The regular meeting of the Edison Township Free Public Library Board of Trustees was held on March 9, 1999.

The meeting was called to order by President Virginia Comito at 4:34 p.m.

PRESENT: Mrs. Comito, Dr. Curcio, Mrs. Dowling, Dr. Capraro, Mrs. Spadoro, Mrs. Henry, Ms. Orenberg-Ruggieri, Mrs. Krieger, Ms. Davis-Bright, and Ms. Vellucci. ABSENT: Mrs. Mai ley.

I. TRUSTEE ACTIVITIES

A. Mrs. Comito welcomed everyone.

B. The minutes of the February 9, 1999 meeting were unanimously approved.

C. Mrs. Comito introduced new Board member, Ms. Orenberg-Ruggieri. Ms. Orenberg-Ruggieri's term will run through 2 /2 5 /0 2 .

D. Mrs. Krieger commented that the Board now has eight members. We are required by law to have either a seven or nine member Board. Mrs. Dowling and Ms. Orenberg-Ruggieri said that they would visit the mayor on March 10, 1999 to discuss the appointment of another member.

Members of the Board expressed their preference for a new member who has a financial background since Mr. Kotak is no longer providing us with that type of information.

E. Dr. Capraro announced that the nominating committee had met and recommended the following persons to serve as officers of the Library Board for the 1999-2000 fiscal year:

III. TREASURER'S REPORT

A. Friends of the Library President, April Cormaci and Denise Farko from the Edison Arts Society, gave a report on the First Annual Edison Book and Arts Fair. Ms. Cormaci reported that many local authors will be participating and signing their books. There will be health screenings and raffles. She is in the process of obtaining a raffle license. An opera singer will make an appearance. Local food vendors will have the opportunity to sell their items. Dr. Capraro will arrange to lend tables from the schools.

B. Mrs. Krieger reported that the Library Staff has received their pay increase retroactive to July 1998. She stated that we have been using the Trustee Account for building maintenance and that we are doing well with the budget. Dr. Curcio's recommendation that the Library get on a fiscal year budget along with the Township has made all the

d ifference. Mrs. Krieger remarked that she is very pleased with the improved communication the Library has seen with other Township Departments.

C. In order to be eligible to apply for certain government-sponsored grants, a public library must have a state approved Technology Plan. This plan must explain in detail the technological development a library envisions for the next three years. Mrs. Krieger distributed copies of the Technology Plan for the Edison Township Free Public Library which was written by Ms. Davis-Bright. This plan will enable our

library to apply for a $25,000 grant currently being offered by the New Jersey State Library.

IV. COMMUNICATIONS

Mrs. Krieger presented a letter from Jay P. Elliott from the Edison Division of Health. Mr. Elliott thanked the Library for its donation of money which was collected during "Food for Fines" week.

V. COMMITTEE REPORTS

None.

VI. BUILDINGS AND GROUNDS

On March 9, 1999, Mrs. Krieger and Ms. Vellucci attended a Council Work Session at which the Clara Barton Branch Expansion was discussed. Council members inquired as to the actual costs of this project. Mrs. Krieger and Ms. Vellucci met with Art Cifelli about this matter. Mr. Cifelli will try to get accurate cost figures from the Engineering Department. A question was also raised concerning the legality of paying an architect's fee out of bond money. Mr. Bobal said this cannot be done, but we will investigate this question

further. Ms. Vellucci will attend the March 10, 1999 Council Meeting to see if there is any more discussion concerning the building project.

V II. OLD BUSINESS

The meeting went into closed session. The meeting returned to open session.

In closed session, the following changes to the Union Contract were recommended:

1. Columbus Day was eliminated from the holiday schedule and each Union member will receive one additional personal day in its place. 2. Clothing supplies will now be provided by the Library.

After these changes have been made, the contract will be submitted to the Board for final approval.

V III. NEW BUSINESS

A. Head Custodian, Bobby Zaccaro inquired about the possibility of the Library joining the Middlesex County Employees Federal Credit Union. Ms. Davis-Bright met with Mary Berls, a representative of the Credit Union. This Credit Union has been in existence since 1965 and has 2000 members. The New Brunswick Public Library, Fire Department, and many Court workers are members. There is no charge for employees to

join and members may obtain loans at competitive rates. Investments are insured up to $100,000. Dr. Capraro stated that he has been a member of the Credit Union since its inception and has been very satisfied. Ms. Davis-Bright felt it would be an attractive benefit

to offer to library employees. Mrs. Krieger will speak with John Coletto about implementing this new opportunity.

B. Dr. Capraro asked if the Library would be interested in partnering with the schools in an application for up to $10 million through the

Technology Innovative Literacy Challenge Grant. This money will be awarded over a five year period. Mrs. Krieger said that the Library would be happy to be included in this application project.

IX. PERSONNEL

A. Mrs. Krieger announced the hiring of Stanley Bonczek, part-time Library Assistant at the Main Library, effective 2 /2 5 /9 9 .

B. Mrs. Krieger announced the resignation of part-time Reference Librarian, Sicong Ji, effective Tuesday, 3 /2 /9 9 .

The meeting went into closed session. The meeting returned to open session.

In closed session, the Board voted to eliminate the part-time Reference position vacated by Sicong Ji. A motion was passed to create a full-time position for a desperately needed Reference Librarian at the North Edison Branch. This position will be advertised at the NJLA 1999 minimum hourly rate.

Mrs. Krieger thanked the Board for their support. The meeting adjourned at 5:40 p.m.

I. GOAL STATEMENT

The goal of the Edison Township Free Public Library is to create a library

environment where all members of the community have access to state of the art technological information resources which will enable them to enhance and fulfill their educational, informational, and recreational needs.

Technology has had a dramatic and positive effect on Edison Township's Library System. As members of the Libraries of Middlesex Automation Consortium, our

libraries are fully automated. Basic automation services include: cataloging of library materials in MARC format; automated circulation of all types of materials; public access to the on-line catalog in the libraries and from remote locations; a community information file; and maintenance of patron records. Several commercial databases ( Books in Print. Uncover Article Index. Bowker Publisher Directory) are also

offered through the Consortium.

Due to the rapid advances being made in computer technology, much of our

equipment is outdated and incapable of providing the public with Internet and the full range of information that is currently available. At this time, our patron

Internet access is limited to three computer terminals at our Main Library and North Edison Branch. We envision a future where all three of our libraries are completely furnished with up-to date equipment and able to offer our patrons more extensive services than we are able to provide at the present time.

We plan to automate our Bookmobile, enabling our patrons to search the database and place holds at their local stops. Through the use of CDPD (Cellular Digit Packet Data) technology, this goal is now possible. Automation of the Bookmobile will give the Library better control over its materials with the implementation of an automated circulation system. Patron information will also be automated, allowing the staff to check patron records with ease.

Along with the implementation of new technology, we believe that staff training and workshops for the public are essential components to our plan. Thorough training in the use of these sources will have a direct impact on the degree to which they are successfully utilized.

IL---- CLJRR.LNTLY OFFERED LIBRARY SERVICES WHICH USE TECHNOLOGY

The Edison Township Free Public Library is connected to the MIDAS database through the Libraries of Middlesex Automation Consortium. Our libraries utilize the CARL integrated library system online catalog and circulation system offered through the Consortium.

We are in a transitional period between an older, dedicated digital, asynchronous telecommunications network and a new ethernet LAN/WAN network which utilizes the frame relay network of Bell Atlantic. We aspire to have our three libraries fully connected to the frame relay system over the next three years.

The public currently has access to the Internet at the Main Library and North Edison Branch. Each site offers four (three Adult; one Jr.) public Internet terminals,

connected through the LMxAC frame relay system. The Clara Barton Branch does not yet offer Internet access to the public.

The Adult and Junior Reference desks at the Main Library and North Edison Branch are each equipped with one Internet PC, also connected via frame relay through the Consortium. The Internet terminals are connected through the public frame relay 64 kb

telecommunications line of Bell Atlantic. All other terminals (excluding public use word processing PCs) are connected with a point to point 9.6 kb telecommunications line.

The Internet terminals are connected using with Category 5 UTP cabling. All other terminals are connected with Category 3 UTP cabling.

The Main Library and North Edison Branch have been completely cabled with

Category 5 UTP cabling in anticipation of future growth. The Clara Barton Branch is in the process of being cabled with Category 5 UTP cabling.

Over the next three years, the Edison Township Free Public Library plans to: • Gradually replace out-dated "dumb" terminals with PCs and connect

these sites to the frame relay system. The frame relay system offers quicker response time, graphical user interface (GUI), and access to the Internet. Research capabilities will be greatly enhanced when

additional Internet terminals are made available to the public.

Reference and Children's services will become more sophisticated as newer technology is offered. The Library has already received funding from the New Jersey State Library Technology Bond Fund Grant and the Technology Grant Program for County and Municipal Libraries which has allowed us to begin to realize this goal. Our plan is to continue this transition until our libraries are completely automated via frame relay. • Automate our Bookmobile through the use of CDPD (Cellular Digital

Packet Data) transmission technology. Our Bookmobile currently uses a manual check-out system. Patrons do not have access to bibliographic information or library holdings. Borrower registration is difficult since automated patron records cannot be checked.

Through automation, we will offer Bookmobile patrons real time access to holdings of all consortium libraries and the ability to place holds. The staff will have access to borrower records, the ability to register new borrowers, and to charge and discharge materials. At the present time, we feel that Internet access through wireless modem technology has not been perfected to a point that we would connect the Bookmobile to the Internet immediately. However, when we are confident that the technology has improved, Internet access will be implemented.

As additional Internet terminals become available to the public, it will be necessary to offer more instruction to both staff and patrons.

This goal will be accomplished through staff attendance at workshops and instructional programs offered to the public by the libraries. The staff will work with the Consortium via telephone and in person to see that equipment is kept functional.

The Bookmobile staff and patrons will require extensive training when the Bookmobile becomes automated. When the CDPD equipment is installed, the staff will receive instruction from the installers and from Consortium personnel. Bookmobile staff is already familiar with actual CARL computer functions, but automated circulation procedures will have to be learned. Bookmobile staff will assist its patrons and

explain PAC operations at each individual stop.

In the second and third years of our plan, The Edison Township Free Public Library would like to automate its Bookmobile and to continue replacing our outdated

computers with new PCs. BOOKMOBILE AUTOMATION

At the present time, the Bookmobile does not have automated access to library holdings and uses a manual check-out system. Registering new patrons is difficult since there is no way to determine if a person is already a card holder. It is

impossible to verify that a patron is in good standing since computer records are not available.

Our automation plan includes connecting the Bookmobile to the LMxAC database and providing real-time access to the holdings of the collection. This plan will also allow for circulation procedures to be automated, thus eliminating the above mentioned problems. Internet access will also be available to Bookmobile patrons at a future date.

Our plan to automate the Bookmobile will require the purchase and installation of the following equipment:

I his plan utilizes CDPD (Cellular Digital Packet Data) transmission technology which was developed for use on cellular phone frequencies. Unused cellular channels are used to transmit data in "packets." This type of transmission allows for quicker data transfer rates than is offered by traditional modems on an analog cellular channel.

REPLACEMENT OP OBSOLETE HARDWARE

As was mentioned previously, many of the computers being used at the Edison

Township Free Public Library and its branch libraries are dumb terminals which are incapable of being connected to the new Category 5 UTP cabling. Consequently, the frame relay system may not be utilized at these sites.

Our goal is to continue replacing these out-dated, dumb terminals so that, eventually, our libraries will be fully-equipped with state of the art hardware. When this goal is reached, we will be in a position to offer the highest quality automated services to our patrons.

As funds become available, we will replace our outdated dumb terminals with: Dell 6350 C.1/M+ personal computers (or comparable models)

During the years 2000 and 2001, we hope to add at least two of these PCs (including Internet access) at our Main and North Edison facilities. We would like to add one additional PC at the Clara Barton Branch, however more may be added after the building expansion on this branch is complete.

Cabling and E le ctrical Upgrades

In order to take advantage of the Frame Relay and Internet options offered by the Automation Consortium, the Clara Barton Branch must have Category 5 UTP cabling installed. We are currently in the process of arranging for this installation. Since the Clara Barton Branch is in great need of a building expansion, the initial

installation will only include five cable drops. We hope to begin a building project on the Clara Barton Branch within the next two years. As architectural plans are drawn up, many more cables and jacks will be installed. This cost will be included in the electrical portion of the building project. At this time, it is impossible to estimate that cost.

VI I . EVALUATION

Evaluation of the new services we plan to implement will be accomplished in the following ways:

1. Annual patron surveys will be taken to obtain feed-back from the public. Changes to Library offerings and procedures will be considered as a result of patron suggestions.

2. Statistics on the use of the Internet will be maintained. Patrons will be required to sign their names and the amount of time they spent using the Internet.

3. Once the Bookmobile is automated, a comparison will be made between the old and new system with regard to the number of patron holds placed, number of users at each stop, and staff satisfaction with the new circulation and patron registration procedures.

CONCLUSION

This Technology Plan was designed as a vehicle to implement dynamic, state of the art automation innovations in the Edison Township Free Public Library System. Our central concern is to provide current, quality services and materials to meet our patrons' information needs. It is our belief that this plan will facilitate our realization of this goal.
