Expressions of interest are being requested for a [Junior] Consultant Position - Operations Support Consultancy

Brief description of the Assignment:

The Transport & ICT (OITC) Department will be developing guidelines and procedures to improve the implementation of its operations and Economic and Sector Works (ESW). This exercise will be led by the Department’s Operations Technical Advisor. The Department is seeking 1 junior consultant who will assist the Technical Advisor.

The junior consultants will support the Department team in the following group of activities:

harmonizing Project Cycle Due Diligence approach

standardization of due diligence issues for Portfolio Management

preparation of an ‘Operations Handbook

TERMS OF REFERENCE

INDIVIDUAL CONSULTANT TO SERVE AS OPERATIONS ASSISTANT TO OITC DEPARTMENT

1. INTRODUCTION

The Transport & ICT Infrastructure Department (OITC) of the African Development Bank Group (AfDB) is responsible for the financing and delivery of public transport infrastructure projects, programs and initiatives in the Bank’s Regional Member Countries.

The OITC Department wishes to recruit an Individual Junior Consultant to serve as Operations

Assistant to support the OITC Department work programme. The Consultant services are

required as part of a multi pronged approach by OITC Department Management to improve the quality of its deliverables. The Operations Assistant will serve as support to the Department’s Operations Technical Adviser.

The Department will be developing guidelines and procedures for implementation of its operation and Economic and Sector Work (ESW). This work will be led by the Department’s Operations Technical Advisor, with whom the Operations Assistant will work.

2. SCOPE OF SERVICES

Reporting to the Director, OITC and working in collaboration with the Technical Operations Advisor, the Consultant scope of services will include, but not limited to the following: A. Process Streamlining

a. Assist the Operations Advisor in harmonizing Project Cycle Due Diligence approach and Documentation through standardized ToRs for Identification, Preparation and Appraisal and the corresponding major tasks as Quality Checklists for various missions; and expected Annotated Basic Format or Structure of Outcome Reports;

b. Assist the Operations Advisor in standardization of due diligence issues for Portfolio Management, Project Implementation, Loan Administration; Providing the relevant Check Lists for the Major Tasks to be managed at the Bank and Partner Country Level;

c. Assist the Operations Advisor in the preparation of an ‘Operations Handbook for OITC Task Managers’ to complement various Bank Rules, Procedures, Directives and Manuals.

B. Transport Strategy

a. Assist the Operations Advisor in the preparation of an approach paper for the development of the Bank Group Transport Strategy.

C. Support to Project Cycle Activities

a. Assist the Operations Advisor in activities for supporting staff on the

Programming Process:- the Bank’s and other partners’ cooperative objectives and the Member Country’s own policy agenda focused on outcomes; and bringing to the attention of OITC Management, critical issues that need further elaboration with respect to sector policies and financing;

b. Assist the Operations Advisor in the launching and evaluation of studies; including procedural aspects;

D. Analytical & Advisory Activities

Assist the Operations Advisor in the development of a Framework of knowledge products - Economic and Sector Work (ESW) and Advisory and Analytical Activities (AAA) – (Sector Diagnostic Reports, Sector Policy Briefs, and Sector Thematic Papers) – needed to assess the priority and viability of potential programmatic engagements and their

potential outcomes. Articulate the justification, content and outline, timing, sequencing and linkage with both Bank and countries’ sector strategies and development programs. 3. EVALUATION OF OFFERS AND PERFORMANCE

The selection will be based on the applicant’s CV and the evaluation criteria will be as follows: a) General qualification and suitability for the task to be performed 40%

b) Experience in the specific assignment 40%

c) Experience with International donor agencies 10% d) Language capacity 5%

e) Knowledge of the region 5%

The African Development Bank reserves the right to cancel the process at any time without giving any reason.

4. DURATION AND LOCATION OF THE ASSIGNMENT

The assignment will be carried out over a maximum duration of 6 months commencing on or about 15th April 2014. The consultant will be based temporarily in the Banks Temporary

Relocation Agency in Tunis (Tunisia) before moving to the Bank’s Headquarters in Abidjan (Cote d’Ivoire).

5. QUALIFICATION AND EXPERIENCE

i) Master’s degree in Engineering, computer sciences, Business/ Public Administration or any related area

ii) Be a national of the member countries of the Bank; iii) Be under 32 years of age;

iv) A minimum of 2 years, and maximum of 5, relevant professional experience; v) Competent in the use of Bank standard software (Word, Excel, Access, PowerPoint, and web tools); and

vi) Fluent in English or French with preferably a working knowledge of the other language.

6. REMUNERATION

The successful candidate will be remunerated commensurate with education qualification and experience as determined by the Bank’s guidelines on remuneration of junior consultants. In addition, for candidates who need to travel to take up this assignment, a return economy class air-ticket with the shortest route will be provided. The candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment
