Proposal:
Thinking the technical project doesn’t finish in ELIH-MED:
- The project is divided in different phases
- It is necessary to develop a road map for each pilot
project ( only “design” how to get nearly zero energy
building)
-They could to continue the works of improvement when
they get more money (recapitalization in the future)
-At the same time it is important to develop maintenance
plan for the users ( guide about the actions to conserve the
thermal performance of roofs, façades,… and the solar water
system, etc. and, also, how use them)

optimum
The area of the curve to the
right of the economic
optimum represents
solutions that underperform in
both aspects (environmental
and financial).
To prepare for higher energy
or environmental targets (e.g.
related to 2020),
certain Member States might
choose even stricter
requirements than the
economic optimum (left area
of the curve).
