Promote the concept that the Nations Community
Colleges offer DHS a national infrastructure with
subject matter expertise and capabilities to assist them
with their primary education, training, testing and
communication missions.
Promote this concept to assist DHS with the training of
First responders, and Community Preparedness
efforts.
The objectives are: (1) to get the community colleges
at the decision making table at the federal, state and
local level, (2) to identify available funding and (3) to
identify the funding process to make it more

Characteristics
The colleges that have agreed to be part of the action
team have one of the following characteristics:
– A unique public safety/disaster village facility
– A selection of Homeland Security offerings
– A successful track record in receiving grants
– A desire to aggressively grow their Homeland

A National Awareness
AACC is presently the Program Manager for the TSA
Crew Member Self Defense Program for the nations
carriers Pilots and Crew Members.
AACC is presently in discussions with FEMA Citizens
Corps to sign a Statement of Alliance which would
have the two organizations defining national projects
and working to get grant money to implement the
projects.
AACC is presently in discussions with two other
departments of DHS responsible for implementing and
certifying medium and small business in their
business continuity and cyber security practices.
AACC is working on a federally funded project with
A National Project – TSA/FAM
The
Vision 100 – Century of Aviation Reauthorization Act
requires air
carriers providing scheduled passenger air transportation to conduct
basic security training for their flight and cabin crewmembers in order
to prepare them for potential threat conditions that may occur onboard
an aircraft. The Act further requires the Transportation Security
Administration (TSA) to develop and make available to flight and cabin
crewmembers an advanced self defense training program that includes
appropriate and effective responses for defending against an attacker.
Administered by the TSA Office of Law Enforcement / Federal Air
Marshal Service and implemented by AACC through community
colleges, the Crew Member Self Defense Training (CMSDT) program is
available to any actively employed flight or cabin crew member. The
program is delivered in two parts. First, the crew member receives and
reviews a self-paced, interactive DVD and student manual designed to
familiarize them with basic self defense concepts and techniques. After
completing the review and a short written assessment, the crew
member attends one day of “hands-on” training at a participating
community college.

A National Project – Citizens Corps
FEMA
The mission of Citizen Corps is to harness the power of
every individual through education, training, and
volunteer service to make communities safer, stronger,
and better prepared to respond to the threats of terrorism,
crime, public health issues, and disasters of all kinds.
The Citizen Corps mission is accomplished through a
national network of state, local, and tribal Citizen Corps
Councils
. These Councils build on community strengths to
implement the Citizen Corps programs and will carry out a
local strategy to have every American participate.
Citizens Corps - FEMA
Citizens Corps Councils –
– Personal responsibility:
Developing a household preparedness plan and disaster supplies kits, observing home health and safety practices, implementing disaster mitigation measures, and participating in crime prevention and
reporting. – Training:
Taking classes in emergency preparedness, response capabilities, first aid, CPR, fire suppression, and search and rescue procedures.
– Volunteer service:
Engaging individuals in volunteer activities that support first responders, disaster relief groups, and community safety
organizations. Everyone can do something to support local law enforcement, fire, emergency medical services, community public health efforts, and the four stages of emergency management: prevention, mitigation, response and recovery efforts.
A National Project Citizens Corps

– Local Citizen Corps Councils will:
promote and strengthen the Citizen Corps programs at the community level, such as Volunteers in Police Service programs, CERT teams, Medical Reserve Corps units, and Neighborhood Watch groups;
provide opportunities for special skills and interests;
develop targeted outreach for the community, including special needs groups;
provide opportunities of training in first aid and emergency preparedness;
organize special projects and community events;
encourage cooperation and collaboration among community leaders; and
capture smart practices and report accomplishments; and
create opportunities for all residents to participate.
Starting a Citizen Corps Council in your area will help create the groundwork for the long-term security of our neighborhoods, our communities, and our nation.
Four federally funded programs developed by the consortia of The University of Pittsburgh Medical College, Westmoreland County CC, Kirkwood Community College and St. Petersburg College.
(1) Community Preparedness – A Core Program – 1 Hour
– Target Audience:
This course is designed for interested persons in the general public, sole proprietorship businessmen and women, and small community advocates in public health and business. – Course Goal:
The purpose of this hour of instruction is to introduce the learner to emergency planning, preparation and response with the goal of reducing the fear associated with natural, accidental or intentional incidents.
– Course Objectives:
Upon completion of this one-hour of instruction the learner will be able to: – State the intent of an “all hazards” approach to emergency/crisis planning.
– Use basic “all hazards” terminology to communicate emergency/crisis planning to others within the community.
– Develop a personal/family emergency plan using an “all hazards” approach.
– Implement the components of a personal/family emergency response plan within the framework of a training scenario.
– Identify and locate additional resources appropriate to an “all hazards” approach to emergency preparedness and response.

One hour Bio-Incident Response Course
– Target Audience:
– This course is designed for interested persons in the general public, sole proprietorship businessmen and women, and small community advocates in public health and business.
– Course Goal:
– The purpose of this hour of instruction is to introduce the learner to the considerations important to an appropriate response to a biologically mediated incident with the goal of reducing the fear associated with natural, accidental or intentional incidents.
– Course Objectives:
Upon completion of this one-hour of instruction the learner will be able to:
– Characterize biological incidents with respect to the significance of their occurrence. – List the preventive actions recommended by the Center for Disease Control and
public health to limit spread of disease
– Display appropriate behavior following a biological event
– Identify the consequences of both productive and detrimental public response to a biological incident
– Identify and locate additional resources providing more in depth information on responding to a biological incident.

Identify vulnerabilities in information technology systems.
