Introduction and Overview

1.1

Statement of Confidentiality

This Request for Proposals (RFP) and all materials provided by Ashghal (Public Works Authority), concerning the affairs of the company, must be considered confidential. It must not be forwarded to any third party for evaluation or for any other purpose without the written consent of Ashghal.

When submitting confidential material to Ashghal, the partner/Tenderer/reseller must clearly mark it as such.

1.2

Mission and Overview

Ashghal’ s mission is to provide and maintain state-of-the-art infrastructure that fully meet the national economic and social development plans by adopting the best practices known internationally.

Background

Public Works Authority “ASHGHAL” was established on the basis of the Emiri Decree No. (1) issued by HH the Emir Sheikh Hamad bin Khalifa Al Thani on January 20, 2004, as an autonomous body to oversee all infrastructure related projects as well as public amenities of the State. The Emiri Decree stressed on quality and perfection of work as per international specifications and standards.

The establishment of ASHGHAL marked an important turning point in the history

infrastructure development of the State of Qatar which has embarked on a major phase of change and development in all aspects of life.

1.3

Purpose of the RFP

The objective of this Request for Proposal (RFP) is to select a Contractor to assist Ashghal for deployment of EMC ISILON technology platform at Ashghal’s Main and DR site. EMC Isilon is expected to deliver multi-petabyte storage capacity scale, balanced performance, linearity in terms of scale/performance, flexibility, and efficiency to store and protect unstructured content on a single platform.

1.4

Tenderer Response

 The Tenderer(s)’s response shall include a Technical and Commercial Proposal with complete technical information and pricing details of their solution, products and services, which will meet or exceed Ashghal’ s requirements and specifications as described in this document.

 The Tenderer shall also propose a clear implementation strategy and provide its corporate profile and scope of capability information.

 The proposal must contain the signature of a duly authorized officer or agent of the company submitting the proposal.

 The price you quote should be inclusive. If your price excludes certain fees or charges, you must provide a detailed list of excluded fees with a complete explanation of the nature of those fees.

 If the execution of work to be performed by your company requires the hiring of sub-contractors you must clearly state this in your proposal. Sub-sub-contractors must be identified and the work they will perform must be defined. In your proposal please provide the name, address, and EIN of the sub-contractor. ASHGHAL will not refuse a proposal based upon the use of sub-contractors; however we retain the right to refuse the sub-contractors you have selected.

 Provisions of this RFP and the contents of the successful responses are considered available for inclusion in final contractual obligations.

 ASHGHAL will negotiate contract terms upon selection. All contracts are subject to review by Contracts Affairs and Legal Affairs Departments, and a project will be awarded upon signing of an agreement or contract, which outlines terms, scope, budget and other necessary items.

1.5

Delivery Plan

The response must include a detailed Delivery Plan including Timeframes. The plan should be inclusive of any and all project phases.

Ashghal reserves the right to modify time estimated by bidder for a certain project activity or as a whole project after consulting with the bidder

Selection Process and Evaluation Criteria

Ashghal selects services and solutions based on the best value and affordability in meeting or exceeding the company’s requirements. The Technical and Commercial Proposals may be evaluated separately prior to the final decision. The technical evaluation will utilize a scoring approach based on requirements compliance and company capability to determine the value of a proposal.

The proposal will also be qualified according to its responsiveness according to following criteria:

 Shows understanding of the problem/s

 Adequately addresses stated objectives (e.g. makes recommendations)

 Addresses standards, prototypes and other key issues.

 Exhibits creative thinking with proper clarity

 How complete the response is

 How well the proposal conforms to the required response outline and – format

Statement of Work and Business Requirements

2.1

Technology and Business Objectives:

Ashghal technology and business objectives are:

1. To have an agile, elastic and reliable technology in place for massive growth in unstructured data due to various project engagements driven by Ashghal

2. To align technology infrastructure with cost optimization objectives keeping in mind the exponential data growth

3. To be able to scale the technology infrastructure for Ashghal

4. To ensure technology personnel at Ashghal focus on most critical business projects with minimal administration overhead in terms of managing storage infrastructure Below are today’s challenges at Ashghal:

1. There is a need for scale-out (multi-petabyte) Network Storage platform that will support exponential unstructured data growth

2. There is an urgent need to reduce management and data backups of unstructured data growth associated with a large volume of files and folders at Ashghal

2.2

Objective:

Deployment of EMC ISILON technology platform at Ashghal’s Main and DR site. EMC Isilon is expected to deliver multi-petabyte storage capacity scale, balanced performance, linearity in terms of scale/performance, flexibility, and efficiency to store and protect unstructured content on a single platform.

The EMC Isilon scale-out NAS architecture will address Ashghal’s most pressing storage challenges, including:

 Proliferating silos of storage from turn-key storage solutions complicating file storage and retrieval workflows

 Constant storage migrations to keep up with growth and content-access requirements

 Productivity-impacting downtime

 Performance strain on existing storage platform

 Disruptive technology refreshes

 Highly resource-intensive storage management tasks due to exploding data growth

The EMC Isilon solution will help Ashghal meet these challenges with an enterprise-ready storage platform that will let us simultaneously keep pace with growth, control costs, and maximize the value of data assets.

2.3

Project Description:

The proposed EMC solution includes following steps: 1. Main Site Isilon storage cluster

2. Disaster Recovery Site Isilon Cluster

EMC Isilon clusters will be used to store unstructured data. Throughput-oriented Isilon nodes (X series) would be used to store active content and NL series nodes will be used for

inactive/infrequently accessed content. As part of the proposed solution scope, EMC would provide a peer Isilon cluster at the DR site to enable replication.

Each Isilon cluster provides all of the usable capacity (approx. 230 TB) in a single volume and a single file system without the need to have multiple global namespace technologies or NAS virtualization layers.

End-users and clients can connect to the Isilon cluster using NAS protocols, without the need to install agents or drivers on the clients. Isilon software called Smart Connect will balances client connections across nodes based on policies that ensure optimal usage of cluster resources.

The overall solution would comprise, in summary, the following elements:

1. Isilon technology – hardware and software (includes X-series node and NL nodes)

2. EMC professional services for installation of Isilon platforms

3. EMC support (Premium Level – 24x7 for offered components) – for a period of 3 Years

Once deployed, Ashghal would migrate users and their data to the target Isilon platform along EMC and relative partner support.

Scope of Work:

EMC or authorized agents (“EMC Partners”) shall work closely with Ashghal’s staff to perform the services specified below:

For Main Site:

 Deploy Isilon X and NL Series Clusters at Main Site

 Installs the agreed upon version of OneFS® at the Main Site.

 Sets the global data protection level

 Configures network settings

 Licenses and configures Smart Connect™ Advanced.

 Configures a single authentication method/directory service.

 Active Directory

 LDAP

 EMC Remote Support Gateway

 Email alerts

 SNMP traps

 Configures up to five CIFS shares, NFS exports, or combination thereof.

 Sets the NDMP configuration (cluster side only)

 Configures Role-Based Access Control (RBAC).

 Configures RBAC for users or groups using an authentication provider in the System Access Zone (AD, NIS, LDAP, and so forth.)

 Adds up to five custom roles (such as quota administrators, NFS export only administrators, and so forth.)

 Maps up to five users or groups to specific roles, either new or pre-existing roles.

 Verifies the installation and/or configuration results.

 After all of the Isilon services (Delivered at the same time as this service, and including this service) have been implemented, EMC tests and documents the updated Isilon environment, and provides a single, completed Test Plan and Configuration Guide to the Customer, and a Functional Overview, demonstrating normal operation of the implemented Isilon features.

For DR Site:

 Deploy Isilon X and NL Series Clusters at DR Site

 Installs the agreed upon version of OneFS® at the Main Site.

 Sets the global data protection level

 Configures network settings

 Licenses and configures SmartConnect™ Advanced.

 Configures a single authentication method/directory service.

Technical Specification

This section includes the technical specifications for the nodes and the clusters proposed in the Isilon solution.

There are two type of nodes offered for Each Isilon cluster deployment (Main and DR sites)

 X200 series nodes as Tier 1

 NL400 series nodes as Tier 2

X200 series proposed for active data sets whereas the NL400 is for infrequently accessed content. Smart Pools software within each Isilon system takes care of data movement between the two node types.

X200 Series (Tier1)

 Includes 3 x X200 nodes.

 This tier will be used for the active data.

 Estimated usable capacity provided is 36TB.

 144GB of globally coherent cache (48GB RAM per node).

 Total 6 x 10GE SFP+ and 6 x 1GE network interfaces for the nodes.

 Total 6 SSD for metadata.

NL400 Series (Tier2)

 Includes 3 x NL400 storage nodes.

 This tier will be used for archive data.

 Estimated usable capacity of 194TB.

 72GB of globally coherent cache (24GB RAM per node).

 Total 6 x 10GE SFP+ and 6 x 1GE network interfaces.

Once EMC partner is awarded a contract from Ashghal, EMC Corporation will be engaged with Ashghal for actual execution and integration services. Below are the deliverables from EMC Corporation expected during the execution of the project:

Hardware and Software Compatibility Requirements:

Proposed Isilon solution should be compatible with existing network and Active Directory infrastructure at Ashghal.

All the necessary network connectivity components should be considered in the proposal, connecting the nodes to the network with associated SFPs should be planned.

2.10 Support Services:

Contractor shall provide Solution Warranty and Support:

 EMC support (Premium Level – 24x7 for offered components) – for a period of 3 Years
