RIVERBOAT GRANT SUBCOMMITTEE

July 13, 2006 The Riverboat Grant Subcommittee met on Thursday, July 13 2006, at 1:00 pm in the 2d Floor Conference Room, Bldg. “A”, Kane County Government Center, Geneva, Illinois.

Members Present: Chairman Hoscheit, Greviskes, Noverini Absent: None

Also Present: Maureen Anderson as Riverboat Grant Administrator, Rose Reinert-Allen and Tim Williams from the Boys & Girls Club of Elgin, and members of the press

Chairman Hoscheit called the meeting to order at 1:05 pm. and welcomed the representatives from the Boys & Girls Club of Elgin and other attendees.

REVIEW AND DISCUSSION OF RIVERBOAT GRANT APPLICATIONS: Chairman Hoscheit thanked staff for their work on the grant applications and noted that Chairman McConnaughay formed this Subcommittee to review the grant applications and make recommendations to the County Board. Due to a decrease in riverboat funds and review of budget information, this Subcommittee has been asked to allocate $1 million in grants during this cycle. It was noted that the amount of the grants exceeded $1 million. Hoscheit noted that projects for multiple calendar years could apply annually for different phases of the project. The criteria established when the riverboat foundation was created was that the riverboat funds be used for education, economic development, and environmental purposes. In addition, emphasis has always been given to capital projects rather than funds for operations and to award funds for projects that had matching funds. Members of this Subcommittee have consulted with other Board members and it appears that a common concern is education and literacy programs.

It was noted that granting smaller requests would allow the funds to be spread around to more applicants and Hoscheit suggested placing a $100,000 limit on individual grant project awards. Discussion ensued.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee set $100,000 as the limit a grant project can receive from the 2006 riverboat funds. By voice vote the motion carried.

Hoscheit stated that 47 grant applications were received by the County. Of that number, 3 were determined to not fit the grant criteria and were not considered:

Grant application 44 was a DuPage County project.

Grant application 45 didn’t fit the criteria for being an organization as it was an individual that applied. Grant application 46 will be considered under the Farmland Preservation program.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee moved not to consider grant applications 44 from the Wayne Historical Preservation, grant application 45 from John Woloszyn, and grant application 46 from Kane County Farmland Preservation. By voice vote the motion carried.

Hoscheit referred to some recommendations from the County Board Chair regarding establishing criteria for the grants. Those recommendations were that if the funds were to be used for construction projects that a timeframe be established for completion of the project whereupon the grant would expire and that such time determination be formalized. Discussion ensued regarding how to establish a time limit. Anderson noted that the grant application asked for a timeline for the project and that if a grant were awarded there would be a 6-month review. Greviskes suggested a two-year timeframe with possible extension.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee moved to establish a two-year time frame for construction projects with possible extension beyond two years and if said extension is not obtained, the grant will be revoked. By voice vote the motion carried.

The County Board Chair also recommended that if matching funds were available for the grant applicant’s project that proof of matching funds be provided before riverboat funds were disbursed. The Chair also requested that if a grant applicant deviates from the policy and grant guidelines or an applicant has not submitted required paperwork that the County refrains from disbursing future funds. It was noted that these requirements could be included in the grant application.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee moved to require proof of matching funds and adherence to policy be provided to the County in some reasonably accepted form. By voice vote the motion carried.

Review of the grant applications commenced as follows. Hoscheit commented that the applications would be reviewed in numerical order with recommendations made that would be revisited at the end of the process if the grant awards were over the $1 million threshold. At the end of the initial review the amount of grant awards did exceed $1 million and the Subcommittee decided to revisit some of the applications so that the total would not exceed $1million.

Grant Application 1: Copley Healthcare Foundation Amount Requested $233,550

Project Description: Facilitate completion of pilot Advocate program in five hospital emergency departments as a result of federal funding cuts.

Discussion: Federal funding terminated this year. Although this is a good program it requires funding of operations and there is not direct benefit to the public. Recommendation is to not grant riverboat funds.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider that no riverboat funding be awarded to Copley Healthcare Foundation under Grant Application 1. By voice vote the motion carried.

Grant Application 2: Midwest Treasures Film Production Group in association with Kane County Farm Bureau Amount Requested: $14,980

Project Description: Public awareness and education of the need for farmland protection in movie format

Discussion: Joint project with Kendall County and Kane County Farm Bureaus, and Kendall County may be able to provide some support as well.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $10,000 to Midwest Treasures Film Production Group under Grant Application 2. By voice vote the motion carried.

Grant Application 3: Senior Services Associates, Inc. Amount Requested: $97,368

Project Description: Educational information for senior citizens

Discussion: It was noted that this group recently came to the County requesting support for a tax benefiting seniors which the County Board did not support. This is a countywide program.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $60,000 to Senior Services Associates, Inc. under Grant Application 3. By voice vote the motion carried.

Grant Application 4: Village of Montgomery Amount Requested: $92,000

Project Description: Restoration of oldest structure in Montgomery for resource to study local history. Discussion: It was noted that there has been a history to support this kind of project.

By motion of Greviskes seconded by Noverini, the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $46,000 to the Village of Montgomery under Grant

Application 4. The motion was amended by Greviskes and seconded by Noverini to award funding in the amount of $30,000. By voice vote the amended motion carried.

Grant Application 5: Big Rock Historical Society Amount Requested: $47,875

Project Description: Preservation of Irvin House used for awareness of rural architecture and Welsh heritage. Discussion: It was noted that no matching funds or local donations were being sought. It was also noted that this

Application was submitted before the Forest Preserve became involved in the project and changes to the project may occur in the future. This project could be evaluated next year in the riverboat cycle which runs from January 15 through March 15, 2007.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider no riverboat funding be awarded this year to the Big Rock Historical Society under Grant Application 5. By voice vote the motion carried.

Grant Application 6: Friends of Aurora’s After-School Program Fund through Aurora Foundation

Amount Requested: $15,000 for Student Reading Improvement Program and $15,000 for Refugee Family Program Project Description: Reading improvements programs and aid for refugee families

Discussion: The Subcommittee noted the County Board’s support of literacy programs.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $15,000 for the Student Reading Improvement Program and $15,000 for the Refugee Family Program to the Friends of Aurora’s After-School Program Fund through the Aurora Foundation under Grant Application 6. By voice vote the motion carried.

Grant Application 7: Aurora Primary Care Consortium Amount Requested: $25,000

Project Description: Program to educate volunteers who assist residents on health issues Discussion: The $25,000 matching grant was noted.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $25,000 to the Aurora Primary Care Consortium under Grant Application 7. By voice vote the motion carried.

Grant Application 8: L.I.F.E Support, Inc. Amount Requested: $30,000

Project Description: Computer lab to enhance reading and math skills

Discussion: It was noted that there is no other funding source available for this project but the applicant is seeking to partner with others. Greviskes stated he talked to County Board member Jones concerning this application, and Jones felt the project was worthy of funding. It was also noted that donation of older computers by the County does not cover the scope of this project.

By motion of Greviskes seconded by Noverini, the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $30,000 to L.I.F.E. Support, Inc. under Grant Application 8. The motion was amended by Greviskes and seconded by Noverini to award funding in the amount of $10,000. By voice vote the amended motion carried.

Grant Application 9: Quad County Urban League Amount Requested: $100,000

Project Description: Construction of vocational and educational training center

Discussion: Prior experience with this applicant has been good. Their capital campaign was noted. This is a $3.8 million project and their request is a small percentage of funds required. This is a traditional project, and the County has committed $500,000 to this organization in the past.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $100,000 to the Quad County Urban League under Grant Application 9. By voice vote the motion carried.

Grant Application 10: Two Rivers Head Start Amount Requested: $20,000

Project Description: Equipment and supplies for infant/toddler classroom

Discussion: Prior funding from County for different projects has been awarded. The United States Department of Health and Human Services will not fund this project.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $15,000 to Two Rivers Head Start under Grant Application 10. By voice vote the motion carried.

Grant Application 11: SciTech Hands on Museum Amount Requested: $10,000

Project Description: Sponsor dinosaur exhibit

Discussion: In the past there have been matching components and the Committee stated they would like to see that. They felt this was a good organization to support in an area where downtown redevelopment is occurring.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $5,000 to the SciTech Hands on Museum under Grant Application 11. By voice vote the motion carried.

Grant Application 12: Living Well Cancer Resource Center Amount Requested: $25,000

Project Description: Educational assistance and support for families of cancer patients

Discussion: A fairly new entity with support from good organizations. This project could qualify as one receiving funding over a period of time.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $5,000 be awarded to the Living Well Cancer Resource Center under Grant Application 12. By voice vote the motion carried.

Grant Application 13: Tri-City Health Partnership Amount Requested: $8,755

Project Description: Enhance educational components of specialty clinics

Discussion: Hoscheit advocated for this applicant and noted that many physicians donate their time to this organization. Organization was helped in 2002 with prior riverboat funds.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $8,755 to Tri-City Health Partnership under Grant Application 13. By voice vote the motion carried.

Grant Application 14: Glenwood School for Boys and Girls Amount Requested: $22,500

Project Description: Construction of woodworking shop and program

Discussion: Organization has a long track record with County. They have had a matching grant in the past. Some of the materials for this project are for operational costs and encouragement of funds for equipment was supported. By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $15,000 to Glenwood School for Boys and Girls under Grant Application 14. By voice vote the motion carried.

Grant Application 15: City of St. Charles Amount Requested: $100,000

Project Description: Reconstruction of Farnsworth Mansion

Discussion: Hoscheit noted that the city is the custodian of this historic project that has been in the works for sometime. In-kind donations are being sought and matching funds should be encouraged.

By motion of Greviskes seconded by Noverini, the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $15,000 to the City of St. Charles under Grant Application 15. The motion was amended by Greviskes and seconded by Noverini to award funding in the amount of $10,000. By voice vote the amended motion carried.

Grant Application 16: Community Crisis Center Amount Requested: $6,827

Project Description: Community education on domestic violence, sexual assault, and violence intervention/prevention Discussion: Good organization

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $6,827 to the Community Crisis Center under Grant Application 16. By voice vote the motion carried.

Grant Application 17: Boys & Girls Club of Elgin Amount Requested: $300,000

Project Description: Construction of clubhouse

Discussion: $3 million project with other funding. This type of project has been considered in the past.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $100,000 to the Boys & Girls Club of Elgin under Grant Application 17. By voice vote the motion carried.

Grant Application 18: YWCA Elgin Amount Requested: $20,000 Project Description: Adult ESL

Discussion: Hoscheit noted that County Board member Wolfe supports this project.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $20,000 to the YWCA Elgin under Grant Application 18. By voice vote the motion carried.

Grant Application 19: The Literacy Connection Amount Requested: $10,000

Project Description: Expand literacy services Discussion: Support of literacy programs noted.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board consider awarding riverboat funding in the amount of $10,000 to The Literacy Connection under Grant Application 19. By voice vote the motion carried.

Grant Application 20: Outreach Fellowship Christian Center Amount Requested: $195,000

Project Description: Program and equipment for after school education/mentor program

Discussion: Curiosity about sustainability of program. Greviskes discussed the program with County Board member Jones and it was suggested that the IT department provide old equipment. It was suggested that the applicant re- apply during another riverboat cycle.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award no riverboat funding to the Outreach Fellowship Christian Center under Grant Application 20. By voice vote the motion carried.

Grant Application 21: Batavia “Art in Your Eye” Festival Amount Requested: $25,000

Project Description: Promote the arts and the AIYE summer celebration of the arts.

Discussion: Greviskes noted this is the second year of the project and suggested some funding but not the full amount. By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $5,000 to Batavia “Art in Your Eye” Festival under Grant Application 21. By voice vote the motion carried.

Grant Application 22: Fox Valley Micro Loan Fund Amount Requested: $150,000

Project Description: Provide small business loans to borrowers not eligible for conventional financing

Discussion: Noted that this is economic development that provides small business loans to start-up businesses but it is questionable if the County should be involved in providing loans.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board not award riverboat funding to the Fox Valley Micro Loan Fund under Grant Application 22. By voice vote the motion carried.

Grant Application 23: Village of Carpentersville Amount Requested: $72,000

Project Description: Signs, landscaping and lighting at Village entrances

Discussion: Village would provide additional funding and this project is consistent with support given to other municipalities.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $36,000 to the Village of Carpentersville under Grant Application 23. By voice vote the motion carried.

Grant Application 24: Sugar Grove Beautification Program Amount Requested: $7,010

Project Description: Plantings at public gateways

Discussion: The Committee wanted to clarify who the applicant was and suggested that funds be given to the Village of Sugar Grove with the condition that the funds be forwarded to the appropriate organization.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $7,010 to the Village of Sugar Grove under the condition that the funds be forwarded to the Village of Sugar Grove under Grant Application 24. By voice vote the motion carried. Grant Application 25: Fox Valley Council, Girl Scouts of America

Amount Requested: $44,250

Project Description: Prairie restoration

Discussion: Prior funding was reviewed. Collaborative effort with Fox Valley Land Foundation and Fermilab. This project is consistent with what the Forest Preserve is doing on adjacent property.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $44,250 to the Fox Valley Council of the Girl Scouts of America under Grant Application 25. By voice vote the motion carried.

Grant Application 26: Fox Valley Wildlife Center Amount Requested: $60,000

Project Description: Underwrite capital initiatives for renovation of current space or relocation and purchase equipment Discussion: Forest Preserve has worked with this organization over the years. There is a concern over agreement for

relocation. Forest Preserve did not support renovation and allowed someone to go into the house to maintain it. Some work needs to be done, and support has been given in the past. Original motion was to award $15,000 and was revisited.

By motion of Greviskes seconded by Noverini, the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $15,000 to the Fox Valley Wildlife Center under Grant

Application 26. The motion was amended by Greviskes and seconded by Noverini to award funding in the amount of $5,000. By voice vote the amended motion carried.

Grant Application 27: City of St. Charles Amount Requested: $150,000

Project Description: Stabilize riverbank and construct walkway

Discussion: River corridor projects have received strong support from riverboat funds.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $100,000 to the City of St. Charles under Grant Application 27. By voice vote the motion carried.

Grant Application 28: Kane County Development Department Amount Requested: $28,000

Project Description: Kane County calendar

Discussion: Recurring grant that has seen rise in production costs. This is an all or nothing project. It creates awareness and sense of pride in Kane County. Distribution of prior calendars noted. Initial review was made and no dollar amount recommended until all applications were reviewed.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board not award riverboat funding to the Kane County Development Department under Grant Application 28. By voice vote the motion carried.

Grant application 29: Kane County Sheriff’s Office Amount Requested: $42,000

Project Description: Purchase equipment and establish K-CART team

Discussion: Anderson noted that County Board member Mitchell suggested that this would be a good project for riverboat funding after not being considered in regular budget.

By motion of Greviskes seconded by Noverini, the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding to the Kane County Sheriff’s Office under Grant Application 29 in the amount of $21,000. The motion was amended by Greviskes and seconded by Noverini to award no riverboat funding to the Sheriff’s Office. By voice vote the amended motion carried.

Grant Application 30: Reflejos Direct Media Amount Requested: $72,000

Project Description: Implementation of Latino program to inform the community about available services

Discussion: No matching funds will be utilized. It was noted that this program is an outreach to the Latino community. The applicant is owned by a for-profit venture.

By motion of Greviskes seconded by Noverini, the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $36,000 to Reflejos Direct Media under Grant Application 30. The motion was amended by Greviskes and seconded by Noverini to award funding in the amount of $25,000. By voice vote the amended motion carried.

Grant Application 31: Fox Valley Land Foundation Amount Requested: $15,624

Project Description: Purchase of computers and software

Discussion: Hoscheit noted his work with the organization on several projects with the Forest Preserve.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $15,624 to the Fox Valley Land Foundation under Grant Application 31. By voice vote the motion carried.

Grant Application 32: Golden Age Hispanics Amount Requested: $5,000

Project Description: Program for Hispanic elderly

Discussion: Greviskes is familiar with this organization that provides access to community resources

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $5,000 to the Golden Age Hispanics under Grant Application 32. By voice vote the motion carried.

Grant Application 33: Public Action to Deliver Shelter, Inc. Amount Requested: $34,840

Project Description: Replacement of refrigerators and freezers

Discussion: Organization been in existence a long time and provides living quarters for the homeless.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $34,840 to the Public Action to Deliver Shelter under Grant Application 33. By voice vote the motion carried.

Grant Application 34: Marie Wilkinson Child Development Center Amount Requested: $10,000

Project Description: Operational support to include building repairs and updating computer technology

Discussion: This organization has received a substantial amount of support from prior riverboat funds. This project is to replace an inoperable furnace.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $10,000 to the Marie Wilkinson Child Development Center under Grant Application 34. By voice vote the motion carried.

Grant Application 35: Community Energy Cooperative Amount Requested: $40,000

Project Description: Energy reduction education project

Discussion: There was unfamiliarity with the organization and it was noted that this was for operational funding.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board not award riverboat funding to the Community Energy Cooperative under Grant Application 35. By voice vote the motion carried.

Grant Application 36: Garfield Heritage Society, Inc. Amount Requested: $30,000

Project Description: Repair and restoration of roof of historic barn

Discussion: Organization is seeking funds from donors and has received prior grants. Insurance companies will not insure structures of this type.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $15,000 to the Garfield Heritage Society, Inc. under Grant Application 36. By voice vote the motion carried.

Grant Application 37: Day One Network

Amount Requested: $65,000 for $164,000 project

Project Description: Furnishings for Day One Network office building

Discussion: Applied for grants from number of entities but application doesn’t indicate any committed funds.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $35,000 to the Day One Network under Grant Application 37. By voice vote the motion carried.

Grant Application 38: Association for Individual Development Amount Requested: $220,000

Project Description: Renovation of existing home for individuals with developmental disabilities

Discussion: Organization has worked with CDBG and has done a lot of work in Aurora. Worthy cause that provides a home environment for disabled adults and provides opportunity to get them into the work force. They have a good track record. Greviskes noted his support for the AID to meet the needs of a forgotten segment of the population. Possible zoning restrictions could be a problem for this project. This project should be contingent upon receipt of matching funds.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $100,000 to the Association for Individual Development under Grant Application 38 contingent upon their receipt of matching funds. By voice vote the motion carried.

Grant Application 39: Literacy Volunteers of Fox Valley Amount Requested: $34,189

Project Description: Upgrade computers, purchase high-speed internet, and improve website. Discussion: Support of literacy programs noted.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $34,189 to the Literacy Volunteers of Fox Valley under Grant Application 39. By voice vote the motion carried.

Grant Application 40: Centro de Informacion Amount Requested: $12,826

Project Description: Replace of phone system

Discussion: Greviskes discussed project with County Board member Jones who said the amount requested is consistent with costs to replace this kind of phone system.

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $12,000 to Centro de Informacion under Grant Application 40. By voice vote the motion carried.

Grant Application 41: Spring Hill Gymnastics Amount Requested: $470,300

Project Description: Expansion of gym space Discussion: Organization is for-profit

By motion of Noverini seconded by Greviskes the Riverboat Grant Subcommittee recommended that the County Board not award riverboat funding to Spring Hill Gymnastics under Grant Application 41. By voice vote the motion carried.

Grant Application 42: United Way of Elgin Amount Requested: $25,000

Project Description: Guide to community services

Discussion: Good organization that has difficulty meeting fundraising and funding goals.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $25,000 to the United Way of Elgin under Grant Application 42. By voice vote the motion carried.

Grant Application 43: Habitat for Humanity of Northern Fox Valley Amount Requested: $60,000

Project Description: Purchase of six lots to construct low-income homes

Discussion: Have built several homes in St. Charles area with volunteers. Past riverboat and CDBG support in 2002 and 2003. Opportunity for CDBG grants in the future.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee recommended that the County Board award riverboat funding in the amount of $30,000 to the Habitat for Humanity of Northern Fox Valley under Grant Application 43. By voice vote the motion carried.

RECOMMENDATION TO EXECUTIVE COMMITTEE: Hoscheit noted that the recommendations made above would need to be formulated into a resolution for consideration by the Executive Committee for recommendation to the County Board.

By motion of Greviskes seconded by Noverini the Riverboat Grant Subcommittee moved to draft a resolution for presentation to the Executive Committee for review of the riverboat grant awards as approved by the Riverboat Grant Subcommittee. By voice vote the motion carried.

The members of the Subcommittee expressed how difficult it was to make funding decisions with the limited resources noting the value of all the organizations submitting grant applications. Hoscheit also commented upon the new process for consideration of the riverboat grants and the value of transparency to the public and consideration by this Subcommittee and final approval by the County Board.

There being no further business to come before the Subcommittee by motion of Hoscheit seconded by Greviskes the meeting adjourned at 2:45 pm by voice vote.
