The Faculty of Political Science and International Relations of Matej Bel University in Banská Bystrica, established in 1995, has been considered a high quality education center in the field of political science and international relations in Central Europe. The priority of the Faculty is to provide students with

knowledge and skills necessary for a future professional career in the area of the international relations, political science, public policy and administration.

The Faculty is excellent in implementation of new interdisciplinary approach in response to requirements of students, as well as of the changing environment. A high priority for the Faculty is to create such an environment in order to bolster scientific and research potential. By providing both expert analysis and recommendations concerning the current domestic and foreign political issues, the Faculty significantly contributes to the formation of public opinion in this field.

The Slovak Republic is a small country in Central Europe and has innumerable cultural and historical points of interest and sights. If you want to enrich your life by experiencing student life in Central Europe, then the Faculty of Political Science and International Relations at Matej Bel University is an excellent place.

The Faculty has three departments – Department of International Relations and Diplomacy – the part is Section of Foreign Languages and International Communication, Department of Political Science, Department of Security Studies. Each department carries out its own activities, focusing on specific research area and provides education process.

The Department of International Relations and Diplomacy

focuses on theoretic aspects of international relations, diplomacy, and history of international relations, current affairs, communitarian and international law. The Department actively cooperates with European and international institutions in order to provide foreign placements and internships. Within the Department, the main courses are focusing on political and economic geography, global and regional development, synergy and prognostics, the EU policy, the history and theories of the European integration. The Section of International Communication

provides students with proficient linguistic competence in several foreign languages, including country studies, non-verbal communication and rhetoric.

The Department of Political Science is primarily focused on issues related to political theory, history of political science and theory of political systems, particularly political system of the Slovak Republic, theory of political parties, political philosophy, comparative politics, political sociology and methods of political science research. In the field of research, the Department cooperates with partners from Slovakia, Europe and the US.

The Department of Security Studies deals mainly with security problems. Both theoretical and methodological approaches are used to provide analysis of the security environment on various levels, for instance national level (Slovak Republic), regional level (the European Union) and the global level (NATO, UN).

The English language courses in political science and international relations focuses on the Central European region offering compre-hendsive knowledge of the political, international, economic, social institutions of the V4 countries. The courses address several general priorities of the V4 area - security policies, economic relations and political systems in the context of global and European political and economic processes. The proposed courses is provided by experienced university lecturers of the Faculty and by guest lecturers from Hungary, Poland, Czech Republic, Serbia and Georgia using advanced teaching methods.

Teaching is provided by experts of notable academic and practical experience. Some of them are still serving as high-ranking officials dealing mostly with security related issues.

Course: International Relations Theories

Annotation: As the formative course of the study program it focuses on the particular vocabulary used in international relations. Students will become familiar with concept of state, national state, sovereignty, power, international system and its structure, international organization etc. Moreover it will provide introduction to the international relations theories – realism, liberalism and English school.

Course: Contemporary Theories of International Relations

Annotation: Second part of the course focuses more specifically on the development of theories, main concepts and ideas. Those theories are realism, offensive realism, defensive realism, neoclassical realism and balance of power, utopistic and classical variants of liberalism and neoliberalism and 1st and 2nd generation of English school.

Course: International Law and Approximation of Law by V4 Countries

Annotation: The course focuses on the international law, the legal norms, conventions, agreements etc. that are formative for international law as such. The integral part of the course is to offer to students the overview of the accession of V4 countries to the most important norms of international law.

Course: International Finance – Economic Development of V4

Countries

Annotation: The course provides students with the basic issues of how the world economy works; it provides analysis of global financial markets and their development. Moreover it touches the origins and impact of global financial crisis that has started in US in 2008. Concerning the V4 countries the attention is paid to the position of these small economies in world economy, as well as issues connected to the Eurozone.

Course: International Organizations

Annotation: Institutionalized cooperation between states is still increasing from its inception and has substantial influence on the development of international relations. The analysis of that phenomenon of the international policy is important from the abovementioned reason as well as from the reason, that international governmental (interstate) organizations represent the most numerous type of subject of international law and international non-governmental organizations represent the most numerous type of subject of international relations.

Course: European Law/Approximation of Law by V4 Countries

Annotation: This course provides information on the structure of EU Law, its sources, principles, basic aplicational mechanisms, and the relations of state law to the EU law. Part of the course deals with the approximation and the main problems it faces in V4 countries during the accession negotiations.

Course: External Relations of the EU

Annotation: This course provides information on the EU as a global player. It focuses on the relations the EU has with its closest neighboring countries as well as with more remote areas and regional groupings around the globe. Special attention is paid to the European Neighborhood Policy (ENP) together with the changes in the perception of EU by the countries included in ENP. One of the topics is the position the EU has on global forum vis a vis powers and organizations

Course: Country Studies I.

Annotation: Content of the course focuses on the examination of British society, its stereotypes, geography, education system, political system, media, culture, economy, legal system, housing and environment.

Course: Country Studies II.

Annotation: Content of the course focuses on the examination of American society, its stereotypes, geography, education system, political system, media, culture and its influence in the world, economy, legal system, housing and environment.

Course: Security Policy

Annotation: This course provides a basic introduction to the field of security studies, exploring the basic analytical issues from the area of security studies, and providing the students with a brief overview of major security threats and challenges of contemporary security agenda.

Course: Security Policy of the Visegrad Group

Annotation: This course provides an introduction to the main security issues that are dealt in every V4 country, where the security strategies texts are analyzed and compared as well as the plans and initiatives of security cooperation on the V4 level.

Course: Energy Security of the V4

Annotation: The main objective of the course is to discuss the current energy security status of the V4 countries as well as to analyze the rationales for their enhanced cooperation within the field. The content of the course will cover common energy interests which the Visegrad states share and also energy security challenges the particular countries face in order to demonstrate the potential added value of their cooperation in the area of energy security.

Course: Communication in International Relations and Diplomacy I.

Annotation: As students of international relations, the students taking this course will start to learn the vocabulary of political correct English, which will allow them to be able to communicate and understand the articles and agreements. There are three different courses offering the communication on three different levels.

Course: Communication in International Relations and Diplomacy II.

Annotation: This course provides students with the possibility to discuss different issues of international relations (current development in different countries and regions) using the political correct English. The course offers to the students possibility to learn communicate using special vocabulary a formulate and express their opinions on different topics.

Course: Geopolitics of the Central European Region

Annotation: The aim of the course is focus on the main issues of contemporary geopolitics, the lectures will deal with methodology, basic theoretical concepts, mechanisms of geopolitical activities, development of geopolitical structure in Central Europe, particular geopolitical thoughts and theories as well as models.

Course: Peace and Conflict Studies

Annotation: This course will examine the history and theory of international conflict. It will review the causes of war and explore the concepts, conditions, and political structures and processes that sustain peace. Furthermore the course reflects the essence of Peace Studies in that it is designed to be multidisciplinary and values oriented.

Course: Introduction to European Integration

Annotation: Course content is as follows: What is the European Union, The Idea of Europe, The Evolution of the EU, The Institutions of the EU, The EU and Member States, The EU and Its Citizens, Economic Integration and the EU and the World.

Course: Comparative political science of the V4

Annotation: This course focuses on the political systems of V4 countries: Czech Republic, Hungary and Poland. The attention will be paid to the comparison of legislative, executive and judicial branch where the similarities and differences will be analyze as well as vertical division of power in these four states.

Course: Political system of the Slovak Republic

Annotation: The course primarily deals with the characterization of political system of Slovak republic, the electoral system – the presidential and parliamentary election, creation of parliament and government, position of president in the system, analyzes of judicial branch etc. Moreover the vertical power division is also discussed, the level of decentralization and local administration.

Course: International Migration and Migration Policy

Annotation: As migration represents one of the main global problems nowadays, this course will offer to the students the analysis of migration of such; will provide them with the answers what causes migration, where the main migration flows are around the world and particularly in the EU. Finally the course will provide the students with the framework developed in EU countries, as well as developed countries to tackle migration and also possibilities how to prevent it.

Course: Theories of European Federalism

Annotation: The course primarily deals with the theories of European Federalism. Brief outline of the course: Federalism and federalist ideology: the ideas of European peacefulness and projects of unification; European Federalist Movement and the Ventotene Manifesto

(authors: A. Spinelli, E. Rossi, E. Colorni): content and the Federalist Theses; Prospects of European integration beyond the Second World War (A. Spinelli); The figure of M. Albertini: the develop of federalist ideology and activities of European Federalist Movement.

Course: Foreign Policy of Slovak Republic

Annotation: This course mainly focuses on the foreign policy of Slovakia, not only the recent priorities but also the ideological background of current thinking. One of integral parts of the course is the integration process of Slovakia into EU, NATO and OECD, as well as its position in V4 and all mentioned institutions.

Course: Central European political systems in comparative perspective

Annotation: The aim of the course is to present the political systems of new democratic states in Central Europe. The lectures focus on Czech, Republic, Slovakia, Poland, Hungary and Slovenia. The transition towards democracy will be presented based on the known typologies, and later the constitutional choices regarding the type of the regime and institutional framework. In the last part the course focus on comparative analysis of political actors and development in the Central European countries, such as party systems, coalition governments etc.

Course: Political Sociology

Annotation: Political sociology focuses on the study of power and dominance in contemporary societies on different levels and in different social environments. Through the work of classics (Karl Marx, Max Weber, Antonio Gramsci, etc.) and modern authors (Michel Foucault, Pierre Bourdieu, Noam Chomsky etc.) tries to reflect and analyse contemporary societies and the problems they face. Further it focuses on relations between politics and society and methods of their examination.

Course: Regional policy and regional development

Annotation: The student is able to use the latest findings in research problems and is able to understand the current developments in the field of regional policy. Based on the acquired theoretical knowledge is also capable of objectively evaluate and apply the model examples in the context of prospective use within individual regions.

Course: Contemporary political science theories

Annotation: By completing this subject the student is able to synthetically apply theoretical and methodological approaches of the theory of politics on social realities. The subject focuses especially on general issues of modern theories of politics and international relations with an emphasis on the 20th and 21st century and their direct application in the field of politics, for modelling political processes and relations. Substance of the course is also to highlight the change in direction of political science from normatively orientated, which dominated until the beginning of the 20th century. Modern political science operates in the field lines of empirical theoretical approaches.

Course: Crisis management

Annotation: After completing the course student will be able to apply theoretical knowledge used in field of national and international crisis management into practice. On the basis of verifiable facts student will be able to asses causes, course and resolution of crisis in terms of international relations, security studies and policy theory. On the basis of suitably chosen methodology student will be able to analyze the situation before and after the outbreak of the crisis and apply acquired knowledge to its management.

Before you come to study here

Before you come to study here you must prepare yourself for a game called bureaucracy. It's not too difficult, but you do have to remember ALL the following rules. To make it as easy and smooth as possible we shall take you through the individual steps of the procedure. In the end you shall have most of the forms needed to obtain all the necessary permits.

All you need is (in the following order):

1. To be nominated by your Erasmus+ coordinator – if you wish to come to study at the Faculty of Political Science and International Relations, Matej Bel University as an Erasmus student, your home university must officially nominate you. In the first instance, therefore, you must contact the ERASMUS+ coordinator at your home university.

2. Print all the following documents that are accessible on-line using the following links or see web site of the faculty (3 in total):

A. Learning Agreement (1 copy)

B. Transcript of Academic Records from the applicant´s university (1 copy) (a list of courses and the grades the student has received for the courses at his/her home school until now)

C. Accommodation application form (1 copy)

Make sure that A, B are stamped and signed by your Erasmus coordinator. The printed out forms are to be checked and confirmed/signed by the relevant coordinators of your university.

Remember that forms must be delivered in time. Your application may not be accepted after the closing date for any reason. Always check the final deadlines given above.

3. Accommodation and Canteen

The University of Matej Bel offers its own accommodation facilities. Foreign students are entitled to preferential access to accommodation upon previous notification of interest. The prices range between € 50 and € 60 per month. Individual arrangement of private accommodation is also possible.

To have your rooms reserved in time, send your accommodation application form in time and keep in touch with your host faculty representatives.

Accommodation is provided in either single bed or three–bed-rooms in one unit with suite bathroom and toilette (shared by 4 people) and a kitchen common to all the students staying on the same floor (4 units = 16 people).

The rooms are fully furnished. Table lamp is provided. Bed linen is provided but you will have to bring or buy your own hanger(s).

Refrigerator and electric cooker is available in the kitchen and it is easy and affordable to buy further necessary things in local shops (cutlery, crockery etc.). There is a shared washing machine for non-stop use by the students (see the following link for more information):

The building of the Faculty is located in the center of Banská Bystrica, surrounded by numerous places offering meals throughout the day. University-run canteen is in the immediate neighborhood of the Faculty. If you need any further information, please visit our homepage or use the contacts mentioned below.

4. Visa requirements

Depending on the country you come from and the reason you come to Slovakia for, you may need only an ID card, a passport or even a valid visa in order to enter the Slovak Republic legally.

Citizens of the European Union are able to travel with their ID card only. For a longer stay (work, study, etc.), more administration is to be done. Please contact the Embassy of the Slovak Republic in your country for more information.

The given website contains a list of Embassies of the Slovak Republic all around the world, which can be helpful to get more specific information directly from the concerned embassy or consulate general.

Slovakia has a national system of health insurance. University students and employees can choose from several general practitioners including a general practitioner at University. Basic health care is provided for foreign students and lecturers. In the case of unexpected events foreign students have their own travel insurance to cover high expenses for health services.

Students can participate in sport, art and other activities provided by Matej Bel University. See the following link for more information.

Due to the nature of 21st century higher education and the Faculty’s study programs, also relations with other institutions are crucial to its progress, both educational and scientific. The Faculty has already become an acknowledged institution in the European and global community of political science and international relations.

The most important partner of the Faculty is the Ministry of Foreign Affairs of the Slovak Republic, which participates in education of students by both providing lecturers for the Faculty and accepting students for short-term internships at the Ministry and at Slovak embassies. Students similarly gather their first professional experience at other governmental agencies, especially at the Ministry of Defense of the Slovak Republic, the Ministry of Education of the Slovak republic, the Ministry of Interior of the Slovak republic, the Ministry of Culture of the Slovak republic etc.

Another important dimension of the Faculty’s external relations is active involvement in student and staff exchange programs offered by various European institutions, most notably the EU Erasmus+ program.

In addition, the Faculty and its departments are developing operational contacts with a large number of other international scientific institutions and societies.

Students can actively participate in different student’s non-governmental associations in order to transform their theoretical knowledge into practical experience. The following associations are:

These associations and the Faculty also organize a variety of study-related, sports and other social events and activities, such as the particularly popular annual skiing trip.

The „Political Sciences“ is a quarterly scientific journal edited by the faculty staff. Focusing on relevant issues in political sciences, modern history, international relations and security studies, it features contributions by notable Slovak and foreign experts, as well as the faculty’s junior staff and even students.

Each student has to cover the expenses of accommodation, transport, insurance and other general costs of living.

Accommodation is available at the University Dormitory (approx. € 61,00 per month). The capacity of the Student Dormitory is limited, therefore it is recommended to apply in advance. You are required to arrive during the week- that means Monday to Friday from 7.30 - 14.00. This is required from the Students Dormitory /Residence where you will. Also you can choose the room in your application in advance, but the final decision of giving the rooms to students is done by administration of the Students Residence. Other accommodation opportunities include private – rented rooms. Their prices range from € 210,00 to € 250,00 per month for a single room (for two persons) or € 300,00 to € 350,00 per month for two-room accommodation (three to five persons). Nevertheless, the prices are subject to individual arrangement.

The University canteen charges approx. € 2.5 per lunch. The restaurants in the city offer daily menu from € 4.2 to € 6,50. The overall dining costs can be estimated at € 7,00 to €10,00 per day, which makes € 210,00 to € 300,00 per month. Individual preference can significantly change the costs.

Holders of the ISIC card are charged approximately € 0,30 for a one way ticket in the public transport system of the city.
