1 SCOPE OF WORK

This Specification document covers the technical requirements for the design, manufacture, test and commissioning of Building Management System (BMS) equipment, which shall be supplied in the Dukhan Field Area.

The proposed Building Management System shall monitor & control the A/C (Split Unit / Package Unit), Fire & Gas Control Panel, PA/GA Control Panel, LV Switchgear, UPS Status, Temperature & Humidity of Telecom Equipment Room, Exhaust Fans. The s ystem shall send the corresponding

signals to the Proposed BMS Server in Dukhan Township Substation  –  1, where the BMS Server shall  be integrated with the SCADA System at high level (software) to receive all BMS Alarms / Signals for

Monitoring at SCADA Workstations.

The contractor shall provide BMS server hardware and management software. The proposed BMS server shall be located in the Existing building (DTS-1). It will be the contractor’s responsibilit y to seamlessly integrate the BMS system with the existing SCADA System. There will be no workstations in either side (proposed buildings & DTS-1) in the design. The system installed in the four buildings shall work in standalone modes, even when there is no network connectivity with the Server in the DTS-1 building.

The BMS shall be configured with an open, non-proprietary communications protocol, such as

BACnet at all management level components, integration control panels, and plant controllers utilizing the QP Corporate LAN for data transfer and communication. The proposed BMS Controllers (Direct Digital Controller) shall be mounted on the wall in Telecom Equipment Room. The Direct Digital controllers shall connect to IT LAN Switch through Ethernet CAT-6 Cable to transfer data to Proposed BMS Server (at DTS-1) through QP Corporate IT Converged LAN. The proposed BMS Server shall generate and send the SMS to the concern QP Engineer in case of Power Supply Failure. The proposed BMS Controllers (DDCs) shall either have setting display screen to configure and monitor the Input Data or it can be configured through portable operator terminal and shall be functioned stand-alone without having Workstation or Server in the Telecom Equipment Room.

The provision of a fully functioning BMS System that shall undertake the monitoring and control of the unmanned potable water pumping stations which shall include but shall not be limited to the following monitoring and control functions:

 The monitoring and control of the air-condensing units, fan coil units, extract

fans and other miscellaneous fans used for the distribution of airflow as detailed in the points schedule, relevant control schematic and MEP specifications.

 The monitoring of the Building fire alarm system. The fire alarm system shall

interface to the BMS through volt free contacts. Common trouble, alarm and  power status are to be monitored by the BMS.

 The monitoring of the Facility UPS. The UPS functions shall be monitored by a

controller that shall interface to BMS through a BACnet/IP to third party gateway.

 Monitor and control other points as described in the data point’s schedule,

control schematic, specifications and the mechanical and electrical drawings and specifications.

The BMS shall be a turnkey installation and shall include the integration of the building services systems as detailed in these specifications. The BMS shall comprise, at minimum, the following components:

 BMS Controllers in Telecom Equipment Room  Proposed New BMS Server at DTS-1 Building  Temperature & Humidity Sensor

 Dampers & Differential Pressure Switch

 Automation level Local Area Networks (LAN).

 Instrumentation level equipment including intelligent sensors.  Communication and control Cables

 All interlocking and control relays, equipment enclosures and other components,

materials and services required for a completed and fully operational turnkey BMS installation meeting these specifications.

The BMS shall meet the following general criteria:  Built-in Display Screen on BMS Controller   Fully networked

 Real time

 Distributed processing

 All data shall be available as BACnet objects at the Management level network 

The BMS shall be configured to ensure reliability of systems operation and control of critical

functions/systems. In general, all monitoring and control of separate systems shall be achieved via single control panels. Critical inputs of a system shall be wired directly to the controlling panel.

Where required, dedicated control panels shall be provided and shall not share an y point monitoring or control with other systems.

2 CODES, STANDARDS, ABBREVIATIONS AND DEFINITIONS

The design / manufacture of the devices shall, unless otherwise specified, confirm to the latest edition of the following Codes, Standards, Specifications and Regulations.

2.1 CODES AND STANDARDS

The equipment shall confirm in design, materials and performance with the requirements of following QP and international standards listed below.

Standards list is provided as a guide only and does not in any relieve the ve ndor of the requirement to comply fully with another appropriate standards. It shall be noted that t he standards used shall be those ruling on the tender issue date.

In the event of conflict, the order of precedence s hall be:

Any conflict detected by the BMS system integrator, between the above codes will be noticed to QP together with the resolution as selected by the Vendor according to the above order of precedence. Any instances of non-compliance must be notified by the BMS system integrator to QP and their approval obtained prior to implementation of the work .

BACnet - This term is used to imply that BACnet devices (i.e. the BMS controllers and Servers) only communicate in BACnet protocol and do not require a gateway for protocol conversion.

2.3 DEFINITIONS

 Client: Qatar Petroleum

 Contractor: The party that carries all aspects on the part of design, engineering,

 procurement, construction and commissioning of the plant.

 Manufacturer/ Vendor: The party, which manufactures or supplies equipment and

services to perform the functions, required in this specification.

 BACnet: The Building Automation and Control Network open protocol

communication standard developed by ASHRAE (ASHRAE SSPC/135) and which is now an ISO and ANSI standard. BACnet can operate over media including Ethernet, Arcnet and MSTP. The BACNet components shall be fully compliant with British standards DD ENV 1805-1:1998 (Data communication for HVAC Application Management Net. Building automation and control networking), DD ENV 13321-1:1999 (Data communication for HVAC application automation net. BACNet, Profibus, World FIP), ASHRAE BACNet standard SSPC/135 and all other applicable codes.

 BACnet Object: A physical or virtual point with a set of associated properties such as

a temperature sensor that has properties including, name, current value, maximum and minimum values, high and low alarm levels, etc.

 BACnet/IP: The building automation and control network open protocol

communication standard which complies with Annex J to the ASHRAE SSPC/135 standard.

 BMS: This shall mean the complete Building Management System including the

components at the Field, Automation and Management Levels.

 Component: Any individual element of the BMS furnished under this contract

including hardware, software and materials.

 Integration: Establishing communication and meaningful data transfer between two

devices based on a standard protocol or through the use of a standard based gateway.

 Interoperability: The ability of systems from different manufacturers and of different

types to share information with each other without losing any of their independent functional capabilities and without the need for complex programming.

4 TECHNICAL SPECIFICATIONS

 This Building Management System (BMS) equipment's and components shall be

Installed, Tested & Commissioned for the three new unmanned potable water pumping stations and in the New Chlorination Dioxide Dosing building.

 BMS Controllers (DDCs) shall be provided inside the Telecom Equipment Room in all

three new proposed PS buildings and New Chlorination Dioxide Dosing Building at Jabel Tank Farm and shall be linked to the Proposed BMS server located in DTS-1 through QP IT Converged LAN.

 The new proposed BMS shall be interfaced with the existing SCADA System (Implemented under LC-10101900) at DTS-1 Building at high level (software) to receive all BMS Alarms / Signals for Monitoring at SCADA Workstations. The approved specialist shall undertake to carry out mapping of BACnet objects as detailed elsewhere.

 All field equipment shall have minimum ingress protection of IP65 and control room

equipment with a minimum of IP42.

 The BMS System shall include the following capabilities:

o BMS Controllers shall be provided to allow continuous monitoring of building

monitoring functions and alarms as well as control and optimization of the potable water pumping station environment, maintenance schedules, as well as management energy use.

o The entire BMS shall have the ability to be accessed from any node at the network

level.

o The main operator workstations shall have the capability of monitoring and limited

control of all signals without the need for prioritization software.

o The BMS shall include a computerized maintenance management software package

that receives data from the BMS such as fan runtime, dirty filter status, etc. The software package shall be programmed by the BMS contractor to automatically generate demand and preventative maintenance work orders based on hours run or sensors when specified.

o The BMS shall be equipped with paging software that automatically pages

maintenance personnel and building management team with either an alphanumeric message or a numeric code, depending on the maintenance personnel’s paging system, upon activation of critical and / or non-critical alarms.

o The system shall monitor critical space functions including temperatures via the fan

coil unit sensors, as well as critical operational functions within each major piece of equipment; supply and return air and water temperatures, air quantities, and other critical functions.

o The BMS Contractor shall identify the location of the controllers, the specific point

detailed. The contractor shall also detail the location of controllers, the specific  point connection numbers, and wiring details for all additional unused point, both

analogue and digital and inputs and outputs.

o If applicable, Damper end switches shall verify damper blade position and not

damper motor position.

o All reports generated by BMS including summary, or status report shall be

downloadable to a usable format such as Lotus, Excel, standard graphics packages or other state of the art software available at the time system is commissioned.

o The BMS system shall be designed for industrial environments where advanced

technology coupled with very high system availability is demanded.

o The equipment shall be of solid-state type, multi-microprocessor based, modular /

expandable and programmable.

o BMS system shall be controlled by special software to enable easy configuration

and self-diagnostics. A user friendly set-up and checking routine shall provide system management and programming through interfaces.

o It shall be contractor’s  responsibility to provide the necessary up gradation or

additional equipment, reconfiguration of existing SCADA Server to add the new devices, licenses required for all new devices etc. to make BMS System in working condition with the coordination of LC10101900 Contractor and QP Engineer. The contractor shall also supply, install, test and commission new proposed BMS Server.

o All proposed BMS system equipment and their installation must be compliance with

ASHRAE Standards.

o The system integrator shall ensure the newly proposed system is completely

interconnected to the existing network.

The BMS System components in potable water pumping stations shall consist of  :  BMS Server

4.1 BMS SERVER

 Real Time Energy Management: Energy logs, demand limiting, optimum start,

tenant activity and billing provide valuable insight and control into energy planning and consumption.

 Energy Dashboard: Energy consumption and other vital building data displayed

visually for sharing with SCADA and should support LEED and other sustainability initiatives.

 Users and Groups: Can create custom start displays for individual users or groups of

users; restrict access to an authorized role or devices on a campus without having to use multiple server; quickly change group membership on the fly by adding and subtracting individual users to a group.

 SQL Server Scalability: Enable users to utilize third-party reporting software such

SQL Server or Crystal Reports etc.

 Comprehensive Graphics Library: Three-dimensional animated graphics provide

users with a window into the complete system, providing instantaneous access to large amounts of system data, providing immediate status.

 100% Native BACnet Architecture: Should be 100% Native BACnet Architecture

 providing BACnet integration and guidance for more than 15 years.

  Network and Connectivity: BACnet, Ethernet, PTP, Annex J BANnet/IP, modem,

serial cable, Built-in Internet and wide area network (WAN) capabilities with BACnet/IP, Remote site and roaming access with modem and direct serial connections.

 Integration and Interoperability: BACnet-compliant. Feature BACnet object

exploring tool and BACnet configuring tool.

 SQL Server Support: Migration to an Enterprise improves system performance and

offers a more robust, stable database, giving you better access to data; third-party custom reporting simplifies connectivity to an open system.

 ActiveX: Should support Active X interface to other Windows applications. Apps

can be created to interact with building automation data.

 Display Capability: Unlimited 3D, animated custom data displa ys and resolution can

 be customized to suit any requirement and easily updated for equipment additions, moves and changes –  dependent only on hard disk space and graphics hardware.

 Alarms: Alarms display regardless of currently running application. Dial out alarms

to remote sites or modems. Customize alarm handing based on alarm type.

 Optimum Start: Self-tuning optimum start algorithm adjusts equipment start time

 based on environmental factors, achieving optimum space conditions for occupancy.

 Zones: Set up zones to schedule and control building operations intuitively.

 Reporting and Printing: Extensive reporting capabilities enable you to generate

recurring reports on virtually any aspect of system operation.

 Auto Archiving: Automatically auto-archive trend logs, energy logs, user activity

and alarm history.

 The proposed BMS Server shall be used for database as well as application

software.

4.3 BMS CONTROLLERS

The BMS controller (DDC) shall have the following features:

 General purpose DDC controller shall be minimum 16-bit microprocessor based

 The device shall be programmable and capable of extensive measuring, control and

monitoring functions.

 It shall support modular architecture with distributed I/O Modules to accommodate

Input / Output points.

 Energy management programs such as optimum start/stop, load reset, duty cycling,

night purge, distributed demand control and others must be resident on DDC.

 In no circumstances shall a multiple DDC’s be employed to control a single piece of

equipment, if applicable.

 There shall be Ethernet Interface to connect it with Centralized Fire & Gas

Monitoring System in DTS-1 Building at Dukhan QP Site.

 Analogue inputs shall have a minimum resolution of 24 bits. DDC outputs shall be

 binary for On-Off control, and true variable voltage (0 –  12c) for driving analogue devices.

 DDC shall provide a trend logging feature which can trend and store a minimum of

25 different data point simultaneously.

 DDC shall have LEDs for continuous indication of all bus communications, power,

and operational status.

 DDCs shall be provided where shown and specified with capacity to accommodate

input/output (I/O) points required for the application plus 25% spare points.

 16 universal inputs with 12-bit resolution. Input 0 can be used for a BACtalk.  All inputs accept thermistor.

 8 triac outputs rated 24V AC @ 0.25A with HOA.

 8 analog outputs are driven by precision D/A Converter.

 On broad, battery backed real-time clock, support schedules, trendlogs and timed

automation functions.

4.4 TEMPERATURE & HUMIDITY SENSOR 

 Thermistor: The thermistor is integrated with the device. The unit is a

microprocessor with a built-in analog to digital converter for temp and humidity which is designed to communicate directly to VLCs.

 Uni-curve Type II

 Resistance 08 - 10K ohm at 25 C  Interchangeability is 0.2 C

 Time Constant is 10 Sec (to 66% of new temperature)  Stability is 0.02 C drift per year

 Accuracy is ± 0.02 C over range of 0-70 C.  Power is 24V AC @ 25mA

 Environmental is Residential, commercial and High-Industrial environments with 0

 –  70 C, 0 –  90% RH, non-condensing.

 EMC Directive & FCC Part 15 & 109, Class B  Should be Versatile, Energy Efficient and Flexible.

 Temperature sensor shall be resistance temperature device (RTD) or Thermistor.  The space temperature sensor shall be UL 94-5V rated.

 Sensor shall be able to accept a remote set point adjustment from the Main BMS

System. It shall be able to report back to the main BMS system indicating the actual space temperature.

 Provide a digital display with button local adjustment on the face of the t hermostat.  Standard of acceptance: Siebe Micronet MN –  S5 or QP approved equal

 There is Telecom Equipment Room carrying all IT/Telecom Related equipment

working 24 x 7 hours to establish the connectivity from potable water pumping station to main control room. Humidity Sensor shall have a sensing range of 20% to 80% with accuracy of ±5 % RH.

 Duct sensors shall be provided with a sampling chamber

 Humidity sensor’s drift shall not exceed 1% of full s cale per year.  Standard of acceptance shall be QP approved one.

4.5 DIFFERENTIAL PRESSURE SWITCH

 It shall be used for Monitoring filter, fan, fire damper, or air flow status of air

handling system.

 Switching point easy adjustable with scale in Pascal

 Direction of M20x1.5 conduit entry can be rotated in steps of 120 deg.  CE Approval according to low-voltage directive 2006/95/EC

 Switch according to VDE 0630

 EC Gas Appliance Directive 90/396/EEC  ROHS 2002/95/EC

 Maxi. Operating Pressure should be 10 kPa

4.6 DAMPER ACTUATOR

 Should be Brushless DC submotor with electronic stall protection for floating /

modulating models.

 Brush DC submotor with electronic shall protection for 2-position models.  Self-centering shaft adapter (shaft coupling) for wide range of shaft sizes

 Should be used with two position, single pole single throw, line or low voltage

control

 Should work with proportional current or voltage controls.

 Must be with combined floating / modulating control in a single device  Access cover to facilitate connectivity

 Metal housing with built-in mechanical end limits.  Spring return direction field-selectable

 Shaft position indicator and scale.

 Manual winding capability with locking function  UL listed and CE compliant

 Plenum rated UL873

4.7 APPLICATIONS

 Volume control dampers, mounted directly to the drive shaft or remotely (with the

use of accessory hardware)

 Quarter turn rotary valves, such as ball or butterfly valves mounted directly to the

drive shaft

 Liner stroke globe or cage valves mounted with linkages to provide linear actuation.  Proposed Actuation shall be used within heating, ventilating, and air-conditioning

(HVAC) systems. And should drive a variety of quarter turn, final control elements requiring spring return fail-safe operation.

5.1 MATERIAL SUBMITTAL

Material submittal shall include the following as minimum:

 System Architecture as proposed with specific reference to interoperability,

describing locations and types of all controllers, workstations and server for Building Management System.

 Schedule of all equipment with model number, names of manufacturers and country

of origin.

 Product data sheets highlighting the selected model of proposed equipment.

 Product data sheets of all components, including BMS Controllers, BMS Server, all

Field Devices etc. and enclosures with dimensions shall be submitted.

 Brief description of system operation, functions and control sequences.

 Schedule of all equipment with model number, names of manufacturers and country

of origin

 Software provider's license agreement stating limits on use, copying, and transferring

software.

 Copy of contract specifications complete with clause wise compliance statement.  Pre-qualifications of the specialist system integrator and the proposed manufacturer,

including list of projects where system Integrator has implemented products from the same manufacturer.

5.2 WORKSHOP DRAWINGS

The Contractor shall submit layout drawings complete with cable sizing, cable routing, containment sizing, and location of equipment, power requirements and data ports for system components and installation details of door hardware for QP approval, prior to proceeding with works on sit e.

Drawings shall also indicate requirements of back boxes, pull boxes, access panels, data, power etc. The above information shall be provided to the MEP contractor on time as per the project programed for providing containment and builder's works, and to the door suppliers for manufacturing doors with all provisions as required by the specialist.

5.3 AS-BUILT DRAWINGS

Submit number of sets of final as-built drawings as indicated in the contract documents including the above items marked up with labels of each component.

5.4 OPERATION AND MAINTENANCE MANUAL

 Descriptive data of all operating, user and application software including complete

operators manuals, programming manuals, and alphanumeric point name convention sheet shall be provided.

 Provide final documentation to serve the diverse needs of personnel concerned with

operation, procurement, installation and maintenance.

 Operation & Maintenance manuals shall be complete with preventive maintenance

schedules, procedures and troubleshooting procedures.

5.5 TRAINING MANUAL

The Contractor shall submit at-least three weeks prior to training the complete training manual along training schedule, training agenda covering training mode, duration, number of trainees in each ses sion etc.

The Contractor shall submit CV's of trainers, brief description of the installed system, preventive and  breakdown maintenance procedures for the training.

The Contractor shall also arrange the following trainings for QP Staff :

 Operator Training  Admin Training

 Maintenance Training

6 MANUFACTURER AND INSTALLER QUALIFICATIONS

6.1 MANUFACTURER’S QUALIFICATION & SYSTEM REQUIREMENT

The manufacturer shall be fully qualified to complete the work mentioned in this specification and drawings. Contractor to ensure that qualified manufacturer is selected to perform the work.

The system shall be engineered, commissioned and serviced by the manufacturer or m anufacturer's authorized systems integrator employing factory trained personnel for commiss ioning and after sales support.

Materials and equipment shall be the catalogued products of manufacturers regularly engaged in  production of access control equipment and the products proposed shall be the latest versions

commercially available at the time of the bid.

The manufacturer shall be ISO-9002 and ISO 9001 certified for Quality Assurance in Production, Installation and Servicing.

The systems integrator shall be an authorized partner to the manufacturer and the partnership shall be at least two year old. The manufacturer s ystems integrator combination shall have successfully

The specialist shall obtain and submit a written undertaking from the manufacturer that the spare parts of the system proposed will be made available upon request for at least 10 years from the date of substantial completion. In addition, the manufacturer shall undertake to ensure forward compatibilit y of the proposed equipment for at least 15 years.

6.2 EXPANSION AND SPARES

 The Contractor shall clearly state limitations of the proposed system in terms of

adding additional capacity. Particular attention should be given to the number of additional slots (or blades) before which additional chassis would be required.

 At the time of final system acceptance, all Access Switches shall have a minimum

of 25% reserve capacity, with the capability to double the capacity by simply adding more switches.

 The Contractor shall provide the spare parts 25% at a minimum and furnish a bill of

materials, catalogue numbers, unit prices, and a list of local distribution sources for replacement parts. Required spares shall be on  – site at the time of final system acceptance. The parts are to be inventoried at the beginning of the warranty period and accounted for at the end of the warranty and service period. Any spare  parts unused at the end of the warranty and service period shall become  property of the QP

.

7 EXAMINATION

 The Qatar Petroleum (QP) assumes no responsibility or liability for transportation

from country of origin, storage fees, drayage, import taxes, duty taxes, or other costs associated with the delivery and storage of system components.

 Contractor shall be responsible for any and all loss or damage in the shipment

and delivery of all material until transfer of title to the Employer.

 Contractor shall store products in accordance with manufacturer's instructions,

within Contractor's staging area and with seals and labels intact and legible. Store sensitive products in weather-tight enclosures; maintain within temperature and humidity ranges required by manufacturer's instructions.

 Contractor shall provide coverings to protect products from damage from

traffic and construction operations, remove when no longer needed

 Contractor shall ensure that all work performed under these Specifications is

in accordance with the requirements and standards defined and referenced in these Specifications. Any work performed in deviation of these Specifications, any of the referenced material, or any applicable standards or requirements, shall immediately be corrected by the Contractor without additional charges, regardless of the stage of completion. The Contractor shall record all inspection observations. As a minimum, the record shall include the name(s) of personnel conducting the inspection, a brief description of the inspection and the observations. These records shall be available for the Engineer to review at any time. Also, these records shall be delivered to the Engineer before final acceptance.

 Installation Inspections: Installation inspections shall be undertaken

through the performance of pre-installation, in-progress, and final inspections as follows:

o Pre-Installation Inspection: The Contractor shall make an inspection

of all equipment and material to be used prior to installation. All items shall be verified for compliance with the requirements of these Specifications and all other applicable standards. All equipment, cable, and associated hardware identified for installation shall be inspected for damage and completeness utilizing standard practices to determine integrity and acceptability

.

o In-Progress Inspection: At the Engineer’s discretion, the Contractor shall

 perform in-progress inspections that shall include visual inspections of equipment, wiring practices, cabling, placement of equipment, marking of cables and adherence to safety procedures. In addition, the Employer, or his representative, may conduct additional inspections any time

.

o Final Inspection: The Contractor shall conduct a final inspection

that encompasses all portions of the installation. This inspection shall be  performed to ensure that all aspects of the installation have been performed in accordance with these Specifications, standard industry practices and the publications referenced herein. All non-compliant items shall be noted by the Contractor during this inspection. The Project Engineer shall witness this inspection

.

o Corrective Action and Verification Inspection: The Contractor shall perform

all corrective actions to ensure that all non-compliant items identified during the final inspection have been corrected.

8 EXECUTION 8.1 SUPERVISION

All works associated with implementation of the security system shall be carried out under the direct supervision of a representative of the approved specialist systems integrator. Installations shall be carried out by skilled technicians.

8.2 INSTALLATION

All installation activities shall be performed in a neat and professional manner in accordance with all applicable local and national codes. Additionally, the Contractor and all subsequent Sub-Contractors employed to satisfy the requirements of these specifications shall obtain, or satisfy, the following prior to installation:

1. All licenses and permits

2. All insurance and bonding as required

3. All other standards or requirements specified in this document

accordance with the manufacturer's installation instructions.

Contractor shall adhere to the following during installation of the system:

1. Underwriter’s Laboratories (UL) listing for restricted access installations in business and customer premises applications. This listing is required by the National Electric Code for customer premise installations

2. Fire resistance requirements specified by Underwriter’s Laboratories in UL 1459, 2nd edition

System installation and construction methods shall conform to the requirements of the QP IT Corporate Standards.

Where undefined by codes and standards, Contractor shall apply a safety factor of at least two (2) times the rated load to all fastenings and supports of system components.

Contractor shall install all system components including furnished equipment, and appurtenances in accordance with the manufacturer's instructions, and shall furnish all cables, connectors, terminators, interconnections, services, and adjustments required for a complete and operable s ystem.

Rack Mounted Equipment:

1. As a general practice, Contractor shall run power cables, control cables, and high

level cables on the left side of an equipment rack as viewed from the rear

2. The Contractor shall run other cables on the right side of an equipment rack, as viewed from the rear

3. For equipment mounted in drawers or on slides, provide the rack accessories as well as interconnecting cables with a service loop of not less than three feet and ensure that the cable is long enough to allow full e xtension of drawer or slide. Contractor shall install all custom and packaged software in the development and production environments.

Contractor shall provide a migration plan for all new and updated software to be migrated from within the development environment to the production environment.

Final hardware selected and installation of hardware shall be submitted for review by the Project Engineer. Additionally, the Contractor shall review the cabinets and equipment room to ensure ventilation requirements are met or recommend modifications.

The contractor shall facilitate, configure, document and test all network connections required by other systems or other facilities not in contract that require access to the network specified herein. Contractor shall place materials only in those locations that have been previously authorized. Any other locations shall be authorized, in writing, by the Engineer.

Contractor shall provide all tools, applications and test equipment required to install, verify, and test the installation and to determine that it meets the specifications. The Contractor shall furnish all necessary materials required to implement and to achieve the required work performance. 8.3 WORKSHOP DRAWINGS

Detailed engineering shall be the carried out by a factory trained engineer working with the approved specialist systems integrator. Workshop drawings shall detail all cable types, conduits, backbox /power requirements, mounting details etc. Workshop drawings submitted for QP approval shall be duly

signed and stamped by the specialist systems integrator. Detailed system schematic diagram showing cable sizes and types, exact locations of devices, server, workstations etc. shall be submitted along with the workshop drawings. Detailed lay out of the security control room complete with equipment console and furniture shall be submitted separately for QP approval.

8.4 COORDINATION

The supervisor of installation shall be fully responsible for coordination with specialists integrators of other systems to which the system has an interface or integration.

8.5 LABELING

A labeling scheme shall be submitted for approval of QP. All cables and devices shall be labeled to the approved scheme.

8.6 CONTAINMENT

All wires and cable shall be installed in GI conduits or metallic cable trays. Sizing of containment shall  be carried out during detailed engineering to be carried out by the specialist. Containment shall be

sized such that a 25% spare capacity is available for any modifications to the system after handing over.

8.7 GROUNDING

Each piece of electronic equipment shall be properly grounded before energizing. All wire shields shall be grounded at the hub end only, not at the remote or device end. Ground system components & conductor & cable shields to eliminate shock hazard & to minimize ground loops, common-mode returns, noise pickup, cross talk, & other impairments.

8.8 TESTING & COMMISSIONING

All tests shall be carried out according to a detailed procedure duly approved by QP. The tests shall be carried out in phases.

Cables are to be tested for any damage occurred during transportation to site and/ or during the course of pulling-in and laying.

 Pre-testing: Upon completing installation of the system, align, adjust and balance

the system and perform complete pre-testing. Determine, through the pre-testing, the conformance of the system to the requirements of the drawings and specifications. Correct deficiencies observed in pre-testing. Replace malfunctioning or damaged

items with new & retest until satisfactory performance & conditions are achieved. Prepare forms for systematic recording of acceptance test results.

 Report on Pre-testing: After pre-testing is complete, provide a letter certifying the

installation is complete and fully operable, including the names and titles of the witness to the preliminary tests.

 Final test notice: Provide a 10-day minimum notice in writing when the system is

ready for final acceptance testing.

 Resetting: Correct deficiencies indicated by tests and completely retest work

affected by such deficiencies. Verify by the system test that the total system meets the specifications and complies with the applicable standards.

8.9 TRAINING

Engage a factory-authorized service representative, whose credentials are approved by QP, to explain  programming and operation of system and to train Employer's maintenance personnel on procedures

and schedules for maintaining, programming, operating, adjusti ng, troubleshooting, and servicing system.

Training shall be carried out to an approved training manual Separate training shall be provided on the hardware and software. Each training shall have both class room session and hands on session.
