1. PURPOSE

To describe procedures used by the City Fort Contracting to establish and maintain documented environmental objectives and targets, at each relevant function and level within the company, including the consideration of applicable legal and other requirements, significant environmental aspects, its technological options and its financial, operational and business requirements, as well as the views of interested parties. These environmental objectives and targets shall be consistent with company’s environmental policy.

2. SCOPE

These procedures apply to all relevant functions and levels City Fort Contracting with respect to the establishment of the organization’s environmental objectives and targets.

3. TERMS/DEFINITIONS

3.1. Environmental Objective

Overall environmental goal, arising from the environmental policy, that City Fort Contracting sets for itself to achieve, and which is quantified where practicable.

3.2. Environmental Target

Detailed performance requirement, quantified where practicable, applicable to City Fort Contracting that arises from the environmental objectives and that needs to be set and met in order to achieve these objectives.

Each City Fort Contracting department, team, employee, and/or production line which can influence significant environmental impacts, conformance with the environmental policy, or other environmental attributes of the organization

3.4. Interested Party

An individual or group, including but not limited to City Fort Contracting employees, state and local environmental regulators and other persons, who are concerned with or affected by the environmental performance of City Fort Contracting.

3.5. Management Team

City Fort Contracting General Manager, and other management personnel as deemed appropriate.

3.6. HSE Committee/Team

The HSE Team of City Fort Contracting, which has responsibility for assisting in the implementation and operation of the HSE program.

3.7. Dept. Mgrs.

Department Managers and Supervisors 4. APPLICABLE DOCUMENTS

4.1. ISO14001: 1996, Clause 4.3.3, Objectives and Targets 5. RESPONSIBILITIES

5.1. The MR, working with the City Fort Contracting HSE Team and the

Management Team, has primary responsibility for implementing the

procedures identified herein. The specific responsibilities of City Fort

Contracting personnel with respect to the establishment of its

environmental objectives and targets are described more fully in the Environmental Management City Fort Contracting Structure and Responsibility Chart attached.

6. PROCEDURE

6.1. Establish Objectives and Targets

6.1.1. The Management Team, with assistance from the HSE Team shall be responsible for ensuring that environmental objectives and targets are established and maintained at each relevant function and level of City Fort Contracting.

6.1.2. The process used by City Fort Contracting to establish environmental objectives and targets shall consist of the steps set forth below:

6.1.2.1. The HSE Team, with assistance from Dept. Mgrs. as necessary, should meet on an annual basis to review the prior year’s environmental objectives and targets and set new or revised objectives and targets for the coming year.

6.1.2.2. The HSE Team, with assistance from Dept. Mgrs., should begin their process with a review of City Fort Contracting’ annual City Fort Contracting-wide performance goals and objectives to identify any goals and objectives relating to environmental management City Fort Contracting (HSE) matters. These goals and objectives should be considered as part of the process for setting City Fort Contracting’ environmental objectives and targets.

6.1.2.3. The HSE Team, with assistance from Dept. Mgrs., shall also review and consider the following information in establishing environmental objectives and targets for the City Fort Contracting:

6.1.2.2.1. City Fort Contracting Environmental Policy Statement;

6.1.2.2.2. City Fort Contracting’ identified significant environmental

aspects;

6.1.2.2.3. The legal and other requirements that are applicable to the environmental aspects of City Fort Contracting’ activities, products and/or services;

6.1.2.2.4. The City Fort Contracting’ technological options and financial, operational and business requirements for the coming year, including generation goals, customer demands, productivity, employee turnover, etc.;

6.1.2.2.5. Information obtained from interested parties relating to the City Fort Contracting’ environmental aspects and possible objectives and targets; and

6.1.2.2.6. Information generated from measurement of the City Fort Contracting’ performance toward meeting the prior year’s environmental objectives and targets, as well as information relating to relevant nonconformities in the EMS that may affect future objectives and targets.

6.1.3. In reviewing and considering the foregoing information, and in establishing environmental objectives and targets, City Fort Contracting personnel shall use the instructions set forth in (Setting Objectives and Targets).

6.1.4. The HSE Team may identify proposed City Fort Contracting-wide environmental objectives and targets. In addition, each Dept. Mgr.

shall consider and identify possible environmental objectives and targets for their respective departments and/or teams.

6.1.5. The HSE Team shall review the environmental targets and objectives proposed by Dept. Mgrs. to ensure that they are consistent with the environmental policy, including the commitment to prevention of pollution.

6.1.6. Once proposed objectives and targets are identified, they shall be submitted by the HSE Team for review by the Management Team.

The Management Team shall review, select and approve the final

environmental objectives and targets to be established by the City Fort Contracting for the coming year.

6.1.7. The organization’s environmental objectives and targets shall be established according to the foregoing procedures on an annual basis. They also shall be periodically reviewed and/or updated, as necessary.

6.1.8. The City Fort Contracting’ environmental objectives should be set as overall goals for environmental performance of the organization.

6.1.9. The City Fort Contracting’ environmental targets should be set to achieve the selected environmental objectives within a specified time-frame. These targets should be specific and measurable.

6.2. Document Environmental Objectives and Targets and Relevant Functions and Levels

6.2.1. Once the Management Team has approved the organization’s environmental objectives and targets, the HSE Team shall prepare written documentation identifying the approved objectives and targets.

6.2.2. These approved objectives and targets shall then be used by the HSE Team and City Fort Contracting Dept. Mgrs. to establish an environmental program, including action plans, which will enable the City Fort Contracting to achieve its objectives and targets.

6.2.3. The Management Team, with assistance from the EMR and Dept.

Mgrs., shall communicate the City Fort Contracting’ environmental

objectives and targets to all relevant functions and levels of the

organization.
