Believing in the presence of God in our midst, we proclaim the sanctity of human life and the dignity of the person by sharing in the mission of Jesus given to the Church. To this end, Catholic Charities works with individuals, families and communities to help them meet their needs, address their issues, eliminate oppression and build a just and compassionate society.
Mission
Catholic Charities is the administrative arm of the Bishop for carrying out the social concerns activities of the Diocese of Youngstown.
Rooted in the Diocese of Youngstown mission “to minister to the people in the six counties of Northeastern Ohio (and) to the world community,” Catholic Charities will provide service to people in need, will advocate for justice in social structures, and will call the entire Church and other people of good will to do the same. Catholic Charities is devoted to helping meet basic human needs, strengthening families, building communities and empowering low-income people.

● Maintaining strict HUD guidelines with limited flexibility to assist with security deposits, rent and utilities for eligible households that would otherwise become homeless.
Parenting Groups for Divorced Parents
● Assisting families, particularly those considering divorce, in re-solving conflicts.
● Increasing self-sufficiency and improving the coping skills of children experiencing divorce in their families.
● Providing groups for divorcing parents to help their children.
Parenting Skills Training
● Focusing on the needs of single parents.
● Attempting to prevent child abuse and neglect by building positive parent-child relationships.
● Stressing the importance of coop-eration, encouragement, responsi-bility, good communication skills and discipline as effective parent-ing tools.
● Providing management of Social Security benefits through individu-alized service plans for adults who suffer from mental or developmen-tal disabilities.
● Ensuring that a client’s basic liv-ing expenses are prioritized and paid.
● Assisting individuals with devel-oping a basic household budget, as well as a crisis budget to deal with temporary income loss and a wind-fall budget to plan for income tax returns.
School-based services include, but are not limited to:
● Anger Management — providing
practical strategies for coping with anger and frustration in order to alleviate stress on children and families.
● Bullying Prevention Program—
offering the “Steps to Respect” curriculum to prevent bullying and promote responsible, respectful behavior.
● Divorce/Transitions Support Group— providing a forum for children coping with divorce, sep-aration, birth, step-family for-mation and other family transitions to express their feelings and relate to others in similar situations; offering social and personal skills designed to promote healthy ad-justment to change.
● Grief Support Group— helping
individuals cope with death, loss or other grief issues and express their feelings in a supportive set-ting.
● Responsible Social Values Pro-gram (R.S.V.P.) — promoting the sanctity of sexual relations within the context of marriage; teaching students the potential consequenc-es of teen pregnancy, sexually transmitted diseases, AIDS, sub-stance abuse and other emotional issues that teens confront; struc-tured for junior high school stu-dents.

Adult Day Services
● Offering a safe and secure environ-ment for older adults in need of supervision or assistance with the activities of daily living while fam-ily caregivers are working or tend-ing to other responsibilities.
● Extending opportunities for sociali-zation, planned activities and basic health care services to help older adults remain as independent as possible and part of the family unit.
Case Management
● Providing in-home assessments and
developing an individual care plan with the client to address items of concern.
● Linking clients with other agency and community services to meet their needs.
Guardianship
● Offering services for frail elderly and mentally disabled adults who are deemed incompetent by the probate court.
● Providing clients with caring advo-cates and surrogate decision mak-ers when no less restrictive alterna-tive to guardianship is available.
Senior Multi-Purpose Center
● Providing in-home and on-site hot meals.
● Offering supportive services and emergency assistance.
● Providing socialization opportuni-ties and activiopportuni-ties for older adults.
Senior Support Program
● Helping elderly and disabled per-sons with such activities as gro-cery shopping, banking, medical appointments, referrals to com-munity resources, coordination of friendly visiting and assistance with Medicare/Medicaid forms.
● Providing prescription/medication assistance to those who qualify, particularly in cases of emergency medication need.
● Negotiating the availability of continued assistance from phar-maceutical companies’ indigent programs in cases of chronic ill-ness and need for long-term medi-cations for qualifying clients.
C.O.A.C.H. (Case Management Out-reach and Advocacy for Our Communi-ty’s Homeless)/P.A.T.H. (Project for Assistance in Transition from Home-lessness)
● Providing collaborative outreach and assistance to homeless indi-viduals.
● Linking individuals with perma-nent housing.
Caritas Café
● Providing free, light refreshments in a casual, informal atmosphere to all people, with a primary focus on low-income and homeless individ-uals.
● Extending opportunities for conversation and socialization.
● Serving as a point of entry for other direct services and referrals to professional services.

● Providing protective shelter to women and children affected by domestic violence. A 24-hour crisis telephone line is maintained with cooperation from other local agencies.
● Extending community education
and prevention programs to schools, organizations and other concerned groups.
● Offering sexual assault/rape crisis counseling and information.
● Providing legal/victim advocacy for women seeking protection orders.
Fighting Hunger

Programs for Schools, Parishes and Other Interested Groups:
● Dealing with Families in Crisis— designed for school faculty and others who interact with families on a regular basis. Information is provided to help professionals assist families with a wide range of needs.
● Intergenerational Issues— tai-lored to the concerns of the “sandwich generation”: those caring for aging parents as well as their own children.
● Recognizing Depression and
Anxiety— provides practical information on depression and anxiety in children. The seminar is designed for parents, school faculty and others who work with children on a regular basis.
● Recognizing the Abused Child—
designed for school faculty and others who work with children on a daily basis. This workshop provides practical information and education on behaviors, verbal and non-verbal communication and attitudes which often charac-terize an abused child.
● Responding to Domestic
Violence— considers such issues as how to handle referrals; the psychology of the victim and the batterer; the Cycle of Violence; date rape and dating violence; and the Catholic Church’s response to domestic violence.

The Diocesan Department of Catholic Charities oversees the Annual Bishop’s Appeal for Catholic Charities and Church, a diocesan-wide, parish-based fund raising cam-paign taking place during the Lenten Season. Through the Bishop’s Appeal, regis-tered Catholics throughout the Diocese of Youngstown are provided with an oppor-tunity to respond to their Gospel call by making a pledge or one-time payment to support the work of Catholic Charities in helping those in need.
The Department of Catholic Charities is responsible for planning the Bishop’s Appeal; coordinating mailings and events; analyzing data; processing pledges and payments; preparing correspondence and reports for donors, parishes, and the community; and engaging in public relations activities to promote the Appeal and the work of Catholic Charities.
66% of the dollars raised in the Annual Bishop’s Appeal fund the work of Catholic Charities and its ten locations throughout the Diocese of Youngstown. 29% of the funds are designated for Diocesan Ministries, including programs that promote family life, the formation of youth and young adults, the sanctity of human life, and religious education. 5% of the funds from the Appeal are rebated to parishes surpassing their designated Appeal parish goals.

Minority Concerns and Racial Justice
Assisting Black and Hispanic Catholics in planning and coordinating various projects and events concerning encul-turation, racial justice, inclusion and representation.

Educating Catholics on the Church’s response to poverty, managing local parish-based collections and allocating grants to self-help groups of low-income people who address the causes of pov-erty.
Catholic Relief Services (CRS)
Coordinating the work of the Church in its global solidarity ministries, including Operation Rice Bowl.
Rural Life Ministries
Coordinating and implementing the Church’s rural life activities.
Parish Social Ministry and Public Policy
Educating members of local parishes, Catholic agencies, institutions, boards and the community at-large on the prin-ciples of Catholic social teaching; providing information on important local, national, and international social justice issues and organizing parishes and agencies to advocate for justice and the value of life in many areas of gov-ernment and public policy.

Providing family-based immigration assistance to those individuals who wish to obtain legal status in the United States, either for themselves or for their relatives. Catholic Charities Legal Immigration Services does not accept cases involving criminal convictions.
The program is staffed by qualified attorneys and bilingual intake specialists who provide interpretation and assistance.
Nominal fees are charged for services needed. However, services will not be denied based on the inability to pay.
