Project Description Site is 10.52 acres
Proposed is multi-family development-site plan attached.
Background
Texas Local Government Code, Chapter 211 Municipal Zoning Authority, Section 211.006 sets out the procedures for adopting district boundaries requiring a 15-day public notice before the public hearing. Section 211.004 Compliance with the Comprehensive Plan requires zoning regulation to be in accordance with a comprehensive plan.
The Liberty Hill Uniform Development Code (UDC) Section 1.02 notes that the Comprehensive Plan is a policy guide for the UDC. UDC Section 3.07.04 requires the review and recommendations of the Planning and Zoning Commission prior to Council consideration of the proposed rezoning. The UDC Zoning Map identifies this area as an Agricultural Zone.
The rezoning request is for MF-2 which allows single family, manufactured homes, and group homes as a permitted use. Multi-family dwelling is a conditional use as are home occupations and any other living group.
Relationship to the Comprehensive Plan
The most recently adopted, August 2014, Comprehensive Plan for the City of Liberty Hill notes within its FLU (Future Land Use Policy) No. 6 – “Promote Appropriate Levels and Location of Multi- Family Housing Development. “The policy noting that multi-family development could be well placed along Highway 29, Parmer Lane and US 183, behind commercial properties at major intersections, and as a transition from higher intensity use of single-family residential areas.”
Under the Comprehensive Plan definitions of Multi-Family Housing, it says “There is a little multi-family housing presently in the City of Liberty Hill…… Enabling a better offering for this type of housing will help market choice and affordability issues in the City.”
Under the Comprehensive Plan Section 6.2 Housing Policies and Programs Policy H-1.1
“Encourage multi-family housing near Highway 29 or along Highway 183.

Recommendations
The Staff would recommend to the Planning and Zoning Commission that based on the Comprehensive Plan recommendations for multi-family housing and based on the plans of the applicant to develop multi-family housing at this site, that the Planning and Zoning Commission would recommend to the City Council that the Zoning Map be amended from Agricultural to MF-2 (Multi-family Residential at this site of Williamson County Tax Parcel R-023043 owned by Brenda Reese).
