D
emocrats captured the Illinois Senate and kept control of the House for the 93rd General Assem-bly. The House will have 66 Demo-cratic and 52 Republican members; the Senate will have 32 Democrats, 26 Republicans, and 1 Independent. Democrats also won all but one state-wide executive office (Treasurer), as well as the U.S. Senate seat that was up for election. But in the only U.S. House race in which incumbents faced each other, Republican John Shimkus defeated Democrat David Phelps for district 19 in southern Illi-nois.In an upset in the General Assembly races, Democratic challenger John Sullivan defeated Senator Laura Kent Donahue of Quincy for the 47th Sen-ate district. The SenSen-ate will also get its first member in many years who is not affiliated with a political party: Rev. James T. Meeks of Calumet City, who pastors a church in Chicago.
Perhaps the most striking thing about the November 2002 election results was the large number of new mem-bers. The Senate will get eight totally new members (six Democrats, one Republican, and one independent). In addition, seven current representatives and one former representative (four Democrats and four Republicans) are moving to the Senate; and one Repub-lican appointed to the Senate in the 92nd General Assembly has been elected to the 93rd. The House will get 24 totally new members (14 Democrats and 10 Republicans); three (two Democrats and one Republican) who were appointed to the 92nd Gen-eral Assembly; one Democratic sena-tor who is moving to the House; and one former Republican representative returning to the House.

Biographies of New Senate Members
Bill Brady (R-44, Bloomington) served in the House from 1993 until 2000; in 2002 he was
appointed to replace Senator John Maitland. He serves on the Senate Insurance & Pensions Committee and Transportation Committee. A graduate of Illinois Wesleyan University, he is a real estate broker and a co-founder of real estate and construction firms. He was also a McLean County Young Republicans director, and chaired the McLean County campaigns of Congressman Edward Madigan and Secretary of State Jim Edgar in the 1980s.
Jacqueline Y. “Jacqui” Collins (D-16, Chicago) has a journalism degree from Northwestern
University; a master’s degree in human services administration from Spertus College; and recent or forthcoming master’s degrees from Harvard’s Kennedy School of Government and Divinity School. She has worked as a print, radio, and television journalist; and been a press secretary to Congressman Gus Savage and legislative fellow for Senator Hillary Clinton.
M. Maggie Crotty (D-19, Oak Forest), a member of the House since in 1997, now moves to the
Senate. Her House committee assignments include chairing the Children and Youth Committee, and Vice-Chairing the Child Support Enforcement, Constitutional Officers, and Mental Health & Patient Abuse Committees. She has also served on and been president of the School District 145 board, and served on the Oak Forest Civil Service Commission.
Susan Garrett (D-29, Lake Forest) moves to the Senate after serving for two General
Assem-blies in the House, where she is vice-chairperson of the Consumer Protection and Elections & Campaign Reform Committees, and serves on the Aging, Appropriations—General Services, Elementary & Secondary Education, Tobacco Settlement Distribution, and Transportation & Motor Vehicles Committees. She has a bachelor’s degree from Lake Forest College.
William R. “Bill” Haine (D-56, Alton) has been the Madison County state’s attorney since 1988.
He served in the U.S. Army in Vietnam and received a Bronze Star. He served on the Madison County Board from 1978 to 1988, and chaired the Metro-East Transit District Board from 1981 to 1988. He has B.A. and J.D. degrees from St. Louis University.
Don Harmon (D-39, Oak Park) is a lawyer concentrating on municipal law and public finance.
He graduated from Knox College, and has law and M.B.A. degrees from the University of Chicago. He has worked to promote public-private partnerships to build schools, hospitals, and factories. He has also been general counsel to the Young Democrats of America.
John O. Jones (R-54, Mt. Vernon), after serving in the House since 1995, has been elected to the
Senate. He is the minority spokesman on the House Tourism Committee, and a member of several other committees. He owns a trucking business, and served four years in the Air Force.
Edward D. Maloney (D-18, Chicago) is the assistant principal and dean of faculty at Brother
Rice High School in Chicago. He has also been a manager and professional development director for the Chicago Park District, and a teacher and school administrator. He served in the House for the last 4 months of the 87th General Assembly (1992-93). He has a bachelor’s degree in political science from Lewis University, and a master’s in education from Chicago State University.
Iris Y. Martinez (D-20, Chicago) is a special assistant to Mayor Richard M. Daley, acting as
liaison to Hispanic ministers. She is also a Democratic state central committeewoman and Democratic National Committee member. She attended Northeastern University and the Univer-sity of Illinois at Chicago.
James T. Meeks (Independent-15, Calumet City) is the founder and senior pastor of Chicago’s
Salem Baptist Church, with some 16,000 parishioners. He has written two recent books, How to
Get Out of Debt and Into Praise and Life Changing Relationships.
Dale A. Righter (R-55, Mattoon) moves over to the Senate after serving in the House since
1997. He is the minority spokesman on the House Judiciary I—Civil Law Committee, and a member of several other committees. A lawyer and former prosecutor, he has a bachelor’s degree in accounting from Eastern Illinois University and a law degree from St. Louis University.
Dale Risinger (R-37, Peoria) is a licensed professional engineer, and Executive Vice President
and a member of the board of directors of Clark Engineers. He worked 35 years for the Illinois Department of Transportation, serving as a district engineer. He is a member and past chairman of the Advisory Board for Bradley University’s Department of Civil Engineering and Construc-tion, and has served on a school board among other church and community activities.
Dan Rutherford (R-53, Chenoa) a member of the House since 1993, now moves to the Senate.
He has a bachelor’s degree in business administration from Illinois State University, and is Vice President, International for ServiceMaster, responsible for expanding its overseas businesses. His House assignments include being an Assistant Republican leader, and serving on the Joint Committee on Administrative Rules and the Conflicts of Interest, Executive, and Property Tax Reform and School Funding Committees.
Martin A. Sandoval (D-12, Chicago) is a commissioner of the Metropolitan Water Reclamation
District. He earlier worked in the Superfund division of the U.S. Environmental Protection Agency, and for the U.S. Departments of Defense and Veterans’ Affairs. He is a graduate of Loyola University of Chicago.

Jeffrey M. Schoenberg (D-9, Evanston), a member of the House since 1991, has been elected to
the Senate. In the House he chairs the Appropriations—General Services Committee and Special Committee on State Procurement, and is vice-chairman of the Human Services and Urban Revitalization Committees. He attended Rutgers University, and completed a joint bachelor’s degree program at Jewish Theological Seminary and Columbia University.
John M. Sullivan (D-47, Rushville) is a family farmer and former partner in Sullivan
Auction-eers, which conducts auctions in Illinois, Iowa, and Missouri. He earlier worked for a Production Credit Association and for the Rushville State Bank as a loan officer. He is a graduate of Quincy University.
Richard J. “Rick” Winkel, Jr. (R-52, Champaign) moves to the Senate after serving the House
since 1995, where he is minority spokesman on the Judiciary II—Criminal Law Committee and also serves on the Elections & Campaign Reform, Elementary & Secondary Education, Higher Education, and Property Tax Reform & School Funding Committees. He practices law in a Champaign firm. He has a bachelor’s degree in economics from the University of Illinois, and a law degree from DePaul University.

Biographies of New House Members
Frank J. Aguilar (R-24, Cicero) is Coordinator of Special Projects for the town of Cicero. He
has a bachelor’s degree in philosophy from Loyola University and an M.P.A. from Roosevelt University. He has been the senior operations manager for Junior Achievement of Chicago, and more recently a union representative for the International Union of Allied & Production Workers.
Patricia Bailey (D-6, Chicago) is a Cook county probation officer, and a former Department of
Children and Family Services social worker. She is also a volunteer with Chicago’s community policing program (CAPS). She has attended Chicago State University, National-Lewis Univer-sity, and Liberty University in Lynchburg, Virginia, obtaining degrees in social work and a master’s degree in religious studies.
Maria Antonia Berrios (D-39, Chicago) is a tobacco compliance specialist for the Illinois
Liquor Control Commission, with duties including translation and preparation of public service announcements and training materials. She has also worked for the Cook County Recorder of Deeds, and more recently for two private firms. She has attended the University of Illinois at Chicago, Wilbur Wright Community College, and Northeastern Illinois University.
Rich Brauer (R-100, Petersburg) is the president and manager of Oasis Farms in Menard
County, and a past president of the Illinois Pork Producers Association. He has also been a volunteer firefighter, a member of the board of Sangamon/Menard Crime Stoppers, and has served on agricultural advisory bodies for a Governor and Congressman. He attended Southern Illinois and Western Illinois Universities.
Linda Chapa-LaVia (D-83, Aurora) is the president and co-owner of Aurora Pizzeria and La
Aurora Cigar & Spirits, and a co-owner of Lincoln Manor and CGL Enterprise. She is also a managing and real estate broker for Chapa Realty, and a 1st lieutenant in the Inactive Ready Reserve. She has a bachelor’s degree in political science from the University of Illinois at Chicago.
Robert W. Churchill (R-62, Lake Villa) was a member of the House from 1983 to 1999, where
he was Majority Leader from 1995 to 1997 and chairman or minority spokesman of the Rules Committee from 1991 to 1999. He practices law in Grayslake, and has been General Counsel to the House Republicans. He has a bachelor’s degree in history and political science from North-western University, and a law degree from the University of Iowa.
Marlow H. Colvin (D-33, Chicago) was appointed in October 2001 to fill the House seat
vacated by Todd Stroger, and has now been elected. He serves on the Appropriations—Public Safety, Cities & Villages, Computer Technology, Counties & Townships, and Insurance Commit-tees. He formerly was an administrator in the office of the Cook County Assessor. He has a bachelor’s degree in political science from Chicago State University.

William “Will” Davis (D-30, Hazel Crest) is deputy district administrator for Congressman
Jesse Jackson, Jr. He is also a member of the Citizen Economic Development Task Force in Hazel Crest. He has a bachelor’s degree in political science from Southern Illinois University, and is pursuing a master’s in public administration at Governors State University.
Kenneth “Ken” Dunkin (D-5, Chicago) serves on the Chicago Capital Improvement Advisory
Commission and the Cook County State’s Attorney Advisory Council. He has also been a community liaison for Secretary of State Jesse White. He has a bachelor’s degree in political science from Morehouse College, and a master’s degree in social service administration from the University of Chicago.
Joe Dunn (R-96, Naperville) is a CPA, founder of an aviation service company, and the
manag-ing director of a private equity investment fund. He has also served as a Wheatland Township trustee. He has a bachelor’s degree from Northern Illinois University and an M.B.A. from DePaul University.
Roger L. Eddy (R-109, Hutsonville) is the superintendent of the Hutsonville school district in
Crawford County. He has a bachelor’s degree in education from Northern Illinois University, and a master’s in educational administration and a specialist’s in administration from Eastern Illinois University. He has served on several state educational or economic development committees and advisory boards.
Deborah L. Graham (D-78, Chicago) is a coordinator for special projects in the Chicago
Department of Planning. She is also a member of the board of the Community Action Council in the Austin neighborhood, and a former Shelter Plus Care housing program manager. She has a bachelor’s degree in business administration from Robert Morris College.
Naomi D. Jakobsson (D-103, Urbana) is the executive director of the University YWCA in
Champaign. She is a former Champaign County Recorder of Deeds and English as a Second Language teacher. She has a bachelor’s degree in history and a master’s degree in English as a Second Language from the University of Illinois.
Charles E. “Chuck” Jefferson (D-67, Rockford) was appointed in 2001 to complete the term of
Representative Doug Scott, and has now been elected. He served in the U.S. Army as a military policeman, and has been a member of the Winnebago County board since 1990. In the House he serves on the Aging, Aviation, Mental Health & Patient Abuse, and Urban Revitalization Commit-tees.
Kevin C. Joyce (D-35, Chicago) is a political consultant. He has served on the boards of
directors of the Illinois Crime Commission and the Keep Chicago Beautiful Environmental Foundation.
Robin Kelly (D-38, Matteson) is a public administrator. She has bachelor’s and master’s
degrees from Bradley University, and is a Ph.D. candidate at Northern Illinois University.
John J. Millner (R-55, Carol Stream) has been Elmhurst’s police chief since 1986. He has a
bachelor’s degree from Lewis University, and a master’s in law enforcement administration from Western Illinois University. He is a current or past member of many law-enforcement organiza-tions (including chairing the DuPage Metropolitan Enforcement Group), and has instructed many groups in Illinois and other states on law enforcement.
Robert S. Molaro (D-21, Chicago) moves to the House after serving in the 88th through 92nd
General Assemblies in the Senate, where he is minority spokesman on the Executive Committee and a member of the Transportation Committee. A former assistant Chicago corporation counsel, he now heads his own law firm. He has a bachelor’s degree in business administration from Loyola University and a law degree from John Marshall Law School.
Elaine Nekritz (D-57, Northbrook) chairs Northbrook’s Community Relations Commission,
and is a former partner in the law firm of Altheimer & Gray. She also competed as a bicyclist at the 1994 Olympic trials and is a member of the Chicagoland Bicycle Federation. She has a bachelor’s degree in economics from Trinity University and a law degree from the University of Michigan.
Brandon W. Phelps (D-118, Norris City) is the director of organizing for the Midwest Region of
the Laborers’ International Union of North America. He worked in the Illinois Treasurer’s office from 1992 to 1995. He has a bachelor’s degree in political science from Eastern Illinois Univer-sity.
Sandra M. Pihos (R-42, Glen Ellyn) is the president of the Glenbard Township District 87
school board. From 1993 to 2000 she was the vice president of Pihos Enterprises, a restaurant management firm. She has also been a schoolteacher and a high school guidance counselor. She has a bachelor’s degree in history from Mount Union College in Alliance, Ohio and a master’s in secondary education, guidance, and counseling from Northern Illinois University.
Robert “Bob” Rita (D-28, Blue Island) is a Calumet Township trustee and director of the
Township Officials of Illinois. He is a former chairman of the executive board of the Young Democrats of Cook County.
Chapin Rose (R-110, Urbana) is a senior assistant state’s attorney in Champaign County. He is
also a recent Champaign County Republican Party treasurer. He has bachelor’s and law degrees from the University of Illinois at Urbana-Champaign. He also taught political science at a community college while in law school.
Kathleen A. Ryg (D-59, Vernon Hills) is the chief deputy to Lake County’s Recorder of Deeds,
and a Vernon Hills village trustee and former village clerk. She has a bachelor’s degree in family services from Northern Illinois University and a master’s in education from Roosevelt University, and is working on her thesis for a master’s in public administration from Roosevelt. She has been active in the Illinois Municipal League and municipal clerks’ organizations.
Jim Sacia (R-89, Pecatonica) is the president and CEO of NITE Equipment, Inc., and a member
of the Winnebago County board. He has served in the Army and National Guard, and spent 30 years in law enforcement, mostly as an FBI special agent. He has bachelor’s degrees in psychol-ogy and speech from the University of Wisconsin-River Falls.
Ed Sullivan, Jr. (R-51, Mundelein) is the Fremont Township Assessor and has served as an aide
to Congressman Phil Crane. He has double bachelor’s degrees in history and political science from the University of Illinois at Urbana-Champaign.
Eddie Washington (D-60, Waukegan) is a North Shore Sanitary District trustee and a member
of the Lake County board’s minority affairs committee, as well as a member of the John Howard Association. He attended Southern Illinois University at Edwardsville with a major in political science and a minor in journalism.
Jim Watson (R-97, Jacksonville) was appointed in late 2001 to fill the seat vacated by
Repre-sentative Tom Ryder, and has now been elected. He is the minority spokesman on the House Computer Technology Committee, and also serves on the Agriculture, Appropriations—General Services, Revenue, and Transportation & Motor Vehicles Committees. He has bachelor’s and master’s degrees in history from Eastern Illinois University, and an M.B.A. from the University of Illinois. He is also a former Marine and schoolteacher.
