21-22 Health Allocation

MEP is restructuring the grant formula to include health funds

as apart of the regular allocation.

All accepting MEP districts eligible;

Additional funding dependent on enrollment count

100 or less eligible students = $1500

100-400 eligible students = $2500

400 or more eligible students = $4000

Unused funds will be carried over and renewed annually there after.

Additional health funds currently available throughout 2020-2021.

Grant Application (Health)

To receive additional health funds, complete the MEP grant application

and include the following:

Detailed plan for coordination of health services- including:

1.

Planned or possible services offered- e.g., sports physicals;

2.

Coordinating staff- e.g., school nurse/ student support;

3.

And partnering organizations, to help resolve newly

identified or existing heath or social barriers experienced

by eligible youth- e.g., Sea Mar, YVFWC, etc.

Be specific as this section will be reviewed for final approval.

Considerations for 2021-2022 (Health)

In preparation for the additional funding, consider working with

your fiscal department, local providers, and ESD to:

Establish a direct partnership to ensure the delivery of

services as quickly as possible- contract, MOU, etc.;

Determine the best way to take immediate fiscal action

to help address needs- e.g., invoice, credit card, etc.;

Think about expanding the menu of services available.

On-line Program (limited space)

Classes will be held via Zoom and Canvas – please ensure students

When to ask for assistance:

• Falling behind on ID&R • Recruiter on extended leave • A high influx of students • Transitioning recruiter

Consider the following:

Identification means actively looking for and finding migratory children and youth.

• The longer it takes a state to find a migratory child, the more time passes before the child receives the extra services he or she needs to succeed.

ID&R Plan

Purpose of an ID&R Plan per National ID&R Manual

• The process of creating a School District ID&R Plan forces the recruiter and MEP staff to think about what should be

accomplished, to establish recruitment objectives, to decide the best way to attain these objectives, and to develop specific action steps and timelines for their completion.

• An ID&R Plan encourages the recruiter to be efficient and to use time wisely.

• An ID&R Plan keeps the recruiter focused and on task. Recruiters will face many different situations in the field and on the job; a plan focuses the recruiter on a specific set of tasks.

• The completed ID&R Plan can serve as the basis for evaluating the recruiter’s efforts and continually adjusting and improving the recruiter’s strategies for finding migratory children.

• If the recruiter leaves the job (e.g., retires moves), the new recruiter has a clear blueprint of recruiting in the local area.

ID&R District Plan Checklist

• The Cover and MEP Staff Sheets can be on one sheet. Some of you have school district letterhead templates. Be detailed on the contact information for the staff.

• ID&R Plan(s)- if you have more than one recruiter, you will need to turn in an ID&R Plan for each recruiter. Along with the SD ID&R Plan. For those with one recruiter, the SD ID&R Plan is sufficient

• Create a detailed ID&R Plan, and it will make it easier to create ID&R Plans for each recruiter.

• Having a detailed directory will allow you to develop maps via google maps.

• Please submit all your documents as one pdf attachment to [email protected]. If you have images, then paste them in a word document. There are free YouTube and pdf mergers that will help you accomplish one PDF document.

Q & A

Why is this considered a “pilot year”?

The pilot year of online reporting is designed to help OSPI, ESD and

MSDRS staff assess reporting, develop/adjust training and identify

issues with system by receving and vetting input from MGS and MSA.

Why is online reporting happening?

This function was requested by MGS and MSA in seeking to improve

reporting practices

Is online reporting required for all MGS and MSA?

Yes, this will allow for MGS and MSA to acquire a comfort level with

the online tool and provide feedback to OSPI and MSDRS if any issues

arise as data is being inputted.

Out-of-School Youth

MEP identifies Out-of-School Youth (OSY) as:

Migrant eligible youth between the ages of 16-21;

Who are not enrolled in school;

And have not received a high school diploma or its equivalent.

The MEP's State Service Delivery Plan calls for the continued

increase in the services provided to OSY as a priority.

OSY who meet the definition of a "migratory child" are entitled to

free and public education just like any other migrant student.

districts.

May assist with answering questions regarding OSY eligibility, allowable

services, or to provide technical assistance- such as developing a plan to serve

OSY in iGrants or prepare for CPR.

ESD OSY/ Health Coordinators will not be providing direct

services to OSY students in district boundaries that receive Title I.,

Part C funds.
