Projects Under Design
Adaptive Lighting Study, Standards and Pilot Design
Working DRAFTS of both the "Adaptive Lighting Specification" and "Design, Operations, and Maintenance Handbook" (guide) have been generated and will be used for the creation of the two pilot projects (one urban and one rural). The pilot projects designs kicked off on October 21, 2020.
ITS Programs & Projects
Wrong Way Driver Projects Update The Wrong Way Driver study is ongoing, with no current updates. The Wrong Way Driver evaluation is also ongoing with vendors having through December 2020 to install/integrate their systems with NDOT. Evaluation data collection will occur in January 2021. NDOT should have a chosen system or systems for statewide deployment sometime in February or March 2021. All new systems will comply with current MUTCD guidelines (red RRFB will not be deployed).

DMS Safety Related Messages
The DMS competition was launched in August and NDOT received almost 1000 responses. The messages are currently under review and winners will be chosen by the end of the year.
511 Traveler Information
The task order for the ATIS Research project has been executed with HDR. Work is to begin this year. The on-call service provider will be responsible for creating a plan for implementation of a new or upgraded system, including development of an RFP, if needed.
Traffic Incident Management (TIM) Coalition
The TIM Coalitions have been meeting virtually and have increased the frequency of meetings to monthly. A virtual training program has also been developed. On Thursday, December 3rd, a statewide coalition meeting will be held, with the top-level leadership of multiple agencies attending to close out the year.
TSMO
NDOT has completed the TSMO Capability Maturity Model (CMM) Self-Assessment to evaluate the status of TSMO implementation with our agency. Implementation of the program continues with the development of a TSMO website and a business case for the divisions, both of which should be completed by the end of the year. Additionally, TSMO Steering Committee (TSC) meetings have begun taking place on a quarterly basis, with the first being held in November.
Waycare
2.0 is scheduled to be released in early February. The Project Management division is still in the process of finalizing the Waycare scope for the Tropicana INFRA Grant Project.
NDOT FAST Operations Agreement
Draft agreement is under development. Focus group meetings have begun taking place. Expecting to finalize the agreement by the of December depending on everyone's availability.
ITS Strategic Deployment Plan
The first version of the ITS SDP AMP application has been developed and is nearing completion. This tool will allow Traffic Operations to easily track and modify new and existing projects in a web-based map application. Anyone with access to AMP around the state will also have access to the ITS SDP feature, allowing for seamless information sharing.
Advanced Signal Warning Systems (ASWS) Guidance
This project will modify some Advanced Signal Warning Systems at various locations in NDOT District 1. Following a thorough engineering review and the department’s updated advanced signal warning system guidelines, some of the advance signals throughout the state are changing from flashing at the onset of an upcoming yellow signal to either a static sign or a continuously flashing signal. Timing of flashing signals may also be modified to enhance safety. Some advance signals may be removed due to the updated guidance. This will promote uniformity and consistency in ASWS, enhance safety and promote better driver behavior.
