SUB: TENDER NOTICE FOR 15 MBPS INTERNET LEASED LINE

Office of the Commissioner of Central Excise, Noida II invites sealed tenders in the shape of Two Bid System i.e. (Technical Bid & Price Bid) from reputed Indian Firms/Agencies/Govt. Licensed firms for 15 Mbps Internet Connectivity Leased Line (OFC) (1:1)( uncompressed & unshared with last mile on fiber) for its new office premises at 3rd_Floor, Wegmans Business Park, Plot No 3, Knowledge Park III, Greater Noida. Tender Details are as per following Annexures:

2. Schedule

Due date and time of receipt of bid: 24.11.2015 at 13.30 hrs.

Date and time of opening of Technical Bids: 24.11.2015 at 14.30 hrs. Date and time of opening of Financial Bids: 27.11.2015 at 11.30 hrs.

4. The bids, complete in all respect, must be received in this office before the due time & date. The bids received after the due date and time will not be considered. All outstation bids sent by courier/ post must be received in this office before the due time & date. This office shall not be responsible for any kind of delay in submission of the bid.

5. The bid is not transferable.

6. The Commissioner of Central Excise, Noida-II reserves the right to reject/cancel any or all tenders received without assigning any reasons thereof.

ANNEXURE – I

SUB: TENDER NOTICE FOR 15 MBPS INTERNET LEASED LINE

GENERAL TERMS AND CONDITIONS

1. The parties to the Contract are the Bidding Firm and the Government of India through the Commissioner of Central Excise, Noida-II for and on behalf of the President of India.

2. The bid should be submitted in two parts viz. Technical Bid (Annexure IV) along with Commercial Bid (Annexure V) and each should be kept in a separate sealed cover, superscribed as ‘Technical Bid’ and ‘Commercial bid respectively’. Both the bids should be kept in another sealed cover addressed to Commissioner of Central Excise, Noida II,duly super scribed “Bid for 10 Mbps internet leased line”.The outer envelope containing the sealed covers should bear the address, subject of bid, date and time of opening of the same.

3. The duly authorized person of the bidder should sign and affix his/her firm’s stamp at each page of the bid and all its Annexures.

4. The Technical bid should be submitted in form given in Annexure IV.

5. The Commercial Bid should be submitted in form given in Annexure V. The Commercial Bids of only those bidders, who are short-listed/qualified after evaluation of Technical Bids, will be opened.

with bids. Earnest Money Deposit will be refunded to all unsuccessful bidders immediately after bidding process. No interest shall be paid on refund of Earnest Money Deposit.

7. A consolidated price, inclusive of all taxes and levies. should be quoted for the items along with their break up showing charges of different items. The consolidated price quoted shall be firm and final and payable for the goods delivered, installed and commissioned by the bidder at the office. No statutory taxes, even if leviable shall be paid by this office other than the amount shown as consolidated price.

8. The bids shall be valid for a period of six months from the date of opening of the bids. This must to be specified by the bidder in the Technical Bid and the Commercial Bid.

9. The Technical bids shall be opened on 24.11.2015 at 14.30 hrs. The bidder is at liberty either himself or to authorize not more than one representative to be present at the opening of the bid. The representative attending the opening of the bid on behalf of the bidder should bring with him a letter of authority from the bidder and a proof of identification. Those who have qualified Technical Bid shall be intimated of the same.

10. The department reserves all rights to reject any bid including of those bidders who fail to comply with the instructions without assigning any reason whatsoever and does not bind itself to accept the lowest or any specific bid. The decision of department in this regard shall be final and binding.

11. Successful bidder will be informed of the acceptance of his bid by speed post/ fax/on phone/e-mail.

ANNEXURE-II

SUB: TENDER NOTICE FOR 15 MBPS INTERNET LEASED LINE

SCOPE OF WORK

1. The lease line from category “A” ISP (license from Govt. of India) should only be commissioned.

2. The Internet connectivity leased line should have fully dedicated (1:1), unshared & High Quality 10 Mbps symmetric bandwidth without any compression factor through Optical Fiber cable.

3. The Fiber Optic link to the premises should be on a ring to provide redundancy. 4. Bidder should provide the tool to monitor the bandwidth / network performance.

a. Average latency should not be more than 250 ms up to ISPs 1st Tier 1 peering point. b. Domestic Latency < 80 Millisecond during peak traffic hours

c. International Latency < 250 Millisecond during peak traffic hours d. Packet Loss < 0.5%

Facilities of testing above parameters will be provided by the Bidder / ISP

5. Bidder should ensure that the local loop provisioning does not violate regulations as laid by Government of India / TRAI in respect of such links / networks.

8. The bidder should have Toll Free number for fault registering within India and should provide support on 365 x 24 x 7 basis maximum within four hours from registration of complaint.

9. The bidder should provide all necessary equipment for connectivity, if any. 10. The vendor has to provide onsite support, when required.

11. Bidder has to mention the Escalation procedure and matrix for customer complaints. 12. The vendor has to ensure minimum 99% uptime per month for the connectivity. 13. Any fault in the internet connectivity will need to be resolved by the bidder. Calculation of Actual Uptime % =

(Actual Uptime Hours / Total Uptime hours) X 100 Definition:

Total Uptime hours = No of days in month X 24

Actual Uptime Hours = Total Uptime hours – Downtime in hours in a month Example:

In the Month of May total days is 31 and total down time in the same month in hours was 7 hours. In such case the Actual Uptime can be calculated as follows:

Total Uptime hours = 31 X 24 = 744 Actual Uptime Hours = 744 – 7 = 737 Actual Uptime % = (737/744) X 100 = 99 %

ANNEXURE-III

SUB: TENDER NOTICE FOR 15 MBPS INTERNET LEASED LINE

ELIGIBILITY CONDITIONS FOR BIDDERS

1. The bidder should be a company registered under the Companies Act, 1956 and should have been in the business for more than 5 years. The following documents may be submitted in support:

a. Copy of Certificate of Incorporation,

b. Copy of Memorandum & Articles of Association

2. The bidder should have an average turnover of Rs. 25 crores or above during past three financial years and submit the following:

a. Certification from a Chartered Accountant (CA) / firm of CAs certifying turnover in the past three years

b. Copy of Service Tax Registration Certificate. c. Copy of PAN Card.

d. Copy of VAT Certificate.

3. Bidder must be Category “A” ISP.

4. The bidder should have an NLD / ILD License, issued by Govt. of India.

5. Bidder has to submit their clientele list.

6. The bidder must have single fully functional contact support center with 24 X 7 supports.

8. The bidder should have multiple connectivity from various service providers at their end in order to avoid the break of services.

9. The bidder should have Toll Free number for fault registering within India, operating on 365x24x7 basis.

10. The bidder should have executed (during last 5 years) at least two projects for

implementation of internet bandwidth of capacity 10 Mbps or more or three projects of 5 Mbps. Detail of such projects to be provided.

11. Bidder should have online tools to monitor the link performance.

12. Core expertise of the ISP should be DATA. Internet traffic cannot be send with same VOICE backbone, in case bidder is also a BSO.

The service provider network should be backed by availability of service centers/service personnel in Delhi NCR/Greater Noida to attend to faults.

1. I/We undertake that I/We have carefully studied all the terms and conditions and understood the parameters of the proposed supply to the Department and shall abide by them.

2. I/We also undertake that I/We have understood the Scope of Work as mentioned in Annexure II of this Tender Notice and shall strictly conform to the same.

3. I/We further undertake that the information given in this bid are true and correct in all respect and we hold the responsibility for the same.
