This is a time for County staff to provide updates of upcoming County events that may be of interest to the public.

Lisa Medina, Director of Environmental Health reported the free rabies clinic the County put on last weekend was a success.

Report of Closed Sessions for Board of Supervisors meeting of September 15, 2020: 1. Public Employee Employment - pursuant to Govt. Code § 54957(b)(1):

Environmental Management Agency Administrator;

Board action: The Board directed staff to bring back a resolution appointing Lisa Medina.

1. PUBLIC HEALTH SERVICES(ID # 5529) Receive an update presentation from staff on COVID-19 (novel coronavirus).

Public Health Officer Dr. Dean Kelaita provided the Board with an update on COVID-19, below is his update.

As most of you have heard, nationally the U.S. is currently right at the 200,000 coronavirus deaths milestone. This is higher than the predictions I had originally envisioned for our nation regarding total deaths when the pandemic began back in March.

Statewide California has reported 781,694 confirmed COVID-19 cases with 15,018 fatalities.

Calaveras County public health confirms 311 coronavirus cases with an increase now to 14 official deaths. These figures are now in line with the predictions I provided to this board back in March of this year that were at the time met with skepticism and derision. Our county is currently averaging a daily rate of 3 cases per 100,00 population. Local disease activity has been showing signs of slowing in the past 2 weeks.

We are performing 170 tests per 100,000 residents every day, with a positivity rate of 1.9%. Testing volumes at the OptumServe testing site have decreased to the point that discussions are taking place to potentially relocate the site. Preliminarily information is that the testing site will move to Tuolumne County on November 1st. Ms. Stranger I think has more specific information regarding this issue.

PH continues to monitor and assist in managing an outbreak of Coronavirus cases and significant fatalities in Avalon San Andreas skilled nursing home.

Nursing homes across America have become a tragic focal point of the coronavirus outbreak. The outbreak of COVID-19 infections continues to develop at Avalon San Andreas convalescent home after the initial identification of an asymptomatic staff member working at the facility was picked up on routine surveillance testing on July 22th. To date infections in 58 residents and 27 staff members have been confirmed through enhanced testing of all residents and care staff. This represents the most significant challenge to our community posed by the pandemic to date. The mortality rate among nursing home residents has been significant in other similar settings throughout the country, and our nursing home is no exception.

Residents testing positive at Avalon have been being temporarily placed in a dedicated COVID-19 unit for isolation within the facility until recovered so as to prevent ongoing transmission to other residents. As of yesterday, the last 7 patients were graduated form the COVID unit and deem recovered and able to move back to the regular rooms in the building. The facility’s infection prevention staff have

continued to work closely with our public health department and in consultation with the California Department of Public Health. CDPH has dispatched a Rapid

Response Team to pay a site visit to the facility and provide infection prevention guidance and technical assistance. The facility is undergoing close surveillance for the prompt identification of any new cases in the residents and staff and scaled up infection prevention activities will continue. Last weeks round of resident testing revealed no new cases, and an additional round of testing was completed yesterday. If the facility tests negative for 2 straight weeks the outbreak can be considered over. Effective last Tuesday Avalon has acquired the ability to now perform rapid point of care COVID-19 testing for residents and staff members to reduce the turn around time for test results and improve the efficiency of the disease control response. The facility and PH are in regular communication with MTMC regarding this situation and the potential need for additional space for hospital admissions.

As of today, our official death count for Calaveras stands at 14 deaths related to the COVID-19 pandemic. PH will release updated statistics as they become available. There is currently 1 Calaveras County resident hospitalized. Local hospital capacity remains adequate and ventilator availability is at 100%. MTMC has sufficient regular patient care beds, ICU space and a robust supply of PPE used to protect the health care workers at the hospital and outpatient clinics.

Governor Newsom unveiled at the end of last month that the Blueprint for a Safer Economy would replace the County Data Monitoring List for determining what business can or cannot open in California. Every county in California has been assigned to a tier based on its rate of new cases least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a County’s metrics worsen for two consecutive weeks; it will be assigned a more restrictive tier. The tiers are: purple (widespread), substantial (red), moderate (orange), and

minimal (yellow).

As of today September 22nd, Calaveras County currently remains in the Substantial (red) tier, and will remain at this tier based on our rates of disease for the time being. If Calaveras continues to meet disease thresholds for the less restrictive tier will be assigned to the Orange tier on Tuesday September 29th.

This means that for the time being some non-essential indoor business operations are now allowed to be open, and some remain closed. Under this new framework, many recently closed businesses may resume activity with modifications. For example, dine-in restaurant services may resume indoors at a maximum 25% capacity or 100 people, whichever is fewer. Likewise, movie theaters can open at 25% capacity. Hair salons and barbershops, personal services such as tattoo, massage and cosmetology may also open with modifications. Gyms and fitness centers can resume indoor operation with capacity limited to 10%. Visit

Covid19.ca.gov and click on “What’s open in my county” for more specific business information.

The best ways to avoid exposure to the virus are to:

Stay home if you are sick

Stay at least 6 feet away from people outside of your household

Wash your hands often with soap and water for at least 20 seconds

Avoid touching your eyes, nose, and mouth with unwashed hands

Wear a face covering over your nose and mouth when around others.

No-cost testing for COVID-19 is available to anyone who would like to get tested. The OptumServe COVID-19 testing site located at the Calaveras County

Fairgrounds is open Tuesday-Saturday from 7:00 A.M. to 7:00 P.M. Testing is now available to those age 3 and older. People are highly encouraged to register online. People without Internet access should call (888) 634-1123. To receive information and resources related to COVID-19 visit the Calaveras County COVID-19 website.

We continue to learn more about COVID every day, and this new information will help us guide our public health response. For example, indoor dining remains open with modifications in Calaveras County, but to protect Californians against the deadly virus, and we will need to continue to closely monitor how these safeguards are working. This is a dynamic virus and situation, and this is why we have chosen a low and stringent approach to determining when activities and businesses should open further. I urge Calaveras residents to continue to limit non-essential indoor

gatherings whenever possible to reduce the risk of COVID-19 transmission. I know has been, and continues to be, a difficult time for all, and want to reemphasize to our community, especially in areas where wildfire smoke has impacted air quality, to stay at home, remain connected but maintain physical distance.

It’s likely that flu viruses and coronavirus (COVID-19) will both spread this fall and winter. The double whammy of influenza and COVID-19 will pose a significant risk to all of those at high risk in our community. Our local healthcare system could easily become overwhelmed treating both patients with flu and with COVID-19. Getting a flu vaccine this year is more important than ever.

To continue in a positive direction, the public is urged to continue to wear face masks, keep six feet apart, get tested, wash hands often, and stay home if sick. Avoid any gatherings if physical distancing and mask wearing cannot be followed. There is no doubt that our current situation is further strengthened when we work together to help in the fight against COVID-19.

Supervisors Tofanelli & Garamendi withdrew their support of the Assessor's office reclassification for the Appraiser Analyst to Assessment Analyst position.

Supervisor Callaway and Supervisor Mills stated they were still supporting the Assessor's Office reclassification.

Supervisor Mills made a motion to move the item. Supervisor Garamendi proposed a substitute motion to accept the item excluding the Assessor's Office

reclassification. The Board approved the resolution as amended without the Assessor's Office reclassification.

Supervisor Callaway asked for a motion to approve the Assessor's reclassification, Supervisor Mills moved the item, however the action died for lack of a second motion.

35. PLANNING20200922r122 Adopt a resolution amending the General Plan to add a Valley Springs section and policies and other amendments to the Community Planning Element.

Peter Mauer, Planning Director had recommended changes to the resolution to include an additional findings consistent with Government Code and to clearly articulate the action proposed to be taken.

Valley Springs worked on a community plan update for many years, submitted multiple drafts to the County in 2010, but was left with no community plan at all in the 2019 Calaveras County General Plan. The original 1975 plan was scrapped without replacement. Valley Springs finds itself without any plan in 2020. Valley Springs needs a community plan.

The Valley Springs Community Plan section & policies currently before you is a “blended” and condensed version, and includes a broad spectrum of goals and policies from both of the draft plans submitted by community members in 2010. Please support adding the Valley Springs Community Plan section & policies to the Community Planning Element of the 2019 Calaveras County General Plan to help guide future economic development and conservation in the Valley Springs Community Area.

In 2017, the Planning Department Staff recommended that the Planning Commission support including the 2017 Valley Springs Community Plan in the General Plan Update. This plan is a compromise merger of two competing community plans

drafted in 2010. It reflects a broad spectrum of the community's input. For an explanation of why Valley Springs needs a community plan, I refer you to the 3 minute video on the subject at <https://www.youtube.com/watch?v+6R1-ycPwsys> . However, in 2019, the Board of Supervisors both eliminated the historic Valley Springs Community Plan and provided no replacement. At that time, the Board expressed a desire to add the community plan soon. Later, in January 2020, the Board of Supervisors made adopting the Valley Springs Community Plan a top priority. Now the Planning Commission and the Board of Supervisors can correct the 2019 omission by adding the 2017 Valley Springs Community Plan to the 2019 General Plan Update. Thank you for considering this important addition to the general plan.

My name is Zerrall McDaniel and I am a resident of Calaveras County and District 2. If our County includes the Valley Springs Community Plan in the general plan, it will go a long way to restore the trust of people in their local government's ability to follow through on promises it makes to residents of our county. Many residents, including myself worked hard on this and other Community Plans throughout Calaveras County. I want to thank the 2020 Board of Supervisors who in January made adoption of the Valley Springs Community Plan a top general plan

implementation priority. I also want to thank the Planning Commission for taking the time to review and make recommendations regarding the Valley Springs community Plan. Thank you

Hello, Janice Bassett, here from Valley Springs District five. If the Valley Springs Community Plan is ultimately approved, then we will earn a return on the investment of $250,000 of state money used drafting the 2010 COG plan. I want to thank

Caltrans for the grant funds that made that the COG plan possible. I also want to thank Caltrans for their subsequent and ongoing investments in the future of Valley Springs. As the biggest and fastest population center in the county, it is imperative that we approve the community plan that hundreds of residents spent thousands of hours creating. Let's move into the future with a plan. Thank You

My name is Marti Crane. I'm from District 5 and I live in Valley Springs.

If all goes well with the Planning Commission and the Board of Supervisors, we may soon get a chance to see the Valley Springs Community Plan approved!

I would like to lovingly remember those who passed away before they got the chance to see this plan adopted, especially Hazel Cain, Katherine Jackson, and the Charming Husband Bill Crane. I believe that they now get to watch the Planning Commission proceedings from the very best seats in the house.

Thank you for keeping our community work, voices and vision, in tact and included in our public documents.

If the Planning Commission recommends approval of the Valley Springs Community Plan, it will be a victory for unity over divisiveness. In 2010, there were two separate plans proposed. The answer was

not to approve one or the other of those 2010 plans. The answer was to combine the two plans. The answer was to move forward with a plan that embraces a complete vison for Valley Springs - A plan that

includes something valued by all the people who participated in the planning

process. I want to especially thank the COG staff that worked so hard on one of the two plans in 2010, and the Citizens' Committee selected by Supervisor Tofanelli that drafted the other Valley Springs Community Plan in 2010. It is their hard work that made today possible. Thank you.

Dear Planning Commissioners and Board of Supervisors,

In 2019, the Board of Supervisors approved a General Plan Update with community plan policies for Glencoe, Mokelumne Hill, Mountain Ranch, Paloma, Railroad Flat, Rancho Calaveras/Jenny Lind, San Andreas, Sheep Ranch, West Point, and

Wilseyville. Policy CP-lA of the Community Planning Element calls on the County "to support other communities that wish to adopt community plans." Please support Valley Springs by recommending approval of the proposed Valley Springs

Community Plan. This is one more important step toward a complete and inclusive Community Planning Element of the General Plan

Update. Thank you.

My comments relate to item 2 on the agenda for the August 27th Planning Commission meeting.

2. Project 2020-036 Valley Springs Community Plan General Plan Amendment My name is Joyce Techel and I reside in District 1. In 2019 the Board of Supervisors approved a General Plan Update expected to have significant adverse impacts on visual character and traffic congestion. These two impacts are likely to be more severe in areas like Valley Springs, where future development is expected to be concentrated. However, if enthusiastically implemented, the Valley Springs Community Plan could conserve visual character and reduce traffic congestion. Please help to bring these and other benefits to Valley Springs by supporting the Valley Springs Community Plan. Thank you.

My name is Ralph Copeland and I live in Copperopolis. By recommending approval of the Valley Springs Community Plan today the Planning Commission will reward all the hard work done by citizens, consultants, staff and public officials to keep the plan on track over the last decade. I want to thank the current Planning Director, Peter Maurer; and the previous Planning Directors who helped get the VSCP this far including Bob Selman, Stefanie Moreno, John Taylor, George White, and Rebecca Willis. I also want to thank the people who spoke so passionately about the VSCP in

forums across the County over the last decade, especially Marti Crane, Muriel Zeller, Colleen Platt, and Joyce Techel. Thank you,

36. BUILDING(ID # 5530) 1) Introduce and waive the first reading of Ordinance Chapter 15.12 - "Limited Density Owner-Built Rural Dwellings" of the Calaveras County Code; and 2) Authorize a summary publication of the Ordinance.

Doug Oliver, Building Department Official stated the publication will be modified to have the date changed to 10/27 meeting date. Item was approved with the

amendment to the publication changed from 10/13 to 10/27.
