he development of SFS Aviation can be traced back to 1990 and a time when Thailand’s domestic demand for oil could not be met by the country’s existing refinery capacity. The Ratanarat family, as Thailand’s largest importer of diesel oil from the Middle East, recognised the opportunity and built a new oil marine terminal on Si-Chang Island.Needing an efficient means of transport from Bangkok, Chira Ratanarat established the Si-Chang Flying Service, which was later to become SFS Aviation. Initially operating corporate flights between the capital and the new deep sea oil terminal, the company quickly established itself and took the bold decision to begin offshore operations in 2005.
Today Chira Ratanarat is Chairman of SFS Aviation and his son Tisanu is CEO responsible for the day-to-day operation of an organisation that is recognised by international oil companies as a highly capable offshore helicopter business and a leader in Quality and Safety Management Systems.
The company is headquartered in Bangkok and has two operating bases, the first in Bangkok at Donmuang Airport and the second at Songkhla in southern Thailand, which is the focal point for its offshore business. Recalling the challenge of establishing a Thai company in the offshore helicopter market, Tisanu says: “In over 20 years of offshore flying in Thailand, there had never been easy for foreign operators to monopolise the business.

“Most of the profit went outside Thailand and the opportunities for development of Thai people were minimal. To put this into perspective, SFS has contributed more tax to the Thai economy and developed more Thai staff capability in our seven years in the offshore market than in the previous 20-plus years under foreign monopoly.
“At the time there was a lot of resistance from the oil companies that we had to overcome. It was thought that the non-confrontational component of the Asian culture undermined the Quality and Safety System which greatly depends on the leaders’ and staff’s ability to uphold system compliance. Of course, many years later, we are now seen by these same businesses as a robust small company that focuses on making a name for Thailand, capable of safe offshore operations and managed under a westernised process-driven and systematic approach.

The company has doubled in size since 1990 and now employs more than 40 pilots, plus a large engineering team and prides itself on a strong safety culture reinforced by a highly developed individualized training programme for pilots and engineers.
THE RELATIONSHIP WITH AGUSTAWESTLAND
In 2010 the CPOC (Carigali-PTTEP Operating Company) joint venture between Thai national oil company PTTEP (PTT Exploration and Production) and Petronas of Malaysia announced its requirement for an offshore helicopter fleet to service the Malaysia Thailand Joint Development Area in the Gulf of Thailand, which was created to develop the natural resources in the area.
The requirement was for Class 1 performance with 12 passengers on board, flying 145nm without refuelling. This was the longest range required of any offshore contract in Thailand and it became clear that the AW139 was the only helicopter capable of fulfilling the demanding mission profile.
SFS initially leased its first AW139 from another operator in 2010 and following discussions with Vincenzo Alaimo (AgustaWestland Head of Region in Malaysia) SFS Aviation signed a contract for purchase of AW139s with the first entering service in early 2011. Two more AW139s have since joined the fleet and a fourth is due for delivery this summer. SFS Aviation has also made a customer commitment for four AW189 helicopters, meaning that it will join a growing number of customers to benefit from the commonality benefits of the AgustaWestland Family of new generation helicopters.

performing two to three flights each day.
Despite the challenges, SFS’s fleet is regularly achieving more than 95 per cent availability. Tisanu explains: “The trend in the region is to go further offshore and over these long distances the AW139 and AW189 have better efficiency than the competition.
“The funny thing is that our AW139 was also the first offshore helicopter in Thailand to benefit from air conditioning. It is hard to imagine that in such a hot country, customers would accept to fly with non-air conditioned aircraft. Until the AW139 entered the market, passengers suffered for three decades because other medium size helicopters could not have air conditioning without losing a lot of payload and range.”
Tisanu also emphasises the importance of a strong working relationship between SFS and AgustaWestland: “AgustaWestland Malaysia, always tries to listen and work out a solution. AgustaWestland’s experience in supporting offshore customers is developing all the time. Nobody is perfect, but it is the attitude and commitment to continuously improve that counts. We know that AgustaWestland is pushing its parts manufacturers to ramp up their manufacturing capacity and further enable AgustaWestland Malaysia to carry more spare parts at its facility.
“Thai people and Italian people are very similar. We both focus on personal relationships, friendship, trust, and respect as a basic foundation to make both sides enjoy working with each other. With friendship established, motivation to help each other out emerges, and solutions to problems can be attained.
“As an example, at the time of our expansion from the existing three Sikorsky S76C+ helicopters into the AW139 in 2010, SFS could have been considered too small to venture into a new sophisticated aircraft type like the AW139. AgustaWestland helped SFS through that difficult phase of adopting a new type, especially in the area of avionics maintenance. Now it is safe to say that SFS is well experienced in operating the AW139.”
INVESTING FOR THE FUTURE
The partnership between SFS and AgustaWestland has been strengthened fur-ther with the announcement that SFS has been appointed as an AgustaWestland Authorised Service Centre in Thailand. The company will support the entry into service in 2014 of two AW139s ordered by the Royal Thai Army.
The deliveries will see the AW139 operate in Thailand’s military market for the first time and SFS will provide maintenance and parts support.
Beyond this, SFS is also expanding in the field of training and is working with the Thai Department of Civil Aviation to establish an ab initio flight school in Phuket. Earlier this year the company launched a third-party international leasing busi-ness for light helicopters through a subsidiary joint venture company called ‘Heli-partner Thailand’. It is the first business of its kind established by a Thai company and is supported by Thai financiers.
THE UNIQUE HERITAGE OF SFS
A true aviation enthusiast, Chira Ratanarat took his love of model aeroplanes and helicopters to a new level when establishing the helicopter service between Bangkok and Si-Chang Island, learning to fly and eventually amassing more than 1,000 hours as a helicopter pilot.

Chira explains: We have our own five-axis and three-axis CNC machines to get accurate and precise curves on metal parts. We have composite shops with employees working full-time to build the structure. This is why these custom-built planes with turbine engines can cost between US $50,000 to $100,000 to make.”
And there is one final special connection between SFS and AgustaWestland. Following a visit to AgustaWestland facilities in Italy and learning of the company’s historical links with SIAI-Marchetti, Chira Ratanarat decided to develop a scale model of a Marchetti aircraft, the SF 260, which will be given to AgustaWestland as a symbol of friendship.
The model is built from composite material, with CNC custom parts and uses a turbo-prop engine, just like the real SF260. The model is now completed and flight-tested in Thailand waiting to be handed over during a planned visit to AgustaWestland this summer.
