About Pan-Beibu Gulf Economic Cooperation Forum

Pan-Beibu Gulf Economic Cooperation Forum (hereinafter referred to as “the Forum”) is an international high-end forum with the purpose of building a China-ASEAN New Growth Pole and the goal of sustainable development in the Pan-Beibu Gulf area. The Forum aims at building an open and efficient platform for regular exchanges and dialogues to enhance mutual understanding, promote trade and investment and advance economic exchanges, coordinated cooperation and win-win development between different countries in the China-ASEAN region for building up a new development pattern of China-ASEAN cooperation. The first Forum on Economic Cooperation of Beibu Gulf Rim, co-sponsored by the Leading Group Office of China’s Western Development of the State Council of the P. R. China, the Ministry of Finance of the P. R. China, People’s Bank of China, the Development Research Center of the State Council of the P. R. China, People’s Daily of China, the People’s Government of Guangxi Zhuang Autonomous Region and Asian Development Bank, was held in Nanning, the capital city of Guangxi Zhuang Autonomous Region in July 2006. Altogether 160 participants, including senior government officials, renowned scholars and experts, and business representatives from China, Vietnam, Malaysia, Singapore, Indonesia, the Philippines, South Korea, and other countries, attended the Forum. It was proposed at this forum that a new development pattern of China-ASEAN cooperation should be built with joint efforts through comprehensively promoting Pan-Beibu Gulf economic cooperation, further enriching and deepening China-ASEAN cooperation and accelerating regional development with expanding and deepening China-ASEAN strategic partnership at the center. This proposal has been well-received and supported by relevant countries and organizations.

The previous ten sessions of the Forum have been very successful. State leaders, senior government officials, business leaders, and renowned scholars from China and ASEAN countries discuss development plans around themes such as Co-building a China-ASEAN New Growth Pole, Building China-ASEAN Free Trade Area, Belt and Road Initiative, and building the New International

China-ASEAN Port Cities Cooperation Network Work Conference H.E. Li Keqiang, Premier of the State Council of China, proposed that China and the ASEAN member states jointly further promote the maritime cooperation and declared the establishment of China-ASEAN Port Cities Cooperation Network (hereinafter referred to as the Cooperation Network) with mayors from

ASEAN port cites and related delegates at the 10th China-ASEAN Expo

(CAEXPO) and the 10th China-ASEAN Business & Investment Summit (CABIS) held on September 3, 2013.

The Cooperation Network is committed to realizing consensus among China and ASEAN state leaders on “developing maritime connectivity and exploring pragmatic maritime cooperation”. Members shall work out in-depth cooperation projects in mutual shipping lines, port construction, port-based industry, sister-city relationship, maritime exchanges and personnel exchanges, etc. Up to now, the Cooperation Network has 39 members, with 9 members from ASEAN countries, including major ports and related institutions from China and ASEAN countries.

The project of Cooperative Network project was officially approved by Ministry of Foreign Affairs and Ministry of Finance of China on October 24, 2014, and became one of the first batches of 18 projects supported by the China-ASEAN Maritime Cooperation Fund in 2014. It is planned to build China-ASEAN Port Logistics Information Center, open shipping lines connecting Qinzhou Port to major ports in ASEAN countries and provide necessary services, develop 4 supporting projects including the Maritime Search and Rescue Sub-Center, the Maritime Meteorological Monitoring and Alert Center, the Aquatic Training Base, and the Court for China-ASEAN Maritime Affairs, as well as to establish the China-ASEAN Port City Cooperation Network Mechanism.

Guangxi Zhuang Autonomous Region of China Geography

Guangxi Zhuang Autonomous Region, situated in the south of China’s mainland, borders on Guangdong Province to the east, Hunan Province to the northeast, Guizhou Province to the northwest, Yunnan Province to the west, Beibu Gulf to the south, and Hainan Province to the southeast across the sea. With a land area of 236,700 square kilometers, it accounts for 2.5% of the country’s total area, ranking the 9th.

Guangxi is one of China’s border provinces. It borders Vietnam on the southwest, with a boundary line of 696 kilometers and a continental coastline of 1,595 kilometers. As both a border and coastal region, it is the only province/region in China that has both land border and maritime passage with ASEAN, and is at the crossroad of the South China Economic Circle, the Southwest China Economic Circle and the ASEAN Economic Circle.

In March 2015, the central government clearly defined three major positions for the development of Guangxi, namely, accelerating the establishment of a major international channel towards ASEAN, establishing Guangxi as a new strategic pivot in the opening up and development of southwestern, central and south China, and an important gateway for connecting the 21st Century Maritime Silk Road and the Silk Road Economic Belt.

History

Guangxi is one of the earliest areas with ancient human activities According to the latest archaeological discovery, over 700,000 years ago, ancient humans used stone tools in the Baise Valley. In historical records, the earliest humans in Guangxi were known as Baiyue. Zhuang is the descendant of the ancient Xiyue and Luoyue branches of the Baiyue tribe, and is the earliest inhabited people in Guangxi.

China, Guangxi belonged to Guilin County, hence the abbreviation “Gui”. In the Song Dynasty (960-1279), a regional system of 15 circuits was introduced, in which Guangxi belonged to the Guangnanxi Circuit, which was also called Guangxi for short and marked the origin of its current name.

Following the liberation of Guangxi on December 11, 1949, the central government set up Guangxi Province. On March 5, 1958, it was converted into Guangxi Tong Autonomous Region, which, on October 12, 1965, was renamed Guangxi Zhuang Autonomous Region.

Administrative divisions and demographics

Guangxi has jurisdiction over 14 prefecture-level cities, namely, Nanning, Liuzhou, Guilin, Ganzhou, Beihai, Fangchenggang, Qinzhou, Guigang, Yulin, Baise, Hezhou, Hechi, Laibin and Chongzuo, which are subdivided into 8 county-level cities, 63 counties (including 12 ethnic autonomous counties), 40 city districts, 799 towns, 319 villages (including 59 ethnic minority villages), and 133 sub-district office. The capital city is Nanning.

Guangxi is home to many ethnic groups, including 12 indigenous ones such as Zhuang, Han, Yao, Miao, Dong, Mulao, Maonan, Hui, Jing, Yi, Shui and Yilao. By the end of 2019, there are 49.6 million permanent residents and 56.95 million registered residents in Guangxi.

Resources

Guangxi is home to China’s non-ferrous metals. 145 minerals have been discovered, accounting for 42.9% of types of China’s proven reserves, of which, 99 minerals are with proven reserves, 12 minerals are with the largest reserves in China. Guangxi holds bauxite reserves of 680 million tons, with long-term reserves exceeding 1 billion tons. Manganese reserves reach 281 million tons, accounting for 35.47% of China’s total reserves. Limestone, kaolin, talc, bentonite and other non-metallic mineral reserves are also among the largest in China, which gives Guangxi the potential to be the largest cement producer in south China.

Qing Xiu Shan Tourist Attraction of Nanning, Lijiang River Scenic Spot of Guilin, Guilin Merryland Theme Park, Solitary Beauty Peak & Prince City Scenic Area of Guilin, Two Rivers and Four Lakes·Elephant Trunk Hill Scenic Area of Guilin, Detian Transnational Waterfalls Scenic Spot, and Baise Uprising Memorial Park Scenic Spot are among the national-level scenic spots.

Economy

In 2019, the GDP of Guangxi registered RMB 2123.714 billion yuan, increasing by 6.0% year-on-year. In terms of industries, the added value of the primary industry was RMB 338.774 billion yuan, increasing by 5.6%; the added value of the secondary industry was RMB 707.743 billion yuan, increasing by 5.7%; the added value of the tertiary industry was RMB 1077.197 billion yuan, increasing by 6.2%. The contribution rates of the three industries to economic growth are 15.2%, 32.5% and 52.3% respectively.

Guangxi Beibu Gulf Economic Zone Overview

Guangxi Beibu Gulf Economic Zone (hereinafter referred to as the “Economic Zone”) is composed of administrative regions under the jurisdiction of Nanning, Beihai, Qinzhou and Fangchenggang, with a total area of 42,500 square kilometers and a population of about 13 million. Based on the unique features of the region, the Economic Zone includes two more cities, Yulin and Chongzuo, by extension. The six cities combined cover an area of 72,600 square kilometers, with a population of 23 million. The Economic Zone was established on March 22, 2006. On January 16, 2008, the central government approved the Development Plan of Guangxi Beibu Gulf Economic Zone, which made the opening-up and development of the Economic Zone a national strategy in China.

Advantages

The Economic Zone boasts multiple advantages, which mainly include the following:

1. Geographical advantage: The Economic Zone extends to Yunnan and Guizhou in the west, reaches Guangdong and Hong Kong in the east, links with the central region in the north, and connects with ASEAN in the south. Situated at the joining point of the South China, Southwest China and ASEAN economic circles, the Economic Zone is the only coastal region in China’s western development program and the only region in China that is connected with ASEAN both by land and sea.

2. Resource advantage: The Economic Zone has a rich reserve of coastline and marine resources. It is a key region for the planning of new modern port cluster and industrial cluster and the building of high-quality livable cities in China’s coastal area.

3. Policy advantage: The Economic Zone enjoys the policies for the development of the western region, opening-up of coastal area, autonomy of ethnic minority regions, opening-up of border area and key regions under the national development and opening-up program, free trade, financial opening,

which gives it the advantage of benefiting from preferential policies both at the national level and exclusive for autonomous region.

4. Environmental advantage: The Economic Zone is covered by both mountains and seas, bearing the hallmark of a sea-land compound geographic system. With naturally endowed ecological resources, it has one of the ocean areas with the best ecological protection and the cleanest marine environment in China. Functions

The Economic Zone undertakes the following functions: taking root in Beibu Gulf, serving “Three Souths” (Southwest, South and Central-South China), linking the western, central and eastern regions of China, and opening to Southeast Asia; serving as a major channel, a communication bridge and a cooperation platform connecting different regions; promoting development with opening-up and cooperation; building a logistics base, a commerce and trade base, a processing and manufacturing base and an information exchange center for China-ASEAN opening-up and cooperation; and cultivating a strategic high ground for the development of the western region, a new strategic anchor for the opening-up of southwestern and central-southern regions and a major international and regional economic cooperation zone connecting the 21st Century Maritime Silk Road and the Silk Road Economic Belt.

Accomplishments

—With notably enhanced comprehensive strengths, the Economic Zone is playing an increasingly visible role as the key driver of regional development. The Economic Zone continues to lead Guangxi in growth, with robust performance in all major economic indicators. Between 2006 and 2019, the six cities, Nanning, Beihai, Fangchenggang, Qinzhou, Yulin, Chongzuo, saw their GDP, fiscal revenue and foreign trade grow by 5 times, 6 times and 16 times respectively, taking up an increasingly bigger share in the autonomous region. With less than 1/5 of Guangxi’s land area and 1/4 of its population, the Economic Zone has contributed nearly half of the region’s GDP, more than half of its fiscal revenue and almost 85% of foreign trade, serving as a key growth driver and strategic engine for

Guangxi’s rapid development.

— With upgraded industrial system, the strategy of high-quality development is starting to yield results. We have accelerated the building of industrial parks with distinctive features, completed a number of major industrial projects, including the 10 million-ton refinery project in Qinzhou, the refining and chemical project in Beihai, and Steel Base in Fangchenggang, accelerated a series of major industrial projects, including Huayi New Chemical Material Integration Base in Qinzhou, Beihai Industrial New City of Huike Electronics, and Huali Deep-Processing Industrial Park in Dongxing, and put in place a modern coastal industrial system and industrial base underpinned by electronic information, petroleum and chemical, metallurgy, new materials, foodstuff and modern equipment manufacturing industries. We have accelerated industrial transformation and upgrade, strengthened ecological protection, rigorously examined the qualifications of projects and industries, vigorously promoted the building of modern blue ports, and embarked on a path of green development.

— With the broadening and deepening of opening-up and cooperation, the Economic Zone is becoming a more effective platform for regional development. On August 26, 2019, the State Council officially approved the establishment of China (Guangxi) Pilot Free Trade Zone, the area of which was 119.99 square kilometers, including Nanning, Qinzhou Port, and Chongzuo. We have deepened all-round exchange and cooperation with ASEAN countries, taking an active part in Lancang-Mekong Cooperation, Pan-Beibu Gulf Economic Cooperation and the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and devoting vigorous efforts to the building of China-Indochina Peninsula Economic Corridor, China-ASEAN Port Cities Cooperation Network and China-ASEAN Information Port. We have held 16 successful sessions of China-ASEAN Expo and China-ASEAN Business and Investment Summit, and 10 sessions of Pan-Beibu Gulf Economic Cooperation Forum, making the “Nanning Channel” one of the most important regional cooperation mechanisms between China and ASEAN. Six ASEAN countries, including Vietnam and Lao PDR, have set up consular agencies in Nanning, The Hong Kong SAR Government has opened its Guangxi Liaison Office. The business liaison office of the ten ASEAN countries,

as well as Japan and the ROK, have been inaugurated. The construction of a group of major Belt and Road platforms, including China-Indonesia Economic and Trade Cooperation Zone, China-Vietnam Cross-border Economic Cooperation Zone and national key experiment zones of opening-up and development in Dongxing and Pingxiang, is picking up speed. As such, the Economic Zone has emerged as a pilot zone of China-ASEAN cooperation with the most vibrant activities, the most robust mechanisms and the greatest development potential.

— With the construction of transportation hubs generally completed, the connectivity network is in better shape. We have accelerated the building of a hub-based comprehensive transportation system. The Economic Zone accounts for almost two-fifths of the expressway open to traffic in the autonomous region. The high-speed railway connecting the four cities and extending to Guangdong, Hunan, Guizhou and Yunnan is in service. And a “one-hour economic circle” has emerged around the Economic Zone. The construction of the New Western Land-Sea Trade Corridor is making solid progress, and the New International Land-Sea Trade Corridor connecting the Belt and Road is rapidly taking shape. Shipping services are now available between Beibu Gulf Port and over 200 ports in more than 100 countries and regions.

— With a string of new highlights being presented in the pilot program, innovative energy of the reform continue to be released. We have worked hard to remove development barriers through deepening reform, and initiated a new system for cross-jurisdiction management, the first of its kind in the country. Guangxi Office on Planning, Development and Management of Beibu Gulf Economic Zone has been set up to coordinate all major decisions concerning the planning and development of the Economic Zone. We were the first in the country to carry out a five-sphered reform program aimed at establishing a unified customs clearance process, and we placed all six cities of the Economic Zone under the same customs jurisdiction, and opened the first “single window” for international trade in the western region. We have set up the Guangxi Beibu Gulf International Port Group and Guangxi Beibu Gulf Port Authority to coordinate the development of Fangchenggang Port, Qinzhou Port and Beihai Port, and achieve integrated planning, development, operation and management of the ports in

Beibu Gulf toward the goal of 10 million TEUs. With the focus on promoting unified household registration, we have advanced the harmonization among cities in the Economic Zone in social security, telecommunication, financial services and transportation, giving a major boost to integrated urban development in the region. The China-Malaysia Qinzhou Industrial Park and Malaysia-China Kuantan Industrial Park have provided a new model of “Two Countries, Twin Park” for international production capacity cooperation. Fangchenggang has been turned into a national comprehensive pilot and experiment zone for exploring the new system of open economy in China. Reform and innovation in the management system of industrial parks and the financial system in border regions are making rapid advances, adding new impetus to the region’s development.

Outlook

On the new historical starting point, Guangxi Beibu Gulf Economic Zone will fully implement President Xi Jinping’s instructions made during his recent tour to Guangxi. Guangxi will “give priority to the leading role of the Beibu Gulf Economic Zone in order to engage in international cooperation and competition at a higher level and in broader fields.” Seize the great opportunity of the establishment of the China (Guangxi) Pilot Free Trade Zone and the New Western Land-Sea Trade Corridor, which were approved by the State Council. Guided by the strategy of “southward corridor, northward linkage, eastward integration and westward expansion”, the Beibu Gulf Economic Zone shall build Beibu-Gulf international gateway port, make new breakthroughs in its pursuit of high-level opening-up and high quality development by implementing the strategy of developing a highly competitive capital city of Nanning and the strategy of Beihai-Qinzhou-Fangchenggang integration. As envisaged by President Xi, the Zone will strive to become a central demonstration zone in fulfilling Guangxi’s new mission of “three positions” and making steady progress in “five fields” as well as a new strategic pole in the opening-up and development of the southwest and central-south China.

Development Goals

By 2020, a number of major railway and logistics hub projects will have been started, and the container throughput of the Beibu Gulf Port shall reach 5 million TEUs.

By 2025, an international trade corridor with the shortest time of construction, the best service, the highest efficiency and the best benefit shall be substantially completed. The container throughput of the Beibu Gulf Port shall reach 10 million TEUs.

By 2035, the new international land-sea trade corridor shall be fully completed, and the logistics service and customs clearance efficiency shall meet the first-class international level, providing strong support for a modernized economic system.

Major Achievements

Guided by the new international land-sea trade corridor development scheme, efforts have been made to deepen Guangxi’s opening-up and cooperation with the outside world, and creat a new dimension of all-round opening up and development of Guangxi, which is characterized by "southward extension, northward connection, eastward integration, and westward partnership".
