Bharat Sanchar Nigam Limited (abbreviated BSNL; भारत संचार िनगम िलिमिटड) is a state-ownedtelecommunications company headquartered in New Delhi, India. BSNL is one of the largest Indian cellular service providers, with over 75 million subscribers as of

October 2010, and the largest land line telephone provider in India. However, in recent years the company's revenue and profit plunged into heavy losses due to intense competition in the Indian telecommunications sector.[3][4]

BSNL is India's oldest and largest communication service provider (CSP). It had a customer base of 90 million as of June 2008.[5] It has footprints throughout India except for the metropolitan cities of Mumbai and New Delhi, which are managed by Mahanagar Telephone Nigam Limited (MTNL). As of June 30, 2010, BSNL had a customer base of 27.45 million wireline and 72.69 million wireless subscribers.

Services:

BSNL provides almost every telecom service in India. Following are the main telecom services provided by BSNL:

Universal Telecom Services : Fixed wireline services & landline in Local loop (WLL) using CDMA Technology called bfone and Tarang respectively. As of June 30, 2010, BSNL has 75% marketshare of fixed lines.

BSNL Mobile Prepaid Mobile

Cellular Mobile Telephone Services: BSNL is major provider of Cellular Mobile Telephone services using GSM platform under the brand name Cellone & Excel (BSNL Mobile). As of June 30, 2010 BSNL has 13.50% share of mobile telephony in the country.[6]

WLL-CDMA Telephone Services: BSNL's WLL (Wireless in Local

Loop)service is a service giving both fixed line telephony & Mobile telephony.

BSNL Broadband

Internet: BSNL provides internet services through dial-up connection (Sancharnet) as Prepaid, (NetOne) as Postpaid and ADSL broadband (BSNL Broadband). Intelligent Network (IN): BSNL provides IN services offers value-added

services, such as Free Phone Service (FPH), India Telephone Card (Prepaid card), Account Card Calling (ACC), Virtual Private Network (VPN), Tele-voting, Premium Rae Service (PRM), Universal Access Number (UAN) and more. • 3G:BSNL offers the '3G' or the'3rd Generation' services which includes facilities

like video calling, live TV, 3G Video portal, streaming services like online full length movies and video on demand etc.

IPTV:BSNL also offers the 'Internet Protocol Television' facility which enables us[who?] to watch television through internet.

FTTH:Fibre To The Home facility that offers a higher bandwidth for data transfer. This idea was proposed on post-December 2009.

Helpdesk: BSNL's Helpdesk (Helpdesk) provide help desk support to their customers for their services.

Challenges:

During the financial year 2008-2009 (from April 1, 2009 to March 31, 2009) BSNL has added 8.1 million new customers in various telephone services taking its customer base to 75.9 million. BSNL's nearest competitor Bharti Airtel is standing at a customer base of 62.3 million. However, despite impressive growth shown by BSNL in recent times, the Fixed line customer base of BSNL is declining. In order to woo back its fixed-line customers BSNL has brought down long distance calling rate under OneIndia plan, however, the success of the scheme is not known. However, BSNL faces bleak fiscal 2009-2010 as users flee[9]

Presently there is an intense competition in Indian Telecom sector and various Telcos are rolling out attractive schemes and are providing good customer services.

Access Deficit Charges (ADC, a levy being paid by the private operators to BSNL for provide service in non-lucrative areas especially rural areas) has been slashed by 20% by

TRAI, w.e.f. April 1, 2009.[10] The reduction in ADC may hit the bottomlines of BSNL. BSNL has started 3G services in 290 cities and acquired more than 6 Lakh customers. It has planned to roll out 3G services in 760 cities across the country in 2010-11.

Broadband services : The shift in demand from voice to data has revolutionized the very nature of the network. BSNL is poised to cash on this opportunity and has planned for extensive expansion of the Broadband services. The Broadband customer base of 3.56 Million customer in March'2009 is planned to be increased to 16.00 million by March 2014.[11] Now bsnl is the under top five telecom service provider company in India.

History:

Alexander Graham Bell patented the first

Telephone instrument capable of practical use in 1876. This method was used in the first commercial

instrument developed by Bell in 1876. In 1878, the first telephone exchange was established at New Haven. In 1880, two Telephone Companies viz. The

Oriental Telephone Company Ltd. and The Anglo-Indian Telephone Company Ltd. approached the Govt. of India for permission

to establish Telephone Exchanges in India. The permission was however refused on the grounds that the establishment of Telegraphs was a Government monopoly and that the Government itself would undertake the work in the event of sufficient demand. By 1881, Govt. of India changed their earlier decision and licence was granted to the original Oriental Telephone Company Limited of England for opening Telephone Exchanges at Calcutta, Bombay, Madras, Karachi and Ahmedabad.

28th January, 1882, is a Red Letter Day in the history of Telephone in India. On this day Major E. Baring, Member of the Governor General's Council declared open the

Telephone Exchange in Calcutta, Madras and Bombay. The exchange at Calcutta named "Central Exchange" was opened at third floor of the building at 7, Council House Street. On 30-06-1882, the Central Telephone Exchange had 93 number of subscribers.

On 1899, The Central Tele- phone Exchange wsa shifted to 1, Council House Street. The management of the Oriental Telephone Company was subsequently taken over by Bengal Telephone Company Limited. The telephone system in the city remained under management of Private Company till 1941 when all the shares of the Private company were purchased by a Public Enterprise. The capital expen- diture involved in this deal was Rs 117 lakhs only. From 1st April 1943, the control of the Telephone system in Calcutta,Madras and Bombay was taken over directly by the

Indian Posts and Telegraphs Deptt. In 1985, Indian P & T was bifurcated and the control of Telephone has been transferred to Deptt. Of Telecom. On 01-10-2002, the telephone system of Calcutta came under Bharat Sanchar Nigam Limited (BSNL) alongwith all other circles except the city of Delhi and Mumbay which are under Mahanagar Telephone Nigam Limited (MTNL).

Calcutta Telephone District CTD) is the largest metro district of BSNL. Calcutta Telephones is having a service area of 1900 sq. k.m. covering the city of Kolkata and adjoining areas from five districts of West Bengal viz. Howrah, Hooghly, Nadia, North 24 Parganas and South 24 Parganas.

At the time of Independence there were 20,000 phone connections in Kolkata. The figure rose to 5,00,000 by March 18, 1997 and crossed 1 million by February 27, 2000. CTD is the first metro network in the country to become fully electronic on 31-03-99 and is the first metro network in the country to become fully digital on 31-03-2000.

Today on 31-03-2003, CTD is the most modern metro network of BSNL with about 13 lakh customers where telephone is available on demand, ISDN is available on demand and also leased circuit is available on demand.

During the last two years a large number of new technologies, new services and new customer care facilities have been introduced.

Executive Summary

The purpose of this summary report is too highlight issues that have been encountered by the project team on the MANSCI contract. This three-page report provides highlighted areas of concern in an effort to layout the problems and present solutions.

At the 4 weekly progress meeting with Alan Carrie of MANSCI, held on week 31

(previous meeting held on wk 28), several issues have come to light that are affecting our ability as a team to deliver this project within the ‘iron triangle’ of Cost, Time and

Appendix 1 contains a detailed Project Cost Analysis for this project. The cost of the terminals to us from W&S was £18K and we charged MANSCI £38K making a clear profit of £200K on the 10 Terminals. At yesterdays meeting with Ian Simpson , the Senior Systems Manager at MANSCI, requested a further duplicate terminal per site. Isobel will quote this to him once we have confirmed the cost with W&S. W&S have requested a contribution to overtime working to reduce the timescale on the modifications to the Terminals. The cost quoted is £12K to reduce to 15 days and a further £12K to reduce to 10 days. The options are:

1. Pass this cost onto the client.

2. Take the longer view with MANSCI and absorb this cost.

3. Refuse to pay W&S and enforce their contract responsibility (may be difficult as we only have a letter of intent!).

4. Get Bill Ferguson to negotiate cost down with W&S

Opto Cablayers have been reported as being in financial difficulties. This is crtitical to the project as the fibre Optic Cable is on a 35 week...
