1 Should be conversant

(i) Dealing with the issues of R&D and Scientific work related to Biomass & Energy Management of the Institute.

(ii) Matters related to RA's / Research / Project Fellows (iii) Interaction with various technical organizations for organizing Training Programmes / Seminars / MoU's / Conferences and other work related to the field of Bioenergy.

(iv) Other work as allocated by the Competent Authority. 75,000/- per month, with annual increase of 5% on satisfactory continuation of contract on year to year basis. Direct: Purely on short-term contract basis for a period of one year which can be extended on year to year basis depending on the performance of the candidate / requirement of the Institute.

(i) Essential Qualification(s):

Ph.D in Science/ M.Tech in Engineering - viz.

Agriculture/Chemical/ Mechanical/ Agriculture/ Biochemical/ Environmental/ Energy Science/Bioenergy or Allied Sciences form a recognized university.

(ii) Experience

Working experience should be more than 25 years in the relevant field. Senior Scientist / Engineer having experience in industry / R&D Lab will be preferred

(iii) Age Limit:

The upper age limit would be 60 years on the date of publication of this advertisement.

4 Section Officer (Accounts)

1 Finance & Accounts 30,000/- Direct: On Contract Basis

Educational Qualification

Bachelors Degree in Commerce from any recognized University with minimum 50% marks.

Desirable Qualities. Must have command over English Language and knowledge of letter drafting, Computer Knowledge (proficient in MS-Office & Tally) with knowledge of Govt. Processes.

Experience. 10 years of relevant experience in a Govt. Office, Public Body or an Organization of repute.

Terms & Conditions

1. Tenure: The appointment is purely on contract basis for a period of one year which may be renewed or terminated on

the basis of performance and conduct of the candidate / applicant. This appointment will not vest any right to claim by the candidate for regular appointment or permanent absorption in the Institute.

2. Expiry of Contract: The contract will automatically expire on completion of one year until it is renewed with mutual

consent for the decided period with the approval of Competent Authority on its merits. The contractual appointment can be terminated at any time, by either side, by giving 30 days notice or salary in lieu thereof.

3. Remuneration: The contract will entitle the contractual appointee to a consolidated remuneration as mentioned

below. The contractual appointee will be entitled only for restricted allowances as per Institute rules and regulations. Name of Post Consolidated Salary per month

4. Upper Age Limit: for the said posts, is 60 years in the case of Sr. Consultant Biomass & Energy Management and 56

years in the case of Administrative and Finance & Accounts posts, as on the date of publication of this advertisement in Employment News.

5. Mode of Selection: The selection of candidates will be made through interview / exam or both from the short listed

applications received in response to the advertisement.

6. Leave: The leave entitlement of the appointee shall be as per Institute norms (8 Casual Leave, 2 RH).

7. The candidate will have to conform to the rules of discipline and conduct as applicable to the Institute employees.

8. Incomplete applications or applications without supporting documents will be treated as cancelled /rejected. If the candidate desires to apply for more than one post’s then he must send a separate application for each post. Applicants already an employee of state/centre Govt., will have to submit NOC along with their application.

9. Travelling Allowance / any other allowance will NOT be paid to the candidate for attending interview / exam or on joining the post. No Hostel accommodation will be provided by the Institute.

10. Reservation (SC/ST/OBC) will be as per Govt. / Institute Rules.

11. The candidate should not have been convicted by any Court of Law. Canvassing of information in any form will render the candidates disqualification for the post.

12. Competent Authority, SSS-NIBE, reserves the right to change the number of vacancies, withdraw the process in full or in part and also the right to select / reject any or all applications received without assigning any reason or giving notice etc.

13. The prescribed / required qualification & experience, is minimum and mere possessing the same does not entitle any candidate for selection to the post.

14. The candidate should have good command over English language. Preference will be given to candidates having good English letter drafting skills especially for Administrative and Accounts, posts.

15. The decision of the Competent Authority, SSS-NIBE, regarding selection of the candidate will be final and no representations will be entertained in this regard.

16. If any declaration given or information furnished by the candidate proves to be false or if the candidate is found to be willfully suppressed any material information, he/she will be liable to be removed from service and such action as the appointing authority may deem fit.

Job Profile of Administrative Posts

Administration Section

 Responsible for all Administration work.

 Drafting Proposals for various activities in and around the Institute.

 Drafting replies of all letters and reports received from MNRE & other organization.

 Drafting Recruitment and Promotion Rules.

 Drafting Agenda for Governing Council, Finance Committee Meetings.

 Coordination and arrangement of all types of conferences, seminars, meeting etc.

 Responsible for maintaining all official correspondence.

 Responsible to ensure correctness of all correspondence before getting signed by AAO and dispatch by the dispatch section.

 Office administration, time management and reporting.

 Coordination with Outsourcing agency relating to Salary, PF, ESI matters.

 Drafting Minutes of Meeting for GC, FC etc.

 Preparation of Presentation for Finance Committee etc.

 Responsible for implementation of policy and procedures as defined by the Institute time to time.

 Completion of various tasks assigned by AAO, Scientists as and when given.

Purchase Section

 Scrutinize all purchase case before procurement as per GFR.

 Responsible to transparent & wide tendering in leading news peppers, ITJ, Websites (MNRE & NIRE) etc.

 Coordinate and organize Purchase Committee Meeting.

 Preparation of Purchase Committee Agenda & Minute

 Conduction purchase Committee.

 Providing relevant document & Information as desired by purchased committee & AAO

 Drafting tenders documents.

 Preparation of Comparative Statement – Technical & Financial Bid

 Verifying the proposal of the indenter & requirement.

 Checking feasibility of funds & budgets.

 Identifying the payment mode (LC/RTGS/ NEFT/Bank Guarantee)

 Preparation of Purchase order.

 Managing Custom Clearance procedures, documents

Security & Protocol Section

 Responsible for security & protocol of the institute.

 Responsible to ensure RTI Act 2005 for feasibility of information asked.

 Responsible to provide information within stipulated time as per RTI act and submit quarterly and yearly RTI report to MNRE.

 Collecting information from the concerned official.

 Preparing the information and send to officials within the stipulated time as per RTI act.

 Preparing quarterly and yearly report for MNRE.

Hindi Cell

 Quarterly and Annual Hindi Report.

 Organizing Hindi Programmes for staff of SSS-NIRE.
