February 2019 Monthly Report

I. Emergency Operations 1. February Highlights

a. Fire Rescue personnel continue to use the Image Trend Fire and EMS reporting system.

b. Fire Rescue personnel continued with “Standard Operating Guideline” committee to update and develop S.O.G.’s.

c. Fire Rescue personnel continued to work with Sarasota County area fire departments developing regional operating guidelines.

d. Fire Rescue personnel continue to submit pictures and video to the City PIO for posting on the City web site.

e. Fire Rescue personnel completed live fire training in Englewood.

f. Fire Rescue personnel attended traffic incident management meeting at the Manatee County EOC.

g. Fire Rescue personnel attended several pub ed events in the city.

h. Fire Rescue personnel completed the new hire orientation process for four (4) newly hired Firefighters.

i. Fire Rescue personnel attended the badge pinning ceremony.

j. Fire Rescue personnel completed CPR recertification.

k. Fire Rescue personnel attended joint fire training with Englewood fire department.

l. Fire Rescue personnel conducted a meeting with North Port CERT Teams concerning prescribed burn at E. Price and Raintree.

m. Fire Rescue personnel attended admin staff meeting.

n. Fire Rescue personnel completed a tour of station 81 for city staff and Big Brothers

and Big Sisters.

II. Division of Administrative Services and Emergency Management 1. Administrative Services

a. A request for quotations for additional equipment for the new ladder truck was resent to the original three quoters and received. Staff is working with Finance in closing out this project through the ordering of the remaining equipment.

b. Fire Rescue staff continues to work multiple purchase requests to outfit vehicles that are going through the purchasing process.

c. Fire Rescue staff inspected and received three (3) new ambulances that will become front-line rescues.

d. Administrative staff is working with Fire Rescue division managers on their FY2019-20 budget requests. Once received and collated, meetings with each manager will be held to review their requests and supporting documentation.

These requests will then be reviewed for development of the Operations and Capital budgets.

e. An item scheduled for Commission’s February 26th’s meeting; consideration of a seven-year preventative maintenance and repair service agreement with Stryker Medical for the new stretcher lifting systems and stretchers was approved. The agreement will cover the new Power-Load stretcher lifting systems for the four ambulances currently on-order and one new Power-Pro stretchers delivered in March. The Agreement includes: (1) unlimited service calls (i.e., labor and travel), (2) replacement of most parts, and (3) one annual preventive maintenance inspection by Stryker Medical’s “ProCare” field service team personnel. The total cost of the seven-year agreement is $32,432 which will come from approved FY2018-19 funds in the Emergency Medical Services budget within the General Fund.

f. Motorola radio purchase request was scheduled for the February 26th commission meeting to meet the needs of additional vehicles. This agenda item was also approved.

g. Fire Rescue staff met with leadership from Sarasota County Fire Department to

determine North Port Fire Rescue’s needs at Station 26. This includes working

with the Information Technology department on communication needs.

2. Emergency Management

a. An application for a new generator at City Hall to the Federal Emergency Management Agency (FEMA) under their Hazard Mitigation Grant Program review by the Florida Division of Emergency Management has been completed. The City has been awarded an HMGP grant for the work to be completed on the generator.

b. Staff continues to work with Rostan Solutions on processing reimbursement

requests for expenditures related to Hurricane Irma. FEMA staff have developed

projects for the expenditures from personnel overtime and damage to City

facilities and is preparing to move them to the next step of review at their

centralized management center. This movement marks a significant milestone

towards reimbursement.

III. Financial Overview 1. EMS

a. Revenue: EMS transport revenues are above budget projections at 59%, which is 24% higher than this time last year. Overall revenues are at 44% collected.

b. Expenses: Personnel and Capital expenditures are under budget projections at an average at 34%. Operating is right on target at 43%.

2. Fire Rescue District

a. Revenue: Assessment revenues are at 83%, which is 2% higher than this time last year, overall revenue is at 62% collected.

b. Expenses: Personnel, Operating and Capital expenditures are slightly under projections at an average of 35%.

3. Impact Fees

a. Revenue: Residential fees are below budget projections at 28% collected.

Commercial fees are also below projections at 14% collected.

West Villages are at 30% collected.

IV. Emergency Operations – Activities Report

1. Fire Rescue responded to a total of 668 incidents during the month of February.

2. Alarm Stats are listed by National Fire Protection Association category. The report is provided and run through National Fire Incident Reporting System (NFIRS).

3. February emergency alarm responses (668) have decreased 4.70% over the same reporting period for 2018 (February 2018 – 701 Alarms).

4. February emergency alarm responses (668) have increased by 12.67% from last month’s total alarms (January – 765 Alarms). This is normal trending for this time of year.

5. Station 82 was the busiest station in February and for the year with 43.27% of the emergency alarm responses in the District. Station 84 was the second busiest with 22.12% of the calls, and Station 81 was the third busiest with 17.52% of the alarms.

6. The following graphs below illustrate the above statements and show types of alarms by percentage for a specific reporting period and then, they also show the actual value for the types of alarms indicating to how many of each type of incident we responded.

V. Fire Training

1. Annual Fire Training completed for ISO included Fire Pre-Plans, Company Training, Officer Development Training, Facility Training, Driver Training, and Hazardous Materials Training.

2. Station Officers and personnel conducted Company Training individualized to Station and crew needs this month.

3. Each Station Officer was to ensure that each member of their crew participated in 22 hours of Company Training.

4. This month all crews participated in a minimum of two hours pre-planning commercial buildings in their response areas.

5. Each member was to perform and document a minimum of 1.5 hours of driver training.

6. Each Officer was to participate in a minimum of 1.5 hours of officer training.

7. All personnel were to review requirements for annual ISO training documentation to ensure that they are in line with what has been assigned and/or to catch up in any areas of delinquency caused by time off or missed training.

8. Other training conducted as assigned by individual shift and station officers.

9. Lt Kyle Dent coordinated a mutual aid water shuttle drill that was a huge success.

Departments that participated were Sarasota County Fire, Charlotte County Fire and Nokomis Volunteer Fire.

10. Live Fire Evolutions were completed for all department personnel.

11. Department of Education Journeyman Program agreement update sent to the State for

approval. North Port’s Technical Rescue Team #645 participated with Sarasota County

Fire in a live trench rescue refresher.

12. February Fire Training occupied a total of 4,780 hours for the Department or an average

of 43.06 hours of fire training per person.

i. NFPA 1021 Information Management: This course provided a review of information management in the fire service and reinforced the importance of correctly completed reports and recording keeping practices.

i. Back Injury Prevention: This course focused on the knowledge and skills needed for the prevention of back injuries that may occur while lifting and/or moving patients.

VII. Fire Marshal - Fire Prevention Division

1. During the month of February 2019, Fire Prevention Division personnel completed 271 total inspections. Division personnel completed nineteen (19) commercial plan reviews, two (2) Major Area Site Plan Review, four (4) Pre-Application for Staff Development reviews, one (1) Development Master Plan review, one (1) Infrastructure Plan review, one (1) Final Plat/Re-Platting, one (1) Variance Request, one (1) Subdivision Concept Plan, one (1) Comprehensive Plan Amendment (Large Scale), one (1) Rezoning, one (1) Text Amendment and four (4) Special Event Permit reviews. Attended four (4) Pre-Application Plan Meetings and one (1) Pre-Construction Meeting. In addition, personnel attended weekly Staff Development Reviews and continued with Re-Certification Training.

2. Fire Prevention personnel participated in: Newcomer Day, seven (7) station visits and tours, Bobcat Farmers Market, MOPARS Chariots for Charities car show, Community Health & Wellness event along with conducting inspections for - Woofstock event put on by the City, the Valentines Fest – Arts & Craft Show and the St. Sava Church Fesitval.

3. Fire department personnel visited fifty-five (55) residences this month checking over 262 detectors, replacing 234 batteries and installing twenty-nine (29) detectors.

VIII. UPCOMING AGENDA ITEMS

1. Resolution 2018-R-31 of the City Commissioners of North Port, FL adopting the Comprehensive Emergency Management Plan as the formal guide for the City of North Port’s Emergency Management Activities; providing for severability, providing for conflicts; and providing an effective date is scheduled for the Commission meeting on 04/23/19.

2. EMS Week Proclamation will be read at the Special Commission meeting on 05/02/19.

3. National Hurricane Preparedness Proclamation will be read at the Special Commission meeting on 05/02/19.

4. Presentation by Fire Department at the Special Commission meeting on 09/05/19.

5. Fire Prevention Week Proclamation will be read at the Special Commission meeting on 10/03/19.
