SUBJECT: Graduate Transfer Credit for Professional Military Education
Troy University is dedicated to supporting the men and women of the U.S. Armed Forces and has provided transfer credit opportunities for Professional Military Education (PME) in several graduate programs. Significant changes have taken place in PME and Troy University graduate programs. The attached PME schools and courses are evaluated for transfer credit for AY 2013-2014. The following policies are effective with this message and approved by the Graduate Council on August 22, 2013:
1. The “PME Matrix for Graduate Programs AY 2003-2005” is cancelled for all programs except the MSM and MSHRM as detailed in paragraph 6 below.
2. The attached document “PME Transfer Credit AY 2013-2014” is implemented and effective upon receipt. 3. “PME Transfer Credit AY 2013-2014” is authoritative, i.e., prospective or current students can be advised
that acceptance of transfer credit specified in the document is guaranteed subject to the application criteria specified in the Graduate Catalog.
4. “PME Transfer Credit AY 2013-2014” is less lengthy than the “PME Matrix” it replaces and reflects actual requests for transfer credit received over the past several years. PME credit is granted primarily by the Master of Science in International Relations (MSIR) program because of its focus on national security issues. Because the Master of Public Administration (MPA) program has a three course National Security Affairs concentration, credit may also be granted for completion of the appropriate PME courses.
5. There are hundreds of PME courses and most are not listed in the new PME document. Prospective or current students should be encouraged to petition for transfer credit when eligible if they complete a non-listed PME program that reasonably reflects graduate level education and is listed in the ACE Guide for possible graduate credit. A decision on whether or not to accept transfer credit for the PME course[s] in question will be made at the program and Graduate School level.
6. Extensive changes to Sorrell College of Business programs have removed the opportunity for transfer credit from PME programs. Students currently in the MSM program and who began the program prior to T1/ 2013 and students who began the MSHRM program prior to AY 2009-2010 may continue to use the 2003-2005 PME Matrix as a guide for transfer credit requests.

1. Some PME programs offer the opportunity for a master’s degree upon completion of
additional student work. With a completed master’s degree, students are limited to 6
semester hours of transfer credit as specified in the Troy University Graduate Catalog. The two courses to be granted transfer credit can be drawn from the list approved for the relevant Resident Course.
