COMPETITOR INSTRUCTIONS

Sydney International Regatta Centre

ELIGIBILITY: Each competitor must be eligible to compete with respect to the Status Rules governing competition. Substitutes in crews

must be advised in writing to the Referee on a Substitution Form (Schedule 15) more than 60 minutes prior to competing in accordance with the Rules. Substitution Forms are to be handed in at the Finish Tower. Rowing NSW will also be trialling electronic Substitutions on the day via Rowing Manager.

WITHDRAWALS: Crews or scullers not intending to race must lodge a withdrawal form (Schedule 14) with the referee not later than

60 minutes prior to the first race of their event. Failure to do so will attract a fine. Withdrawal forms are to be handed in at the Finish Tower. Rowing NSW will also be trialling electronic Withdrawals on the day via Rowing Manager.

START: At the Start, lane # 1 is on the left hand side looking from the start to the finish. The start signal and recall signal will be by

horn blast. The Starter will advise the procedure for starting. Crews will be dispatched by the starter saying “attention” followed by the horn. The Umpire's signal to stop rowing will be the waving of a red flag. All crews must be in the starter's control (and must have reported) 5 minutes before their event. Where divisions are drawn, this is five minutes before the first division. To achieve this, crews should be boating from the outgoing pontoon near the finish line approximately 30 minutes before their race. Latecomers will not be allowed on to the course.

FINISH: The first crew to cross the finish line will receive a horn blast, other crews crossing the line will also be acknowledged by the

finish horn.

FINALS for events will be conducted in the order laid down on Rowing NSW’s regatta program, unless otherwise announced by the

regatta commentator.

SAFETY AND EQUIPMENT: Bow balls of an approved type must be securely fitted to the bow of each competing boat; no boat will be

permitted to start in breach of Law 8. Boats are liable to check weighing in accordance with the Rules. No boat shall carry radio or telephone equipment capable of sending or receiving messages. Any competitor that is not a competent swimmer must wear a Personal Flotation Device (PFD). Boats with shoes must have heel ties and these are to ensure that the heel of the shoe has no more than horizontal travel. This is the responsibility of competitors and coaches.

WEIGH-IN: Coxswains for Senior events shall be weighed in rowing suits by a duly appointed Boat Race Official from 7:00 a.m. at the

Finish Tower. The minimum weight for coxswains in Senior events is 55kg, with a maximum of 15kg in carried weight. Coxwains for

Year 8, Year 9 and Year 10 events are not required to weigh in and are not subject to a minimum weight requirement for those events.

DO NOT ROW TO THE START ON THE COURSE: or obstruct racing in any way - penalty for breach of the traffic regulations is

disqualification. No crew is permitted to warm down, train or warm up on the course during the scheduled racing periods. No speedboats (other than those engaged by the regatta organizers for use by the Boat Race Officials) are permitted on the course or warm up lake.

LANE NUMBERS: For all Rowing NSW regattas, approved lane numbers must be used. They are available from the Finish Tower. Lane

1 is on the southern bank (furthest lane from the finish tower).

DRUG TESTING: Competitors may be required to undergo testing to detect the presence of any performance enhancing substance in

accordance with the Australian Sports Anti-Doping Agency Act (2006) and the Australian Sports Anti-Doping Authority Regulations (2006). Failure to submit to a drug test will result in immediate disqualification.

COURSE CLOSURE & TRAINING: The regatta course will be closed to all crews who are not proceeding to the start of their event, 30

minutes before the commencement of the first session. Crews violating this directive will be awarded false starts or will be disqualified from the regatta. Traffic on the course during training will be:- Proceed from Start to Finish - Lanes 1 to 4, Lane 5 to remain vacant (do not enter this lane) - return Finish to Start – Lanes 6 to 9. Lanes 1 and 2 – fast, long racing pieces: Lane 3 – Pace, pressure pieces: Lane 4 – Low intensity, row through (no racing); Lanes 6, 7, 8 & 9 – Return to start.

COACHES INSTRUCTIONS: The cycle path at SIRC on the southern side of the course is reserved for coaches following races on bicycles.

All cyclists are required to wear safety helmets. In the interests of spectator safety no bicycle riding is permitted 200 meters from the finish line on the Northern side of the course. Only official vehicles are permitted to drive to the start or use the media roadway. No coaching boats are permitted at SIRC. No coaches or spectators are permitted within 100 metres of the starting / aligning precinct when starts are in operation.

PRESENTATION OF TROPHIES & MEDALS: Presentation of trophies will take place on the presentation dais following the declaration

of the race by the Umpire & Judge. Successful competitors must proceed with caution to the pontoon between the shore and first line of buoys. Crews who do not present themselves for the ceremony will be able to collect their prizes later, however an official presentation will not be available due to the large number of finals that are taking place.

MEDICAL FACILITIES: Emergency medical care will be provided by Ambulance Australia. Duty doctors will be in attendance at the

Medical Centre above the Finish Tower (western end of the course).

FAIRNESS COMMITTEE: Any decision to postpone or cancel the regatta due to inclement weather or unforeseen conditions will be

made by the fairness committee in accordance with the Law of Boat Racing 18 (a) and (c).

HELMET SAFETY REMINDER

Rowing NSW would like remind schools that Bicycle riders (coaches and supporters) are required by law to wear an

approved helmet securely fitted and fastened. In NSW there are no exemptions from wearing an approved bicycle helmet

and this includes at the Sydney International Regatta Centre.

Tips:

o Always wear a helmet when you ride and make sure you fit the helmet correctly.

o The helmet should fit comfortably and securely when the straps are fastened.

o The straps should not be twisted, nor cover the ears. When done up correctly, the straps should provide a snug

fit over the ears and under the chin.

SCHOOLGIRL TROPHIES & SHIELDS

The Betty Deer Rosebowl

The Betty Deer Rosebowl for the overall pointscore in the NSW Schoolgirls Head of the River Regatta was established in

1991 but first competed for in 1992.

Betty Deer (nee Whitney) was born in Drummoyne in 1910 and attended Sydney Girls High completing the Leaving

Certificate in 1927. She was a keen member of the Sydney Girls High Old Girls Union and maintained many strong

friendships throughout her life with girls she first met there. After her marriage in 1936, she gave up work with MLC

Assurance and lived in Brisbane, Sydney and Adelaide during the years in which her four children were born. The family

returned to Sydney in 1947. She participated in many voluntary activities, working for the girl guides, boy scouts and

schools her children attended. She was an active gardener and enjoyed bridge and golf.

She lived for her family and was a strong influence on the life of her husband, children and grandchildren. She was

especially proud of her eldest grandchild, Jane Spring, when Jane won the NSW Lightweight Sculls title and the Australian

Lightweight Double Scull Championship. The Betty Deer Rosebowl prize was established by her husband Sir Frederick Deer

and their children, Professor Christine Deer, Patricia Spring, Philip Deer and Rosalind Strong to honour her memory after

her death in 1990.

Points for this are to be awarded in the following way:

Junior and Senior Handicapped Pointscores

In 2010 two new pointscores, the Junior (Year 9 & Below) and Senior (Year 10 and above) Handicapped Pointscores, were

introduced to the Schoolgirls Head of River. These pointscores provide the opportunity for the full range of rowing

programmes to compete on a comparable basis. Points are awarded on the same basis as the Betty Deer Rosebowl but

the totals will then be divided by the number of seats. Schools must have a minimum of 10 seats to be considered for

either pointscore. Trophies for these pointscores have been kindly donated by PLC Sydney and Tara and is named the Dr

Bill McKeith Junior Handicapped Pointscore Trophy and the Carol Bowern - Senior Handicapped Pointscore Trophy.

The NSW Union of Ex-Oarswomen

Rose Evans Memorial Trophy – Schoolgirls First Eight

Rose Evans was the initial force behind schoolgirls rowing in NSW. There is some evidence of schoolgirls rowing in the

1920’s, however it is not until the 1950’s that there are records indicating that schoolgirls were competing members of

some clubs. Rose saw the future of rowing for our schoolgirls and canvassed the local schools for members. She formed

Mosman girls rowing in the 1950’s and organized it into a strong competitive force. Rose spent weekends on the water

with schoolgirl crews and encouraged a large number of them to compete in Mosman colours. They did this with

outstanding success. Rose Evans is the founder of the New South Wales Union of Ex-Oarswomen and set its goals as

supporting women’s rowing and women rowers.

It is surprising that it was forty years on before there was a race for schoolgirls eights on the NSW Rowing Calendar. This

first race was held at the Riverview Gold Cup in 1990 between Loreto Normanhurst, Sydney Girls’ High and Loreto Kirribilli.

Father Greg O’Kelly, Principal of St Ignatius and Mrs Kathryn Greiner, wife of the then NSW Premier presented miniature

silver oars to the winning crew.

The first NSWRA Schoolgirls Regatta was conducted by the Mosman Rowing Club at Davidson Park in October 1991. This

was the first Schoolgirl Head of the River (SGHOR). There were 10 competing schools, 50 crews and 180 competitors.

The race for eights at the Gold Cup Regatta continued to act as the “Head” race for schoolgirls eights until 1992 when the

University of NSW Rowing Club in conjunction with NSWRA provided a number of schoolgirls races including the NSW

Schoolgirls Head of the River race for eights as part of the UNSW regatta, initially at Iron Cove and subsequently on the

Nepean River. Although a second school girls’ regatta was conducted by Mosman Rowing Club in December 1993 with

eighteen school and 250 competitors, the main races continued as part of the UNSW regatta on the NSWRA calendar. In

1996, the third NSW Schoolgirl Regatta, the first at the Sydney International Regatta Centre was hosted by Loreto

Normanhurst in conjunction with the NSW Combined Independent Schools Sports Council (NSWCISSC) and in 1997 by the

NSWCISSC on behalf of the three education sectors in NSW and in liaison with the NSWRA.

In 1993 the NSW Union of Ex-Oarswoman donated a perpetual trophy for competition between schoolgirl first eight and

it is fitting that it is named in the memory of Rose Evans. Since the first “Head” race in 1990 to the first competition for

the trophy in 1992.

The University of New South Wales Trophy – Open Schoolgirls Four

The University of New South Wales Rowing Club was instrumental in establishing Schoolgirls rowing in NSW during the

early 1990’s. The club was responsible for the development and coaching of girls from Sydney Girls High as well as

conducting races for Schoolgirls as part of its Regatta programme. The first “Head” race for Eight was conducted by

Mosman Rowing Club at Davidson Park in 1991 and was won by Sydney Girls High who also won the first Open Four Race.

The trophy was donated by the University in 1994.

The Sydney University Women’s Sports Association Trophy – Schoolgirls

First Four (now awarded to the Second Eight)

The Sydney University Women’s Sports Association was formed on 5 August 1910 and since its inception has been an active promoter and supporter of Women’s Rowing. The association donated this trophy in 1993 for competition between Schoolgirls Lightweight Four. Originally awarded for lightweight rowing, then Schoolgirls First Four until 2006, it is now presented to the Schoolgirls Second Eight.

Union of Boat Race Officials – Schoolgirls First Quad

The Union of Boat Race Officials was formed in 1961 to recruit, liaise and accredit officials to conduct racing at NSW

Rowing Association Regattas. The Union has been an active supporter of the development of Schoolgirls rowing since the

first eight oared race for Schoolgirls at the Riverview Gold Cup in 1989. The officials, as well as administering the race

program today have agreed to provide a trophy for perpetual competition between Schoolgirls First Quadruple Sculls, for

this year in coxed boats.

The NSW Union of Oarswomen Golden Scull Trophy Betty Spurling Memorial - Schoolgirls Single Scull

As well as providing the Rose Evan Memorial Trophy for Schoolgirls Eight, the NSW Union of Oarswomen have donated

the trophy for Schoolgirls Single Sculls.

The Margaret Varady Trophy – Year 10 Coxed Quad Scull

In 1998 Sydney Girls High School Rowing Support Group donated the Margaret Varady (SGHS) Trophy for competition between Year 10 Coxed Quad Scull Crews. This perpetual trophy was donated in recognition of Mrs Varady’s outstanding support and encouragement of rowing at the school level during her time as Principal at Sydney Girls High School to which she was appointed as Principal in 1992. Margaret retired from the school in 2008.

UTS Rowing Club Perpetual Trophy – Year 9 Coxed Quad Scull

UTS Rowing Club are proud to support schoolgirls rowing with the donation of this perpetual trophy for the Schoolgirl

Year 9 Coxed Quad Scull. UTS Rowing Club was formed in 1992 from the Haberfield Rowing Club. In this time UTS Rowing

Club has developed a strong history in women’s rowing. UTS produced its first world champion in 1995, the lightweight

single sculler Rebecca Joyce. UTS women rowers have also represented Australia at the 1996, 2000 and 2004 Olympic

Games.

The UTS Rowing Club Perpetual Trophy was first presented in 2004 and is awarded to the best Year 9 Coxed Quad Scull.

The Janet Freeman Trophy – Year 8 Coxed Quad Scull

The Janet Freeman Trophy is named after the former Loreto Kirribilli headmaster. It was first presented in 2014, and is

awarded to the best Year 8 Coxed Quad Scull

Margaret Mackenzie Trophy – Schoolgirl Double

The New South Wales Union of Oarswomen is proud to honour the extraordinary rowing career of Mrs Margaret

Mackenzie by naming its’ newest trophy after her, to be awarded for the first time in 2019 for the Schoolgirl Double Scull

at the NSW Schoolgirl Head of the River.

Margaret has devoted over 70 years to rowing. She is a Life Member of both Rowing Australia and Rowing New South

Wales and a recipient, in 2012, of the Order of Australia Medal for service to the sport of rowing as a competitor, coach

and administrator.

Margaret Mackenzie (nee Agnew) commenced rowing at the age of 13 with the Sydney Ladies Rowing Club (currently

known as Sydney Women’s MLC Rowing Club) which was the only women’s rowing club in Sydney. She is from an

illustrious rowing family, her mother May Agnew having represented NSW 6 times from 1932 to 1937 winning three

Australian Championships.

Margaret represented NSW 13 times between 1954 – 62 and in 1964 winning 7 titles and represented Victoria 3 times as

a rower/coach. She stroked and coached the Victorian crew to win the first Australian Lightweight four championship in

1968.

Margaret Mackenzie was the originator or catalyst of major advances in rowing, in particular women’s and schoolgirls’

rowing. She has also held numerous positions in governing bodies for women’s rowing when there were separate Rowing

Associations for Men and Women and later was a Member of the Rowing Australia Regatta Committee and has been a

leading force in the planning and implementation of school, state, national and international rowing events, in particular

the introduction of the full program of women’s rowing events at the Olympic Games.

Today her niece is the fourth generation of the Agnew family to continue the rowing tradition that Margaret Mackenzie

was such an integral and important part of.
