SUMMIT COUNTY COMMUNICATIONS CENTER

Position Title: Database Administrator

Department: 911 Communications Center FLSA Status: Non-exempt

Pay Grade: $54,400 - $84,400

GENERAL DESCRIPTION

The Database Administrator is responsible for the design, setup, and management of Microsoft SQL databases used by the Summit County 911 dispatch center and supported agencies.

The Database Administrator’s main responsibility is the maintenance of existing databases including: production support, security and auditing, performance tuning, backup and recovery, data replication, disaster recovery and testing,

compliance with CJIS (Criminal Justice Information Service) standards, policies and procedures, and documentation. The Database Administrator must have an in-depth understanding of Microsoft SQL database design and TSQL statements, ODBC data sources, and Microsoft Windows operating systems.

In addition, the Database Administrator will frequently be called upon to complete ad hoc reporting, infrastructure construction and maintenance, cross-training/support of other technical staffers, and other duties as assigned. The position will have a high degree of autonomy and requires ingenuity in the creation of further detailed duties.

SUPERVISION RECEIVED

Works under the direct supervision of the SCCC Director.

SUMMARY OF RESPONSIBILITIES

The following areas will require varying levels of involvement from the Database Administrator, ranging from supervision to assistance.

• Support the existing MS SQL Server environment

• Manage the current MS SQL Server database clusters, and install and configure new instances as required. • Ensure backup strategy is functioning correctly by monitoring and testing database backups.

• Validate disaster recovery strategy and provide recommendations for improvements.

• Monitor database performance and advise database tuning, index/query optimization and on additional hardware if required.

• Verify database change scripts before promotion into production environments.

• Troubleshoot SQL Server unplanned outages, including during evenings and weekends if necessary. • Compliance with CJIS security policies

• Provide input for future projects during the planning, design, implementation and maintenance phases of development.

ADMINISTRATIVE DUTIES

• Create and publish reports based upon SCCC needs

• Assist with development and maintenance of documentation, including policies and routines

• Assure all responsibilities related to user data protection are accomplished as designed and in a timely manner

• Provide support on IT projects as assigned

• Execute all tasks related to inventory of assets, components, and software

• Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies

IMPORTANT FUNCTIONS

• Provide tier 2 technical support to users by answering questions, troubleshooting problems, maintaining workstation and server performance

• Develop technology implementation test plans prior to deployment of new technologies • Assist in the preparation of budget documentation and maintain accurate monthly budget • Prioritize and manage ongoing technical projects

• Perform and verify backups on all systems

REQUIRED ABILITIES/CERTIFICATIONS

• Valid driver’s license.

• Bachelor’s degree in Computer Science or related field • Transact SQL experience (3 years)

• SQL Server 2012 R2 knowledge and experience (SQL 2014 knowledge is a plus) • Knowledge of MS SQL Cluster Administration

• Knowledge of storage technologies (NAS, SAN) and familiarity with server virtualization technology (VMware preferred)

• Experience following best practices with SQL servers in a virtual environment (VMware preferred) • Experience with MS SQL Server Management Studio

• Able to satisfactorily pass a criminal background investigation as determined by the Criminal Justice Information Services Division (CJIS).

• Ability to work varying days, hours and shifts as well as occasional on-call

• Ability to establish and maintain effective working relationships with a diverse group of people • Ability to work independently with minimal supervision

• Excellent interpersonal and customer service skills • Ability to maintain confidentiality

• Excellent written and verbal communication skills • Good organizational skills

• Strong understanding of current commonly-used concepts, technologies, practices, and procedures • Basic technical knowledge of servers, networks, mobile devices, applications required.

• Intermediate usage level with Web based systems, and Microsoft Office products including Word, Excel, and PowerPoint required

• Ability to express technical terms in basic language, both verbally and written

PREFERRED ABILITIES

• MCTS, MCITP, or MCDBA certifications • Database engine tuning advisor (DTA) (7 years) • BI Stack (5 years)

• SSMS (3 years)

• SSIS ETL Packages (Extraction, Transformation, Load) • Relational and dimensional data modeling skills

• Experience working with Amazon web services (AWS) or Microsoft Azure is a plus • PowerShell Scripting is a plus

• Experience with Project Management

• Microsoft Technology Associate Certification (MTA)

MATERIALS AND EQUIPMENT DIRECTLY USED

Personal computers; digital and other copy machines; mail machines; computer printers; county vehicles. Personal computer software includes Outlook, Word, Excel, PowerPoint, VmWare VSphere, ticketing software, SQL Server Management Studio, Citrix XenCenter, Remote Desktop, records management software, internet and intranet and others as required.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES

Work is performed indoors at in the Summit County Communications work area. Generally sedentary at a desk, regularly exerting up to 10 - 20 pounds to lift, carry, push, pull or move objects. Training and other duties infrequently require moderate lifting of 15- 30 pounds. Physical activities include, but are not limited to, moving about the Communications Center building, sitting, standing, bending, stooping, kneeling, squatting, reading, writing, typing, verbal/audible communication, and visually observing situations. A high degree of public contact, including interaction with walk-in customers is required. May need to walk and/or drive a County or personal vehicle.

Environmental factors would include limited exposure to weather conditions; working closely with others in a close office setting; working with office machinery; and exposure to noise.

Interpersonal communications include contact with the public or employees where explanatory or interpretive information is exchanged, gathered or presented.
