PELICAN User Access

Where can I request User Access for PELICAN as well as request my PELICAN User Name and

Password?

• To request User Access, a new User Name and Password and/or to change your User Name you will need to fill out the “PELICAN Account Request Form”, which is located here:

I. How to Add Provider Staff for accessing PELICAN (ELN/STARs)

a. To acquire a User Name and Password and/or to change your User Name, you will need to fill out the “PELICAN Account Request Form”. This form is located here:

II. How to Delete Provider Staff access in PELICAN (ELN/STARs)

ELN/STAR Provider Training Materials

Where can I locate training resources and available training sessions on how to use

PELICAN?

• A high-level PELICAN overview is available for Staff which outlines the various subsystems within PELICAN as well as a concentration on Pre K Counts, head Start and ELN/STARs. The subsystems outlined within the overview include: Child Care Works (CCW), Provider Certification (PPCS), Keys to Quality (K2Q), PA Pre-K Counts (PKC) and the Early Learning Network (ELN).

• Training resources for Early Learning Network / STAR Providers can be found here: o http://www.pakeys.org/pages/get.aspx?page=PELICAN

• To locate and register for trainings, navigate to the PA Keys website and access the Professional Development Calendar. Follow the steps below to search for classroom training on the PA Key website:

1) Go to the Pennsylvania Early Learning Keys to Quality website at www.pakeys.org. 2) Click on the Log In link in the upper right of the page.

3) If you are an existing user, enter your email address and password to log in. If you are a new user, click on the New Users Register Here link to create an account.

4) Click on Calendar in the column on the left side of the page.

5) Use the basic features to search for trainings by date or location. Click on the Detailed Search button to search by training topic.

Online Help provides training materials that are easily accessed while working within the PELICAN system.

Where can I access Online Help?

• Online Help resources are located on the PELICAN system:

o https://www.pelican-t.state.pa.us/ccmis-t/PelicanDefault.aspx

• Follow these steps to locate Online Help in the PELICAN system: 1. Log in to PELICAN.

2. Click the “Early Learning Network” link. 3. At the top of the page, click on the “Help” link.

4. The Online Help page will display (see below) and you will now be able to search and view Online Help materials.

Description

Basic Navigation This simulation contains information about basic navigation terms, concepts and pages used in ELN. At the end of this course, users should be able to: login to ELN, navigate pages, fields and features and use Online Help.

Child & Family Information—Create A New Child This simulation contains information on how to create new child and family records. In addition, details are provided on how to search, view and update records.

Child & Family Information—View or Update Existing Child and Family Information

This simulation contains detailed information on how to search, view and update existing records for a child and a family.

Child & Family Information— Common Scenarios This simulation contains details on two common scenarios related to child and family information errors. The scenarios presented in this course are:

• Child name does not appear on the Child Roster

• Child data is sent to Ounce instead of Work Sampling Location, Benefits, Funding, Classroom Information

Overview

This simulation outlines the process of creating/editing Provider location, benefits, funding and classroom information.

Reports This simulation contains details of various report elements. The

elements outlined are:

• General information

• Report generation

• Viewing, saving, deleting and printing reports

Staff Information This simulation contains information on how to create, view and edit staff information.

Alerts This simulation outlines the process of searching and viewing

alerts.

Description / Overview of Topics

Alerts- Child Demographics This tip sheet contains information on how to accept or reject changes related to child demographics when an alert is generated.

Reports This tip sheet contains a tabular display for each report with its

respective description, format and associated user role.

Online Help This tip sheet contains a visual example of an Online Help

document which was chosen from the content outline.

Clearance This tip sheet outlines the PELICAN clearance process as it relates

to child clearance, staff information verification/clearance and the address clearance process.

End Dating This tip sheet outlines the four end dating processes within

PELICAN. The four processes are:

• End dating child enrollment

• End dating staff from a classroom

• End dating staff from a location

• End dating a classroom

Each process contains a step by step guide and a list of possible issues that may be encountered.

ELN Glossary The ELN glossary contains a set of common terms along with their

definitions that a staff user may encounter while using the ELN system.

Tips and Tricks: A Quick Reference Guide for Your Computer

This tip sheet contains a reference guide for using a computer which outlines basic computer skills such as how the keys are organized, quick key strokes, mouse shortcuts and definitions of key terms.

Excel Tips and Tricks This tip sheet contains specific tips and tricks on using Excel as it relates to sorting/filtering data, formatting, page breaks, preview options and adding headers/footers to all pages.

Description

Classroom Information This Data Field Form is a paper based version of the Classroom Information screen in ELN. All fields on this screen are mirrored on the Data Field Form and can be used prior to entering data into ELN.

Location/Funding Information This Data Field Form is a paper based version of the

Location/Funding Information screen in ELN. All fields on this screen are mirrored on the Data Field Form.

Staff Information This Data Field Form is a paper based version of the Staff

Information screen in ELN. All fields on this screen are mirrored on the Data Field Form.

Child/Family Information This Data Field Form is a paper based version of the Child/Family Information screen in ELN. All fields on this screen are mirrored on the Data Field Form.

• Questions or issues regarding data entry into PELICAN should be directed to the ELN Help Desk 1-877-491-3818 or email issue to [email protected]

• When calling or emailing the Help Desk, Staff should provide: o Name and Username of person experiencing the issue o MPI [9 or 13 digits] and 4 digit Site ID

o Date and time of the issue

o Steps taken leading up to the issue
