Helping to prepare Texas’ emergency management community

This Update provides information about emergency management training and exercise opportunities. Training is provided by TDEM staff and instructors from state agencies and consortium partners and is intended for local, regional and state emergency managers. The Training and Exercise Update offers every month a 90-days list of classes available in six DPS regions in Texas. By doing this, the Preparedness Section Training Unit of TDEM wants to facilitate the access to valuable (and sometimes Texas focused) information to emergency managers and staff across the state. In addition to the in-class training, in this issue the Unit recommends

some of the online courses offered by the Independent Studies Program of the Federal Emergency Management Agency (FEMA) Emergency Management Institute (EMI) (https://training.fema.gov/is/). The Training Unit suggests that

emergency management workers become familiar with the National Incident Management System (NIMS). Gaining knowledge of NIMS is vital and is the first step to understanding emergency management. NIMS is the shared specialized language emergency

management professionals speak, not only across the state, but the nation. It is also how you integrate your realm of responsibility into the system. In other words, how you as an emergency manager (and other staff in the jurisdiction) fit into the big picture. You will also learn the organizational structure of the system (chains of command) and the process to request assistance. National Incident Management System IS-700 and National

Response Plan IS- 800 are two NIMS related courses you could take online at https://training.fema.gov/is/

May is Tornado Season’s Peak, Are you Ready?

May is the peak of tornado season in the United States, and because it is said that practice makes perfect, we want to give you some tips to build your exercises as a tool to maximize preparedness, improve knowledge and performance. TDEM’s Exercise Unit suggests you use small drills to provide training on new equipment, validate procedures, practice and maintain skills, correct mistakes or bad habits.

Preparedness activities can be simple, quick and should be

performance or task-oriented with observable action. Many of these, including drills can be held as part of a meeting or class and with or without notice. Here are some examples:

 Flash-Card Quiz: To improve your staff’s knowledge of emergency procedures,

make up some two-sided flashcards with “What would you do if ...” questions, on one side; and on the other side, answer each question according to your policies and procedures. Hold a Q&A game with your staff.

 Call-Down Drills:Be creative. Here are some options:

 Activate your alert procedures and record how long it takes your staff to assemble and sign in at their duty station.

 Activate your alert procedures and ask your staff how long it would take them to reach your assembly point. This is great for after-hours and on weekends.  Using a call-down tree to activate. Activate it; how long does it take to contact

everyone? Have phone numbers or email addresses changed?

 Evacuation / Shelter Drill:Sound the alarm and evacuate your staff to your

tornado shelter or safe area. Does everyone know where to go? Measure how long it takes and account for your personnel.

 Siren Check: Sound the warning sirens and test functionality. Were they heard as

intended? Did your partner agencies report to you where and when the sirens were heard? Test your back-up system in the same manner.

 Storm Spotter Activation: Activate your spotters and have them report their

location. Plot them on a map and identify coverage gaps.

 Radio Check(s): Initiate a test alert over the radio. Include responder agencies,

hospitals and other partner agencies that use radios in this drill, and have them report when and how they received your alert.

 Tornado Drill Day: Hold a communications drill with the citizens in your

community using social media. This is a great opportunity for schools, businesses, or private citizens to practice severe weather procedures.

A good preparedness activity does not have to be complicated or take a lot of time and money. Use your imagination and be creative. Make sure you review the results and make improvements when needed.
