Building surveying
Building surveying is core to a wide range of services for the built environment. Reducing your exposure to risk and adding value throughout the property life is an essential part of our service offer.
Our clients use us to help them with:
1. Taking stock - our experience and expertise in understanding building form and condition can provide the broad based overview needed to develop long term property strategies.
2. Purchasing - the acquisition of a building or property portfolio represents a major cost. A detailed building survey will give an overview of the condition of the property to help make legal and commercial assessments.
3. Leasing / Letting - we have the skills and expertise to assess the repairing obligations of a lease in relation to the condition of the building and during the currency of the term and at termination to assess dilapidations liabilities.
4. Occupying - ever changing legislation makes property owners/occupiers and employers responsible for deficiencies within a property and/or workplace. These can be addressed by commissioning premises audits.
5. Improving - alteration and refurbishment works are inevitable within a property’s life cycle, work can be outsourced to our building surveyors – from feasibility studies, to preparing designs, drawings and tender documents and undertaking contract administration services.
6. Maintenance - planned maintenance
programmes and life cycle analysis will highlight deficiencies in the building fabric, advise on maintenance priorities and identify costs of required works.
7. Protecting - insurance against loss is vital to any business. Insurance reinstatement assessments provide a valuation which should be updated at least every three years. Procurement and management of insurance reinstatement works can also be undertaken.
8. Recording - it is necessary to formally record the condition of a building in a Schedule of Condition at any given time in its life cycle.
9. Vacating - in a move the commissioning of space planning and move management services can greatly assist in the smooth transition from one property to another.

PPP / PFI experience
We have provided advice to Trusts, SPVs and contractors on the majority of PFIs undertaken to date. In the latest wave we are Trust cost advisor on Royal National Orthopaedic Hospital, Stanmore and West Midlands Metropolitan Hospital and quantity surveyors to bidders on Alder Hey Children’s Hospital and Papworth Hospital.
Much of our work in this area is now on variations and efficiency drives on operational PFIs.
Barts Health NHS Trust
Barts and the Royal London Hospital PFI
We have been working with UCLH to assess the cost impact of issuing a major variation to the
Cardiovascular Centre which includes the provision of cardiac theatres, cath labs and critical care beds. Our role includes the validation of the costs proposed to undertake the variation together with the identification of areas of cost efficiency. We have actively challenged costs being put forward by the SPV and provided UCLH with clear and concise guidance to enable critical strategic decisions to be undertaken.
Midlands Metropolitan Hospital PFI
We are providing Trust Cost Adviser for this £280 million PFI development. We have developed the Public Sector Comparator to 1:200 stage within the constraints of the Outline Business Case and have supported the scheme through the various DoH and Treasury approval gateways.
The scheme will be one of the first projects to be procured under the new PF2 procedures and is due to start on site in 2016/17. We have also made innovative recommendations to significantly improve the Trust’s contractual position in relation to changes during the operational phase of the project, by amending the Schedule 22 Variations Procedure in the standard PFI Project Agreement.

We were appointed to prepare an estate strategy for the recently formed South East London cluster, consisting of six boroughs.
Bradford & Airedale Community
Infrastructure Plan
We were commissioned by Bradford & Airedale Care Partnerships to develop a Community Infrastructure Plan (CIP): only the third such plan in the country. We engaged with all stakeholders to develop a strong understanding of their service intentions and property opportunities.
Royal Cornwall Hospitals
We were commissioned to complete a service strategy, estate strategy and impact review with a particular focus on clinical governance and financial sustainability as part of the Trust’s response to the local QIPP programme. A key element of the report was a set of potential options for the continued sustainable use of two of the Trust’s smaller hospitals addressing concerns around safety and sustainability.

The £110 million new build project is a highly complex development comprising operating theatres, critical care suites, A&E and 12 negative cascade isolation suites. It is built on a very constrained site adjacent to fully operational sensitive departments.

This scheme is being procured through the P21 framework and will provide new cancer, trauma and acute facilities as part of a complex phased development of this busy hospital site.

The new QEII hospital is under construction and replaces the existing 50 year old facilities with purpose-built units accommodating primary care services, a local A&E facility, outpatients, diagnostics, endoscopy, therapies and a children’s outpatient service.
As part of a drive to provide sustainable health services, the new hospital will balance local access with the centralisation of specialist care.

We have acted as the Trust’s technical advisor for this PFI project since 2001. The main phase is now operational and provides a new emergency care, acute care and diagnostic and treatment centre connected to the remainder of the existing estate.
The next phase will provide an expanded women and children’s centre in a combination of new and refurbished accommodation.

We have delivered and are delivering projects at all three King’s College Hospital estates. This includes the Critical Care Unit, the Helipad, Infill Block 4 and Infill Block 5.
The Infil 4 project includes new theatre and inpatient ward accommodation via a modular building solution. We were instrumental in ensuring a robust and complete set of Employer’s Requirements as part of the initial tender documentation. Whilst negotiating the modular building package, we identified a £1m cost saving to the Trust. We also sit on the King’s Health Partners Framework, where King’s College is a member.

Merinfort Development

Merinfort is a multi-phased 4,500m² expansion of the Mater Private Hospital in Dublin. The development includes a 1,200m² rooftop extension and a three floor extension to the North West wing to accommodate extensions to Day Therapy, Diagnostic Imaging, Oncology, and Theatre Departments.
The development included the construction of a Hybrid Catheterisation Theatre, one of the first of its kind in Europe. The Hybrid Theatre is a new concept in operating theatres which combines Cath Lab imaging facilities in an operating theatre environment. This project, part of our ongoing partnership with Mater Private Hospital, assures our healthcare team are at the cutting edge of healthcare construction work.
Central Manchester University Hospitals

University College London Hospital
Phase 5

This £40 million project will see the relocation of the Royal National Ear, Nose and Throat Hospital and the Eastman Dental Hospital onto a new site.
The project is aiming to be the first health project to achieve BIM maturity level 3, and Sweett Group is playing an active role in developing BIM protocols and working methods to incorporate construction sequencing and cost estimating ( the 4th and 5th dimensions ) into the BIM model. This innovative work also involves a PHd researcher and representatives from the government’s BIM task-force as part of the project team.
Southmead Hospital
Client: North Bristol NHS Trust
Services: Operational Commissioning Location: Bristol, England
Serving the Bristol area from two acute hospital sites, the Trust decided to develop a single acute hospital, the Brunel Building at Southmead, an 800 bed £430 million PFI scheme combining clinical services from Southmead and Frenchay.
We developed and monitored the operational commissioning programmes for both sites, together with a number of other linked projects required to deliver the rationalised services, and provided planning and programme management support. We also supplemented the Trust’s own reporting with independent monitoring and reporting of progress, highlighting key issues and actions required. Southmead Hospital is the largest hospital to open in 2014 within the UK.
Central and North West London
Mental Health Trust
Client: Central and North West London NHS Foundation Trust

Through our long standing relationship we have delivered a range of projects for the Trust. These include a £20m remodelling and refurbishment works at St Charles Hospital; a £10m new build MHU at Woodfield Road; a £5m refurbishment and extension at Horton Haven delivered via ProCure 21 and a multi phased £7.5m refurbishment and extension at Northwick Park, which has been delivered whilst the unit remained fully operational.
We also conducted a post project evaluation (PPE) of the project in line with the Department of Health’s Good Practice Guide, in order to learn relevant lessons for future projects at the Trust.
We have been responsible for the delivery of 10
projects for the Trust over the last 13 years, as well as
providing strategic consultancy advice.

A state of the art mental health facility, providing three distinct buildings on existing operational sites. With a total provision of 243 in-patient beds with significant facilities for out-patients, day-patients and support services.
This PPP project reached Financial Close early 2010 and was procured under competitive dialogue arrangements and Scottish Government’s Non-Profit Distributing model (NPD) Since the introduction of BREEAM 4 Health in 2008 we have incorporated the implementation of BREEAM Excellent into the Board’s requirements.
Bristol Royal Infirmary Redevelopment

We are appointed as Trust Cost Advisor for a series of P21+ projects. The works include a 9 storey tower to house intensive care, day theatres, wards, restaurant, critical care, admin and FM; along with a new roof top helipad and crew
accommodation, refurbishment and an extension to provide specialist tertiary services for burns and neurological services.
There is a site wide generator scheme, two linear accelerator bunkers, ward accommodation for the Teenage Cancer Trust and further offices.
Lewisham Healthcare NHS Trust

We provided a range of services to the £12m refurbishment of the Urgent Care Centre and Emergency Department, which was procured via the P21+ Framework.
The new department is now based in one building and provides a children’s emergency department, emergency x-ray facilities and an urgent care centre. The building achieved a ‘Very Good’ BREEAM rating.

This project is the first phase in redeveloping the site to take mental health inpatient accommodation out of the inadequate listed building and provide a new treatment ward and acute assessment ward.
Sweett Group led the Trust through the ProCure21 appointment process and acted as P21 Project Manager. We administered the commercial aspects of the contract, certified interim assessments, negotiated compensation events for Trust changes and facilitated the project risk reviews. Additionally, Sweett Group also provided BREEAM assessor and CDMC services to the P21 Principal Supply Chain Partner (IHP).
Nottingham University Hospitals

We are providing Trust project and cost management advisory services, together with NEC Site Supervisory services on a variety of projects for the Trust. This has included the refurbishment and creation of the complex critical care scheme. The project was phased over two wards to ensure continuity of service provision throughout construction.
On the Radiotherapy Centre, which houses 3 Linear Accelerators and other oncology care accommodation, we delivered project management and cost advisory services together with significant commercial and economic input to the business case, from OBC to completion. The project was shortlisted for Building Better Healthcare Awards ‘Team of the Year’.

The Barnet, Enfield and Haringey Clinical Strategy concentrates obstetrics and emergency care at Barnet Hospital and creates a new future for Chase Farm Hospital as an elective care, outpatient, urgent care and diagnostics centre providing services in an improved estate.
We developed the OBC and FBC to implement the BEH Strategy as well as providing project management and leading the commercial negotiations for the PFI variation. This included capital cost, FM, lifecycle and managed equipment service changes. During construction we provided project management support and managed post contract variations.

Value management is a constant challenge with the Trust. Budgets and timescales are often tight, which provides a constant challenge to the team. Having worked with the Trust for a number of years, we can anticipate these challenges and use lessons learnt and record cost information to overcome them. Furthermore, we understand which elements of the schemes are important to the Trust, through a combination of our experience at the hospital and well developed communication channels
