The e-Government policy has moved forward in a significant way during the past years :
Citizen and enterprises’ needs and not technology give a boost
The “island” model is concluded. Now it is necessary to move forward together.
The e-services have reached a level of maturity that allow their deployment and continuous improvement.
Online processes with AEAT. (IRPF, Patrimonio, IVA, Impuesto de Sociedades, etc.). Available in Internet since 1996, online income tax declaration since 1999.

• The Higher Council for eGovernment, created under the ROYAL DECREE 589/2005, of 20th May, is in charge of leading, coordinating and monitoring the implementation of
eGovernment across Central Government.
• It is an interministerial body presided by the Ministry of Public Administrations and comprised of senior officials representing all ministries.
• Among the functions of the Council are:
• To prepare and develop the eGovernment strategy and policy for Spain‟s Central Administration
• To prepare and implement multi-annual strategic departmental plans for ICT and eGovernment.
• To state the project as a priority.
• To arrange conferences and other activities to exchange experiences and projects on eGovernment (TECNIMAP).
• To boost the collaboration and cooperation between the autonomous communities and the local governments in order to launch the public inter-administrative services.

• The Technology Transfer Center (Centro de Transferencia de Tecnologías) acts as a gateway to ease the dissemination and
reusability of technical items (development, architecture, regulatory framework, etc) for the e-Government development. Thus, it is a kind of a large ICT database.
