North Chelmsford
Context
The area to the north of Chelmsford provides the opportunity for the city to grow. North east Chelmsford has been allocated for major new development through the City Council's adopted planning strategy (North Chelmsford Area Action Plan).
A minimum of 4,000 new homes and 689,000 sq ft floorspace of new commercial
development is planned, with significant supporting new infrastructure including a new rail station, new schools and a remodelled A12 junction. Proposals include significant leisure and recreation facilities alongside existing prestigious golf courses.
The successful Chelmer Valley Park and Ride site has already opened providing quick and convenient access into the city centre. North Chelmsford has been identified as the Chelmsford location for the exciting Anglia Ruskin MedTech Campus development.
Existing Character
North Chelmsford includes the existing communities of Springfield and Broomfield in addition to undeveloped land earmarked to become new sustainable neighbourhoods. In addition, North Chelmsford contains important environmental and heritage assets such as the attractive Chelmer Valley and New Hall which will shape the location and character of new development to provide sustainable and dynamic city neighbourhoods set in attractive surroundings.

Anglia Ruskin MedTech Campus Major new business park opportunity for medical technology businesses promoted in partnership with Anglia Ruskin University together with locations in Harlow and Southend providing 1,700,000 sq ft of floorspace and 12,500 new jobs. This will be set in a high quality landscape with access to new homes and leisure facilities
New NE Chelmsford Neighbourhood Three main development areas promoted by Countryside Zest, Chelmsford Land and Hanson will form the new neighbourhood and two major mixed use planning applications are currently being considered by the City Council for up to 4,350 new homes and 670,000 sq ft of other uses including a major new business park. An exemplary new place which will strengthen the city
Enhanced NW Chelmsford Neighbourhoods
Four smaller residential-led development areas strengthening existing neighbourhoods
has already been granted for 135 new homes on Land East of Patching Hall Lane with further applications currently being considered by the City Council New Infrastructure
Supporting transport links including a new mainline rail station, rapid bus services and major new radial distributor road and improvements to the Boreham A12 Interchange, as well as, a new secondary school, three new primary schools and neighbourhood centres
Expansion of Existing Businesses
Investment is happening now. On Chelmsford Business Park, Visteon Corporation and Battelle UK will be occupying new HQ buildings in 2013/14. Anderson Construction will start work on a major new mixed
development on Colchester Road in the coming months
New Hall School
Occupying an historic Grade 1 listed building in north east Chelmsford, New Hall School is expanding its independent education offer Major Restored Gravel Workings Opportunities for formal and informal recreation uses including eco-leisure.

Existing Character
This Chelmsford City area comprises a dynamic and architecturally outstanding university campus alongside established industrial and commercial uses important to the city centre economy. It will form the foundations of a new enterprise quarter. The area is bordered by the River Chelmer with attractive green areas and riverside paths. There are excellent public transport links with a high level of visitors and residents, including direct links to the Chelmer Valley Park and Ride site.
There is an exciting opportunity to transform this area into a dynamic economic hub with
numerous prospects for new employment, research and educational development and investment through the re-use of underused and vacant land.

A new pedestrian route linking the Railway Station to New Street and the University within the former Marconi Works redevelopment
Locating a landmark light installation under the New Street bridge

Riverside Retail Quarter
Existing Character
The Riverside retail quarter is at the interface between the city centre and countryside. It comprises large areas of brownfield land between the River Chelmer and the Chelmer and Blackwater Navigation. Characterised by vacated industrial land, surface car parking and existing business activity, this area provides opportunities for major regeneration in a river landscape setting. Existing waterside uses include fishing, rowing and bases for the Canoe Club and Sea Cadets. The area has well-used pedestrian and cycle routes along the river edges to the city centre from south and east. Chelmsford City has a strong shopping centre which will expand eastwards and embrace the Riverside - one of Chelmsford City's best public assets.

This Chelmsford City fringe area is centred on the rail station and bus interchanges and large public buildings. It contains a diverse range of uses and buildings including two theatres, the Essex County Cricket Ground, Cathedral, churches, cafes, pubs and restaurants and has a diverse evening economy. The area attracts a high level of visitors, office workers, theatre-goers and evening visitors.
There is an opportunity to further strengthen the area’s role as the leisure, culture and arts quarter for the city. Numerous prospects exist for new development and investment through the re-use of underused and vacant land. Broadcasting, media and creative industries will also be encouraged to locate here.

Existing Character
The Chelmer River Valley to the east of the city centre forms a broad attractive valley containing flood meadow used for grazing, fishing lakes and generally passive recreation uses with limited public accessibility. The Chelmer and Blackwater Navigation provides an important leisure and recreation link through the valley with Sandford Mill a destination as an education and heritage centre.
There is an opportunity to create a country park providing enhanced river walks, jogging and cycling trails, further attractions at Sandford Mill, boating facilities and a rich watermeadow landscape and wildlife habitat within walking distance of the city centre.
