NOTICE OF FIRST PUBLIC HEARING

Phase 1 Southern Annexation

Notice is hereby given that a first public hearing will be held by the City Council of the City of Portland, Texas, at 5:00 p.m. on Monday, September 21, 2020, at the City of Portland City Hall City Council Chambers, 1900 Billy G. Webb, Portland, Texas, for all persons interested in the proposed annexation. All persons and interested parties shall have the right to appear and be heard at the public hearing. In the event that City Hall is closed due to COVID-19, the public hearing will be conducted via video conference. The public hearing agenda, which will be posted on or before Friday, September 18, 2020 at 5:00 p.m., at www.portandtx.com and at City Hall, will contain the procedures for participating in the video conference. Public comments can be submitted prior to the public hearing by emailing Annette.hall@portlandtx.com.

This will be the first of two public hearings, both on September 21, 2020, as required by Texas Local Government Code Section 43.063. The purpose of the public hearing is to consider the proposed annexation of the proposed annexation boundary as described below and depicted on Exhibit “A”:

Beginning at a point in the existing Portland City Boundary Line, said point is currently the most westerly point in the City boundary, said point also lies in the south right-of-way line of Moore Ave (FM 893)

Thence, in a westerly direction along the south right-of-way line of Moore Ave (FM 893) the following courses and distances,

N 89 degrees 14’ 52.15” W, a distance of 866.47’ N 89 degrees 21’ 13.87” W, a distance of 1,774.80’ N 83 degrees 02’ 43.85” W, a distance of 50.05’ N 89 degrees 32’ 31.85” W, a distance of 1,428.68’ N 89 degrees 28’ 01.64” W, a distance of 245.84’

N 88 degrees 58’ 10.67” W, a distance if 527.40’ to a point for corner Thence, leaving the south right-of-way line of Moore Ave (FM 893) in a northerly direction N 00 degrees 28’ 46.03 E, a distance of 1,000.00’ to a

Thence, in an easterly direction S 89 degrees 28’ 47.51” E, a distance of 4,886.97’ to a point for corner,

Said point is in the east line of parcel 47960

Thence, in a southerly direction S 00 degrees 02’ 18.58” W a distance of 895.79’

Thence, continuing in southerly direction S 00 degrees 56’ 44.19” W a distance of 120.46’ to the point of beginning and containing 113.2 acres of land.

Let it be noted that metes and bounds description is described by parcels from San Patricio County Appraisal District.
