Minutes of the League Management Meeting

Thursday 25th September 2014

Chairman’s Opening Address:

The Chairman duly welcomed all members to the meeting.

The Minutes of the meeting held Tuesday 12th August 2014, as circulated, were approved and signed as a true record noting the

items under Matter’s Arising below.

Matter’s Arising

University of Buckingham - Pitch Costs for Cancelled Fixture were Outstanding but had not been noted on the Minutes. The Secretary had subsequently invoiced this amount for payment.

Berks & Bucks F.A. Query Regarding MK Gallactico Player Registration Actioned NA Steeple Claydon F.C. Request to Register Player - Simon King Approved

The Management Committee approved the request on the proviso that Simon King does not play for his previous Higher League Club again this season. In the event that he does, this approval will be rescinded.

Outstanding Fines Woughton F.C.

Woughton F.C. have been reported to the Berks & Bucks Football Association, and those players previously registered with them last season are required to contribute their share for which they are liable. The share per player is £ 4.25.

Total Debt £ 100.00 Payments Received to Date: £ 55.30

Denbigh Hall Sports & Social F.C.

Denbigh Hall Sports & Social have been reported to the Berks & Bucks Football Association, and those players previously registered with them last season and who have registered elsewhere this season will be contacted directly to contribute their share for which they are liable. The share per player is £ 3.80.

Newport Pagnell ‘A’ F.C.

Newport Pagnell ‘A’ have been reported to the Berks & Bucks Football Association, and those players previously registered with them are required to contribute their share for which they are liable. The share per player is £ 3.80.

Sherington United F.C.

Sherington United have been reported to the Berks & Bucks Football Association, and those players previously registered with them are required to contribute their share for which they are liable. The share per player is £ 2.00.

St. George’s F.C.

St. George’s F.C. have been reported to the Berks & Bucks Football Association, and those players previously registered with them are required to contribute their share for which they are liable. The share per player is £ 8.50.

Scot F.C.

Scot F.C. have been reported to the Berks & Bucks Football Association, and those players previously registered with them are required to contribute their share for which they are liable. The share per player is £ 3.60

Outstanding Fines - 17th July 2014 - Fines Raised 25th July 2014

The following fines, issued on 25th July 2014, Clubs have 21 days to pay, i.e. amounts to be paid not later than 15th August 2014.

The following amounts were still outstanding and were doubled on 15th September 2014 - Fines to be paid no later than 29th

September 2014:

Cage Athletic Rule 6 (H) £ 25.00 Doubled to £ 50.00

Outstanding Fines - 12th August 2014 - Fines Raised 15th August 2014

The following fines, issued on 15th August 2014, Clubs have 21 days to pay, i.e. amounts to be paid not later than 5th September

2014. The following amounts were still outstanding and were doubled week commencing 15th September 2014 - Fines to be paid

no later than 29th September 2014 :

City Colts ‘A’ Rule 8 (C) £ 20.00 Doubled to £ 40.00

Fines for Breach of League Rules

Please see attached Appendix A for notification of fines raised since the last meeting on 12th August 2014.

Charges for Breach of League Rules

Please see attached Appendix B for a schedule of charges raised since the last meeting on 12th August 2014.

Treasurer’s Report

The Treasurer advised that the following Clubs have paid incorrect entry fees:

· Olney No Minimum Player Registrations Paid - £ 7.50 Outstanding; The Treasurer reported the following balances:

· Current Account £ 795.87

· Premium Account £ 12,139.91

· Cash / Cheques in Hand £ 3.60

· Un-presented Cheques £ Nil

The Treasurer reported that the donations to the Warwickshire and Northamptonshire Air Ambulance, and the PACE Centre had both been made.

The Treasurer advised that the following Clubs are in credit with the League (updated to reflect invoices issued 5th October 2014):

Fixture’s Secretary’s Report

The Fixtures Secretary advised that Referee Rob MacDonald had turned up to the Loughton Manor fixture which had been postponed due to pitch being unavailable. The League has reimbursed the Match Official’s Expenses of £27.00.

The Fixtures Secretary advised that Cup Draws for the Divisional Cups and Interdivisional Cup had now been completed and these would appear on the next fixture list.

There had been a number of queries in respect of pitches, availability and ground sharing:

· Grendon Rangers F.C. Resolved through use of alternative pitch;

· Clean Slate F.C. Apparent Ground Sharing with Buckingham Town F.C. in the United Counties League at the Irish Centre, for which the Club had expected the League to be aware of and schedule matches accordingly. Correspondence in June did not advise that there would be any ground share and approval was granted accordingly.

It was the decision of the Management Committee that in light of the ground share with an external League whereby we have few home availability dates up to Christmas, that permission to play at the Irish Centre to be withdrawn. Clean Slate F.C. to advise an alternative venue for home matches.

· Brackley Old Boys F.C. Apparent Ground Sharing with a team in the Banbury Lord Jersey League. The League was currently corresponding with the Lord Jersey League to see if a fixture solution can be agreed.

The League are currently reviewing the re-introduction of the Reserve Team Challenge Trophy (similar to the Interdivisional Trophy but for Reserve Teams) and will review this again at the October meeting.

Registration’s Secretary’s Report

Players who were previously registered for the following Clubs will not be permitted to register for any team within the North Bucks & District Football League until such time as the Clubs have cleared their outstanding monies, or defaulted on payment, in which case players will be responsible for their apportioned share:

· Woughton Player Share £ 4.25

· Denbigh Hall Sports Player Share £ 3.80

· Newport Pagnell ‘A’ Player Share £ 3.80

· Sherington United Player Share £ 2.00

· St. George’s Player Share £ 8.50

· Scot Player Share £ 3.60

The Registration Secretary advised that since the start of the season, 1295 players had been registered with the League (to 25th

September 2014).

There had been two occasions where players had signed for two Clubs already this season, charges to be raised against the players (through their Clubs) accordingly:

· Richard Adams Registered with Westbury F.C. - Signed Additional Form for Brackley Old Boys F.C. without a transfer.

· Demarlo Smith Registered with MK Wanderers F.C. - Signed Additional Form for Comet MK without a transfer.

The Referee’s Secretary was not present, but had not advised of any issues to report.

Secretary’s Report

Review of Abandoned Fixtures: 6th September 2014 Stoke Hammond Wanderers Vs Syresham Res.

Abandoned due to Player Injury after 55 Minutes

It was the Decision of the Management Committee that this Match is to be rescheduled as insufficient time had been played for the result to stand.

13th September 2014 New City Stars Vs Marsh Gibbon Res.

Abandoned due to Player Injury after 75 Minutes

It was the Decision of the Management Committee that the result of this match is to stand.

League Handbooks: The Secretary advised that the League Handbooks were currently with the printers and would be available prior to the next meeting.

Any Other Business:

New City Stars: The Management Committee would review / inspect changing facilities following comments from Clubs.

Towcester Town: Following a comment from a Club, the facilities at Towcester have been checked and confirmation that the pitch is of the correct minimum size for Adult football.

Software: The Registration Secretary queried any League Software. The Secretary advised that as a League we did not own any Software, however he may have an unused copy of Office 2007 which could be used.

Social Media: Clubs are reminded that any posts on Social Media (e.g. Twitter, Facebook, Websites) should not relate to other teams, officials etc…. The Football Association takes such posts very seriously and can result in charges being raised against Individuals and / or Clubs. All Clubs have a responsibility to ensure that any such media items are monitored.

Should any Club have any concerns over what is being posted on social media, they can contact the League or go directly to their respective County F.A.

Nick Aldren: The Management Committee agreed to Nominate Nick Aldren to serve on the Council of the Berks & Bucks Football Association.

The League Management Committee will meet at 7.30pm on the following dates (unless otherwise noted):

Appendix B - Charges for Breaches of League Rules

To: 25th September 2014

In accordance with Rule 5(D) the following Clubs / Players (through their respective Clubs) are charged with Breaches of League Rules. The following Clubs are required to respond within 7 days of receipt of this notification to reply to the charge as follows:

(i) Accept the Charge;

(ii) Accept the Charge and Submit a Case of Mitigation; (iii) Deny the Charge;

(iv) Request to attend in person and put their case before the Management Committee;

Clubs MUST reply to each charge with one of the above options, not later than 7 days from issue of this notification. Failure to respond by this date will result in an additional charge for failing to deal with the business of the League in accordance with Rule 5 (H). Should you be in any doubt please contact the League.

Rule 8 (J) (ii) Players Charged with Misconduct for Registration Irregularities

In accordance with Rule 5(D) the following Players (through their respective Clubs) are charged with Misconduct in relation to Registration Irregularities:

(i) Damion Peters Club: Wicken Sports - Transferred to MK Wanderers

The above player is charged with signing two registration forms in the same season, for two Clubs within the North Bucks & District Football League.

(ii) DeMarlo Smith Club: MK Wanderers

The above player is charged with signing two registration forms in the same season, for two Clubs within the North Bucks & District Football League.

(iii) Richard Adams Club: Westbury - Transferred to Brackley Old Boys

The above player is charged with signing two registration forms in the same season, for two Clubs within the North Bucks & District Football League.

Rule 8(Q)(i) Playing and Unregistered or Otherwise Ineligible Player
