PRESENTATION
Urbana Consultoria em Desenvolvimento Econômico e Social was established in 2005 by a group of technical professionals whose experiences were related to the problems of housing and urban. Since its very beginnings the firm developed studies on housing policies for low-income people and advice in structuring municipal housing funds. At the same time, the company has evolved into conducting research on Urban and Regional Economics regarding socioeconomic impacts of both public and private investment projects on delimited economic territories.
Urbana Consulting now has comprehensive expertise, primarily related to the themes of Planning and Public Management and Urban and Regional Economics. In these fields of expertise Urbana Consulting developed large experience, both theoretical and practical on designing policies and programs related to public sector management and interventions in urban and regional economics dynamics.
CONSULTING
Urban and Regional Economics
Urbana Consulting has developed a series of custom studies from our customers over the past years. The focus of our work is the socioeconomic analysis of municipalities, regions and economic sectors in a territorial perspective.
We combine field research, solid theoretical approach, extensive historical analysis and manipulation of large sets of socioeconomic data making using statistical techniques and tools derived from Geo-referenced Information Systems to provide our clients profoundly detailed socioeconomic diagnosis as well as public policy propositions.
In this sense, we also design scenarios regarding several economic data in municipal, local or regional levels. Other field of expertise is related to elaborating Economic Impacts Assessment of
both Public and Private Investments on socioeconomic territory. Furthermore, we elaborate Regional or Local Economic Development Plans, as well as proposals for enhancement,
compensation or mitigation of impacts created in socioeconomic territories by investments. We act
in jointly with a set of partners in the elaboration of Environmental Impact Assessment with special regard to socioeconomic environment.
Public Sector Managment
We have expertise in consulting for municipalities, states and other public officials on projects of budgetary and financial management, analysis and planning of public finance, asset management
and projects related to special funds, and public policy analysis in general.
These works are embodied in diagnosis and proposals for institutional arrangements, management mechanisms which include forecast of public revenues and public expenses flows, structuring mechanisms for both tax collection and Constitutional Transfers. It is within our field of action in public management to provide technical procedures for the preparation and execution of public budgets.

1. PROJECTS ON URBAN AND REGIONAL ECONOMICS
1. Infrastructure Development Index - IDInfra (on progress)
Project Description: The consulting proposed a quantitative measure (index) that captures various aspects associated with the development of segments of infrastructure (road, rail, ports, airports, power, telecommunications) and put forward the position that each country - including Brazil - is in addition the trend observed in recent years. Therefore, the suggested index intended to be a reference for companies and entities related to infrastructure, with the possibility of subsidizing studies, presentations, policies and programs targeted to the sector. 3. Linkage Analysis of Key Activities by Interregional Input-Output Matrix for the Sustainable Development Plan for the Piauí State - PDES-PI (may 2014)
Project Description: Design and assess the likely impact of PDES in 2050 Piaui-expected to be generated by the thread associated with the project's strategic investment portfolio of business provided for the 224 municipalities in the state. Contractor: Diagonal Empreendimentos e Gestão de Negócios.
4. Integrated Action Plan involving projects in the municipalities of Barcarena and Itaituba - Para (May 2014)
Project Description: Diagnosis and integrated socioeconomic development of proposals in the Area of Economic Affairs for the preparation of an Integrated Action Plan involving projects in the municipalities of Juquiá, Miracatu and Tapiraí - São Paulo. 5. B&AMining– Phosphorus Facility. Bonito (PA) (September 2013)
Project Description: The consulting elaborated a socioeconomic study of the municipality of Bonito (PA). Moreover, it was designed the Action Plan for Social Investments. The socioeconomic study consisted of characterization of the municipality, with a concise analysis on the main socioeconomic aspects for understanding the territory, looking more deeply into the areas of education and productive activities and addressing aspects of health, infrastructure and urban mobility. The Action Plan for Social Investments was designed in the form of a proposal of social programs with priority focus on education and production,

Project Description: The agribusiness hub of Capanda was created in Malanje Province in Angola in 2006, with the aim of attracting investments for the development of agricultural and industrial activities in an area of 411 000 hectares between the municipalities of Cacuso, Malanje and Kangandala. Contracted services aimed to understand the dynamics of regional and sectorial economics of Melanje province, the conditions for the development of the agricultural sector, and particularly the family farm. Also under study was the construction of scenarios from the a priori evaluation of the impacts of full and partial deployment of Capanda hub. In addition, the defendant was preparing a Social Development Plan to support and

7. Urban Operation Móoca - Vila Carioca, São Paulo (March 2013)
Project Description: The main goal of this project was to identify and provide relevant information on the labor market (supply and demand), sectors of economic activity and established firms, mobility and the general level of economic well-being in the urban territory. Those remarks were to service as support for planning appropriate strategies and actions to induction socioeconomic development of the sectors involved in the Urban Operation Móoca-Vila Carioca. 8. Biopalma Biodiesel II, Pará (February 2013)
Project Description: After crafting a detailed depiction of regional economic dynamics in a set of four municipalities, the consulting evolved to build up the Management Plan in Social Investments. The work was undertaken in the area of the Amazon Biopalma S/A in Pará.

9. Urban Opreration Rio Verde Jacú Pêssego, São Paulo (November 2012)
Project Description: The consulting provided the Consortium CDIW with relevant information on the labor market (supply and demand), the sectors of economic activity and established firms, mobility and the general level of economic well-being. These elements supported planning strategies and appropriate actions to induce the socioeconomic development of the sectors involved in the Urban Operation Rio Verde – Jacú-Pêssego in the Municipality of São Paulo. 10. Pedro Afonso Sugar e Bionenergy, Tocantins (October 2012)
Project Description: At first the consulting provided a socioeconomic data update. Then, an elaboration of diagnosis of socioeconomics dynamics of the municipalities of Pedro Afonso, Bom Jesus do Tocantins and Tupirama (TO) was undertaken. Estimation and calculation of indicators to support monitoring process related to the Integrated Management Plan (IMP) were also part of the contract. Contractor: Bunge Foundation.
11. Oil Refinary Premium I – Petrobrás, Maranhão (May 2012)
Project Description: Development of Database System of Socioeconomic Information for the enterprise Premium I of Petrobrás in the State of Maranhão. The system was designed to allow systematic socioeconomic information in order to produce management reports. Contractor: Diagonal Empreendimentos business management. 12. Project Ilha Pura – Vila dos Atletas, Rio de Janeiro (April 2012)
Project Description: Support the development plan for Ilha Pura by estimation of human resources in neighboring communities, through the collection, tabulation and analysis of information on supply of skilled local labor potential. Estimations made on the basis of the Census micro-data 2010. Estimation of expected demand for labor and its raising related to the various existing and planned projects in the territory. 13. Kinross Mining, Minas Gerais (March 2012)
Project Description: The main objectives of the proposed work were threefold: (i) characterization of the economy and living conditions of the population of Paracatu (MG) and the participation of Kinross in the local economy, based on data available for the years 2009 and 2010, (ii) estimations on economic growth and tax revenues for the five years period of 2012-2017 through the Leontief Input-Output matrix (iii) propose performance line with the local
community through socioeconomic programs (PGI). The ultimate purpose was to provide the Kinross a better understanding on the socioeconomic environment in which it operates, and allows a performance more in line with the goals to be achieved by and with the local community. 14. Carnalita II – Potassium Valley of Northeast, Sergipe (March 2012)
Project Description: The consulting was mainly focused in sizing the social and economic impacts on the area of direct influence of the Potassium Valley of Northeast Facility. It also included estimates of the supply and demand of labour, predictions about the impacts of the project in terms of income, employment, public finance, etc. In addition, it was created a program to promote local development. Project Description: The consulting provided geo-referenced maps of hospital units in the municipality of São Paulo. The maps defined relevant market area for Brazilian System of Antitrust. Contractor: L.Farina Advogados Associados.
16. Transnordestina Railway (Janurary 2012)
Project Description: The consulting developed Diagnosis and Economic Scenarios in the municipalities of Gameleira, Escada and Ribeirão in the state of Pernambuco to the works of the Transnordestina railway. Contractor: Diagonal Empreendimentos e Gestão de Negócios.
17. Saneatins Strategic Plan (December 2011)
Project Description: The consulting proposed a set of socio-economic indicators regarding sanitation, economics and households. Also, it was developed predictions and scenarios in order to coordinate the company investment priorities. Contractor: Diagonal Empreendimentos Gestão de Negócios.

Project Description: The consulting built up forecast and predictions regarding Gross Domestic Product dynamics of both all states of Brazil and a set of countries. Contractor: B. Alvim Engenharia SS Ltda.
20. Biopalma Biodiesel (October 2011)
Project Description: The work included a preparation of economic diagnosis for Acará, Bujaru, Concórdia do Pará and Tomé-Açu all of them in the state of Pará. Also it was carried on thematic study on the dispute for production factors available in the territory among Palma oil production system and others economic activities. 21. Impacts of Mining Hub MCR-Vale in the state of Mato Grosso do Sul (September 2011)
Project Description: The consulting included evaluation and measuring of Vale’s investments
impacts in the economy and public finances of the municipality of Ladário and Corumbá in the state of Mato Grosso do Sul. The work resulted in a Leontief input-output matrix for the regional economy. Contractor: Diagonal Empreendimentos e Gestão de Negócios.

Project Description: The consulting developed the Monitoring System of Socioeconomic Indicators for the S11D enterprise in Canaan dos Carajás and Paraupebas both in the state of Pará. The system aims regular monitoring of the social and economic changes in the territory.

3. Management Policies of Public Resourses Related to Educational Public Services (March 2012)
Project Description: Improvement of mechanisms of management of resources linked to education, with the identification of bottlenecks in the management of resources and proposals for its improvement; submission of proposals for the establishment of mechanisms for medium and long-term planning, based on performance indicators, estimates of costs of programs, projects and activities and analysis of educational projects and their possible impacts of medium and long term, including actions such as, construction or expansion of schools, decentralization of State network, creation of new educational programs, etc. Contractor: Municipal Secretary of education of the city of Mauá (SP).
4. Planning and Management of Urban and Housing Fund for the City of Osasco (November 2011)
Project Description: Advice aiming at the improvement of mechanisms of management of the resources of the Fund of Municipal Urban and Housing Policy of Osasco – FMPUH, by systematizing the main aspects related to management of municipal housing funds, considering five dimensions: (a) institutional arrangement; (b) sources of funding and funding mechanisms; (c) detailed rules for the application of resources; (d) conditions of financing and subsidy; (e) management and control mechanisms. 7. Municipal Housing Fund of the City of Diadema (Janurary 2010)
Project Description: Consulting services included preparation of four reports: (i) case studies of Municipal Housing Funds; (ii) procedures for implementation of the fund; (iii) service model of housing assistance; (iv) marketing plan. The consulting had the objective of structuring the operationalization of the Municipal Fund of Social interest housing of the city of Diadema.

Project Description: Consulting services consisted of report containing access and eligibility of the beneficiaries of the FNHIS operationalization proposal. Contractor: Via Pública, LabHab e Logos Engenharia.
9. Secretary of Housing and Urban Development of the Distrito Federal – Institutional Aspects (September 2006)
Project Description: Consulting included report containing analysis of Secretary of housing and urban development of the Distrito Federal with emphasis in the referral to be given to the Housing Development Institute of the Distrito Federal. The report also contains reflections and proposal for formatting housing policies for low-income. Contractor: Secretary of housing and urban development of the Distrito Federal.
PARTNERS TEAM
Alexandre Guazzelli Afonso
Economist graduated by the Federal University of Minas Gerais, with a master's degree in economics from Getulio Vargas Foundation in São Paulo. Professional experience in real estate lending, housing policy and industrial economics.
He served as an economist in the departments of economy in the civil construction industry union of São Paulo (SindusCon-SP) and of FIESP. He served in the financial area of COHAB-SP and Cobansa mortgage company and participated in various consulting and research in the areas of public policies for housing, real estate credit market and environmental impact studies.
Álvaro Alves de Moura Jr.
He holds a Bachelor's degree in economics from Mackenzie Presbyterian University, master's degree in political economy from the Pontifical Catholic University of São Paulo and a doctorate in politics in Pontifical Catholic University of São Paulo.
Currently is professor of Microeconomics and Industrial Organization in Mackenzie Presbyterian University. Also serves as a researcher at the Center for Contemporaneous Economic Analysis. Also, is Academic Editor of Revista de Economia Mackenzie (REM).
Fernando Ribeiro Leite Neto
He holds a Bachelor's degree in economics from Pontifical Catholic University of São Paulo (1999) and a master's degree in Economics (political economy) from the Pontifical Catholic University of São Paulo (2002). He holds a degree of doctorate in social sciences (political science) from the Pontifical Catholic University of São Paulo (2010). He is currently professor at the INSPER Institute of education and research and at the Pontifical Catholic University of São Paulo. He has experience in the area of Economics, with an emphasis on balance of payments; International Finance and history of economic thought, working mainly on the
following themes: Open Macroeconomics of Latin America, Regional and Urban Economics and history of economic thought.
Manoel Victor Gomes Figueiredo
He is graduated in economics from the Pontifical Catholic University of São Paulo, with credits of master's degree in urban planning and administration at Getúlio Vargas Foundation; completed postgraduate studies in business administration, concentration in planning and public administration at Pontifical Catholic University of São Paulo.
He has experience in public area, mainly in public finances, having experiences in the advisory and coordinating functions in the areas of finance, planning, budgeting and management. He was Superintendent and Chief Financial Office of COHAB-SP (2001 to 2004), accompanying and coordinating various projects in the areas of housing development, subsidy policy, credit portfolio management, among others. In addition, was Deputy Secretary of Finance (1997 to 2000 and 2005 to 2009 in the city of Guarulhos (SP). As a university professor, he has served at Mackenzie Presbyterian University in the courses of public sector economics and economic formation of Brazil.
Maurício Fronzaglia
He holds a Bachelor's degree in Social Sciences from the University of São Paulo (1997), a master's degree in political science from State University of Campinas (2005) and Doctor in political science also from State University of Campinas (2011). He is currently researcher at International and Comparative Politics Studies Centre. He is contributor to the Centre for the Study of Contemporary Culture. He is also a partial period professor at Mackenzie Presbyterian University. Has experience in the field of political science with an emphasis in public policy and international politics, working mainly on the following themes: public policy and international relations, subnational units, regional integration and education policies. Was Advisor to the State Department of Education's Office between 2007 and 2010.
He is economist graduated from the University of São Paulo, with a master's degree in economics from Getulio Vargas Foundation in São Paulo and a doctorate in public administration and Government by the same institution. Has professional experience in the public area, having served on economic assistance activities of the Office of the Secretariat of Finance of the State of São Paulo and financial areas (advice and supervision) and commercial (Superintendency) of COHAB-SP. He is also a university professor and researcher at Mackenzie Presbyterian University and Pontifical Catholic University of São Paulo. He has expertise in the sectors of urban and regional economics, economics of the public sector and public policy, the residential market, transport infrastructure and socio-economic impacts analysis. In the year of 2009 was Visiting Ph.d Student at the Massachusetts Institute of Technology (MIT), Department of Urban Studies and Planning.

Fernanda de Cássia Araújo Costa
She is graduated in economics from State University of Campinas, with specialization in strategic management of companies by the Institute of Economics at the same University. She attended graduate school in public administration at the Sociology and Politics School of São Paulo. She holds a MBA in economics and real estate finance construction of the FIPE Economic Research Institute Foundation and ABECIP. She was a consultant of the Brazilian Association of Cohabs and representative of Cohabs in Board of Trustees of Housing Insurance Resources Committee, coordinated by the National Treasury Secretariat – Ministry of Finance.
Iliana Aparecida Lourenço Schioba
She holds a degree in Social Service from the school of Social Service of Piracicaba/PUC Campinas, with a minor in Sociology from Methodist University of Piracicaba. With over 20 years of experience in public housing and social policy participated in the commercial and social area of Cohab Bandeirante and as commercial adviser in Cohab SP, in addition to provision of services in the area of economic planning of housing and urban development company of the State of São Paulo-CDHU. She also served as a consultant in public institutions, private and third sector.
Bachelor of Arts in Urban and Regional Planning and a Masters degree in Urban and Regional Planning (all but entitled dissertation) from the University of Illinois. She has participated in the interdisciplinary research group that analyzed the proposal for transport planning in the São Paulo metropolitan region (paper presented at the Urban South America Conference, December/2008). She drew up the architectural design and visual identity project of the Centre for Environmental Education and Research on the Fazenda Boa Vista in Guatapará (SP). Responsible for the methodology adopted in the public plenary participation in development of the master plan of Ribeirão Preto (SP). He served as research and teaching assistant at the University of Illinois, in addition to participation in projects developed by the Champaign County Regional Planning Commission.
