• Regina Stout voiced concerns about abandoned property located at 9354 Lakeview Drive and her frustration

about the ownership, illegal activity, and responsibility for the property.

• Erin Hein commented on image comparisons of Jefferson County to other counties and reminded the

Council of their Oath of Office and supporting a Second Amendment resolution.

IX. REPORT FROM COUNTY EXECUTIVE

County Executive Gannon gave an update on the following:

• US Treasury American Rescue Plan, details will be shared with Council;

• The partnership with JFCAC on the Emergency Rental Assistance Program;

• Progress with vaccine distribution and the Health Department securing a lease for vaccine distribution at

the former Shop and Save site in Festus.

• The CARES Act funds on this meeting’s agenda will be the final payout to recipients who submitted

applications by the November deadline and the County will continue to support the Health Department during the vaccine phase;

• Positive Sales Tax figures.

XVIII. OTHER MATTERS

A. County Council Motions Regarding Future Agendas

County Executive Gannon explained Item A Under Other Matters will be the part of the Agenda where Councilmembers can make motions and vote on items they would like placed on future Agendas. Council Member Groeteke asked for clarification. Council Member Reuter read a pts from the Charter, Council Rules and State statutes.

B. Discussion and Disposition of 2nd Amendment Resolution

Council Member Perry stated she hoped all Council Members had a copy of the resolution and read a statement: “The second amendment resolution act that is being presented tonight goes far beyond fighting to keep law-bidding citizens in Jefferson County the ability to bear arms for me. Unfortunately, the need for this type of statement should be a wakeup call to everyone at the possibility that our inalienable rights are being challenged. I come to you tonight, not only as a fellow elected Council woman, but also as a 22-year Army Veteran, a 26-year tenured social worker entrenched in supporting people with mental health illnesses and a victim of domestic violence. As each of you, my fellow council members, contemplate your opinion of this resolution know that it is an extension of your beliefs and what type of governance you stand for. As Francis Hutcheson wrote “For wherever any invasion is made upon unalienable Rights, there must arise either a perfect, or external Right to Resistance. Unalienable Rights are essential limitations in all Governments”. All of us were selected by the citizens of this county and swore an oath to uphold, support and defend the Constitution of the United States of America, the Constitution of the State of Missouri, and the Home Rule Charter of Jefferson County MO. Section 1.6.3 of the Home Rule Charter states “Jefferson County may not abridge any rights of the people that are protected by the MO Constitution and the Constitution of the United States of America.” Please remember, the Declaration of Independence as it guides us, and I quote ““We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among those are Life, Liberty and the pursuit of Happiness”. While there is not a specific list of rights that are inalienable to the Constitution, there are some accepted as natural rights: For example, To act

in self-defense or To be secure in one’s home, The right to exercise one’s own religion, or no religion, free from any

government influence. This Resolution is about uniting together as a Council and protecting the rights of law bidding citizens under the United States Constitution as we were sworn to uphold. In closing, as the Bible states, “Live as people who are free, not using your freedom as a cover-up for evil, but living as servants of God” Peter 2:16.”

Council Member Perry made a motion the Resolution for Approval for the Second Amendment be placed on the Agenda for the April 12, 2021 Council Meeting, seconded by Council Member Stallman.

Council Member Reuter read a letter from Lt. Colonel Tim Whitney sent to Council earlier this date and Lt. Colonel Whitney spoke to the points in the letter.

Council Member Reuter made a motion the Sheriff’s Salary Matrix be placed on the April 12, 2021 Agenda as an Ordinance to Approve, seconded by Council Member Perry. County Counselor Yates requested the

responded to by Lt. Colonel Whitney. County Counselor Yates requested the updated Salary Matrix documents be forwarded to him.

XIX. REPORTS AND COMMENTS FROM COUNCIL MEMBERS

District 1 – Council Member Haskins:

• Apologized to the Administration for previous negative comments made about Zoom meetings, commenting

his appreciation of holding this meeting via Zoom as it allowed him to attend while out of the Hillsboro area;

• Invited all to the Parks Department Ribbon Cutting Ceremony on April 21, 2021 at the Civic Center which

will include a charity challenge between the Administration and District 1.

District 2 – Council Member Reuter:

• Shared a letter she was copied on from a citizen to Sherriff Marshak in appreciation of speed limit

enforcement;

• Asked for additional information about the Rental Assistance Program;

• Reminded Council Members to submit topics for the next Legislative Committee Meeting by Monday next

week which will be scheduled for Monday, April 5 to be held before the Work Session.

• Requested the Council be involved with the American Rescue Plan for use of the funds, reminding all that the

top priority is the jail and courthouse.

• JFCAC is accepting people to their waitlist on the Rental Assistance and other programs and shared contact

for Paulette Hensley at phensley@jfcac.org or at 636-789-2686.

District 3 – Council Member Hendrickson:

• A Work Session will be scheduled for Monday, April 5th asking for any topics be sent to him by Wednesday

next week.

District 4 – Council Member Groeteke:

• Shared East-West Gateway is looking for public comments on program applications;

• Noted vacancies on Boards and Commissions;

• Reminded all to shop Kimmswick.

District 5 – Council Member Perry: No report

District 6 – Council Member Stallman: No report

District 7 – Council Member Terry:

• Seconded Council Member Reuter’s comments on the relief funds requesting Council involvement in
