. Emails will be made available to district, local, state, and federal officials in
association with any investigation. Emails, stored data, transmitted data, or any other use of online services are not confidential and may be monitored at any time by
designated staff to ensure appropriate use.
Internet Use
As required by the Children’s Internet Protection Act (CIPA), the district for school use on the laptop maintains a filtering solution. Filtering not only restricts acc ess to unacceptable sites, but also restricts access to chat rooms, some online games, and web mail. Southeast Halifax and Enfield Middle cannot guarantee that access to all
inappropriate sites will be blocked. No filter is as reliable as adult supervision. Log files are maintained on each laptop with a detailed history of all sites accessed. It is the responsibility of the user to appropriately use the laptop, network, and the Internet. Southeast Halifax and Enfield Middle will not be responsible for any h arm suffered while on the network or the Internet.
Students should notify a teacher or administrator if they access information or messages that are inappropriate, dangerous, threatening, or make them feel uncomfortable.
Home Internet Use
Southeast Halifax and Enfield Middle will not serve as a home Internet service provider. The district will provide Internet filtering for the laptops while connecting to the Internet from home to meet CIPA guideline. However, it is the responsibility of the parent or guardian to monitor student laptop use, especially Internet access, while at home.
12 To access the Internet from home, the parent or guardian must contract with an Internet service provider. The ability to access the Internet from home varies from situation to situation. No guarantee is implied. Accessing the Internet from home is the financial responsibility of the parent/guardian.
Internet Safety
Notify a teacher and close the window immediately if you accidentally access an inappropriate site.
Never use or transmit anything with racist, abusive, threatening, demeaning, slanderous, objectionable, sexually explicit, or inflammatory content.
Never arrange to meet an Internet contact in person.
Abide by all copyright laws.
Protect personal information. Never give addresses, phone numbers, passwords, and social security numbers for yourself and others.
Adhere to the Internet Safety Pledge.
Monitoring Laptop Usage
Monitoring and Supervision
Students should never be left unattended while using laptops or other computers. The laptops will be subject to routine monitoring by teachers, administrators, and members of the Technology Department. Students will provide access to the laptop assigned to them upon request by the school or district. A search of the laptop and student files may be conducted if there is suspicion that any policies, procedures, or guidelines have been violated.
Laptops should be used at home in locations that can be easily monitored and
supervised by a parent. Unsupervised use is strongly discouraged; use in a child’s bedroom is highly discouraged.
Privacy
There should be no expectation of privacy regarding the contents of computer files or communication using any school owned computer or network. Southeast Halifax and Enfield Middle’ reserve the right to investigate, review, monitor, and restrict information stored on or transmitted via Southeast Halifax and Enfield Middle’s equipment. Parents, guardians, and students do not have the right or expectation of privacy for any use of school owned laptops
School personnel may conduct an individual search of the laptop, files, music, videos, emails or other related items. The district will cooperate fully with local, state, or federal officials in investigations of suspected illegal activities conducted through district owned laptops.
Laptop Inspections
Students may be randomly selected to provide the laptop for inspection. Return of Laptop

Unacceptable Behavior
Unacceptable conduct includes, but is not limited to the following:
Using the network for illegal activities, including copyright violations;
Downloading inappropriate materials, viruses, or software;
Using or possessing hacking or file sharing software.
Gaining unauthorized access anywhere on the network including attempting to log onto the Internet, network, servers, routers, switches, printers, or firewall as a system administrator;
Vandalizing or tampering with equipment, files, software, system performance, or other network equipment;
Opening the computer to access internal parts;
Intentionally causing network congestion or interfering with the work of others,
Installing, activating, or creating programs that interfere with the performance of the network, Internet, or computer hardware;
Revealing, sharing, or posting personal information including full names, addresses, phone numbers, social security numbers, driver’s license numbers, or passwords for yourself or others;
Invading the privacy of others;
Using another person’s username or password, or allowing another to access your account using your username or password;
Engaging in harassment or transmitting obscene messages, pictures, websites, or other files including racist, terrorist, abusive, sexually explicit, vulgar, threatening, stalking, demeaning, slanderous, or any other inflammatory content;
Any act of plagiarism; utilizing sites selling written papers, book reports, and other student work;
Attempting to disable or circumvent Southeast Halifax and Enfield Middle’ Internet content filter and firewall including, using or attempting to use proxies to access sites that would otherwise be restricted;
Knowingly placing a computer virus on a computer or network;
Writing, drawing, painting, defacing, or placing stickers or labels on a school owned laptops or laptop accessories, or causing other intentional damage;

Presence of pornographic materials, inappropriate language, alcohol, drugs, or gang related symbols will result in disciplinary action.
Cyber-bullying in any form is unacceptable. This includes harassment, threats, or any disruption of school.
Students will comply at all times with Board policies, the Acceptable Use Policy, and the Laptop Handbook. Consequences for non- compliance with the policies and procedures in this document include disciplinary actions and financial
responsibilities. Any failure to comply may immediately end the student’s right of possession. The student will also be subject to disciplinary action. The school principal will have authority to decide appropriate consequences regarding non- compliance. Southeast Halifax and Enfield Middle cooperate fully with local, state, and federal law enforcement for computer crimes recognized under North Carolina General Statutes §§ 14-453 to -458
Technical Support and Repairs
In the event the laptop needs repair, report it to the school’s computer technician through the schools established technology problem reporting system. All repairs will be performed by Southeast Halifax and Enfield Middle’s Technology
Department. Parents, guardians, students, or teachers are not allowed to attempt repairs themselves or contract with any other individual or business to repair any school owned computer equipment.
Southeast Halifax and Enfield Middle’ Technology Department will coordinate the repair work for laptops.
Every effort will be made to repair or replace the laptop in a timely fashion. If available, a loaned replacement laptop will be supplied by the Technology Department to the student until the laptop is repaired and returned.
Technical support is only available during school hours.
If a student has a technical problem at home, document the problem as completely as possible recording any error messages, exactly what the student was doing at the time, and the software being used when the problem occurred. Give the information to the teacher the next school day. The teacher can escalate the problem to the school’s instructional technology facilitator and computer support technician.
Loaner Laptops
If a laptop is damaged, it will be repaired as quickly as possible. If available, a loaner laptop will be issued after all appropriate fines have been paid. If warranty repairs are necessary, every effort will be made to provide the student with a loaner laptop. Loaner laptops will not be provided if repairs can be made the same day.

Warranties, Damages, and Theft
Damage
All initial insurance expenses are covered by the District. The insurance must be renewed at the beginning of each school year. Insurance responsibility and rates are subject to change.
Power cords are not covered under the accidental damage insurance. The student must replace lost or damaged power cords. The parent /guardian will be responsible for compensating the school district for any losses, costs, or damages which are not covered by the accidental damage policy. Replacement and repair fines are detailed in this handbook. All fines must be paid in full before laptops will be returned or
reissued.
All fines must be paid before a laptop will be reissued to the student. Theft
Incidents of theft occurring off campus must be reported to the school resource officer or the police and a copy of the police report must be given to the principal within 48 hours. Students who fail to do so are responsible for the replacement cost of the laptop. Any theft occurring on school grounds must be immediately reported to dean of student, technology facilitator, or assistant principal. The resource officer must file a police report.
If there is no clear evidence of theft, or if the laptop has been lost due to a student’s negligence, the student will be responsible for the laptop’s replacement cost.
The district will work with the police department to report all model, asset, and serial numbers of laptops to local pawnshops and area law enforcement agencies in the event of loss or theft.

Parent Expectations
Share in your student’s excitement about this opportunity and learn along with them as they use this instructional tool to enhance their learning.
Monitor your student’s computer use while at home.
Parents are ultimately responsible for monitoring student use of the laptop and Internet at home.
Parents should ensure that their child adheres to laptop and Internet policies and guidelines set forth in the Laptop Handbook and the Online Safety Pledge.
Report the need for laptop repairs or theft no later than the next school day.
Sign and follow the Laptop Agreement.
Reimburse the school district for any fines caused by damage, misuse, neglect, or loss, including theft, as outlined in the Laptop Handbook.
Parents are responsible for reviewing Southeast Halifax and Enfield Middle’ Acceptable Use Policy and the Laptop Handbook with their child.
Parents are responsible for ensuring the return of the laptop and the power cord at the end of the current school year or before the student withdraw s from school.

Technology Responsible Use

The board provides its students and staff access to a variety of technological resources. These resources provide opportunities to enhance learning and improve communication within the school community and with the larger global community. Through the school system’s technological resources, users can observe events as they occur around the world, interact with others on a variety of subjects, and acquire access to current and in-depth information.
The board intends that students and employees benefit from these resources while remaining within the bounds of safe, legal and responsible use. Accordingly, the board establishes this policy to govern student and employee use of school system technological resources. This policy applies to all school system technological resources, including but not limited to computer networks and connections, the resources, tools and learning environments made available by or on the networks, and all devices that connect to those networks.
18 The use of school system technological resources, including access to the Internet, is a privilege, not a right. Individual users of the school system’s technological resources are responsible for their behavior and communications when using those resources.
Responsible use of school system technological resources is use that is ethical, respectful, academically honest and supportive of student learning. Each user has the responsibility to respect others in the school community and on the Internet. Users are expected to abide by the generally accepted rules of network etiquette. General student and employee behavior standards, including those prescribed in applicable board policies, the Code of Student Conduct and other regulations and school rules, apply to use of the Internet and other school technological resources. Consequences for misuse will be listed in the student and faculty handbooks.
In addition, anyone who uses school system computers or electronic devices or who accesses the school network or the Internet using school system resources must comply with the additional rules for responsible use listed in Section B, below. These rules are intended to clarify expectations for conduct but should not be construed as all-inclusive. Before using the Internet, all students must be trained about appropriate online behavior as provided in policy 3226/4205, Internet Safety.
All students and employees must be informed annually of the requirements of this policy and the methods by which they may obtain a copy of this policy. Before using school system technological resources, students and employees must sign a statement indicating that they understand and will strictly comply with these requirements. Failure to adhere to these requirements will result in disciplinary action, including revocation of user
privileges. Willful misuse may result in disciplinary action and/or criminal prosecution under applicable state and federal law.
B. RULES FOR USE OF SCHOOL TECHNOLOGICAL RESOURCES
1. School system technological resources are provided for school-related purposes only. Acceptable uses of such technological resources are limited to responsible, efficient and legal activities that support learning and teaching. Use of school system technological resources for commercial gain or profit is prohibited. Student personal use of school system technological resources for amusement or entertainment is also prohibited. Because some incidental and occasional personal use by employees is inevitable, the board permits infrequent and brief personal use by employees so long as it occurs on personal time, does not interfere with school system business and is not otherwise prohibited by board policy or procedure.
2. Under no circumstance may software purchased by the school system be copied for personal use.
3. Students and employees must comply with all applicable laws, including those relating to copyrights and trademarks, confidential information, and public records. Any use that violates state or federal law is strictly prohibited. Plagiarism of Internet resources will be treated in the same manner as any other incidents of plagiarism, as stated in the Code of Student Conduct.
19 4. No user of technological resources, including a person sending or receiving electronic communications, may engage in creating, intentionally viewing, accessing, downloading, storing, printing or transmitting images, graphics (including still or moving pictures), sound files, text files, documents, messages or other material that is obscene, defamatory, profane, pornographic, harassing abusive or considered to be harmful to minors. 5. The use of anonymous proxies to circumvent content filtering is prohibited. 6. Users may not install or use any Internet-based file sharing program designed to facilitate sharing of copyrighted material.
7. Users of technological resources may not send electronic communications fraudulently (i.e., by misrepresenting the identity of the sender).
8. Users must respect the privacy of others. When using e-mail, chat rooms, blogs or other forms of electronic communication, students must not reveal personal identifying information, or information that is private or confidential, such as the home address or telephone number, credit or checking account information or social security number of themselves or fellow students. For further information regarding what constitutes personal identifying information, see policy 4705/7825, Confidentiality of Personal Identifying Information. In addition, school employees must not disclose on school system websites or web pages or elsewhere on the Internet any personally identifiable, private or confidential information concerning students (including names, addresses or pictures) without the written permission of a parent or guardian or an eligible student, except as otherwise permitted by the Family Educational Rights and Privacy Act (FERPA) or policy 4700, Student Records. Users also may not forward or post personal
communications without the author’s prior consent.
9. Users may not intentionally or negligently damage computers, computer systems, electronic devices, software, computer networks or data of any user connected to school system technological resources. Users may not knowingly or negligently transmit computer viruses or self-replicating messages or deliberately try to degrade or disrupt system performance. Users must scan any downloaded files for viruses.
10. Users may not create or introduce games, network communications programs or any foreign program or software onto any school system computer, electronic device or network without the express permission of the technology director or designee.
11. Users are prohibited from engaging in unauthorized or unlawful activities, such as “hacking” or using the computer network to gain or attempt to gain unauthorized or unlawful access to other computers, computer systems or accounts.
12. Users are prohibited from using another individual’s ID or password for any
technological resource without permission from the individual. Students must also have permission from the teacher or other school official.

14. Employees shall not use passwords or user IDs for any data system (e.g. NCWISE, CECAS, time-keeping software, etc.) for an unauthorized or improper purpose.
15. If a user identifies a security problem on a technological resource, he or she must immediately notify a system administrator. Users must not demonstrate the problem to other users. Any user identified as a security risk will be denied access.
16. Teachers shall make reasonable efforts to supervise students’ use of the Internet during instructional time.
17. Views may be expressed on the Internet or other technological resources as representing the view of the school system or part of the school system only with prior approval by the superintendent or designee.
C. RESTRICTED MATERIAL ON THE INTERNET
The Internet and electronic communications offer fluid environments in which students my access or be exposed to materials and information from diverse and rapidly changing sources, including some that may be harmful to students. The board recognizes that it is impossible to predict with certainty what information on the Internet students may access or obtain. Nevertheless school system personnel shall take reasonable precautions to prevent students from accessing material and information that is obscene, pornographic or otherwise harmful to minors, including violence, nudity, or graphic language that does not serve a legitimate pedagogical purpose. The superintendent shall ensure that technology protection measures are used as provided in policy 3226/4205, Internet Safety, and are disabled or minimized only when permitted by law and board policy. The board is not responsible for the content accessed by users who connect to the Internet via their personal mobile telephone technology (e.g. 3G, 4G service).
D. PARENTAL CONSENT
The board recognizes that parents of minors are responsible for setting and conveying the standards their children should follow when using media and information sources. Accordingly, before a student may independently access the Internet, the student’s parent must be made aware of the possibility that the student could obtain access to inappropriate material while engaged in independent use of the Internet. The parent and student must consent to the student’s independent access to the Internet and to monitoring of the student’s e-mail communication by school personnel.
In addition, in accordance with the board’s goals and visions for technology, students may require accounts in third party systems for school related projects designed to assist students in mastering effective and proper online communications or to meet other educational goals. Parental permission will be obtained when necessary to create and manage such third party accounts.
21 No right of privacy exists in the use of technological resources. Users should not assume that files or communications created or transmitted using school system technological resources or stored on services or hard drives of individual computers will be private. School system administrators or individuals designated by the superintendent may review files, monitor all communication and intercept e-mail messages to maintain system
integrity and to ensure compliance with board policy and applicable laws and regulations. School system personnel shall monitor online activities of individuals who access the Internet via a school-owned computer.
F. PERSONAL WEBSITES
The superintendent may use any means available to request the removal of personal websites that substantially disrupt the school environment or that utilize school system or individual school names, logos or trademarks without permission.
1. Students
Though school personnel generally do not monitor students’ Internet activity conducted on non-school system devices during non-school hours, when the student’s on-line behavior has a direct and immediate effect on school safety or maintaining order and discipline in the schools, the student may be disciplined in accordance with board policy (see the student behavior policies in the 4300 series).
2. Employees
Employees’ personal websites are subject to policy 7335, Employee Use of Social Media. 3. Volunteers
Volunteers are to maintain an appropriate relationship with students at all times. Volunteers are encouraged to block students from viewing personal information on volunteer personal websites or on-line networking profiles in order to prevent the
possibility that students could view materials that are not age-appropriate. An individual volunteer’s relationship with the school system may be terminated if the volunteer engages in inappropriate online interaction with students.
22 Parent Agreement
We are excited to be able to provide your student with a laptop computer while they are enrolled in Southeast Halifax and Enfield Middle. Please note the following conditions of the program:
Parents must sign the laptop agreement and attend parent workshop(s) before laptops are provided to student. If a claim is filed for damaged or stolen laptop, depending on expense a fee may be charged.
If a laptop is lost or stolen, you are responsible for reporting it within 24 hours during the week and 48 hours on weekends to the school administration office at Southeast Halifax High School (252) 445-2027 and Enfield Middle (252) 445-5455. Laptops that are not returned when a student leaves, transfers, or withdraws from school will be considered stolen. The procedures outlined in the Laptop Handbook will be followed and theft charges will be filed.
*The principal has the discretion to permanently confiscate the laptop from the student at any time.
