Standing Items: Presidents Report provided by OSC President Mike Bjerke: ‐ Nothing to report Director of Coaching Report provided by DOC Kevin Gowrie: ‐ Winter session 1 is complete ‐ was a great turnout ‐ Winter Session 2 is a bit smaller ‐ Camps over Christmas break we have a good number registered Financial Report Provided by OSC Treasurer Dan Paltz: ‐ Reminder to get all 2015 receipts in by the end of the year Classic/Competitive Program U11 & up Commissioners Report Provided by Clint Kreckman & Paula Legler: ‐ We have a player returning from 56ers ‐ Having discussions with U14 parents‐ they were saying club did not fulfill what we said we would ‐ they would like to be released ‐ We will request that the players pay restitution of season fee and we will release them ‐ After reading surveys we need to keep open communication with team managers of all classic and rec teams earlier in the season to see how everyone thinks the season is going ‐ Paula will send survey a few weeks after the spring season starts to see how everyone thinks season has been going

Recreational Program U‐7 U‐8 Commissioners Report Provided by Kristin Thysse (Girls) & Eric Anderson (Boys/Coed): ‐ We Are working on a spring festival for this age level, have interest from Stoughton, Evansville, Verona and Monona Grove ‐ Need to determine a date and possibly a committee ‐ Weekend of May 7th and 8th 2016 should not be used as that is the Wausau tournament Recreational Programs U4 – U6 Commissioner Report Provided by Bryan Steffen: ‐ Nothing to report Referee Report Provided by Bryan Gruchow : ‐ Oregon is second to Regents with number of referees used this past season Old Business : ‐ Player Conducts (Eric) Eric is still working on draft of player conduct New Business Items: Top Soccer ‐ Kevin May: ‐ John Ziperski and Kevin have run a clinic at Savanna Oaks for special needs players ‐ Players from other clubs volunteer to help the kids ‐ First session in Oregon are set to start and will run for 4 Sundays, January 3rd, 10th, 17th, and 24th ‐ He would like the club to help advertise for volunteers ages 6 ‐ 18 ‐ Please contact Kevin May if interested in volunteering Review Fall Survey Results – (All) ‐ Mike did some quick math regarding the Fall survey. ‐ 21% survey response rate. This is lower than I'd like. Last year was about 40%
‐ Did your child enjoy the season? 72% selected the top 2 ratings; 84% selected the top 3 ratings ‐ How was the Head Coach? 75% selected the top 2 ratings; 84% selected the top 3 ratings ‐ Would you recommend the Head Coach? 87% selected Yes ‐ Would you want the Head Coach to return? 86% selected Yes ‐ For comparison, in 2014 the results from "Did your child enjoy the season", 85% selected the top 2 ratings; 91% selected the top 3 ratings ‐ 2 Primary team issues: ‐ U11B Fusion ‐ behavioral issues and competitiveness ‐ U14B Crossfire ‐ Behavioral issues and coach issues Actions to be taken ‐ ‐ Meeting at tryouts to explain how teams are chosen/rated, fees and such ‐ Starting this spring we need to be more transparent to the club on all levels. Eric has a Monthly newsletter template set up if we are interested in sending monthly newsletter to the club ‐ Facebook page is another option to communicate to the club. Next meeting put facebook discussion on the agenda Update from MAYSA Meeting Re: US Soccer Changes – (All) ‐ Starting fall of 2016 No classic and rec distinction they will just have leagues. Some will be one year others will be two. They will have a girls fall high school league and a boys spring high school league. ‐ Going by the above info and Kevin Gowrie analysis we will possibly need one more coach ‐ Motion by Erik Vandermause that beginning in the 2016‐17 season, Oregon SC competitive team assignments will be based on birth year, per new rules established by U.S. Soccer and implemented by U.S. Youth Soccer, Wisconsin Youth Soccer Association and the Madison Area Youth Soccer Association. Seconded. Vote: All in favor. No abstentions. ‐ Motion by Eric Anderson to dissolve the "top 3 playing up rule" for competitive teams determined by tryouts. Seconded by Steve Harvancik. As noted in earlier discussion, in implementing the new birth‐year age groups, U.S. Soccer encourages players to play up if they wish to continue to play with their classmates. This rule goes directly against that USSF directive. Vote: All in favor. No abstentions. ‐ Motion by Eric Anderson to adopt the following policies on playing up for competitive teams determined by tryouts: * Any player belonging to the grade an age level above their birth year qualifies to play up with their classmates, provided they make the team. For example, in the 2016‐17
season, a 2003 birth year player can play with a 2002 team if they are in 8th grade and make the team. *Any player not belonging to the grade an age level above their birth year is required to make the top 50% of the age group in order to play up. For example, in the 2016‐17 season, a 2003 birth year player in 7th grade would qualify to play up with a 2002 team only if he/she is in the top half of the age group at tryouts. Vote: All in favor. No abstentions. ‐ Following the topic of playing up, discussion about how we will deal with younger age groups where tryouts are not held. Under‐9 and Under‐10 play will be one combined program starting in the 2016‐17 season, as will the Under‐7 and Under‐8 divisions. Players in these programs will be allowed to play either with their birth year or to play up with their grade. The recognized grades for the 2016‐17 season will be Under‐10 for third grade, Under‐9 for second grade, Under‐8 for first grade and Under‐7 for kindergarten. The Board will need to be cognizant of the possibility of a number of players moving between these groups when determining the 2016‐17 fees. No motions made on this topic. ‐ Discussion about removing tournament fees from the annual competitive fees and allowing individual teams and players' families to decide which tournaments to play in. They would then be responsible for paying entry fees, rather than the OSC treasurer. Discussed the pros and cons of the decentralized system previously used. It relies on team managers to collect money, which sometimes can be challenging. Also, the club receives discounts from tournaments based on the number of teams we enter and this could be difficult. And the club has made reciprocal agreements with some other tournaments about the number of teams that will play in events. If we were to move to pool training, this could be a way to help address roster issues that likely would arise for tournament play. No motions made on this topic. ‐ Discussion about possibility of using pool training starting in the 2016‐17 season, a topic brought to the Board by Kevin Gowrie at the November meeting. Under this plan, we would have to cut only very few if any players each year. Dan Paltz asks if we have enough field space to accommodate the additional teams that would be created by this decision. Chris Janssens says he thinks it could be done. Dan points out that we currently have very little wiggle room when it comes to fields and moving to this setup would eliminate that. Field conditions already are a concern and we would be increasing the number of games. However, we would need less field time for training sessions, Kevin points out. Also, we would need to hire an additional coach for this plan to work, so there would be an increased cost ‐‐ but how much of that would be offset by the additional player fees? Kevin says he would have more of a role on the field coaching teams if pool training was used, which would be a positive. It would be a team coaching approach instead of an individual approach and every competitive player in an age group would get the same training. Pool training also would add incentives for players
to improve during the season. Erik Vandermause, Eric Anderson and others are in favor of this plan because it would allow more kids to play. Mike Bjerke asks Kevin to provide data to Dan so he can calculate the financial ramifications and the Board will discuss again at the January meeting. Two items of old business were not discussed and need to be added to the January agenda: ‐ How to use the proceeds from the 2014 Fall Fury tournament and a potential new arrangement involving visiting teams and hotel rooms for the Fall Fury. Dan Paltz points out that the decision on how to use the proceeds needs to be determined before the 2015‐16 budgeting process and fees are determined. ‐ Bryan Steffen made motion to adjourn at 10:50, Eric Anderson seconded, unanimous vote.
