Accroche marketing: La Région Emilie Romagne favorise des politiques axées sur la recherche ainsi que sur la mise en œuvre d’un nouveau modèle de développement, qui puisse encourager la durabilité environnementale, la cohésion sociale et l’accès à la formation et à l’emploi. Cette démarche a permis à la Région d’identifier un besoin croissant de formation au sein des entreprises pour ce qui est du profil professionnel du valorisateur. Autrement dit, un expert dans le domaine de la réutilisation/recyclage des déchets (DEEE, Textiles, Encombrants), à même de sélectionner et de mettre en œuvre des processus innovateurs de revitalisation et de

repositionnement de ces matériaux sur le marché. Ce rôle est devenu obligatoire et hautement demandé.

Les produits principaux sont une expérimentation et un transfert de processus

d’apprentissage qui reconnaissent, au poste de travail, le profil du Valorisateur dans le cadre des CEC-ECVET.

L’étude de faisabilité concerne:

- Innovation de techniques pour la régénération de matériaux et de produits - dévellopement de nouveaux systèmes de collecte ‘en porte-à-porte’ - promotion d’Initiatives de réutilisation et de trash design.

Résumé: With Sifor project you were transferred to Italy thr professional training devices for the "recovery of waste", a particular activity regeneration and put back on the market for waste, also called "preparation for reuse" by the European Directive 2008 / EC / 98. The devices transferred, intercepted originally in French model for the reuse of waste electronic partner ENVIE, were then enriched by the Belgian model of partner RREUSE in textile and bulky waste. Through the activity of transnational study visits, of testing, analysis and adaptation, discussion and dissemination of devices, it was developed the job profile of "Valorizer" in the context of social economy in Emilia Romagna Region. You were also laid for the development of the professional profile in partner countries. In practice, the main achievements were: - Made an educational device / ad hoc training (Results 7 and 8) that allowed to promote the empowerment of workers in the market of the green economy, as well as the competitiveness of the social economy in the waste chain, allowing them to initiate partnerships, and create the first job.

- Identified production processes and working of waste treatment, thanks to the preliminary investigation of the models of the partner countries, carried out in collaboration between institutions, training, employment (Result 5)

- Identified the enhancement processes with particular regard to European category of "preparation for reuse", through experiments at the hands of managers, of the social workers involved in the project (Results 10 and 12) who were able to take the professionals in the field of prevention / reuse / recycling of waste

- Identified the professional profile of Valorizer, or the number of activities and skills act in the prevention / re-use of waste, in anticipation of the insertion of the device in the regional inventories of qualifications (14 Result)

- Promoted transparency and enhancement of learning outcomes by focusing on the value of the results of non-formal and experiential learning acquired by managers / workers in the course of training and experimentation conducted in the project (13 Result)

Description: The stages and key processes of the design:

profile is referenced systems classifiers ATECO2007, CP2011 and ISCO-08 (15 Result). • Simultaneously, the transfer of operational models has been realized thanks to the experiments performed in Italian managers / workers beneficiaries of the partner Orius (Results 9:10) with the scientific support of partner Uni.MO.RE. (Results 11 and 12).

• The transfer of the training device started from the study visits made by Italian managers in Belgium and France, this one at partner ENVIE (primary transferring) that has previously developed a model teaching and support to the operational work processes and roles / functions of waste treatment (Result 7 and 8).

• The learning process has been modeled with detecting and putting in value the knowledge / skills acquired by managers / workers beneficiaries by the partner Orius (Result 13).

The functions support and transversal key initiatives:

- Communication activities, diffusion and dissemination, led by partner RREUSE (in

collaboration with Orius and the different partners involved), with awareness of its network of European social enterprises, managing the website and online platforms Dropbox and Youtube ( Result 17:22), newsletters and press / press conferences (Result 18), seminars organized for dissemination in / from each partner country (Result 19). On behalf of the partners it was also produced a glossary of terms of the most significant contents addressed in order to make more intelligible the design process (Result 16);

- The strategic management (Region ER) and operational coordination (Orius) of entire path (witnessed by Results 1, 2, 3, 4)

- The monitoring and evaluation of stages and results of the project by the partner Pestalozzi, which led to continuous improvement and the necessary course corrections in the pipeline (Results 20 and 21).

According to the logical development of the project, we have grouped the results / products based on consequential and the relationships between phases of work. In summary, the actual planning stages were:

• Analysis of the context of the professional profile - Results 5 • Training (visits and accompaniment) - Results 6, 7,8

• Vertical and horizontal testing - Results 9, 10, 11, 12

identify the skills needed for new processes of waste management (recycling vs. disposal. Training (visits and accompaniment) - Results 6, 7, 8

The process of training, contextual study of the context of the professional profile, included visits study, from managers of the Italian partner Orius with the support of partners Unimore and Region ER, at the French and Belgian social enterprises. Following two visits, the French partner Envie accompanied the development of learning and adaptation of training devices and managerial, through mentoring on site (in Italy) and online of its experts.

Vertical and horizontal testing - Results 9, 10, 11, 12

The testing processes were launched following the study visits and included a number of activities carried out mainly by managers and workers of social enterprises beneficiaries, supported and guided by the researchers / experts of partners UniMoRe and Orius. They were made shared initiatives such as workshops, individualized seminars, workshops, project work to plan the path, collection and process data of the business models and management, apply and adapt these models in the field, in the course of ordinary activities performed workplace.

In this context, it was produced:

-2 programs of the processes of two trials, agreed with managers / workers involved in the study visits,

-2 final reports of the processes of two trials, developed by managers / workers involved in the study visits with support / mentoring partners Orius and Unimore.

Formalizing professional and learning models - Results 13, 14, 15, 16

In the final phase, the regions of Emilia Romagna and Catalonia, with the support of the Foundation Trinijove and University of Modena and Reggio Emilia, were able to identify the activities, knowledge, and skills constituent of the skills needed to manage the new processes of waste management (recycling vs. disposal). The profile was set referenced systems classifiers ATECO2007, CP2011 and ISCO-08. A necessary integration of the professional profile, has been modelled the learning process "not / in formal" adopted during the project from managers / workers beneficiaries. It was finally worked out a common glossary to promote greater understanding of the design process, integrating the technical terminology of the three contexts involved such as educational, social, environmental.

Diffusion and dissemination (cross) - Results 17, 18, 19, 22

Throughout the project, they have made products and initiatives designed to disseminate the contents and to enhance the results of the project in progress and final.

They have been implemented: 10 online platforms for internal use on the Dropbox server, and a web site on a server Wordpress www.sifor.eu; 6 newsletter, of which 5 transnational as expected, and a supplementary national circulation; 10 press releases and 5 press conferences; 1 technical workshop and mainstreaming seminar in Italy, 3 dissemination seminars in Romania, Spain and Belgium.

They also have been many initiatives to disseminate additional, not initially foreseen by the project, including a dissemination seminar in Italy, a Facebook page dedicated to the group of beneficiaries, brochures spread in 5 languages of partnership, a promotional video of the project uploaded on YouTube platform, an additional newsletter.

Planning and coordination (cross) - Results 1, 2, 3, 4

The activities of the overall management of the project were handled by the Lead Partner (Region ER) and the coordinating partner (Orius) during the entire

development of the project. Activities included 4 results / products:

- 2 products (program and final report) planning and detection of process management and operational coordination (partner Orius)

- 2 products (final report) detection of the process of governance and political mainstreaming (partner Region ER)

Monitoring and Evaluation (cross) - Results 20, 21

The process of monitoring and evaluation of the project design , managed by partners that Pestalozzi, has had the function of "training" to the same project partners, who through this action were able to "learn from their experience" to draw conclusions already in the process, intercepting the dysfunctions, their motivations and improvement actions. They produced 2 result areas:

- Result Top 20 "Monitoring and assessment plan, including the tools for the assessment" - Result Top 21 "Three interim and one final assessment reports"

Texte marketing: The executive plan is the working tool for the actions of general coordination provided for by Workpackage 2, led by partner ORIUS. The executive plan’s aims are as follows:

-Define, plan and coordinate the execution of the activities throughout the entire duration of the project;

-Organise the reaching of attended results;

-Promote and monitor the adoption of effective and efficient collaboration and decision-making processes;

-Coordinate the flow of information among the partners;

-Foster relationships and a positive internal communication between partners, according to their respective roles and functions;

-Support the proactiveness of the partnership, the fitting on the objectives, the timing and corrective actions,

-Support the optimum development of the transversal phases of the project, meaning WPs 1, 8, and 9, in close cooperation with the Work Package leaders;

-Organize the collection of reports and prepare the final project reporting.

Description: The methodologies adopted consists in integrating a series of tools and timings, by favoring development of actions, identification of critical points, and by avoiding as much as possible that the latter turn into bureaucratic burdens.

The general collaboration methodology is based on a few leading principles:

-organize the discussions and planning in different key spaces: Steering and Coordinating Committee integrated in the monitoring plan, different working groups according to different working areas, Scientific Tables to set up the transferring process

-guarantee that all initiatives taken and documents produced are shared with all partners via web cloud

-promote frequent and regular discussions via both on-site meetings and remotely

-provide partners with support to meet specific needs for integration or contingent corrective propositions

-optimize the processes and rationalize the resources available, clustering the most significant expenses

-create forms and handbooks to support management of the project

-guarantee good reciprocal understanding, notably by employing qualified interpreters -track the working flow constantly MILESTONES

Tasks on the part of partners

The partners represent, on the one hand, the system responsible for transferring the good practice (French partner) and on the other, the system responsible for applying the received innovation (Italian, Spanish, Belgian, and Romanian partners). Each of them plays a specific role within the project.

•proposing partners Emilia Romagna Region, Orius, and social enterprises linked to the latter •Trnijove, Rreuse, Pestalozzi, collection of the learning outcomes obtained throught the transferring process

Type de Produit: Procédure pour l'analyse et le pronostic des besoins de la formation professionnelle

Texte marketing: The program is addressed to the partners transferring the innovative device, as the object of investigation and acknowledge from the partners receivers”during the studio visits planned by the project. The aim’s program is to supply a comprehensive clue of the educational content to the partners transferring especially the issues considered the most relevant and coherent to the goal of transfer which is the object of the studio visits in WP4. Study-visits in Belgium are part of the project with the purpose of preparing the ground for the experimentation of a new professional profile in Italy. The expected benefits are: 1) Identify skills and knowledge pertaining to waste valorization and reuse, in order to draw a global picture of the “profile of the Valorizer” and of the working processes involved. 2) Acquire competences, knowledge, and skills necessary to put into practice the tasks of the Valorizer that emerged from observing the valorization processes adopted in Belgium.

Description: The program is designed to provide a basis of educational contents and scientific interest for the beneficiaries receiving partner to be proposed during the study visits by partners

transferring decline as followed. ISSUES OF SURVERY

As regards the training needs of the Italian managers, Orius explains the current Italian situation:

•On the one hand there are the “goods” that have to be intercepted before they become waste, when they can still be reused through “preparation for reuse” procedures;

•On the other hand, that are already waste and for which it is necessary to understand what can be used in terms of raw materials or components.

The managerial objectives are as follows:

•To learn new ways of development of social economy in the field of waste recovery, that is business plans to be implemented at European level to foster employment in the social sector (managers and disadvantaged)

•These plans may concern eco-design, recovery of raw and secondary raw materials, delivery and management of the added value of “poor materials”, new techniques for product reuse, new markets to relocate these products, etc. (WEEE, bulky materials, textiles, and also compost or other materials)

•The place where to implement these plans is just as important: social enterprises already operating in these sectors, possibly Reuse centres – which is an objective of the ER Region in line with the “Recycling society” encouraged by the European Commission – and other environments that use innovative ways to organize a reuse/recycling system based on the proximity principle

•To build institutional, business and commercial relationships with both private and public partners, with the idea to consolidating inter-regional networks and sign agreements and memoranda for the development and long-term sustainability of the project results. Topic areas we are interested:

from a single organization perspective (how do I start with and run a reuse centre?). The single organization perspective interests in relation to the single and specific aspects on the activities that the Valorizer does inside the enterprise and the work place, and other detailed aspects of working process that is typical of the enterprises that work in this sector.

from a network perspective (how do I organize a network of reuse centres?): interest knowing and understanding better developmental strategies and network techniques of reuse centres both to transfer them to Italy both to make network with the organizations that will meet.

The monitoring and assessment plan is set out during the project start-up, together with the Project execution plan, and identifies

-operational details and deadlines for the implementation of each activity, -the partners commitment to regularly provide data,

-a set of indicators to be followed to assess the attainment of the project objectives.

Description: The role assigned to a project monitoring and assessment is necessarily linked to the goals of the project itself. The process requires that the project objectives are clearly identified and will make posible to:

•Analyze the rationale and need for the project •Estimate project planning

•Identify strengths and weaknesses of the experiment •Assess the transferability of materials produced •Estimate the new skills developed

•Analyze the operation of the partnership

•Analyze the project contribution to each institution

•Estimate the "added value" of European education project •Review the evaluation process followed

Formative assessment procedures will be designed to allow successive adjustments in the development of the activities performed during the implmentning of the Working Phases (WP). The assessment will be used as a means of regulation within the system of relations of production e experiments planned and developed in our project. This control function can take different forms depending on the time and /or intent, so we can recognize:

•Based prognostic assessment (at the beginning, it is access control system). •Based summative (including partntenrship meetings and WP work);

Texte marketing: The report describes the activities implemented in order to define the “European Profile of the Valorizer”. In particular, it underlines the followings:

- tools used to identify the transnational context;

- connections established and information collected during the other phases of the project; - Comparison and considerations developed between the institutions involved;

- the status of the work program and the perspectives for the definition of the Profile.

Description: The Profile definition has been implemented thanks to the comparison between partners involved, in particular between Trinijove, Emilia Romagna Region, Orius, Unimore: an important moment is represented by the Scientific Committee reunion held in Strasbourg on 27th September 2013 which was attended by Insitutions representatives of countries partners.

The meetings have facilitated the assessment and the consultation with specific reference to the program and the tools (in particular comparative grids) that have been selected by partners to achieve a proposed profile usable at European level as well.

The results of surveys carried out at the transnational level show that there are no qualifications representative for the "Valorizer " profile, at the moment.

Therefore, in order to make it sharable at different institutional levels, the core activities of the profile have been identified through the practical analysis of work processes, roles and skills (declined in knowledge/skills) of the Profile. Afterwards, these skills can be translated both in the implementation of qualifications systems and in the identification of training paths, depending on the institutional tools that partners have at their disposal.

The survey and the transnational comparison have led the partners to focus on the work process related to the Valorizer’s activities, starting a greater integration between the 2 main areas of work already planned: on the one hand the definition/adaptation of the profile (wp 3:07), on the other hand the "on the field" work phases involving social enterprises (wp 4,5,6). This procedure has allowed them to collect and share feedbacks coming from the two

processes.

In this way they have been able to get very interesting results, which disclose several

solutions and allow them to set a flexible profile (panel of competences) adaptable in different institutional systems.

Texte marketing: The model is a teaching tool developed by ENVIE to explain all the features of the

implemented valorization process and of professional profiles who work in it, with particular attention to disadvantaged people. The tool aims to support the Italian delegation during the study visit at Envie’s facilities in Strasbourg making easier both the understanding and the evaluation of the valorization process. That occasion got off the transfer of innovation from the French context to the context of the Italian beneficiaries. During the visit, the model has been used in teaching theory sessions, in order to integrate the learning practical experience on the job. The beneficiaries get more information, and technical, methodological, social, regulatory datas about the valorization activities and about the actions performed by both managerial and technical operators working at different levels in social enterprises. Description: The study visit has been planned in well-organized training sessions on a dynamic basis:

a)Integration between theoretical indoor lessons, carried out by experts from the Federation, and practical skills gained thanks to outdoor visits, exchanges and discussions with

operators;

b)daily sessions reserved to Italian delegations to make internal comparisons, useful to allow beneficiaries to process information, to identify the factors/strategies involved in the transfer and to ask for clarifications, if any.

The general process has been planned into the following steps: c)WEEE collection

d)Pre-selection for reuse; e)Cleaning;

f)Quality control;

g)Sales and related services.

The roles involved in the different stages are from the following areas: 1.Human resources;

2.Logistics supply / distribution and internal handling; 3.Production / regeneration / recycling;

In summary, the whole path is focused on the same three activities characterizing the model proposed by ENVIE:

Texte marketing: The experimentation has been validated by integrating the learning acquired during the study visits to the transferring partners with the evaluations which emerged from the professional profile's analysis. The validation run by UNIMORE is willing to define the basic conditions and contents to be considered throughout the field testing of the valorisation process in the selected areas (WEEE, textiles, bulky waste): a) which valorisation processes are suitable and transferable to the Italian context; b) which competences with respect to the identified processes. That system is characterized by an entrepreneurial/commercial vocation, being capable to strongly reduce the production of waste, increase new production chains, produce significant revenues, and being active on national, European and international markets. It has been planned to develop some feasibility studies on the transferability/adaptation of

managerial competences fitting.

Description: According to the waste policies adopted by the Emilia-Romagna regional Administration, the feasibility studies integrate with the vertical testing (WP6) and focus on the planning of transverse strategic processes for valorization in the 3 production chains

Textiles: inspired by the Flemish model of Prosper, observed in Belgium, the feasibility study aims at promoting a road map for the co-operation among the public and private actors who manage the local waste system. The model foresees, firstly, to intercept the amounts of textile waste that today are sold abroad and, secondly, to analyze the general logistics, the engineering of the sanification plants, the launch of a sales network.

Bulky waste: this waste area includes furniture, toys, bric-à-brac, other items, etc.; in this case the feasibility study has been inspired by the Walloon model of Komosie, observed in

Belgium, and foresees to plan a structured process for the recycling/reuse of items and materials. Thanks to the interception of the waste inflows, the making and sales channels can be implemented. Moreover, the feasibility study aims at promoting locally a joint venture between the social economy enterprises and the associations to foster a local traceable system for the preparation/recycling/reuse of bulky waste.

WEEE: inspired by the French model of ENVIE, the feasibility study aims at identifying new relationships with the existing consortiums dealing with WEEE. According to the French identified processes - logistics, preparation, marketing and sale - the study investigates new modalities for intercepting the waste inflows and managing them within the local social economy. For bringing the WEEE onto the market, however, some complex tests are necessary and they need to define the duration of the items' life cycle as well as how long they have been used previously. At the same time it is necessary to ensure the quality of the by-products and their "useful life".

The feasibility studies are implemented by 3 working groups; the groups are constituted by 11 mangers and the project mentors/experts.

The feasibility studies are organized in phases: research, analysis, test, evaluation; the phases alternate with applied “at work” activities. The activities are mainly implemented at the managers' workplace, within the co-operatives participating in the project.

Texte marketing: Starting from the 3 experimentation areas, certified in WP5, the model has been influenced by European initiatives learned during the study visits in Belgium and France.

The vertical testing phase, integrated to the horizontal one, has been designed to make the European strategy theme of valorisation or "Preparation for Re-use" (as defined by the "Hierarchy of waste" -Directive 2008/98/EC of the European Parliament and the Council) more operational and to adapt it to the technical/managerial aspects of each of the 3 above mentioned chains (see WP6, Result 9).

Therefore, the main innovation is being able to give a strategic and methodological answer to the need to identify technical/managerial skills, related to the process of valorisation, of entrepreneurs, managers, employees of social enterprises.

Description: The area, which is subject of feasibility studies, consists in planning Technical/Managerial processes of valorization targeted to the 3 specific chains, in compliance with Regional environmental policies on waste.

With relation to the three sectors under investigation/transfer already highlighted in Result 9 (textile, bulky, WEEE sectors), the technical/ managerial skills are identified through 3 steps: 1) Logistics; 2) Ripair/Rigeneration; 3) Sale and Customer services.

In more detail, the above three phases have been divided as follows: 1)Logistics:

-Planning;

-Preparation for collection rounds; -Bins collection/door-to-door; -1st Level sorting; -Donations. 2)Ripair/Rigeneration: -2nd Level sorting; -Abroad/shop/atelier selection; -Repair and Customization; -Cleaning;

-Quality control.

3)Sale and customer services:

-Development of sale strategies abroad, inside shop and on the web (this activity will be implemented in relation to customer tipology, product category, sales performance index and internal management).

The structure of the studies is based on the Business Model Canvas / Plan. The contents of the feasibility studies are about technical/operational/executive aspects of the 3 chains of WEEE, textiles, bulky. The feasibility studies are developed by 3 working groups composed of 11 managers and tutors/coaching experts.
