Our goal is to give students the skills necessary to become employable in the field of drug and alcohol recovery and pass state certification exams. It is designed for:
■ Individuals currently in recovery, with at least a year of sobriety, who would like to become counselors.
■ Licensed professional counselors, psychotherapists, physicians, and nurses who wish to learn more about the field.
■ Individuals currently working in the substance abuse field who would like to upgrade their skills and become certified as counselors by California Association for Alcohol/Drug Educators (CAADE), California Consortium of Addiction Programs and Professionals (CCAPP) or other agencies approved by State of California Department of Alcohol and Drug Programs (ADP).
■ Anyone else wanting knowledge and skills in this rewarding industry. Participants completing our program are prepared to apply for certification. Resources may be provided to assist students in locating counseling internships.

SCOPE OF TRAINING
The University of the Pacific’s Substance Abuse Counselor Certificate Program is designed to provide participants with the skills necessary to counsel clients in the recovery process. Topics and skills include assessment, treatment planning, individual and group counseling, case management, crisis intervention, client education, and community resources. Special issues are addressed including sexual harassment, gender, aging, disabilities, cultural differences, and co-occurring disorders.
CURRICULUM
Curriculum and training stress a full continuum of treatment, focusing on issues involving the individual, the family, the community and the environment; relapse prevention; short and long term effects of substance abuse; and techniques for improving the client’s quality of life. The program consists of 16 total units of instruction taken sequentially in either the classroom or online format. Each course is 45 hours of instruction and two extended education units of elective credit (eight of these units may be applicable towards an undergraduate degree at Pacific).
Classroom courses meet on weeknights. Online courses will be 6 weeks, occasionally requiring synchronous interaction. For both programs students take 2 classes at a time.
In addition to the coursework, students are required to complete 300 hours (255 site, 45 classroom) of supervised internship in order to receive our certificate. Previous internship or experience cannot be counted toward these 300 hours. We recommend you complete the program within six months but it must be completed within three years. If requirements and/or courses have changed during an absence in your attendance, repeating of some classes may be required.
Students are required to begin the program with XSAP 150 IIntroduction to Addiction Counseling. Accumulated internship hours may not be done until after the classroom portion is completed and a passing grade is earned in XSAP 157.
ONLINE OPTION
CPCE also offers our Substance Abuse Counselor Certificate Program online! Through the use of Canvas, students can now get the education they want without leaving their home. Online courses run for 6 weeks, opening on Mondays and closing on Sundays. Two classes are offered at a time. Students will not be entered in the class until payment has been received. We suggest you register at least 3 days prior to the start date so there will be no delay in class entry or late fee accessed. All coursework can be taken online at this time. Internships can be accepted in your local area with approval from the Program Director.

ATTENDANCE POLICY
CLASSROOM
Attendance is required at all course meetings. Failure to attend a class session may result in the final grade being lowered up to one full letter grade. Students missing three or more class sessions may be dropped from the course without a refund and be expected to retake the course in its entirety. Please review our cancellation policy for details.
ONLINE
Students are expected to complete all of their assignments in the time frame given and be present for all collaborative chats. Students should be entering Canvas daily to stay current with all assignments. Class time expected is 20-25 hours of work per unit.

XSAP 150 Introduction to Addiction Counseling and Program Overview
This course is an overview of the substance abuse/addiction counseling industry. History of addiction, theories, regulatory issues, etc. will be included. It covers the eight domains of knowledge in the field of addiction: Clinical Evaluation, Treatment Planning, Referral, Service Coordination, Counseling Clients, Family and Community Education, Documentation, and Professional and Ethical Responsibility. Additionally, the twelve core functions (Screening, Intake, Orientation, Assessment, Treatment Planning, Counseling, Case Management, Crisis Intervention, Client Education, Referrals, Record-keeping and Consultation with Relevant Professionals) are explored. Community resources, advocacy and educational programs will be covered. Career pathway employment opportunities coupled with state and national licensing requirements will be discussed.
XSAP 151 Counseling Theory, Cultural Diversity and Special Populations
This course provides a comprehensive overview of theories and strategies for the prevention of and intervention with alcohol and drug abuse. Social norms, peer pressure, stereotyping, biases, interpersonal and intrapersonal factors will be explored in relationship to cultural influences and diversity. Special populations such as Americans with Disabilities, LGBTQIA, gangs, elderly and prisoners will be included.
XSAP 152 Individual, Group and Family Counseling
This course provides a survey of the impact of addiction on the individual, the family and in society. A comprehensive study of the dynamics operating in groups and families including the identification of healthy versus dysfunctional groups/families; methods of intervention in dysfunctional groups/families; and the techniques of facilitating treatment groups will be covered. This course offers a practical study of helping strategies and interpersonal skills by engaging students in practicing interview skills and procedures through classroom role playing exercises.
XSAP 153 Physiology, Pharmacology and Mental Health
This course provides an understanding of the addiction process including the various models of addiction. It includes basic pharmacology of drugs, and the history, pharmacology and physiological impact of each drug category. Treatment methodologies including abnormal behavior as delineated in the Diagnostic and Statistical Manual of Mental Disorders (DSM-5) will be covered along with co-occurring disorders. Topics include classifications, clinical pictures, casual factors, treatment and outcomes of maladaptive patterns, assessment, therapy and prevention.
XSAP 154 Assessment and Treatment Planning
This course covers the assessment processes used in treating people with addiction. The student learns how to administer and score a variety of addiction screeners and assessment tools. Based on the assessment information, the student will create effective treatment planning and programs. Various treatment models and plans will be discussed.
XSAP 155 Case Management and Relapse Prevention
This course is a review of basic skills for effective and efficient casework management. It will include goal analysis, identification and specification of client objectives, case planning, client contracting, data collection, record keeping, and client progress evaluation and reporting. Skills are applied using actual client examples. Students will be expected to write case plans, client contracts and treatment goals. Relapse, triggers and relapse prevention will be included.
XSAP 156 Law, Ethics and Communicable Diseases
This course covers professional ethics in the addiction field. Topics will include boundaries, code of conduct, confidentiality (including 42 CFR Part II, Health Insurance Portability Accountability Act (HIPAA) etc.) and sexual harassment. The dynamics of addiction for the criminal justice client is studied in depth including parole and probation systems along with alternatives to incarceration in the criminal justice system (Drug Courts, Re-Entry Courts, Proposition 36, AB 109, etc.). Communicable diseases (HIV, AIDS, Hepatitis A,B,C and other sexually transmitted infections) will also be included.
XSAP 157 Internship, Employment and Certification Preparation
This class is a culmination of all courses and allows the student to put their knowledge and skills into practical application. The class is a total of 45 hours devoted to the internship process. Students will review state licensure requirements. The course will cover common problems, situations and experiences that may arise during the internship. The practicum consists of 255 supervised hours on site at a State Certified Treatment Program. Students are required to complete the entire 300 hours (45 hours in class and 255 practicum) prior to receiving their substance abuse counseling certification.

APPLICATION REQUIREMENTS
To apply for admission to the University of the Pacific’s Substance Abuse Counselor Certificate Program, please submit the following items:
1. A completed application (found in the center of this booklet or online at www.pacific.edu/cpce). 2. An essay (250 words minimum) stating why you want to participate in this program.
3. Two letters of reference from individuals who have knowledge of your interest and ability to become a substance abuse counselor (excluding family members).
4. A $50.00 non-refundable application fee (payable by cash, check, money order, Visa, MasterCard, Discover, or American Express) - late admission fee is $75.
Applications for admission should be received no later than May 31st (late admission by June 20th) for the July cohorts. The $95 administrative fee is due upon acceptance and must be paid with the XSAP 150-Introduction to Addiction Counseling and Program Overview course tuition in order to begin the program. A confirmation packet will be sent upon acceptance and payment of fees. Please contact the Center for Professional & Continuing Education (CPCE) for the next program start date.

ENROLLMENT POLICIES
Registration
Upon admission to the Substance Abuse Counselor Certificate Program, students must register for the first course: XSAP 150-Introduction to Addiction Counseling and Program Overview. Early registration is required to guarantee space in a course. Space is limited in the counselor program and granted on a first-come, first-serve basis. Students MUST register prior to attending class; there are no exceptions to this policy.
To register for a course after receiving confirmation of admission please complete a CPCE registration form, available in our office or online. Registrations received without full payment will not be processed. Payment may be made using cash, check, money order, Visa, MasterCard, Discover, or American Express. The instructors cannot register students in class, so it must be done prior to the course start date. If you are attending the program through Worker’s Compensation, state training program agreement, or other 3rd party funding, signed contracts must be in place before you can begin the program. Registration forms can be returned in person, by mail, or given over the phone and must be accompanied by payment. If you do not register according to the cohort registration schedule, you will be charged a late registration fee of $25 per course.
Cancellations/Refunds
All cancellations must be made in writing to CPCE, not the instructor, at least 3 business days prior to the first day of the course. There will be a $25 processing fee deducted for each cancelled course. If cancellation is not received 3 days prior, no refund will be granted. Application and administrative fees are non-refundable.
Program Withdrawal
If a student wishes to drop from the Substance Abuse Counselor Certificate Program after it has started, they will need to contact CPCE to complete a Cancel-Drop form. All drop requests must be made in writing to CPCE, not the instructor, to prevent failing grades appearing on the student record. The application fee is non-refundable and the administrative fee will not be refunded after the program has begun.

All returned checks will be assessed with a $25 processing fee.
GRANTING OF PREVIOUS COURSEWORK
Previous Coursework
Students who have participated in prior drug and alcohol counseling programs and/or have attended college or university courses that may meet the requirements of the program, should submit official, sealed transcripts and course descriptions for consideration, along with the application prior to starting the program. They will be reviewed to determine if any classes are eligible for waiver. Please Note: Coursework that is waived for our program may not meet the requirements of the certifying body. Please check with the state agency to meet their requirements.
Minimum Certificate Requirements/Previous Coursework
In order to receive our counselor certificate, a minimum of eight (8) units must be completed through the University of the Pacific, including XSAP 150-Introduction to Addiction Counseling and Program Overview and XSAP 157-Internship, Employment and Certificate Preparation
The CPCE Substance Abuse Counselor Certificate Program must be completed within three years of starting the first course. If requirements and/or courses have changed during an absence in your attendance, repeating of some classes may be required.
GRADES AND TRANSCRIPTS
Course grades are issued on a letter basis (A-F). Students must earn a “C” letter grade or better in each course or will be required to repeat it in the next cohort. Multiple failing grades may result in being dropped from the current cohort.. Grades are posted to student records at the end of each course and an unofficial transcript will be mailed within a week of posting. Official transcripts may be requested from the Registrar’s Office at University of the Pacific. California Association for Alcohol/Drug Educators (CAADE) promotes and supports quality higher education in addiction studies by developing and implementing accreditation standards; providing continuing education and professional development; leading at the state and national levels in the development and implementation of certification and licensure standards for addiction service professionals; and providing public policy education and advocacy among consumers and other stakeholders.
CAADE serves some forty College and University programs in California, Arizona and Nevada. The organization sponsors an annual conference where state-of-the-art alcohol and drug training issues and information is shared with interested personnel working in the field. CAADE is one of the credentialing organizations included in the State of California Department of Alcohol and Drug Programs directory meeting the minimum criteria for Alcohol and Drug Counseling. CAADE is nationally accredited by the National Commission for Certifying Agencies (NCCA).
CAADE’s nationally approved credential (the Certified Addictions Treatment Counselor–CATC) is one of five credentials offered in California. The Addiction Counselor Certification Board of California (ACCBC) serves CAADE as the overseer of all functions related to CATC Certification (CATC credentials, CATC Exam, Continuing Education, CCS Supervisor credential, and all current/future credentials or CEU activities).
CAADE’s Tiered System is the only model in California that follows the Substance Abuse and Mental Health Services Administration (SAMHSA) Career Ladder.

CERTIFICATION OPTIONS
The California Consortium of Addiction Programs and Professionals (CCAPP) is the largest statewide consortium of community-based for profit and nonprofit substance use disorder treatment agencies and addiction focused professionals, providing services to over a 100,000 California residents annually in residential, outpatient, and private practice settings. Its 12,000 individual members and 500 program members provide substance use disorder treatment services in the majority of DHCS licensed and/or certified sites throughout the state and constitute the largest infrastructure of the state’s publicly funded substance use disorder treatment network. CCAPP is the only statewide consortium representing all modalities of substance use disorder treatment programs.
CCAPP’s credentialing success lies in its strong adherence to competency based standards that are nationally and internationally recognized as benchmarks for quality. The International Certification and Reciprocity Consortium (IC&RC), renowned worldwide for competency measurement, recognizes CCAPP for meeting the highest levels of certification preparation, validated testing and requirements of ethical responsibility from the counselors it certifies. CCAPP is a strong leader and advocate for the profession of AOD counseling and for the needs of addicts in California. As a co-sponsor of Proposition 36, the sponsor of legislation to promote licensure and certification for counselors, and an invited participant to state and federal level regulatory meetings, CCAPP is a strong voice for certified counselors in California.
NOTE: Certified Addiction Specialist Certification does not qualify a person to engage in private practice. Certification recognizes a person’s ability to perform in a community drug and alcohol program.

Cancellations/Refunds
